a public hearing tonight uh for a zoning for the Parker Professional Park. Um Stacy, take it away. The me uh the public 701 is the beginning of our public hearing. Perfect. Good evening, planning commission members. So before you tonight is the Parker Professional Park property zoning. Lots of peace. All right. So, the subject property, which is known as the Parker Professional Park, is an enclave parcel located in unincorporated Douglas County and is surrounded by the town of Parker. The property is approximately 2.34 acres in size. The subject property is located on the west side of Parker Road, south of Lincoln Avenue, south of the Walgreens and Napa Auto Parts. The subject property currently consists of four separate parcels with five commercial buildings, each with existing businesses operating within them. The Parker Professional Park property has been completely Parker for a period of more than three years and is considered an enclave under the Municipal Annexation Act of 1965. The annexation is not before planning commission tonight and that will be heard by town council at a future date. So tonight the town is proposing to annex the Parker Professional Park property into the town and is proposing to zone the property mixeduse community or MC. So the Yep, I skipped. So the subject property is zoned C commercial district within Douglas County consistent with the town of Parker municipal code. A zoning application is running concurrently with the annexation process. The proposal to zone the property MC mixeduse community is consistent with the zoning of the

properties located both north and south of the subject property. So the property is adjacent to the current town bound boundary and wholly in the town's planning area as set forth within the general land use map in the Parker 2035 master plan. The general land use plan map establishes the future geographic boundaries of the town. The subject properties are located along Parker Road within the central commercial character area and the Parker Road corridor plan area. This area is intended to provide commercial uses which focus on retail services, lodging, restaurants, and entertainment. As this proposed annexation and zoning is an enclave and not property owner requested, the town has conducted outreach to the property owners and existing businesses. So, approximately 3 years ago, the town met with each property owner and business owner to encourage annexation into the town. When this did not happen, the town started the annexation process ourselves. The community development department has sent emails, letters. We've responded to fo voicemails and calls and talked to property owners who have reached out. We have also sent lots of emails welcoming them to the town of Parker, letting them know the new process and sales tax as well as proposed address changes. So, with the resoning, there are nine criteria used to evaluate it. These criteria ensure that a need exists, the proposal is consistent with the master plan, and there are adequate services to serve the proposed sites. After evaluating the zoning information, staff has determined that the proposal meets the nine approval criteria set forth in the land development ordinance. So staff has reviewed the proposal and has determin determined that the project is consistent with the master plan. Utility providers have confirmed capacity and availability and all notice requirements have been satisfied. Staff

recommends the planning commission recommend town council approve the Parker Professional Park property zoning. This concludes staff's presentation and I'm available for any questions you may have. I have a questions in the referral comments. Uh Douglas County notes that there is a replat in process at the Douglas uh county level. Um the staff report says that the town of Parker has been contemplating this annexation for 3 years or more. So this is not in response to that particular uh potential plat. Is that correct? No. And that plat has been approved and recorded by the county. We did get um notification yesterday that it's done. So technically it's now five parcels with five businesses, but it doesn't change the proposal before you tonight. Any other questions? Uh I know I see you guys have reached out multiple times. What has has there been any response? Um we have talked to some of the business owners and property owners. They have reached out just asking questions about what are the changes, how does it impact them, how do the taxes work, what are the differences, those sort of things. So we've been able to answer those for the most part. Okay. I know you mentioned and I'm sorry if I missed it in the staff doc um that they you guys been going through this process for at least three years. How long has they been fully engulfed by the town of Parker? So it has been fully engulfed by the town of Parker just over three years. I'd say about it's going to be almost four. Um there was an annexation that was completed just on the east side of Parker Road that happened in September of 2021. Um, so that fully surrounded it. Um, but this property has been pretty much surrounded by the town of Parker and

properties within the town for years. Thank you. Any other questions? Okay. As this is a public hearing, at this time we would open up the discussion to public comment. So if anyone would like to come up and uh state their name and address and make a comment. Seeing no responses, we will close the public comment period. Is there any other further questions people have? I don't see any issue. Probably something that has been, you know, pending for a long time. So, I'm going to agree with the with the move to go ahead and approve it. Okay. So, before we have a commissioner discussion, I'm going to close the public hearing. It's that's okay. At 7:08 p.m. And uh Alon, did you have anything further you wanted to say in terms of discussion? I'm I'm going to move to recommend the town council move it that that it be approved. Okay. Anyone uh anybody else have further comment? I say I'm in agreement. You know, the nine criteria are met. It certainly makes sense to you know bring these into the town and you know be able to provide what the town can for them. So I'm in agreement. Uh, I will also agree with my fellow commissioners and if you were to drive down the road of Parker Road, you wouldn't noticeably note that it was any different than the town of Parker. And I would imagine most constituents in who live in or around this area expect that it already is the town of Parker, which is noted in the staff report. It feels like the town of Parker already. Brett, long time coming. Okay. I agree with my fellow commissioners. Uh I at this time I'd entertain a motion for uh uh if there's no further discussion, a motion for approval. Sure. Yep.
