thank you did everyone get the little voice thing okay great I hate that they don't play it for the person doing it anyway um okay so I'll call to order this meeting of the Robinson School building committee for Tuesday February 25th um has everyone had a chance to look at the meeting minutes that were in the packet yes thank you Kathy any major edits I'll take a motion to approve minutes from February 4th and February 11th don't move John and a second second thanks Kevin okay all in favor Chris Chu hi hi Kristen hi oh sorry I've got I've got a little cheat sheet Tom to go in order so I don't miss anybody um John Cunningham hi I'm an i Kevin Lov I Jeff I st Lindsay I Allison I Tom w i and I don't see Tom leers yeah okay all right so that was approval um okay all right so uh we're this we're still really the biggest thing we're doing is you know still preparing for our forums and annual town meeting um so one one of the first steps I thought we could T take was any Reflections from the fincom presentation on February 13th um it was great to get unanimous support from that group um and um you know I think we just
to share my own Reflections first I guess I think we um can think of about sort of The Ordering of the slides a little bit maybe there was one where we were talking about like what led to this point and um I just think when I look at how long our presentation took if we're trying to if we're going to try skimming um trimming fat to have things in the backups that will get asked but that we can um speak to that uh that might be an area where we um kind of move that to the backup did anyone else have reflect and have a chance to watch that the the uh discussion by Dan on the options of financing this request that didn't cause a tax increase I didn't know how we could summarize that in a such a way because that's going to probably get asked again at town meeting yeah it was definitely like two things that I realized real time were missing um well not not missing because at that point we were still sort of open-ended and it's really up to the select board I think but sort of funding right was the the big elephant in the room and then um I think it might make sense to make oh hi John I didn't I think it might make sense to add um to work in somewhere like the cost of inaction of what happens if it fails um into the slideshow but yeah good point Tom yeah we have some of that on that one slide that has the uh summary of the cost yep just didn't show up right during the presentation this all the some but we can fix that now um Kristen do we do we have seven minutes
six to seven minutes right you have a maximum of six minutes at town meeting maximum of six minutes so and that presentation and I think we did go through it relatively quickly was still 20 20 minutes the presentation itself before we got into questions so as we talk about adding things I'm like so what I recommend we delete it has been helpful in the past is to actually do another video and we could get the video out through wcat and also post it to our town meeting website under article 7 to encourage um people who are attending town meeting to watch the video in advance okay might be a good idea y does anyone else have gu I guess my question there would be a video of what though right so we have a 16 minute video of the tour we would have 20 minute video of this President you know I mean like so it's like what is the go would would we then try to be making a a shorter video and what would that be or we just point them to the videos that already exist with different what I'm just curious as to what's been successful well I think the tour video is obviously very important um if you want to do a new video based upon the feedback that was received at the fincom meeting turn that into you know a 10 to 15 minute video that may be the cleanest rather than pointing people to the fincom meeting and perhaps they get frustrated because it's so long and they're not finding information that they need so um if there is bandwidth and capacity I think doing an updated video on the facts of the project um may be beneficial to us yeah Lindsay yeah I was gonna say like or even just of frequently asked
questions um for folks who may not want to watch a video um or might be visual just to be able to if we really make sure the frequently asked questions are tight and address all of the things that that we can't hit in the seven minute presentation yeah I was also going to add um one other thing not to add to this slide deck but one other thing that um a reflection that I had was um the question that I think a woman named Heather asked relative to um how this process and the feasibility studies being coordinated if at all with the Town Master planning work um I think that that's an important thing to highlight um for for voters yeah I I want to spend a minute there I think because I um two days after no a week after fincom I was at um last week I was at the League of Women vot Voters Civic social and this was a um large discussion topic and that was also brought up as a question there and I guess I I wasn't really sure how to answer it yet so um maybe we can spend a minute on that do you have a quick take on that or or has have you heard that feedback in the community conversations so to be honest I've only made it halfway through the fincom um video I unfortunately wasn't able to be there or watch so I do plan to finish that up this afternoon um in the community conversations for the the town facilities assessment and Jeff good one please feel free to jump in because you've been involved in all of this you know there was a proposal on the table at the last Community conversation about using Abbot as a town facility and it was totally um dependent on this Robinson School feasibility study and Tom wiberg was there as well so he may
be able to weigh in um so I think it definitely has been talked about our consultant knows about it but it's kind of a chicken or of the egg thing you know we know that if Abbot is available to the town it will not be for the next seven plus years plus it would take some renovation of that building as well so if I'm missing context anywhere because I didn't get through the whole fincom meeting please let me know no the the question they get an asked and I did stand up and more or less said what you just said except I forgot the seveny year part I guess my my question might be in terms of as we're preparing for town meeting in terms of how information's going to roll out what Kristen what are you anticipating the discussion about the Town Master Plan looking like and I'm assuming that would take place early like during your typical state of the Town presentation or could you help us think about that like are we going to be referring back to something would it is it something that might already be addressed or I guess that's my question yeah so I had a conversation with Angela about this I initially wanted to talk about the town's facility assessment before the capital article um she was not in agreement with that because no no assessment are actually included in the capital this year um I haven't started drafting my state of the town yet it's something that I plan to do later this week uh we will have postcards and poster boards available for town meeting members to go go to the website for the facilities assessment and get that information but I haven't um I don't plan really to discuss it in in great detail uh unless this group you know wants me to do something like that or I do something very small in the state of the town okay that I I think that could be a piece of it like for because Heather's question really was sort of a followup
to I think the same questions that did come up at the at the in the the facili conversation um Forum that you had which was basically and it it was you know the idea of is are really making sure are both groups talking to each other right like this seems to be dependent on that and so um yeah I think it it'll just be important as to in our presentation as we're talking is that information that they would be hearing any aspect of it earlier or if not that's fine too then we just need to make sure that we're clear about that I guess that's that's kind of the question I have which is do we think that that's an adequate answer at this point in the process which is just that we have overlap between you know obviously Kristen Jeff Tom on permit Town building committee um and that the groups are sort of talking but that both processes are sort of playing out do we feel like that's enough of an answer because we could also weave that into the frequently asked questions if that's an appropriate answer lindsy I would I would just wonder um if giving a bit of a sense of how the two processes whether even though they're par technically parallel processes how they intersect um like does you know they're not necessarily dependent on one another but does the during the feasibility study will the consultants in our team be conversing with the folks running the master planning study work for the town when does that end and how will the work of the feasibility study intersect with the Town Master planning I just think that folks are really going to care a lot about these two processes and how they intersect so our process should be finished by late April okay so really
even before we get an OPM on board is my gut feeling yes you're that's accurate okay to Tom I saw your hand yeah take notes so speak up if you if I don't see you no I I almost took it down because of what Kristen said okay but I cck me from own Christen but I get the impression that this committee is in front of of the facilities committee really and I don't think anything the facilities committee is doing should affect what this committee is doing unless I'm confused again no I agree I think anything that this project does will then affect what we're doing but we're not going to interfere through our facilities assessment with the Robinson work right so this is independent of the facilities work and the facilities work really has to take whatever comes out of this and otherwise it gets very confusing we do have enough overlap as previously stated to ensure that that happens that makes sense to me what about how we speak about this potential site three I mean is are there going to be outcomes or information in the the Town Master planning work that ends in late April that would then inform a site potential site three for us to assess during the feasibility study nothing that comes out of the Town facilities assessment would impact site three the site three would be totally independent um it would be either other Town property or a private property but nothing that's included right now in the facilities assessment I think maybe even just saying that might be helpful for folks to hear okay why don't I draft wrong I just think there's a lot of confusion about these processes for like the the average person that yeah they want to feel that everyone's being efficient yeah I I
think Valerie you're about to say something um well I was just going to say as part of our sort of review of the frequently asked questions I could draft um an answer to this question and kind of send that around make sure that the people who are in both groups have vetted that wording and we could add it to the that um first pass of f FAQs that I hope we get up on the website sort of this week so that might help um with that and and I think that's a really good idea I think not only like do are people cons are wondering about the you know the timelines and the parallel and whether they intersect but also does you know like it it's it's great to kind of say that but I what I kind of heard through Heather's question too was is there is there does it make sense that the outcome of this like I I don't want to be so independent at our own detriment like is the outcome of the RSB the fs the feasibility study do is it is it better for us to push for like Abbot to be empty like at what at what point or are we just hoping that the OPM process is completely comes to their best preferred outcome i s Tom I see you making I I I would strongly be against that because we're dealing with uh the msba and I think that we have to keep keep this strictly this work strictly school and to confuse this with the facility stuff is inviting problems okay MBA okay I I agree with that however what I think needs I think what helps is again the presentation that we did make the other night where we're where we're showing people that the outcome a
possible outcome of this could be that the Abbot and maybe even the day facility and the Robinson facility could be available because we'd have to make decisions about that leaving that to then people say well then could you but but that that piece of it I agree with you Tom because the msba is aware of that and they know that consolidation is a part of this process of looking at it and so the way we talk about it you're right is is that that that could be an outcome of this one of the things I I also just want to say is I Tom I think you've done a really nice job I've heard you now do it multiple times because I saw you do it at the at the community meeting and then you really did the same thing at the fincom meeting too where you were a great voice because you're on the permanent Town building committee because you're on both of those committees when you were able to kind of just say clearly well this this process is really just a couple of years ahead of the of the other process so the schools started this a couple of years ago this is where they're at right now the town is really where the schools were a couple years ago and so then people understand that you're right to Lindsay's point they're not par parallel they're not happening at the same time they're similar in the work that they're doing but they're now you know we're just we're at this point because of the work that the town because of we did which might help people see where the town could be after they complete their project yeah you said it nicer than that I don't disagree with anything you just said okay I also think that uh what has been discussed is the fact that uh you know this process is um I think intriguing for the lack of a better word for the msba not only because the building is definitely outdated in many ways uh and is not functioning the way that it should be but that it also may help to resolve other issues which is the combining um of buildings and uh and
leaving those open okay really helpful great so um I think that segue into the frequently asked questions I just want to make sure I give everybody a chance that wanted to to give any other Reflections on the fincom meeting okay okay so um I did send around a PDF and as I was saying maybe as people were joining um I know a PDF makes it hard to edit but I was worried about real- time collaboration in a shared doc so um Kristen I did see your email and I can send that to you directly uh but I have gotten some feedback from others that I'm weaving into an update um uh I don't I don't think it's going to be a good was a good use of time to like pull that up and go question by question I think I've gotten everybody's feedback and am incorporating that um I'm I think in general there was some kind of like moving around and like redundancy edits um but does how do how's everybody feeling about like me making those edits sending out one kind of one one final pass and then getting them up on the website by like today or tomorrow everybody's kind of see some nods I I think it's more important to get it up yep okay have it absolutely perfect okay yeah Valerie I guess my question is because I initially thinking that that was the same document that we were trying to edit yeah so I paired it down a lot right I didn't look at that one as early and so I guess my other thought is just there's a whole lot of other questions and a whole lot of other answers that we've also already worked on so at what point yeah so so I was gonna Just sh share that I felt like
these were to in my mind these were like sort of high priority questions to like get people's idea around what the ask is and what's the project that we're talking about yeah um but to Loop everybody else in that longer document that I had sent around um in the previous packet um that had some facility focused questions that Allison had done a great job sort of seating for us and Jeff and Dr Chu have done great job um beginning to answer those so I feel like that would be our like our next round to update onto the website um but kind of with timing wise I didn't think that that was ready for today so we can keep working on that and maybe share with the committee um before getting that up too but I I think it's and it's tough because like um my op my personal opinion of like the general questions was kind of like that that too long didn't read um acronym that you see like on Twitter and stuff is if you're only going to read the first three questions here's what we really want you to read if you're really into the weeds and want to read a lot more you know here's I don't know the numbering is off so here's like another 15 questions and at some point I think maybe by next week we'll have 30 but really trying to prioritize an order there so that people at least understand the scope of what the the ask is right away in the first few any go ahead Kristen um not related to the frequently asked questions but just related to the documentation we have on the website and I apologize I haven't looked at the school page this week did the finance committee meeting recording get posted to the Robinson School building committee uh or to the Robinson School building project web page through the School site I don't think so yet not yet we can do that so maybe want to snip it down to to just that section and that could be another source of information for people
to access okay you could do that yep um okay so that's the my next steps for frequently ask questions um I feel like we've talked about the slideshow in our reflections um we've got on the agenda I feel like it's been helpful least for me to keep listing out what our upcoming um kind of dates are so we are um Dr Chu and I just planned uh the next school committee meeting agenda this morning and we'll have a presentation to the school committee on this coming Monday night um again attendance encouraged but not required um I think between duu and I will be able to handle um any questions from the committee and we're also going to be giving an update to the committee we think on sort of that space usage work that we've been doing um because I think that how the committee's focus might be a little bit more into that space in into that topic to understand what um classrooms are being used and what would that mean for reconfiguration or POS potentially redition in so we're going to kind of tie all that together and then um hopefully ask the school committee for a position on that article um Kristen can you remind me I know I I have the fincom the budget timeline somewhere I mean the town meeting timeline but if we took a vote on Monday night would that get printed in the Motions packet um it should let me just turn my video up for one second I'm just going to get the the packet hold on thanks so that that's really my timing goal is and if anyone's not familiar there's that packet of motions that every town meeting V voter will get
um and then at the end of each little article um the boards that have taken a position on an article is printed right there with their vote so sometimes that helps um lend uh I guess solidarity to an article I'm hoping we just meet maybe just that little placeholder of a vote we have to post we have to post by Friday the 7th so we will get it in there if you do if you get it to us first thing Tuesday morning okay perfect Kathy can you help me remind remember that either Monday night or Tuesday Morning absolutely thanks um okay so then after that our next dates are the two forums um so the senior center one so I know the that the draft of the or not draft but the flyer was in Piston's most recent Town manager newsletter um I've been speaking with Allison about doing one final update to the flyer just so that we can put the tours information on there because I realized that that wasn't um on the first pass and I want to make sure that that's that flyer is like one place for people to see what ways they can learn more about the project um so she's going to get that to me and then I think with that we could send that to um the Council on Aging for the director Jennifer to include in her presentations I mean her Communications and maybe I don't know if they like um have like a uh bulletin board or something to like advertise when the Forum will be coming up to generate some interest there times sorry for the um the March 13th the Saturday I think I put I put some some initial times in the slideshow I can get
that for you I just don't have a print out okay it's on that it's on that like last slide of the slideshow that from finc come um but I'll send you that yeah it was like midday Saturday it's open to feedback if somebody felt differently but I I think it was like 10:30 to 1 o'clock on Saturday the 15th thank you I'm down to one screen at this for this today so it's hard to uh 10:31 thanks and then the other tour um time is before that Wednesday yeah so 6:30 to 7:30 on Wednesday the 12th okay with the info session 7:30 thanks is that good alen awesome okay so that would go once we get that too and then line that up with the frequently asked questions going live I was hoping maybe we can push it out on the what is that called the news alert yeah we can do a news flash I I would offer that we help that we use Capital strategic solutions to help us with a lot of this so they can do some coordinated efforts um I know Dr Chu met with them um of how they can help us with this project and other social media outreach so um if we use them to our our advantage I think that would be help great thank you have we thought more about what the forums will look like in terms of the uh the tour itself um I had sent a SE separate question to Steve Allison and Lindsay to see what has worked in their previous projects um I think it was Allison had the good suggestion to um kind of schedule the tours so that people aren't wandering the building without the
context of what the ask is um so like maybe we're kind of we have sign a signup genius perhaps of our members um that can try to overlap some coverage there and then corralling a few people at a time to walk through the building um does anyone else have any feedback or ideas on that I was thinking the same thing as well and perhaps to be consistent uh we could just put together a bullet list of uh items and maybe the direction in which to head uh and things to point out that are challenges similar to what we did uh in the video maybe we just utilize that as a a means for uh doing the tour again I think consistency is best I would hate for one group of people to hear something that another group you know didn't get to hear of of course I know that they'll ask questions and and that's out of our control but if at least we're consistent with our original message and what we want to share I think that would be great yeah great points thanks Kevin um so maybe we can we can as as that gets closer have a couple printouts of the um floor plan um some bullet points um from the video like you said and um maybe even like a half print out of like the flyer with the frequently asked questions QR code and Link so that someone can take that home and um either share with their neighbors or read more about it after the tour anything I'm missing there and then obviously the Wednesday night one would lead to um sort of hanging around in the cafeteria for their Fuller
presentation okay all right um where am I missing okay so that leads us to annual town meeting um which again uh we'll have to think about the six minutes and use that wisely um and and what we put on the website ahead of time and ask voters to um educate themselves with and you may also um want to do a flyer that you hand out at the Motions table that links people to the website with information there's we will have full Wi-Fi in the gymnasium uh if people want to access documents on their phone um we can do that so that has hap that has helped in the past okay um any other thoughts there I mean we're couple steps to go still for Daniel tell me and I and we will I think continue to build in a reflection on as we have a forum um you know what else can that in um influence our next forum and so on and so forth uh for annual tell meeting at that Civic social I was mentioned that there this was a discussion Point um an attendee had raised the idea once we once we were having that conversation about what's the the risk of this failing or the cost of an action and what I just wanted to let this committee know that the idea was raised of having a backup article so that um so if you watch the fincom presentation the preferred method of funding at this point would be non-excluded debt which does not require the ballot vote but is kind of built they're like debt payments built into the operating budget which
I'm oversimplifying but I hope everyone's nodding along um and that requires a two-thirds vote of the assemble assembly of town meeting and you know someone at this conversation raised the point of well what if that fails by like five votes and then we're kicked out of the msba pipeline and all these um sort of consequences happen from that wouldn't it wouldn't it be what about a backup plan sort of so I've raised this point to Kristen and to Scott Hazelton the chair of the select board who ultimately the select board sets the town meeting warrant um but this idea that we could have a second article that would only require a majority vote and this feasibility study would be funded with an alternative method which could be free cash which is not the preferred method but would only need the majority vote um and if it was if the two-thirds vote passed then this would be um what's the word dismissed but if the two-thirds vote failed then this would have a backup plan I don't know if you've had a chance Kristen to talk with Scott or legal on or have an opinion on that yeah I've talked with Scott and Dan on this um we are both not in favor of that approach for several reasons one um if we move forward with the feasibility study with a two-thirds vote it then also requires a two-thirds vote to move forward with the construction and we feel that uh if you only get a majority vote in the first leg uh much less um likely to get a two-thirds vote in the second leg especially with the funding being uh that much more in you know almost 100 million maybe um we also feel that if we use free cash for this project um we
will be uh it will be very detrimental to our Capital uh budget for next year um that we will not be able to spend very much at all on other Capital needs for other Town departments um and I personally feel that it would cause confusion um that if um we move forward with a an article for the two-thirds um borrowing and that fails and then move forward with a majority to use free cash or other source that our town meeting members are going to be extremely confused at that point in time um the select board has closed the warrant it's not open um they would require to open it tonight put that on and close it and I think that the period of time is extremely short so uh I personally am am not in favor of it I've had conversations with Scott and Dan I I won't speak for them but in their in our conversations neither of them are um in favor of it either go ahead Tom I would also be not in favor of it uh I just I think you would probably lose on even the majority if in that thing because the town meeting would not be very appreciative of that maneuver to put it bluntly okay that means I guess we just have to hammer home in the presentation that if if we don't get this voted then it's going to be a number of years before anything comes up that would help to resolve the educational challenges and issues at Robinson plus the roof all those other things that we've all talked about yeah does anyone have a feel like I guess this questions maybe for Dr Shu or Lindsay who have a little bit more um interaction with msba who can help who is there a is that like that consequence
clearly laid out on their website somewhere I had a placeholder in the FAQ about we get kicked out for some number of years and that's kind of the words we've been using but I don't know for sure where to yeah there's I mean there's the anecdotal people know that this happens yeah that's what I mean but there's nothing I I don't know if I've seen it written anywhere that says that they're not going to consider it but I know I've heard it I've heard it in presentations where they've told us that you know you're not going to be considered again but there's I don't think there's anything that stops us from submitting it submitting it again but I'll look I'll we'll check and see if there is an actual okay Purgatory of that's superintendent call it msba purgatory so like yeah and I think also you know you can talk about it in the context of Robinson but if we were to go to msba for any other school building project they would say well Westford didn't pass it at the first round for this project why do we think that they're going to pass it again uh for a different type of project that is in lesser need than what Robinson is yeah right yeah right yeah sorry Lindsay no I was just gonna say I I don't know offhand but I can do some research on them I guess yeah like you know anecdotal works for the verbal presentations I think we spoke to it pretty well at fincom but to put something in black and white and the frequently asked questions I was just hoping they had something a little bit more um official I guess um okay so with that said um I just want to take everyone's thoughts on uh what meeting schedule makes sense based on what um work we have ahead of us so we kind of had had done weekly um that would give us 4th 11th and 18th do we feel like that works or
what I mean the frequently asked questions that this first pass we'll get a final scrub and go up online we've got the fincom record um we can D Chu and I I think could touch base about like a shorter video and then I just kind of wondering how useful um I think some terms we need to have some communication figuring out out what we're going to do in terms of what are other people's availability for these forums on starting next week so whether or not I don't know if we want to wait until the 11th right I mean we need whether we're meeting on the 4th to to talk about that and to iron out that as that aspect or whether we just are creating some kind of a Sign Up Genius in the meantime I'm not sure what people's preferences are does anyone know their availability now and we can do like a show of hands for the Saturday the 15th and the 12th evening the 12th I can do the Saturday um and also the 12 same here that Senior Center one would be tough for me but I can do the other two what time on the 15th the 15 thanks uh 10:30 to 1 is what you said yes I could show up um probably by 11 11:30 on the 15th and the 12th was the other one that's the night one yep at
Robinson to give tours around 6:30 to 7:30 um I could possibly show up right at 6:30 otherwise it would be after building okay I can do both John okay I'm available for I'm available for both of those Jeff are you available for um the the Wednesday or the Saturday I can be at both okay all right and I think Kevin was on my original dudo poll yeah okay I think Kevin was Avail Avail I'm going to everything oh we're trying we're trying to trying to limit Kevin's involvement now yeah exactly Spread spread the love you want to keep presentation short keep me out of it this is so important though Kevin I get where you're coming from it's important for there that's a good that's that's a good that's a good number of people because I think you know what we'll do is we Kevin and I when we already created the script for the video that Kevin and Jeff and I did that's an easy way to just pull the talking points right out of that um so we can create that for everybody we also I think if we have like four is three to four tour guides available at each time then we can have each person start in a different spot to make sure people aren't following the same path but I think that aspect of organizing it is really easy if someone else can take on the I think we said you know having the the Flyers with the QR code linked to the um to the FAQs if that if someone else can kind of put that together I'll I'll work with Kevin to put the talking points together with the map right so we'll have those pieces for the talking
points just for the tour guides right map for everybody um if we think that's necessary actually that's a good question do we want to hand everybody the map or I don't think you want to hand everyone a map yeah so the map isn't yeah so we'll Okay so just have but some form of print collateral would be nice because it prompts that reinforcement so the flyer with like a link to the frequently asked questions could be something we hand out to everybody and then each guide will have the talking points and the map I and I it feels um it feels like it could be different than it's going to be different than our fly our current flyer which is promoting the event right so maybe it's even we can work one or two fax onto that flyer too right so that someone has that um take-home prompt like immediate and then if they want to dive in more they could go further right right yeah and it doesn't even have to be like a full page it can it can just be like a 5 by5 like card of sorts you know something they can hold yeah if we do like a sort of a half eight half page um and it's just the neutral facts is that something we can print like on School uh Machinery what what's the word equipment yeah if it's just neutral and it's not advocated for an outcome yeah okay okay because the other piece I was remembering um as I went down this list was we had briefly talked about uh when when or to Loop everybody else in I guess when the senior center lunch or Forum was being scheduled um the director um had added that she finds uh attendance um boosted when there's light

before town meeting but I wonder Val if we switch that around to meet on the fourth because then we'll know the school committee's conversation we will prepare for the COA briefing and the Robinson School tours and then maybe we skip the 11th because we're already going to be together two or three times that week and then maybe meet the 18th because that is the week of town meeting okay I don't know if others are amenable to that seeing some head nons so 34 and 318 okay and then we'll be meeting after that hopefully to be writing an RFQ RFP and with a resounding vote of approval I'm just going to manifest that and uh be great then the work really begins for this committee all right well I'll try to get you back 10 minutes in your day um unless I've missed anything okay I'll take a motion to adjourn please so moved thank you thanks John okay all in favor thank you bye have a good one everybody thanks thank you
