And before I turn it over to you guys, some of you know, but some don't. A petitioner did appear to get some variances to put, I think, their ventral drain.

I'm Steve Bartholomew. This is my wife, Kelly Bartholomew. We're seeking permission to build the two agricultural structures. The property in question has been farmed for decades. We're not sure how many decades, but we're just continuing that. We've moved it from being a row cropped property to being pasture that will be suitable for livestock. And the purpose of that is to both rejuvenate the land, but also to create a little bit more of an allure for a customer base for the Airbnbs that we'd be putting in.

Can you describe what's your operation look like? What are you going to offer? How are you going to do that? As far as the Airbnb operation? The whole thing. I understand you have livestock and a farming.

Yeah, we're building... a post and beam barn, so not a pole barn, but it's more of a timber frame barn put together with steel plates and stuff. So it'll be a very attractive barn. So that's, as you're driving up, you'll see a very attractive building, more so than just a typical agricultural steel siding type structure. A little bit of that's on purpose, just so it's attractive for the patrons coming up to the Airbnbs. For the Airbnbs, These are going to be tiny homes, between 400 and 800 square feet, finished square footage. And basically the allure would be we want people to be able to have access to seeing animals out in the field, be able to collect eggs, that type of thing. So it's just a peaceful place for people to stay and have a little bit of a draw to it instead of just your typical place that you would stay in an Airbnb. For the farming aspect of it, we're using this property to feed our farm stand that we're going to have. that we actually have a permit for. It's built, it's sitting out there. We're just not finished with it yet. So we'll be able to use Use this property for growing whatever crops we would want for that. Also doing pasture-raised chicken, things like that for the farm stand. So this isn't a heavy-scale farming operation. The cows are there for looks. Basically, we're not raising beef. If we ever did, it would be like one cow for us, but we're not doing a stockyard or anything. The goal is to have the whole property be sustainable and be able to carry itself and not have to, we don't wanna have to bring in hay. We don't wanna have to, you know, you know, do all the things that you would have to do if you're doing a large-scale operation. So we're going to fence off enough that we can have the cows in a certain area and that we have enough unfenced, you know, for hay to be able to sustain the cows for the whole winter. So I just wanted to bring up it would not be a large-scale operation. I don't want to call it a hobby farm because I don't quite know the definitions of this, but the goal is absolutely to make money off of it. Like that's our entire purpose for doing this.

And then maybe you could explain and then work backwards. What is your eventual vision, what this would look like as far as number of buildings or types of buildings too? And then what are you asking for today? Because what you're asking for today is not the complete finished dream, is it?

Likely not. I know things escalate and people envision 50 cabins out there. That was the problem we had the first time. The most we have permission for with the variance and the most we would ever probably want would be four. We have two on the plan right now because we don't want to commit to building four relatively expensive cabins when you put them all together and then have it fit. So we'd like to start with one, if it works, build the next one, and so on. And that's why we've designed the septic to fit the barn and then up to two cabins for it. The only additional buildings I would say would be potentially a run-in shelter for animals. and then potentially storage in another larger building. We had asked permission to build the hay storage building, but there, you know, we didn't quite understand the rules for the 45-foot setback. And the place where we had figured we would build it, you know, it was within that 45-foot side setback. So then we kind of abandoned that because we're pretty desperate to just get this going. So in the future, if we can find a place to put that building that makes sense with the grade and everything, you know, because, you know, then we, you know, would potentially have that building as well. But as far as other large buildings... for the farming operation, I can't imagine anything other than what we have here. Cause I mean, this is 19 acres. It's not, you know, we're not, you know, building like giant, you know, giant buildings for this or anything.

Currently, today, it's two buildings. We have the main barn and then the smaller barn. We did have the third barn next to all of it, but we thought that we could build within 15 foot of the line. And when it turned out that it was 45 foot, that put the building in the middle of the driveway, so we kind of abandoned that because we were trying to figure out how to get this... how to get this going so we get the barn built before before winter because we're we're on the hook for the barn like it's actually it's a kit it's been cut and it's basically waiting to be shipped to us right now so like a like a lincoln log or tinker toy well it's similar so today you're asking for a game we could say today i wanted to get your vision make sure yeah good

So if this is approved today, are we able to pull permits for the drive and that building while waiting for Tiemens to get the septic and everything for the barn?

As far as permissions that we need today, I don't think so. But like I said, the only existing buildings we could see in the future would be as if we determined we needed a big run-in shelter for the cows, and then if we needed additional storage for hay that we'd probably cramp somewhere in the back somewhere. Yes, thank you. To this application for development plan approval that we called Bartholomew Minor Subdivision Updated Site Plan, an engineering conformance letter was written on July 29th of 2026. It's worth noting that the prior plan had secondary plan approval issued 5-30-2025. And for the purposes of this review, we did something called a light table review, where we reviewed your original plan versus what you had, the plan that was approved in 25 versus what you have now. And it was determined that you did not have additional impervious coverage as a result of it, even though there was an extra building because of the magnitude of what the original site plan showed. that no additional impervious area and no impacts to the drainage that had been approved in 2025 took place. Therefore, Mike, we did issue the conformance letter again on July 29th, 2026. And I just want to read this caveat from the letter into the record, which says, please note that this approval is for the site plan showing two cabins, a barn, and an agricultural accessory structure. A prior version showed four cabins and a larger barn. A light table review showed that the revised site plan received on 7-23-26 did not increase the impervious cover compared to those shown under the four cabins and a barn configurations. Any structures or other impervious cover beyond the two cabins, barn and agriculture accessory structure would require additional review. And I would just also point out that there are asterisks on the table of submitted items. And this isn't on you folks. It's just kind of, you know, again, for the record, And since we do have another firm in the audience today, I would just emphasize the importance of any time a report, a calculation, a set of drawings is amended, the date really should be updated with that. We do work with some folks that just keep the date the same. But then as all of our records get stored, well, I've got three sets of plans here that are dated the same thing, even though all three are different. So it's very good for them to use that date. And then on a lot of them, they even have the, hey, I update revision number two on this date and even put a little summary next to it. Like, hey, we went from four cabins to two and changed one barn to two structures. It kind of gives you a sense. This is what happened on that day.

This was submitted to the state. It was originally submitted to the state with the four cabins. You received a technical data sheet from the state for a septic size for the four cabins. And then this has been revamped. So only one of these buildings, the barns, is going to have the bathroom in it? Correct. Which one has the bathroom in it? The larger one. The larger one is going to have the restroom in it. Okay. um so there was a new technical data sheet issued by the state for two cabins and the restroom in that barn if you're gonna go to four cabins you're gonna have to resubmit to the state and they're gonna have to you might have to expand the septic system and everything like that so um just so you understand yeah okay um but we have received the technology we haven't gotten the design yet so you would work through us with the design you said teammates yeah it's on his books to do it okay so um you know he would submit that through us uh because uh it was delegated back to porter county for the review of the the septic and then in either case we would issue the permit we do the inspection on it um The other thing is, let's see. In regards to the permit, generally you have to get your septic permit before you can get your building permit.

For the barn that would have the restroom. Right. Yeah. If you're going to build something that doesn't have a restroom in it, it's not hooked to the septic system, that we usually just do a sign-off on and then... in order to get the building permit from upstairs.

Tiemens had indicated that he probably won't be able to get to that septic design until probably next week or the week after. And we wanted to be able to get that other building that doesn't have the bathroom in it and the drive permitted and going. And then once the septic stuff is approved by you guys, then pull the permits for the barn.

Yeah, so if you work with upstairs in the building department, you know, they'll probably send you down to us and we'll just have to sign off that, you know, that building's okay. Okay. Yeah. back to this i noticed that there's kind of a low point in the driveway between where maybe future cabins are and where the existing cabins are uh just a suggestion that you think about having a culvert or something there because the drive will come down you want to avoid holding back water from your drive because roadways pipelines, that kind of thing, they become unnatural dams. And you've got Emerald Ridge subdivision or residential subdivision in your north side. Which brings me to the next thing. Are they required to put up a buffer of any kind? Trees or shrubbery?

It kind of heads things off. The other thing is on the original, well, this plant was dated 7-26-23, as David said. And there's As engineers, we always allow an area where we can put revisions and dates and stuff, and I agree with David. It's a shame they revised this, but they did.

So just kind of bringing that up again. So please, when you do submit for your driveway permit, accommodate that. that would require an extension in your culvert as well. So those are two things that would need to be updated with that site plan attached to your driveway permit.

And so when we went to, you know, start this whole process, we realized that was omitted. we had to spend an extra two months getting stuff sent downstate revised and sent back to us so the original goal was to get them both built but now we're going to kind of stage it and get the drive get that accessory building and then as soon as the septic is ready get the barn we want it all up before winter if possible they're willing to work with you that's Yeah, that was my goal.

Good day. All right. Good morning. Next is case DP2026-4, the applicant is Victory Christian Academy, Inc., located at 325 East Valparaiso, Indiana, Washington Township. Current zoning is institutional, 9.5 acres. The request today is a development plan approval for the proposed new building addition on the west side of the existing building, new drive-through lane, new septic system, and added storm water.

Good morning, everybody. Kevin Koros with Mann Associates, 952 South State Road 2. Here representing Victory Christian with me is Kevin Kiegeven, one of the underlings, I guess I should say, of Victory Christian. We are here to get final DRC approval for a classroom building addition on the west base of the existing Victory Christian Academy School on 325. With that, we have received letters of conformance both from planning and from engineering. We have had numerous different applications. FaceTimes with many of you, and I think it best here to go through the list of kind of how this went from start to end. But again, all of this in accumulation to get approved this building addition, drive addition, septic approval, stormwater installation. So May 12th, we received our first engineering review from Mr. Champion. July 16th, we received a final letter of conformance. It's important to note that that letter of conformance was for a drainage solution that involved a piping system to an existing pond outlet drainage, not to the ditch itself, which we did visit drainage board. And we're tabled at the time, but I think at this point we are going to move to drop that petition. And I'll have to get with Chelsea on that. We are going to install the approved system as given by Mr. Champion's July 16th letter. May 14th, we were given our first planning review. A LETTER WHICH WE THEN GOT SUBSTANTIAL CONFORMANCE ON JUNE 11TH. THERE WERE TWO ITEMS STILL LEFT ON THAT AND I'LL ADDRESS THAT IN A SEC. MAY 28TH, WE HAD OUR VZA SPECIAL EXCEPTION APPROVAL FOR WELL AND SEPTIC ON AN INSTITUTIONAL ZONING AND I'LL GET TO THAT AGAIN IN A SEC. We had April 28th. I did have correspondence, just I know this isn't really pertinent to comments or anything that you guys have had, but just so you're aware, I've had correspondence with IDEM's water department on the well on site. They are fully aware of it. There is no permit needed. They just need proof on the septic construction within its 200 foot radius. Again, I'll talk about that more in a sec. And then we had July 1st, we had our official IDO approval. So by talking about it in a sec, I mean right now. So Soil Solutions did a septic design on the site. There is an existing septic already. Which again, we went to special exception for to officially. Officiate that subject system on an institutional zoning, which does require inherently a. Water connection or miss full sewer action. So so that has been approved both by the and now by Idaho. Through soil solutions. And with that, IDEM was aware of that with the well. And as I said, they are they need no permit. They just need final installation proof that that sewer system was improved with water quality pipes through that 200 foot radius. Then on July 10th, I had sent out a revised final drawing to everybody in the county municipal boards that had the final two comments by Susan, which had the dedication, which was accepted by you guys. I think we were waiting for you guys to do the official review and approval on it, because I think we're just waiting for signatures on that.

And then at that point it would be removed. The total of the improvements involved the light pole that's on there, eight parking stalls, which if removed, we still make parking requirements. Susan, that was one of the things we talked about. And then we also had the existing ponds drainage outlet is also there in the northeast corner there. And Martin is aware of that and he's fine with that, that that connection is there and would remain there as part of their drainage. Were those encroachments identified in the deed of dedication? They were not. But, yeah, that might be a good idea to revise that to include that. That's a great idea. So we should definitely re-review that one more time. And then that last kind of item was that July 13th visit to the drainage board in which we were asking to release our proposed pond to the North Creek, to which, again, we were tabled to figure out if we could get this to work. In the meantime, Mr. Champion had given his letter of conformance for the alternative drainage solution, which was to run on property along the north line and outlet into the existing pond outlet itself. We are aware of that, we understand, and that's what's going to be installed as part of this. It's important to note that the stormwater is mostly for the dry vial in and of itself. The existing or the proposed building that's going to be added on to this is basically, as we had discussed, you know, it's mostly impervious, swapped with impervious. So there wasn't much stormwater we needed to add for that. So we had a significant amount of asphalt extended on that west side because this new building addition would go through their drive lanes for pickups. And so that other aisle was added so that they can keep their dual line pickups at the end of the day. So with that, I think I've summed up everything as best as I could.
