Start free trialThe City of Laredo Mayor, Dr. Victor D. Trevino will present the Keys to the City to Mr. Roberto Santos for his years of dedicated service as Superintendent of the United Independent School District and for his commitment to advancing education and supporting the success of students in our community.
The City of Laredo Mayor, Dr. Victor D. Trevino recognizes Adolfo Gonzalez, a retired educator and veteran who dedicated 36 years to education and 39 years of military service with the Texas Army National Guard (1968–2007), retiring as Master Sergeant/First Sergeant.
A lifelong resident of Laredo who has been actively involved in numerous civic and veteran organizations, including helping organize the Laredo Mexican-American Chamber of Commerce and volunteering with the Laredo Regional Food Bank for over 15 years. Gonzalez has served as Area 13 Chairman for Employer Support of the Guard and Reserve since 2001, supporting service members across Webb, Zapata, and Maverick counties, and received both Volunteer of the Year recognition and a presidential citation for his service. He has also led and supported multiple veteran initiatives, including the Webb County Veterans Coalition and memorial efforts honoring fallen soldiers. His lifelong commitment reflects outstanding leadership and dedication to the community and to those who have served.
The City of Laredo Mayor, Dr. Victor D. Treviño, and Council recognize Walmart Store 554 for being named 2026 Division 1 Hometown Store of the Year.
The City of Laredo Mayor, Dr. Victor D. Treviño, and City Council recognize the Harmony School of Excellence Mighty Hawks Robotics Team, the John B. Alexander High School Hotdawgs Robotics Team, the John B. Alexander High School Chillydawgs Robotics Team, and the Dr. Leo Cigarroa High School Chaos Robotics Team for advancing to the World Championships.
The City of Laredo Mayor, Dr. Victor D. Treviño, and City Council recognize the John B. Alexander High School Swimming and Diving athletes who competed at the UIL 6A State Meet in Austin, Texas.

The City of Laredo Mayor and Council recognize the Adapted Running and Walking Team, composed of athletes with Autism and Down Syndrome, for their outstanding participation in the Runway Run 5K and 1-Mile Walk on January 31, 2026.
The team was created to provide individuals with disabilities the opportunity to enjoy sports, build confidence, and actively engage with the community through inclusive athletic activities. The Mayor and Council also extend their sincere appreciation to the dedicated runner guides who participated alongside the athletes, selflessly setting aside their personal race goals to provide support, encouragement, and guidance, helping ensure that every adapted athlete had the opportunity to cross the finish line and share in the accomplishment of the event.
The City of Laredo Mayor, Dr. Victor Trevino, and Council, recognize Leslie Garcia for her outstanding participation in the Annual Conference of High Gate Hotels, where top honors were awarded in the categories of Greatest Growth, Best Service Score, Hotel of the Year, and Leader of the Year.

Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by rezoning approximately 8.0432 acres, as further described by metes and bounds in Exhibit A, located south of Inspiration Parkway and east of Bob Bullock Loop, from R-2 (Multi-Family Residential District) to B-3 (Community Business District).
The Planning and Zoning Commission recommended approval of the proposed zone change, and Staff does not support the B-3 zoning, but will support a B-1 zoning district.
Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by rezoning Lot 1, Block 5, Riverhill South Subdivision, Phase I, located at 4401 Nogal Lane, from R-1MH (Single Family Manufactured Housing District) to R-2 (Multi-Family Residential District).
The Planning and Zoning Commission recommended approval of the proposed zone change. Staff supports the application.
Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by rezoning approximately 55.27 acre tract, as further described by metes and bounds in attached "Exhibit A", located south of Cielito Lindo Boulevard and west of Cuatro Vientos Road, from R-1A (Single Family Reduced Area District) to R-1B (Single Family High Density District).
The Planning and Zoning Commission recommended approval of the proposed zone change. Staff supports the application.
Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by rezoning the west 83 feet of Lots 7 and 8, Block 765, Western Division, as further described by metes and bounds in attached "Exhibit A", located at 2819 Flores Avenue, from R-3 (Mixed Residential District) to B-1 (Limited Business District).
The Planning and Zoning Commission recommended approval of the proposed zone change and staff supports the application.
Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by authorizing the issuance of a conditional use permit for a baseball bat manufacturing (woodworking shop) on the west 83 feet of Lots 7 and 8, Block 765, Western Division, as further described by metes and bounds in attached Exhibit A, located at 2819 Flores Avenue.
The Planning and Zoning Commission recommended approval of the proposed conditional use permit and staff supports the application.
Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by rezoning Lots 2 and 3, Block 7, San Isidro Northeast Las Palmas Subdivision, Phase 2, located at 11082 and 11110 Cavatina Drive from R-2 (Multi-Family Residential District) to R-1B (Single Family High Density District).
The Planning and Zoning Commission recommended approval of the proposed zone change and staff supports the application.
Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by rezoning Lot 6 and the east half (1/2) of Lot 5, Block 92, Eastern Division, as further described by metes and bounds in attached Exhibit A, located at 720 Laredo Street from B-1 (Limited Business District) to B-3 (Community Business District).
The Planning and Zoning Commission recommended approval of the proposed zone change and staff supports the application.
