I would like to call the April 27th, 2026 City Council meeting to order and welcome you guys here and also all of you watching on YouTube. So This meeting is called by Mayor Pro Tem Hall to City Council will consider awarding a contract for the construction of a new park located on West Elm Street and consider authorizing staff to utilize grant funds or to purchase the park materials and proceed with construction. go out for bids, received two initially which we weren't able to open for the initial bid opening day. So we had to run the ad again for bids again where we received three bids in that case. We had to go through them that being myself, our public works director Bert Robertson, our city engineer with Allen Williams Carmichael King. Um Of those three, one of the bids we did have to disqualify due to the qualifier element of their proposal which you cannot have in a design bridge bill. So the two that are viable proposals are from Central Builders. I have them on the screen here. $1,219,229 and Bar Construction Company $1,618,000. So the options before Council obviously would be to go between one and two viable candidates or if Council is wanting to move forward with the park with the staff purchasing the materials with the funding from the grant. That's another option if this is what Council wants to do as far as moving forward with the park construction. Can you speak to the message that we got from Senator Amy Galey, please? Correct. So concurrently to everything that's going on with the bids and everything else, we did request a few months ago for an extension with the appropriations department there with the state. We did receive word from Senator Galey that it looks very promising that the extension would be part of a Medicaid bill [clears throat] that's going to the governor's desk this week.
And if that's if that's approved then we're going to be granted an extension of a year if I'm not mistaken. So hopefully you know we have word here the next couple days but from what I can tell from the message from her it looks like it'd be sometime this week. We should have word on where we stand with that. Can you also give an update on the soil test of the site? Yes, we should have the set of results on 70% of the test results sometime today. The other remaining parts would be probably another couple weeks. That one takes a little bit longer. It generally takes about a month to get all the results in from the the time that you take the samples and send them to the lab. Can you remind me when we had that soil testing? So are we due for the final results like mid-May? I want to say it was about two weeks ago this Wednesday. Tuesday. Yeah, so about two weeks in from that. So probably another two weeks. Okay. Okay. Council, do you have any other questions for Aaron before we start a discussion? No. Okay. Um so we've got a 1.2 and a 1.6 million bid. Jim, can I start a discussion with you, please? I'm sorry. My sign is Uh No, that's That's No. I mean I just can't even That's a that's a serious difference from the other estimates and I mean I I it's it's just insane. Those amounts and No, I I I couldn't I couldn't approve either one of those. Ricky, do you have thoughts? No comment, Mayor. Bobby, do you have thoughts? Bonnie? I agree with Jim. They're both too high. I'm not going to put that kind of burden on the taxpayers. Um I feel like maybe some of the constraints on the way it was written the proposal was written out that went out the time constraints and the penalties for not completing it within a certain date I think probably drove some of the costs up. But no, I I would not approve either one of those. Okay. Um with our very potential but also promising year extension um and the constraints of this special meeting because it's a special meeting we can only discuss what is on the agenda. And so
can we agree or get a consensus or vote to just let this lie. We've got a a whole year to work on this now. We don't need to push anything forward. We don't have uh um anything in to move forward on. We have to We did not have the bids at the time that It's not it's not a public hearing. It's not a public hearing, please.
We didn't have the bids at the time. So I think uh Correct me if I'm wrong but you were a little bit hopeful that the bids were going to come back at a different price. Okay.
