All right. Good afternoon. Welcome, everyone. Thank you for joining us for this special Deschutes County Board of Commissioners meeting on Friday, June 26. We will now call the meeting to order. Typically, we approve the agenda before we start a meeting. I'll just do a quick check. Commissioner Adair, is there anything that you are interested in adding or changing about this agenda before we proceed?

No, I think I'll move it to go ahead with it, approving it.

Yeah, we could use some rain and no lightning. Okay, so now we can move on to our action items. central oregon health council for our 2026 shared savings funds shannon please take it away all right good afternoon commissioners and thank you for meeting with us

We have a tight deadline on this. It is a recommendation to approve our acceptance of Central Oregon Health Council dollars. They're releasing shared saving funds to outpatient providers serving Oregon health plan members across Deschutes, Crook, and Jefferson counties. This initiative balances three core Central Oregon Health Council priorities, investing in community health, sustaining the region's coordinated care organization, and ensuring provider stability. This is a bit different in how they've released them in the past, but they are essentially putting money back into our community. These are dollars that were generated through high quality coordinated services or our QIMS. And so for us, as part of this effort, we've been awarded 1.942657 million, and that will come directly to us, except that will go right back into our reserves, and then we will utilize that to fulfill our obligations within the community.

No, actually, I'm part of the Central Oregon Health Council, so this was highly discussed with that group's board meetings. I saw you there. Yes, I was. Thank you very much.

Well, either one of you could answer some of these questions then. I'm curious about was this office grant allocation a long time in the making, or was this like a recent Central Oregon Health Council decision to have this offering?

Patty, you probably have, Commissioner Adair, you probably have more than I do being in the board meeting, but this was a decision that they made to invest given the recent cuts in our community. So, Commissioner Adair, if you wanted to add to that.

Yes, they started bringing it up in April, I believe. So, yes, it's been discussed for a while and how to actually, yes, make up for some shortages out there.

And are those shortages from anticipated reductions in eligible Medicaid recipients, or are those reductions because of recent negotiations with Pacific Source for our contract? I mean, I've heard about both of these things being a concern for behavioral health services for the OHP population recently.

Right, and with, yes, with Pacific Source. So yeah, there's pressure from all sides.

So both of those concerns?

Yes, I would believe so. Yeah, that's my understanding as well. Obviously, Central Oregon Health Council looks at Pacific Source quims and metrics and how we manage that within our community, but it is to help support when we're going to receive restrictions or decreases across the board.

is with this investment is the Central Oregon Health Council kind of drawing down its reserves or kind of drawing down the corpus of funds that it has to support these activities long-term kind of because it's such a dire moment or were these just funds that they had available to issue this fiscal year or this biennium already?

I would say they're drawing down their funds. Yes. It seems that things are on a bit, what would be a good word to use? Less promising forward venture with the relationship and the funding. So I know a lot of things are being reevaluated.

Yeah. Yeah. Okay. Well, that's very helpful to understand. try to help our health services provider community take care of all the people who need these services in the next year or a couple of years. So that's all the questions I had in terms of background. Thank you.

Shannon, I did see a chart that Commissioner Hemmerich had, and it actually in that chart said that Deschutes County was, I believe, higher than 25% for their Medicaid population. I thought it was like closer to 30, according to that.

Deceased County Behavioral Health as a, are you talking Deschutes County Behavioral Health? No, I'm just talking in general. Yeah, I know from behavioral health standpoint, we're higher. But in general, I don't know. I'd have to get back to you and find out. Okay. Yeah, I can do that.

The state is 34% Medicaid. And seeing what each county is, it was different than what Cheryl was saying.

Yeah, because I think Cheryl's probably looking at just health services as a whole, and we have to be higher than 55% to be a CCBHC in terms of our Medicaid population. So I'll look to see what we are as an entire county entity. Okay, thank you. Yeah, sure.
