A presentation regarding Community Action Services and Food Bank (26-007)

Community Action Services and Food Bank will explain the main needs identified in its 2025 community assessment. It will also review services provided to Provo residents and share upcoming Hunger Action Month events.

A presentation on sales tax distribution (26-070)

City finance staff will explain how sales tax money is collected and shared among communities in Utah. The presentation was requested after a discussion by Council leadership.

A resolution approving unspent Fiscal Year 2026 budget items to be carried over to the fiscal year ending June 30, 2027. (26-001)

City departments want permission to use certain Fiscal Year 2026 funds that were approved but not spent. The money would move into Fiscal Year 2027 and pay for the projects or supplies listed in Exhibit A.

An ordinance amending downtown standards and regulations. (26-071)

Provo is considering several zoning changes aimed at bringing more residents, businesses, and activity into downtown, where sales tax revenue, vacant storefronts, and limited development have raised concerns about economic stagnation. The proposal would allow taller buildings, remove some apartment-size limits, reduce required amenity space, loosen sidewalk café rules, and give businesses more flexibility to use A-frame signs. Supporters of the changes argue they could make downtown development easier, increase housing density, and help restaurants and shops attract more customers, although the memo notes that demand for taller buildings and expanded outdoor seating is still uncertain. The Council is being asked to weigh the benefits and drawbacks of each change separately and decide which standards should be included in the zoning rewrite.

An ordinance amending the zone map classification of real property, generally located at 1878 North Geneva Road, from the One-Family Residential (R1.20) zone to the Specific Development Plan - Lakeview Fields (SDP4) zone. (PLRZ20260298)

The property owner wants to rezone land at 1878 North Geneva Road so it can be divided into smaller single-family home lots. The current zoning requires lots of at least 20,000 square feet. The proposed Lakeview Fields zoning was created for this area and follows the city's more detailed development plan.

An ordinance amending the zone map classification of real property, generally located at 3998 North 300 West, from the One-Family Residential (R1.10) to the One-Family Residential (R1.8) zone. Riverbottoms Neighborhood. (PLRZ20260387)

The owner wants a small zoning change to adjust the property line between two neighboring homes. Both properties would remain single-family homes, but the change would allow the neighbor to build an addition.

An Ordinance Amending Provo City Code 7.01.050 (26-069)

The city wants clearer authority to keep people out of buildings that have been officially declared unsafe or unfit to occupy. Current enforcement can require a long court process, even when there are serious structural, pest, drug-related, or health dangers. The change could also help the city respond to unsafe buildings after natural disasters.

An ordinance amending Provo City Code 14.34.290 to add the Provo River Design Corridor. (PLOTA20260371)

The city is considering special design rules for new development along the Provo River. The rules would protect nature and wildlife, improve river and trail access, encourage environmentally friendly construction, and create a consistent natural look. Single-family homes and duplexes would be exempt, and local agencies, residents, and developers helped shape the proposal.

A ceremony recognizing Provo Fire & Rescue as the winner of the Battle of the Badges Blood Drive (26-007)

Provo Fire & Rescue will be recognized for winning the Battle of the Badges Blood Drive for the second year in a row. The event collected 82 units of blood for local patients, and donors gave Fire & Rescue the most votes over the Police Department.

A ceremony recognizing the Provo City Employee of the Month: Public Works (26-007)

The Council will recognize a Public Works employee as Provo City's Employee of the Month. The award honors the employee's service, dedication, and contributions to the city.

A public hearing regarding the Consolidated Annual Performance and Evaluation Report (26-025)

The public can comment on how two federal housing and community development grant programs performed during the 2025–26 program year. The programs are known as CDBG and HOME.

The Council will formally approve its regular meeting dates for 2027. State law requires the city to adopt and publicly post the schedule each year.
