and it's 4 o'clock. So, we're going to go ahead and call to order uh the meeting of the Town of Parker Planning and Zoning Commission on today's date, April 9th, 2026. Right. The first item uh we're this is our public hearing and our first item is docket PZ 2026-01 regarding APN 311052C and 31052D. The address is 1300 and 1308 Desert Avenue. The zoning is R2MH. The request by the applicant Timothy Sausman, sorry if I messed it up, is requesting relief from the town of Parker zoning ordinance for the purpose of a multi-tenant multistructure development consisting of modular homes on stem wall foundations with common areas and garages. At this time
the applicant um docket 2026-1 the applicant is proposing to develop a multistructural multi-tenant mobile home park on the property in desert on Desert Avenue. The development is planned to include common areas with garages. Um, a conditional use would be necessary to allow the modular homes as the zoning does not specifically list them among the approved types of multi-resident buildings. It is zoned R2 with an overlay of MH which is mobile home. Um surround the surrounding property zonings are R1, R2 and MH. Um, the reference parcels are located within the limits of the town of Parker and are generally situated in subdivision Parker Townite block 189, lots through 4, section 6, township nine north and range 19 west. the general plan use and the 2005 zoning ordinance designed to reference the parcels as R2 with an overlay of MH medium high density. The purpose of this multi-resident zoning district is to provide for small lot developments such as single or two family dwellings on an individual lot as well as serving infill needs. The R2 may serve as a transitional district between single residents and higher density residential
development or a commercial district. The intent of this district is to preserve and encourage the development of a variety of attached and detached housing units while maintaining a smallcale neighborhood field. The purpose of a one moment here manufactured overlay district is to provide for an overlay zone that will permit the placement and regulation of a permanent install installation of a manufactured home for occupancy as single residential dwelling on a individual lots or within an approved land lease development. The intent of these provisions is to provide affordable and diverse housing opportunities within the town of Parker while establishing them and maintaining standards. Notices were published in the local paper um per state law and legal notices were posted on the parcels. Letters were sent to 11 property owners representing 11 parcels within the stipulated 3 foot 300 feet of the parcel both parcels um requesting the use re view committees response sheets were sent to all the local um utilities and we had no response um negative response from any of them. Um should you recommend this um conditional use approval? The staff would recommend a proposed stipulation that a waiver and release of liability be signed which he has already done. I'm open for any questions that you may have.
um multiple um references. You have modular home park and you have manufactured home. Those are two different so it will be the mod the MH is a is a mobile home park by by code. Um he would like to put a mod put modular homes in there which is why we're doing the conditional use. Yes, ma'am. So right now it's an empty lot. So my question is if we're putting homes on there, are they still going to be able to plug into the sewer? They will not be able to plug into the sewer until the new sewer plant is So they'll just sit there or is there another option that they can use or
we at this time we don't have another option. Will he start building these right away? Probably not. Um however, this is kind of building up to it. You know, he's going to have to get the plans drawn up. um submitted. There's a lot of steps in between now and actually being able to hook up to the sewer. So, we're hoping that by that time or he's hoping by that time he'll be able to hook to the sewer. Yes, ma'am. Do we know how many actual modular homes? First, six and then there's also garages and common areas.
There will be six garages. I believe he said he's got on his pl he has like 12. Um we've knocked it back down from when he first started this whole thing. Um because he he did want 12, but that that he couldn't get the garages on there like he wanted with enough spacing. Okay. Is this similar to what they did over at Anderson's? Absolutely not. It is. Um these will be three um two and threebedroom actual modular homes and not
so is this changed because in the like in his thing and in his map and stuff is way different than that. It's one and two bedrooms right according but you just said it's going to be two to two and three bedrooms. I think that's a big difference in a neighborhood difference. Um, and I didn't notice he I when him and I They're very hard to read, but you can read them in there. And I read one in two bedrooms. Yeah. When we first spoke about this, these were the garages.
When we first spoke about this, he was he was going to do the 12 and then he knocked it down to six. And he didn't have any onebedrooms in there at all. They were all two and two bedrooms with um two of the the modulars being three bedrooms. What other areas do we have mobile mobile home overlay districts? Because I wasn't aware of any. You know what? I wasn't either till this came up. There's a lot of them over on that side of town. There's We need an updated map then because I couldn't find any.
They're not on the map. But if you go into our zoning um all of our zoning stuff from starting back way back when Um, and moving forward in our zoning actual book that we use, not the map because you can't depend on that map because it doesn't always get updated, but we have tracing back to our zoning. Um, there's actually quite a few over there. Um, that on that block, I want to I want to say that side that he's on is in the next block. It's on the other side of the street. Um, and actually where the church is over there, um, is also
if it's allowed, then why are we here to change it? It doesn't Well, it does say in our zoning code that he has to have he has to have a conditional use, which means that you guys get to tell him what you want and what you don't want, and he has to abide by that because it's not exa it's that is not in our code um to tell him exactly what he can and can't have. At this point, I think it's a zoning situation. Do we move forward before we even know if it's zoned to hold that? Plus with the sewer system, if if they're not going to be able to continue on, why move forward? It doesn't seem like it's ready to move where we're talking. We need to determine if it's in a zone. We're all residential. We have horse property around there and this doesn't fit in that profile. So, do they have to did they go to to zoning first to see if they could even do this?
That's that's what they're here for today. Yes. So, who's going to make that decision? Hello. My name is Robert Jensen, 1305 South Eagle. Uh, so I just want to reszone for let's say we have chickens. Is that going to cause a problem? Or pigs or cows. Going moo at 9 in the morning. Are they going to complain about that? Don't know. If I Yeah, we don't understand the question. Do it again. Our neighbors, we used to have cows in our neighborhood, right? And and pigs and goats and for it's for 4hood.
Very sure this impacts that at all. This was just because there were horses on that property at one time. The horses are not there now. It's just two empty lots or several empty lots. I know where it is. It's right behind my garage door. So So would you rather have horses there or houses? Horses.
By by mistake. Hi, my name is Lynn Newman and I also live at 1305 South Eagle Avenue and um our neighborhood is pretty relatively quiet and we'd kind of like to keep it that way and it is um for horses, pigs, goats, sheeps, ducks, chickens and uh we'd kind of like to keep it that way. I mean we need to look for our agriculture and I think if you bring in houses there that just defeats purpose. That's just my opinion. Thank you.

My name is Johnny Thomas. Most of you guys know me. I'm a property owner in the area affected the proposed development. I'm here tonight to respectfully express my opposition to this conditional use request. My family chose to purchase our property in this area because it's quiet nature, the privacy it offers, and the low density surroundings. It has been a safe and stable place to raise our children and grandchildren, and that was very intentional decision for us. The proposal for a multi-tenant, multi-structure development represents a significant change to the character of this neighborhood. Increasing density in this way raises real concern for those of us who live nearby, including increased traffic, reduced privacy, and potential impacts to safety infrastructure. We have also seen in other areas that higher density developments can bring challenges that affect neighbors, residents, and overall quality of life. These are important considerations that deserve thoughtful review when making decisions like this. This is not just my concern alone. Many of my neighbors share these same feelings and has expressed their opposition to this project. I have gathered signatures from residents within our neighborhood who support this position and statement and those are being submitted to your for your consideration. This is not about opposing growth. It is about ensuring the growth that is appropriate for the area and compatible with the existing community. We respectfully ask that you consider the long-term impact this project will have on current residency and deny this request or at a minimum required modifications that better align with the character of
the neighborhood. Thank you for your time and for your service to our community. right there.

My name is Jack Roach. I live on 1221 South Eagle, right on the corner there. Um, I'm very hard of hearing and stuff, so I may repeat something that you guys have already talked about, so forgive me on that. My biggest concern about this project if it goes through with there is what it's going to do to our property values because we all know whenever mobile homes come in, our property values go down. A lot of people come in. Um, I'm really concerned about that, you know, because we're already kind of in a small little area there and stuff. I've seen what happens to the mobile homes that are been put up here in town already. I've seen what the neighborhoods have went to. And I'm not trying to be prejudic about any of this or that, but I'm really concerned about the block that I live on and where my neighbors all live on. We've got a nice area where we're at. And you go in there, put multif family or mobile homes and everything in, there goes our property values. There goes um hell, there goes the neighborhood basically. I mean, it is what it is. Nobody wants to say it, but I will. So, that's pretty much what I got to say on it. I just sure hope y'all turn this thing down because we like the way we're living. We like the way that, you know, just think how would you feel if this was coming in in your neighborhood. Okay.

First off, he's not here to to for sure to claim his thing. They all showed up to to tell what they feel and there's obviously not just them but others. And with not having been able to cook into the sewer, it's just to me it's it's like a mute thing to do when when if we're ready then we can come back and and do it. Maybe he'll have the decent or the you know the respect to show up on his behalf. There's lots of trailer parks around here. Yeah. And I just Well, I think with the modified plan because the plan we received is too dense. Yes.
Well, and his comment kind of sold me because I wouldn't want that in my neighborhood. Yeah, we had one in the corner over here that um sat there and rotted and was vandalized.
