ADOPTION OF AGENDA

Chairman: With no other items being considered separately, a motion to adopt the Meeting Agenda is in order. Specific Action Requested: Adopt the Meeting Agenda.

APPROVAL OF ITEMS ON CONSENT AGENDA

The Chairman will ask any Board Members with questions or concerns about any agenda item to identify the item, which will be removed from the Consent Agenda and considered separately toward the end of the meeting. If an item is identified, no vote is necessary to move the item for separate consideration. The Chairman will call for a motion to approve the Consent Agenda.

Veterans Treatment Court Amendment I

The Board of Commissioners has received a request for an amendment to the existing Memorandum of Agreement between Onslow County, the North Carolina Administrative Office of the Courts and Judge James Moore for services supporting the management and coordination of the Veterans Treatment Court. The proposed amendment will increase the VTC Mentor Coordinator position from 0.5 FTE to 0.8 FTE. As a result of the position exceeding the 0.74 FTE threshold, the position will become eligible for health insurance and retirement benefits. The amendment will also replace the original Appendix A with an Amended Appendix A for the period of July 1, 2026, through June 30, 2027. The total amount of the MOA will increase from $224,157 to $267,881, representing an increase of $43,724. The MOA is currently funded through the FY23 Department of Justice's BJA Veterans Treatment Court Discretionary Grant Program, which will also cover the costs associated with this amendment. The additional $43,724 is allowable under the grant and will not require additional County funds. Specific Action Requested: It is respectfully requested that the Board of Commissioners review and approve the amendment to the Memorandum of Agreement with the North Carolina Administrative Office of the Courts and Judge James Moore for Veterans Treatment Court services and authorize the Chairman to sign the necessary documents on behalf of the County.

Sheriff's Office Fee Schedule Revision

State law allows for a maximum fee of $100 for out-of-state civil process. The Sheriff is requesting a fee for out-of-state civil process of $75. Under the County's current fee schedule there is no distinction between in-state or out-of-state process fees. An existing $5.00 Pistol Permit Fee is no longer being charged by the Sheriff's Office and will be removed from the current fee schedule. These changes will be included in the Onslow County Fee Schedule. Specific Action Requested: It is respectfully requested that the Board of Commissioners approve a new out-of-state civil processing fee of $75 and the removal of the existing pistol permit fee of $5.

Onslow Civic Affairs Committee Appointments

The Onslow Civic Affairs Committee is composed of a core group of twenty-three (23) members who shall have a demonstrated or stated interest in the Civic Affairs Committee or who can provide assistance to the effort. The Onslow County Board of Commissioners is responsible for sixteen (16) appointments to the Board; the City of Jacksonville shall make the seven remaining appointments. 2 The following individuals have expressed an interest in serving on the Onslow Civic Affairs Committee. Applicant: Albert Burgess, Seat: #2, Term Expiration: September 30, 2028; Applicant: Kevin Reopelle, Seat: #3, Term Expiration: September 30, 2028; Applicant: Yolanda Mayo, Seat: #4, Term Expiration: September 30, 2028. The applications have been certified and are on file with the Clerk's Office. No other citizens have expressed interest at this time. Specific Action Requested: It is respectfully requested that the Board of Commissioners appoint the listed applicants in the respective seat for two-year terms expiring September 30, 2028.

Richlands Planning Board ETJ Appointment

The Town of Richlands has respectfully requested the Board of Commissioners appoint the listed individual to serve as the Extraterritorial Jurisdiction (ETJ) representative on the Richlands Planning Board. Applicant: Randy Meeks, Category: ETJ, Term Expiration: June 19, 2029. The application has been certified and is on file with the Clerk's office. Specific Action Requested: It is respectfully requested that the Board of Commissioners approve the appointment of the listed applicant in the respective category for a three-year term expiring June 19, 2029.

CHAIRMAN'S REMARKS

The Board offers the public one opportunity to speak during the meeting. Comments should be limited to no more than five minutes and may be on any issue upon which the Board of Commissioners has control. In accordance with the Board's adopted Rules of Procedure, Commissioners shall reserve responses, if any, for the Commissioner comment period on the agenda.

PUBLIC COMMENT

Recognition for Deputy Carlos Phillips and Sergeant Jeff Latham

The Board of Commissioners will present recognition plaques to Deputy Phillips and Sergeant Latham in appreciation of their service at the Onslow County Government Center.
