Anybody here who would like to address the commissioners with regard to the URA? Has anybody signed up?

2:09Speaker 1

Nobody signed up.

2:10 – 2:37Speaker 3

All right. Sounds good. Then we're going to move forward to general business, of which we have one item tonight. It's item twenty twenty six, 169. It's a public hearing, a resolution of the Board of Commissioners of the Town of Erie Urban Renewal Authority providing for supplemental appropriations for the 2026 budget year. And Lockheed Woods is going to lead us in this discussion. But I'm going to officially open the public hearing. And with that, I'll turn it over to Lockheed.

2:55 – 3:33Speaker 2

All right. Good evening, Chair Moore and commissioners. My name is Lockheed Woods. I am the urban renewal authority and development accounting analyst for the town. And I'm here for a quick rollover supplemental budget presentation. So these are rollovers. These were expenses that were previously appropriated in 2025, and the projects were not completed in 2025 for one reason or another. And so those funds are at we're asking for those funds to be reappropriated into 2026 so we can spend those funds and finish those projects. As you can see here, it is a short list. We have three projects.

3:33 – 4:10Speaker 2

The biggest one, the primary one, primary expenditure is Colliers Hill Historic Erie Pedestrian Bridge. That did start in 2025, but started in late twenty twenty five. Construction is underway, and they're making good progress. Expecting to conclude probably sometime in in May with that bridge. And so we're asking for the rollover of the full amount that was not spent in 2025, which is that $4,600,000 With the Colliers Hill pedestrian safety improvements, they installed the rectangular rapid flashing beacons along the Colliers Hill Parkway on the pedestrian crossings.

4:10 – 4:54Speaker 2

And we're asking for the rollover of the $73,000 that was not spent to update several pedestrian ramps along Colliers Parkway. And then for the historic Old Town downtown infrastructure improvements project, that project was mostly completed in 2025. There are a few remaining items related to plants that need to be replanted and some different items that need to be repaired just to get final approval. I talked to the project manager, and that also, today, and that is also expected to conclude sometime in May. So getting close to the end of all of these projects and just asking for the appropriation of the funds to complete them. I'll turn it all over to you for any questions.

4:54 – 5:08Speaker 3

All right. Sounds good. Before we get to questions, I'll see if anybody from the audience tonight would like to address this with regard to this topic in this public hearing. Seeing there is none, I'll bring it back to the commissioners to see if there's questions. Yeah. Commissioner Babs?

5:08Speaker 4

I just wanted to make sure I got this good. Your presentation says March, you said, but it will conclude in May. So is that just an Yep.

5:18 – 5:31Speaker 2

Just when I put the presentation together in February, we thought it might be concluded in March. Then we got an update that it'll probably be May. Just with some of the weather things and wanting to wait and make sure we give the plants the best chance to grow and be successful.

5:31 – 5:48Speaker 4

Okay. And then the second part to that question is none of the monies that are being requested to roll over, none of these are projects that are over in budget. Am I correct? Just that these monies need to be rolled over from 20 Yes.

5:48 – 6:05Speaker 2

Yeah. There's no increases to the expenses previously appropriated for these projects. If anything, these projects will likely come in under budget. We've just asked to roll over the full amount. But there's no budget overages involved in this supplemental request.

6:05Speaker 4

Thank you very much.

6:07 – 6:18Speaker 3

All right. Bring it back. Any other questions? All right. Seeing there are no other questions, I'll see if there's a motion to approve URA Resolution 26,007.

6:18Speaker 4

So moved. Second.

6:20 – 6:45Speaker 3

Motion and a second. I think that was by Commissioner Sheikh. Alright. Any further discussion? All in favor say aye. Aye. All opposed say no. Alright. Motion carries and that passes. Thank you. Thank you. Alright. With that, I will adjourn the URA meeting and we will reconvene at, let's say, 06:45, our our regular meeting.
