My name is Albert Brinkley. It's 815 Central Avenue, and that is in East Stewart. Thank you. We're here a part of the Concerned Citizen of East Stewart, and we are here with the community and our concern about this proposed four-way stop sign on Martin Luther King and Central and Georgia Avenue. And our point is to ask you all what the purpose of it. Because me being there every day, and I'm not exaggerating, I'm out there every single day of the week. And that situation is only going to make matters worse. When you allow... gutter company to come there, that's when the issue became a problem. Parking in front of the gutter is in our view coming off of Central Avenue. When the city employees was parked there for years, we never had a problem with the city employees parking on MLK there. We never had a problem until the gutter came there. Even right now, you go there, a big white truck is parked there. In front of the gutter company, there is always a van and a truck there. I almost got hit five times in one week. almost t-bone five times because i cannot see we cannot see coming off our street from west or east because of the gutters vehicle in front of the place and in front of and off off head to east i guess milk must have put some cones there but that's still a problem, because there's always a big truck there. So that's still a problem. And then the vehicles that's parked in front of the gutter. That is the issue, along with all of those planners that you all put there, which is taking away parking spaces on MLK and East Avenue, which we need parking spaces on both of those streets. At the time when I'm David Dias, a city manager. We spoke with him of taking those things out. We need parking. But this is a dangerous situation with those cars in front of the gutter. And on the other side, and I'd like to reiterate, when the city employees were parking there, we never had no issue. We never had no issue. Now that is a dangerous situation. And I spoke with the people in the community for the last week. Nobody, absolutely nobody, agreed with the four-way stop sign there. That's only going to make matters worse. And another issue we have right now is... Mr. Brinkley, thank you. We need you all. The school traffic now, the police don't put traffic on our streets from the school. We need you all to get that screen out. But we don't need no four-way stop sign there. And that's the community speaking.

Okay, first I want to address Mr. Brinkley's issue. I would like the board to at least ask the city, I'm not sure what department, I guess it would be Milton's department, or maybe building development, to have some sort of survey there. I've passed that area quite often, and those trucks do park. They block any view to be able to be changed. I mean, it's really, it's just they're huge, and they have parking on their property. I don't know why they're not parking there. And they should be, because they're taking up, I mean, they're really ready to cause an accident. The way they come to the corner and with those planters, it's just not really good planning for the safety of the people who live there. And so I would like to see if we could at least ask the, yes, you have to come to the.

I had spoken to Cody, who made a statement, and I'm not going to read his whole thing. He just really wanted to clarify when he made a statement saying that East Stewart owned the Guy Davis Park. He said, please forgive him, his words sometimes get away from him, he misspoke. He really wanted to say that, He is aware, and so is their organization, that it is a city park, and that certainly the citizens in the city own that park. And he just wanted to make sure that everyone knew that he just, he misspoke. He said sometimes in putting a two page letter together, he just used the wrong words, and he just wanted that to be on the record.

Yes, I have one more. It's an issue and the city clerk and I have talked about it before. When I came on board to the commission two years ago, it was my understanding that if we had notes or any statement that we were making from the dais, that became part of the record. And until recently, I know that religiously myself and Commissioner Reed hand in our notes. I notice the mayor, many times you have things that you're reading from but you never hand in notes. And the other day, two weeks ago, let's see, two weeks ago, the last commission meeting. Commissioner Rich read from his page, and you can go to the video and look at it. So if you're reading from your booklet or your notepad, that is not just personal notes. That should be in the record. You're reading from it. It's in the record on video. It's in the record audio. And certainly, those notes should be in part of the record. And I understand there's a lot of controversy to that. So either the rule appears for all of us or for none of us. That's all I have to say.

Chair Clark, if I could kind of explain the four-way stop sign at MLK. If you don't mind, do you mind if I explain this situation? So this came up a few months ago and the board directed staff to look at doing four-way stop signs at that intersection because of the sight line issue. Even though it will be addressed as part of the MLK streetscape project, but this was kind of like an interim solution. put four-way stop signs. So we did contract with CAPTAC to do a study and it did warrant for four-way stop signs. And then they also helped design where the placement of these stop signs would go. And then last week we received a call from Mr. Brinkley that they did not want the four-way stop signs. So this is something I was going to bring up to the board. as asking for direction because initially the direction was to look at doing four-way stop signs as interim for site visibility issue at that intersection. We did put cones in front of couple of businesses to help people coming from the side streets because they couldn't see the oncoming traffic on MLK. So we blocked couple of parking spaces to allow that visibility. But I guess we probably need to do it on both side of the streets I think right now is just we put the cones in front of the convenience store But maybe we also need to do it in front of the TD gutter because there's a sight line visibility But we do need to address it somehow. We did do the study and it did warrant for four-way stop signs Thank you Okay
Just to follow up on that, I think everyone is still in agreement that a survey of the stakeholders needs to be done in addition to an engineering study. I think the issue needs to be addressed.
You did it with CAPTEC already. Maybe we need to have the results from CAPTEC come and put it on an agenda. Let's talk about it and let's hear more from the community.
Along with that, we should be looking at how that business is parking their huge trucks to take away that line of sight. So it's more than just ordering another survey. It's really dealing with the company that's there in a residential neighborhood. I know they're on Martin Luther King, but they are, and they do have parking on their property. So I've passed a number of times, and I can't understand why they're putting those huge trucks in front. Thank you.
That's what I was going to ask, too, is similar to, you know, can one, can we regulate, if that's a parking space, the size of the truck? I know we do on Osceola Street for extra large trucks that stick out there. Can we regulate those? Or then, you know, we could address one of Mr. Brinkley's comments, but it might be contradictory because... He said two things. We need parking spaces, but the problem seems to be coming from the size of the vehicles parking and blocking the sight line. So one is if we could restrict the size of vehicles in those spaces, which I'm not certain we can, but if not... we could study if we could remove those as actual spaces or make a motorcycle spaces or something like that to change it, bike and motorcycle spaces to remove the need for the four-way stop because you're removing the site obstacle.
We can bring an agenda item with different options for the board to consider.

to add to what mr. Brinkley was saying I think there's something else that need to be considered as far as that four-way stop and the problem intensifies in the mornings and afternoons the car drop-off line going to school So traffic backs up in both directions on MLK. And I think he sent you a video, or tried to send you guys a video, of people coming in the opposite lane trying to get around those, trying to make that turn to go towards the school to pick up their kids in the afternoon. And there was one day that Mr. Bringer was out there, there was an ambulance and a fire truck that had to try to respond. So that's adding to the safety. And our main concern is safety, you know, start with the kids or whomever that may be trying to cross the road at that time. You, Mr. DeBeard, is that how you pronounce your name? He mentioned, I'm sorry, I'm messing up your name, but he made a comment about getting other stakeholders involved. I think one of those should be the school district. Now, I don't know how they run the bus. Maybe they can change where the bus pickup and drop off is and let their car line come through that way. Another possibility is if you look at Stepman that goes down back towards Flagler. So maybe they can come around by Ernest and Produce and come in that way. That would alleviate some of the backup on that street. I mean, I think we look at all possibilities, just this main thing being safety in mind of our kids, our families in that neighborhood. what I was going to say is that, yes, in agreement, we should look into other things. Commissioner Matheson, maybe it kind of really limits if only motorcycles, but I've seen it in parking garages. Agenda item number one, second amendment to the heirs property assistance program resolution number 06, 2026 CRA resolution of the community redevelopment agency of the city of Stuart, Florida, authorizing the chair to approve second amendment to the heirs property assistance program properties located within the community redevelopment area. provide an effective date, and for other purposes. Does city attorney or city manager have anything to say before we go to staff? Thank you.
Staff? So this item is coming before you because back in July, staff presented some of the obstacles that we were running into with the program. Currently, the program is limited to $3,000 per probate cases with a maximum of $9,000 per property. Since we implemented the program, We've had more complex cases where they require more than three probates, so it exceeds the guidelines. So the staff came before the board in July asking if we could increase the amount to $20,000 per property. So this is just following the direction of the board and amending the guidelines to allow $20,000 per property, maximum $3,000 per probate cases. Since we've implemented the program, we've assisted one property owners. Two are in the process right now and we just met with another one last week which was very successful and they want to move forward. So we have three in the pipeline right now and one was successfully completed last year. But we do require more than three probates. So this program amendment will assist those property owners that need additional help. What is your total budget for that? We are budgeting $20,000 for the program, so it is first come, first serve. So if we assist somebody that requires us to use all full amount, then I could come before the board asking for a budget amendment, or they would just have to come back the following year if the program continues.
So this is the second amendment to the Heirs' Property Assistance Program, Ms. GLB? Commissioner GLB?
I just wanted the community to understand that we're looking for a success rate, right? We want to see a success because if we see a success, the community will see a success. And hopefully more people will take advantage of the Heirs' Program. Thank you. Resolution number 05-2026 CRA, a resolution of the Board of the Community Redevelopment Agency, also known as the CRA, of the City of Stuart, Florida adopting the CRA budget of the City of Stuart, Florida for fiscal year beginning October 1st, 2026 and ending September 30th, 2027 and appropriating capital budget for fiscal year 2027 and providing for a five-year capital improvement plan for projects within the community redevelopment area boundaries, providing an effective date and for other purposes.

We have staff presentation. Sure.
Staff. Thank you. Penal Gandhi Savdas, CRA director for the record. I'll be presenting the 2027 CRA budget with the overview of CRA's projected revenues, major expenditures, and key projects that are included in the CIP for fiscal year 2027. The original base value for the CRA is $299 million, and the current taxable value is $995 million. This gives us $696 million in increment value, so that means the payment to the CRA from general fund at 5.0 millage rate is 3.3 million. And county's millage rate is 6.5614 mills, resulting in a county contribution to the CRA of 5.5 million for a total TIF revenue of 8.8 million to the CRA trust fund. This chart here shows a breakdown of CRA revenue from all different sources. As I mentioned, the county's CHIF contribution is 5.5 billion. City's contribution from general funds is 3.3 million. And additional sources of revenue include grants in the amount of 6.8 million, interest revenue of 35,000. Wayfinding signage program revenue of about 2,700 and CRA fund balance of $425,000 to balance the budget for a total of 16 million in CRA revenue for fiscal year 2027. This year shows breakdown of different categories of expenses. The infrastructure and capital projects makes up of about $8.53 million, which is 70% of the CRA budget. This includes the Guy Davis Community Park, Stittman Drainage and Sidewalk, Dixie Highway project, Flagler Parking, and tree canopy installation. The intergovernmental transfers is 1.53 million. This includes transfers for tram services, FEC-related costs, leases, water tower painting, courtesy dock, any railroad safety zone design, downtown maintenance, and other city-related costs. the professional and operating services, which is about 1.39 million. This includes any planning and designing of smaller projects in the CRA, engineering, professional services, repairs and maintenance, promotional activities, printing, membership, and other operating expenses. Personal is only about $300,000. This includes salary for the staff, special pay, any retirement, insurance, and workers' compensation. Community programs and grants, which makes up about 2.3% of the budget. This includes all the incentive programs that we have in the CRA, including the Business Improvement Reimbursement Program, Brush with Kindness, Mural Grants, Residential Programs, Heirs Program, and Landscape Grants. We have a contingency of $91,000, so this makes up a total of $12.1 million in expenses for fiscal year 2027. Again, I just want to reiterate that 70% of the CRA's budget is for infrastructure and capital projects. I just want to give you some update on CRA projects. As you know, the downtown undergrounding and seminal streetscape project is well underway. This project was budgeted at $8.7 million. We contracted with Burkhardt Construction. And Kimley Horn is providing the construction services, managing the construction of the project. And we started this construction back in May 2025. We anticipate to complete this in summer 2027. Some of the highlights for fiscal year 2027 was we did complete the Seminole Streetscape project back in November 2025. We recently did the landscaping in August 2026. We completed the grant obligations for the project. Also, the transformers are already installed and expected to be energized by end of September. The connection to businesses is anticipated to be completed by end of 2026. And then we will start restoring the sidewalk and asphalt before we go into our peak season. Some of the highlights for 2027 is we will be working to remove the poles between January to April 2027. Of course, pending FPNL.

That would be end of this year. We are going to just restore.
So that's before this season starts?
Right before the season starts, we're going to restore some of the sidewalk and just get it looking nice again.

But we do expect to have those poles removed early next year pending FPNL and FEC permit. We are working with FPNL, but they will not remove any of the overhead utilities until FEC work is completed. Milling and resurfacing and final sidewalk restoration is expected to be completed by middle of 2027. And we continue to work with all the merchants and residents. We have monthly coffee with the crew meeting to provide updates on the project. So there's been really good working relationship between the merchants, property owners, Burkhart, and the city and the CRA. Project Lift is a 10.291 million project. It is fully funded with the CDBG COVID grant. We are nearing completion of that project. We have to close out the grant. The grant actually ends end of September of this year. But we have two months after that to close out the grant. To date, we have received about $6.5 million in reimbursements already for the acquisition, engineering, administration, demolition, and construction, some of the construction costs. For fiscal year 2027, I did budget $1 million to ensure that we have sufficient funds to close out the grant for any outstanding invoices that should be received after September, end of this month. And we anticipate to CO this project by end of this month, so we're really excited to complete this project and close out the grant. Guy Davis Community Park, the original scope of work included the multipurpose sports field, linear trail, picnic area, shaded pavilion areas, multipurpose stage area, flexible central lawn for events, fitness trail loop with exercise equipment, playground with aquatic place features, concession, restroom, storage building, monument signage, parking area, and landscaping. In October 2024, the Commission amended to change the scope of the work to include the skate park by resolution number 106-2024 with a vote of 3-2. The consultant subcontracted with Spahn Ranch to design the skate park, which was about $42,000, and the project was delayed due to finalizing the subcontract and designing the skate park. 90% design, including the skate park, was presented to the joint board in July 2025. The project update was provided in November 2025. The engineers estimate cost for the project is about $9.3 million, and the skate park is about $650,000. for a total of $10 million. As part of the design and permitting process, the project team also had to coordinate with FPNL to relocate some of the overhead utilities to avoid any conflict with the proposed improvements. So that took a little bit of time. Also, we had to coordinate with utilities and engineering departments to address some of the potential impacts with the well field, in addition to the South Florida Water Management District permit. All those efforts have been completed now. We do anticipate to have the utilities and engineering department to review the 100% design by end of this month, and we anticipate to go out for bid by November and start construction by early next year. When we do go out for a bid, since I've mentioned to the board, we are completed with the skate park design, so the board has an option to go out for a bid with the skate park and get a bid without the skate park, and I will present those numbers to the board, and the board can give me direction at that time how we're going to award the contract with or without the skate park. And we do have our consultant here, so if there are any further questions about the skate park and the design and phasing of the project, he can answer that question at the end of the presentation. The Stittman Neighborhood Drainage and Sidewalk Improvement Project is currently underway. We're 60% design completed, and we've applied to South Florida Water Management District for a permit. We anticipate to begin construction on this project in early 2027. We did receive about $1.4 million of grant for this project, so we do have to stay on $1.4 million.
When do you expect to...
We anticipate to begin early 2027. By March? By March, yeah. And that project has been included in the CIP because we do have a grant deadline. We received $1.4 million, so we are binded by the grant deadline. The Southeast Dixie Highway Streetscape Project is currently in the design phase. We do have to complete this project in two phases because some of the work that we need to do is on private property, although we're going to be receiving right-of-way dedication from these property owners because of the grant that we received, the TAP grant that we received for this project. Even though we're going to get the contribution of the right of way, we can't do any work on private property owners. So it has to be completed in two phases. The first phase will include sidewalk improvements, curb, and some drainage. And that phase we hope to go out for bid by November. of this year and start construction. This construction shouldn't take too long, maybe a couple of months, and then the LAP grant project, the LAP-funded project, which will include all the work of the roadways and some of the drainage and streetlights and landscaping, that project will start early next year and and that one is grant funded. So we have two different, we're calling it non-lab project and lab project for this because some of the work that we have to do is on private property, even though they're dedicating right of way, we are not allowed to use grant funding for any property that's either dedicated or not in the city's right of way. And then any project that is in the city's right of way will be completed, will start early next year and will be completed next year. Another project that we're working on is the Flagler Park parking improvements. We are planning to make improvements near Flagler Park to provide additional 10 public parking spaces to support activities in downtown, special events, to support downtown businesses and visitors. This improvement will bring about, like I said, 17 additional parking spaces and is budgeted at $60,000 for the design and $260,000 for the design.

No, it sounds cheap to me. $250,000.
I usually don't have the actual number for construction until we have the design. And then the engineer will provide a probable estimate cost. But that doesn't happen until we start working on the design. So this is just the estimated number of $250,000. when we go out for a bid. If the bid comes out higher, then I will have to do a budget amendment at that time. The Master Street Infill Program for the city's right of way was presented to the CRB and CRA board in July. The board directed staff to move forward with implementation in priority areas. That will have the greatest impact. Staff began working and looking at zones nine and 10. and developing site-specific infill plans using the tree species that were approved for the program by the board. We will assess each phase and the site conditions, including if there are any conflicts with utilities, overhead utilities, drainage, street lights, drainage infrastructure, and determine available space for planting. The program will be implemented in phases. We anticipate five to ten years, depending on how much we budget every year. For fiscal year 2027, I've budgeted $100,000 for site-specific design for zones 9 and 10, and then $200,000 for planting and implementation. Again, those numbers could be amended based on how fast we want to move forward with this program. But currently, since this is our first phase, this is what I'm anticipating. And as we learn from the first phase, we'll have a better idea how to do the additional phases. There's another budget line item for courtesy dock in the amount of $425,000. This was in the budget last year, but we did not go into construction last year, so we put this money back into the fiscal year 2027 budget. This is actually a project that is headed by utilities and engineering department, but the CRA supports this project and will be providing $425,000. in TIF revenue to fund the project. Additional funding is coming from FIND grant, transportation impact fees, and of course the CRA. The existing docking facility, they've suffered from the storms, so we anticipate that the new dock facility will provide additional 30 boat slips. The current dock has 13 boat slips. The new dock will have 30 boat slips. And this is already going in construction and we anticipate to complete this by April, 2027.
Pinal or Ms. Gunna, is this what you just were talking about? Is this the dock or, because there was something budgeted for a wave attenuator as well.
Right, this is just the dock. I think that wave attenuator was removed. It's just the dock.
Is that your report or you have more?
Just the CIP that was included in your package. So you saw the CIP back in April 2026, and there was some confusion with the inclusion of confusion corner design in the CIP initially. The board had directed staff to include... a four hundred thousand dollars for design and construction was additional five million dollars. That's because it was a complete redesign of the confusion corner initially but then the direction from the board changed to just do some safety improvements, some enhancements to the confusion corner. So that line item was removed from CIP and it's just in the in the budget, the CRA budget, for $200,000 because now we're not talking about significant improvements. So just want to point that out. I know there was some confusion how come we had it in the CIP and it's not there anymore because it's not really considered capital projects if we're not doing major infrastructure improvements. These are just going to be more of enhancements and safety improvements to the confusion corner. and you do notice that we do have some projects in the future years. These are just preliminary numbers and this can be adjusted. Typically I like to bring the CIP to the board in March or April so you can look at all the projects that are planned for the future and give direction to staff as far as how we want to move forward if we want to take anything out of the CIP. So, and this helps me when I'm preparing my budget for next year, which I typically start in May, June of every year. So based on the direction I get from the board, I budget according to that. So if the board decides that we want to prioritize some of the CIBP projects earlier or later, I can budget accordingly. So the board does have that opportunity every year to see the CRA, CIP and prioritize and give direction to staff. And that concludes my presentation and staff is looking for approval of resolution number 05-2026.

The Dixie Highway streetscape improvement. Are we including any traffic calming elements in that design?
What we're doing, narrowing the street, right? We're narrowing from 11 feet to 10 feet, so that should help slow down the traffic. Plus, we're putting pervious pavers at intersections to have different material that kind of also helps with the visibility and slowing down the traffic. Street lights, landscaping, all those additional things will help.
Is there an opportunity to put trees anywhere there, which we know?
We are, yeah. We're going on the sidewalk. We'll be able, on the side where the properties are, we'll be able to do. Not the railroad side. Right, yes.

Thank you. Yeah, I agree with the budget. One of my top priorities that I'd like to see happen as soon as possible is the original phase of Guy Davis Park that I know has been... you know, decades in the making. But secondly, and I've spoken to our staff about this, one of my other priorities is working with our environmental attorney and coming up with solutions for our tributaries. And the two narrowed down, she's already applied for a grant for them are Poppleton Creek and Fraser Creek. But, you know, the best way to proceed with what I'd like to see is just to let everyone know to be aware that you know, local contributions elevate the chances of receiving these grants. And I think we should consider the option that both tributaries were applied for and Fraser Creek is in the CRA. And so... I am more than supportive that if this upcoming fiscal year we see a budget amendment come before us where we need funding to tap into to further leverage our applications for any water quality improvements in Fraser Creek. We support that budget amendment using CRA funds for that. I would suggest Pinal work with Ruth on this one, but to me, improving Fraser Creek embodies exactly what the CRA is for. It will certainly improve property values. you know, along the creek, but also bring people into the CRA specifically if that creek can be utilized for such things as, you know, tourism, you know, going, say, from Shepherd Park up the creek to the docks, you know, near the Colorado Bridge and highlighting that. So I'm just saying I don't, right now, I don't think we need to amend the budget. But I am more than supportive in the upcoming six months or so if Pinal and Ruth come back to us for a recommendation of a budget amendment with a plan for CRA funds to help leverage grant opportunities in Fraser Creek that we move forward. But even furthermore, it might be just mangrove trimming or opening up that creek. So other than that, I'm excited to see all the projects in the budget.

The last time I was here, probably was well over about nine months ago, we spoke to, I think his name was Joe Kepra, Jim Kepra, Joe Kepra, okay. He was up here speaking, and there was redirecting the flow of water from Balboa, almost three quarters of this neighborhood, down to the Memorial Park, over from the Memorial Park over to my Gertrude Walden pond, and that's gravel flow is going to be flushing over to Central Avenue, which I have a video of, which it floods down in Central Avenue. We all know that's a low-lying area. So when we spoke about this here, he came out, him and Milton came out, they spoke about it, and he asked Milton, if he is able to utilize the property next to the Salvation Army, which they own. But he's also using the property behind Salvation Army. I don't know if they own it or y'all bought it or whatever. But most of that neighborhood is going to be not natural, but it's going to be unnatural. So the more flow of that water is coming down south into that neighborhood, it's going to flood. everybody out downstream. So I don't know if anybody, if you got what you, is this in plan now?
Yeah, well, we said we're working towards 60% design. I haven't seen the 60% design, so is it possible I can contact you and we can coordinate with CAPTEC and see how that design?
Yeah, I'm saying nobody haven't said anything to me because I know it. I mean, I got documentation stated. I mean, it's up to my knees. And Mr. Leonard just floods out, and it backs up in our area over there. But I just want to make sure, is there going to be a change of direction of that flow of water? Because, I mean, it makes sense that you have the infrastructure there, but you've got two big ponds flowing south into a smaller pond off of Central Avenue and East Avenue. So that really don't make sense. It just makes sense the flood is out, but...

Sure. My name is Mike Connor. I'm the Director of Landscape Architecture for Calvin Giordano and Associates, and we're based out of West Palm Beach.
Thank you. And for Mr. Giordano and others, I know that we've brought this up before, but I know that with the whole CIP, which includes the guide... Could you go back to the Guy Davis Park and all the elements in the Guy Davis Community Park? And what's our timeline for that again for the public?
We're... Finishing up the 100% plans or submitting those so that they can be reviewed by your engineering department and your building department as a courtesy dry run review. And at the same time, staff will be reviewing the plans. And then any comments will be incorporated into the plans in a bid set. So we start working with city staff to get the park project construction out to bid in October, November. And once it's awarded, it would probably start construction at the beginning of next year.

And Ms. Grandesavadas, could you please repeat again the proposal and idea that has been discussed with regard to how to facilitate having the skate park as a phase and to keep it in the plan, but not necessarily have it as a part of the beginning construction of Guy Davis Park. Could you go over that again so that the public knows?
So the way they've designed it is with the skate park right now. So they're also the consultant is also going to provide a plan. So we're going to go off a bid with two set of plans, one with the skate park and one without the skate park. And it would be called bid alternate without the skate park. And then once we get the bid, we'll propose the breakdown of the cost and the board at that time could decide whether they want to continue with the skate park. overall park improvements and award the contract with skate park or just remove it completely and design it later on. Just want to also be transparent that if it is phased out, then it will cost additional because now we have to go out for a mobilization again. And there's also some of the cost for materials is less, like concrete, some of the material is less because we're doing the overall park improvements. So even though we're saying it's $700,000 right now, when you do it as a standalone, the cost could be higher.

Hi, Anthony cooling. Uh, thank you. So, uh, we did not have enough data for years 4 and year 5 for some of the other funds, sanitation, stormwater, develop a plan for the entire budget. But we had due to the plans that and the CRA has has done. We had enough data for them to do a 5 year plan for. You know the CRA budget for here tonight But we didn't have enough data to put it holistically together for the big CIP plan for the other departments So we just broke it out.

Thank you Regarding the Guy Davis skate park Some residents have some concerns since there is talk of not including the skate park so one resident posed the question was that that original park did not include 14th street and once the guy davis park once the skate park was put into play it was going to be built on the corner of 14th street so that question is if we don't do the skate park then what is going to happen to 14th street that that corner of 14th Street that was originally now scheduled for the skate park. Will it go back to being not developed, or there's certainly nothing in the plans but then expand the park to include that piece, that parcel of land?
So originally it was just going to be a picnic area with pavilions, and then it was changed to a skate park. I think if the direction is not to move forward with the skate park, we'll just sod the area and make sure some of the drainage and things are addressed as a phased project. And I'll let the consultant speak further.
I believe that area is always part of the park project limits. So it was always planned to be a part of the park and the improvements. It's just it kind of changed from emphasis on picnic type of area to the skate park. It was the easiest spot to find to place the skate park at that time.
