That's right. The luck of the Irish. Just wanted to share some of the things that's been going on here at Carson Sheriff's. On March 4th, our detective served a major multi-loation search warrant at several residential locations across the city for unlicensed care home facilities. Uh we were anticipated the likelihood that there would be multiple atrisisk elders and individuals at these locations. Included with the SE search warrant was the LA County uh fire department, the California Department of Justice, the Department of Social Services, LA County adult and protective services, and the city of Carson's public safety team was very instrumental in making sure that we had the the necessities as far as the facilities and other um partnerships that we actually had. On March 12th, Lieutenants Walters and myself attended a 38th annual city manager educational seminar in Cerritos. This was hosted by our Kleb team. Also in attendance with the city of Carson, city manager Roberts, assistant city manager Dr. Lennox and public safety director Garcia. Thank you so much for your support and also always supporting Carson Sheriff's. On March 12th, we also had a partnership with the city of Carson uh with the and the American Red Cross and the Carson Rotary Club hosted a blood drive at the Carson Community Si Center. On the 14th, our teams conducted a street racer oper enforcement operation that it recorded the following activity. We had a felony arrest warrant. Four vehicles were told. Five city sight and release for misdemeanor warrants, five infraction citations, and one misdemeanor for drug paraphernalia. The city of Carson is continuing to

Okay, so thank you. We're going to handle this kind of like a press conference. Um, so thank you for the LA County Sheriff's Department uh for joining us tonight. This is our Carson Sheriff's Station. Uh, so thank you. So on February 24th, 2026, Carson Station deputies were first alerted to a radio call for service in the 200 block of 234th Street in the city of Carson. They discovered and rescued seven elderly patients who were malnourished and neglected. On March 4th, 2026, at approximately 6:00 a.m., Carson Station detectives served a search warrant to multiple residents locations related to the unlicensed care home facilities. Investigators anticipated the likelihood of locating at risk elderly individuals at these locations. They proactively establish a partnership with LA County Fire Department, California Department of Justice, Cal California Department of Social Services, and Los Angeles County Adult and Protective Services, and of course, our city of Carson. At a later date, personnel rescued another three elderly patients to safety. We would like to personally thank all the personnel and partner agencies who worked diligently and quickly to locate the elderly patients. Their professionalism and teamwork ensured each individual was safely treated, cared for, and transported to more appropriate locations where they could receive the attention they needed. Nothing is more important than protecting our most vulnerable members of our community, particularly our

elderly patients. In addition, thank you to the city of Carson code enforcement, public safety, and all those Carson City staff who work in partnership with our local law enforcement above personnel. So, I'd like to say the names of the people that are here. Okay, we have Detective Lewis Cisneros, a repeat hero and our new father. Congratulations on being a new dad. Uh when uh Deputy Gutierrez called us out, uh DB rolled, Detective Cisneros, Detective F uh rolled with us. We assessed the house and uh what we came across that day motivated us to move as fast as possible. It was a large operation. um getting all those moving parts, all these entities, it took a lot of time and work and these two detectives uh helped me out a lot. Detective or Deputy Gutierrez wrote a fantastic report and we were able to rescue more elderly patients from these homes and also prevent um more patients from coming into these homes. And without the city uh helping us out, one of the homes was shut down permanently. So, thank you for the city for helping and all our uh partners who assisted with the operation.

Good evening. My name is Carolyn Foster and I have the privilege of being the chairperson of the Women's Issues Commission. I'm going to give you a brief synopsis of what we've been involved in. This will be from January 2025 through February 2026. Our main goals have been to do things for the women of Carson. But what we decided to do this year or last year really was to come up with a survey. So we would do what the women wanted us to do instead of us choosing things for them to do. We came up with a survey that was developed by one of our own commissioners in three languages, English, Tagala, and Spanish. It was delivered to a lot of the businesses in the city of Carson as well as some of the residents. We did not have the funds to get the walkers so we did the best that we could with what we had. In addition to that, we have continued our relationship with the Heritage Rehabilitation Center. And this year we'll be serving 65 women with Mother's Day gifts. Our budget has been $15 including tax per person. They will get a scarf and body wash. How we decide what the women get is based on what the facility tells us the needs are. So we will put them in nice little gift bags, make nice cards, and we will deliver them personally. The women seem to really enjoy the gifts, but what they like most of all is when we show up and talk to them and visit them because a number of them are there and they don't have regular visits. So that is one of our goals to make sure they that we see them and they see us. We've also supported the Carson Christian School. We support them by giving them gently used clothing. We we sort the clothes with them. We distribute the clothes and we help them with their food drive once a month. Our annual um is all about me women's

health fair. That's one of our biggest activities. We support that every year. We have some of our commissioners that have four and five tables. I understand that the uh women's history women's issues women's health fair conference was last year was the largest based on the survey that we received back and we're trying to make it better each year. We already have people calling asking are we having it this year? Yes, we are. We have doctors who are on our waiting list who want to come and participate. That just goes to show you that the need is there. In addition to our we've also supplied food for Cal State University Dominguez Hills pantry. Food insecurity on college campuses is ramp is rampant. What we did each month each of our commissioners would donate voluntarily money and we would buy the food. One commissioner would collect the money, one would go shopping. And the one that would go shopping, she used coupons and could get things I didn't even know coupons had. But we had boxes of food and things that would fit on her back seat. She could not sit on the back seat. This year, uh, in addition to our Mother's Day event, we are celebrating volunteers in elementary schools here in Carson. Volunteers keep the schools running because teachers, principal, staff, they cannot do it by themselves. So, we sent letters, made phone calls, and visited all the elementary schools here in Carson. We have received the list of the volunteers that the principles want to honor. We're working on the list which we'll be evaluating at our meeting on Monday to see how many they've s suggested and we will ask the council to give us a Tuesday in May where that we can recognize all of the volunteers as well as their principles. Some of the other things that we are involved in, we attend

the Martin Luther King Mother's Day gift, the Martin Luther King event, uh NAACP in Carson. We try to uh participate in all the events that the Carson has. Not all of us are there, but there's at least one of us at all of the events. And I believe we met nine times between January 25th and May and February 26th. We meet every Monday, the fourth Monday of every month except for August and December. We are dark. Our meetings are open to the public. Our agenda is published according with the Brown Act, so anyone can see what it is we will be discussing. I believe that's about all I have. Madame Mayor,

Just wanted to ask the city manager in regards to the facade improvement program and making sure that we do we have a time schedule in place for which strip malls are going to be the next malls to be uh the new facade improvement. Um, yes, we do have some actionables that we can report on. Uh, our community development, economic development director, Mr. Nathan Freeman, can give you a brief update on that.

So, and within within that presentation before you were here, Nathan, there was a when we first did our budgets and we put in a million dollars added on top of what we already had for the facade improvement program. Um, I personally along with the city staff walked that strip mall on Carson Street near Santa Fe and talked to all of the property owners in that strip mall just trying to find out based upon the architectural designs and what was being done. I've had several town hall meetings at Dominguez Park. Just wanted to make sure that the business owners are not being disenfranchised or get to the point that they don't want it because it's been such a long period of time. almost two years now that we still have not gotten the next level of putting that facade improvement in place. So just I'm just as a side information that we need to expeditiously move forward at least getting that process done because it's been two years and again we're going into 2026 and for me it's unacceptable.

And I know that we may not have a timeline, but just to let the residents know what's going to be taking place within their neighborhood park. Thank you, Mayor Prom. I will have Dr. Rogers from public works uh give a brief update.

Thank you, Mayor Pro Tim. Thank you, Mr. City Manager. The purpose of this project is to improve how storm water and rainwater runs u that runs off city streets and sidewalks and other hard surfaces is captured and treated before it is released into the regional drainage system. This project includes the installation of underground storm water diversion systems that will redirect runoff into a treatment chamber located beneath the baseball field at Callus Park. Inside this underground chamber, the storm water will pass through filtration and treatment systems designed to remove pollutants and debris before the water is discharged by the city into the storm drain system. These improvements will help improve local um water quality and support the city's compliance with state and regional storm water regulations. In addition to the storm water treatment improvements, this project also includes several park enhancements intended to improve accessibility, safety, and overall appearance of the park. These improvements include constructing new landscaped planter near the tennis court, installing a new walkway to improve access within the park, upgrading fencing in certain areas, and planting new trees to enhance the park improvement.

I know Carrots Crest Park had the same project done at that site several years back and it we I know it's unforeseen construction issues that may arise, but just wanted to make sure because that is a park that is used a lot. It has a very active park association that does a lot of things and I just wanted to make sure that that park is not shut down for a longer period of time than needed.

I am happy to report that Carson has made notable progress to date and in my opinion is very well positioned to significantly accelerate housing production with 20 excuse me 2026 and 2027 anticipated to be banner years for the issuance of residential building permits. Some key pipeline projects include, but is certainly not limited to, the Envision Carson project, which is currently under construction on Avalon, the Carson Triangle immediately across the street, and the Perry Perry Street development, uh, amongst others. In addition, staff are actively engaged in discussions with several noteworthy affordable housing developers who are very interested in city-owned properties along Avalon Boulevard between Bond Street and Real, excuse me, Realy Street. This would be the former Dominic's Pizza site, the southeast corner of Carson Street and Figureroa, and the southeast corner of Main Street and Torrance Boulevard. staff feels very strongly that advancing these discussions will help the city meet its RENA targets while providing future housing opportunities for veterans, seniors, and other lowincome Carson residents. Staff is requesting that the council review and discuss the report and authorize its submission again to the state housing and community development department. I think one of the major concerns that many of the residents have is who's going to pay for it? They kept asking that question, where is the money going to come from? Uh how long will it take? Many of the residents who have already put up their own wall and have paid thousands of dollars through engineering work and they're saying, "Well, are we going to get reimbursed for this?" I said, "All of that will be discussed later. We are just here today to get all of our residents together to come together to design a wall. And once we have something that's actually doable for a wall, then we can get into the weeds of how it's going to be put together and how it's going to actually be in place. But for the most part, the residents were very happy, even to the point that we had some that came late. They were saying, "We we forgot about the meeting, so they showed up a little bit late." So, Madame Mayor, um, they did show up. They came and

And then my last I went out me being the board member for our clean power alliance through a CCA that we've been a member of since inception. We had our lobby day on September the I mean on not September on October the 10th up in Sacramento. and what we're doing on we've reduced our electricity bill through our clean power alliance four times in the time that I've been on the board. Every time we seem to reduce the actual electricity bill, Southern California Edison increases their power line or the transmission. So, it kind of washes itself out each time. So, the reason why we went up to Sacramento is to talk to our lobbyists and to work on how to identify ways that we can start having our own transmission lines and that we can now control the cost. So, we met with eight assemblymens, we met with two senators, and we met with the staff in the uh governor's office. And we're really working hard to try and get this um changed because Edison along with other electrical uh organizations are actually gouging us to some degree. they are making uh our electricity bill out you know out out of control but hopefully we can get this through the clean power alliance and we're working very hard and it's about we just grown at the time I think we joined it was about 22 or 20

So, they're now trying to get a uh waiver to allow it to go even higher. So, you're looking at almost 12% sales tax that'll be in LA County, which makes no sense when you go and buy something. But I just want to say thank you for allowing that letter to go through. And um I also want to mention I attended a community meeting March 4th for the Bulsa Street housing project which is turns out to be quite controversial. They want to build uh eight houses on a property that's almost completely landlocked. And um each house that's being proposed has a u an area next to the house for an additional house to be built uh an ADU. Which means that instead of if every new owner builds an ADU, there'll be 16 houses in that less than a acre site. And the people in the neighborhood are very unhappy about that. So we need to uh pursue maybe some alternatives. So what I suggested was we expand reflections mini park u if the new property owner is willing to sell it. It might be a really nice passive park or even like some cities like the beach and others have they have a wilderness park. That's another option. Uh The next day, March 5th, I attended the uh and I attended the senior mixer at the Carson Event Center. And I want to give my compliments through the city manager to his staff, the senior citizens, the service club, the service club, which is the Lions Club, pays for the meals for the senior citizens and actually serve the meals. So um I know we need to start looking for another plan of action but we can assist the residents over there because to come in and then put ADUs there in the street there's no parking already that's going to create a problem in the community. I will be meeting with the developer here real soon and the owner of the property. I'm here today because we were cop you were copied on a you were copied on a March 6 letter raising serious concerns regarding the city's $23 million municipal fiber optic network project and the contractor HP communications. The city specifically solicited and awarded this project under a C10 electrical contract classification for work that includes underground conduit vault installation and electrical infrastructure connecting city facilities. However, during multiple meetings with the city staff and the contractor, HP Communications has stated its intent to perform 100% of the work using laborers only. This is a fundamental problem. That approach conflicts with how the project was procured, does not align does not align with license classification under which the contract was awarded and deviates from standard industry practice for electrical infrastructure work. Let me be clear, this is not just a jurisdictional dispute. This is a compliance and a public integrity issue. The current approach raises serious concerns regarding worker mclassification under California prevailing wage law. failure to meet apprenticeship utilization requirements, potential contractor licensing violations, and importantly, safety and quality risk on a critical public infrastructure project. If left unressed, the city risks serious safety concerns, DIIR investigations, withholding of project funds, civil penalties, and damage to the integrity of the procurement process. What is especially concerning is that during a follow-up meeting with city staff and labor compliance consultant, these issues were raised clearly and
