We'll call the November 19th city council meeting to order. Commissioner Smith, will you give us the prayer pledge fact of the day, please? Our father God, we come once again thankful for the opportunity to serve as servants of your city. We ask them father you continue to lead us, guide us and direct us and all that we shall say and do pleasing and accepted in your sight. Thank you for this opportunity. God bless God and present tonight in the chamber. We pray in thy son in Jesus name. Amen. Amen. Amen. I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible with liberty and justice for all. Fact of the day. On November the 19th, 1863, at the dedication of military ceremony for 7,500 soldiers that died at Gailsburg, Pennsylvania during the American Civil War, President Abraham Lincoln delivers one of the most memorable speeches in American history. In fewer than 275 words, Lincoln delivered the Gettysburg Address lasting just two or three minutes. The speech reflected his redefined belief that the Civil War was not just a fight to save the Union, but a struggle for freedom and equality for all. Abraham Lincoln's Gerberg's address is regarded as one of the most powerful speeches in American history. Back to the day. All right. Welcome to [clears throat] the public meeting of the city council of the city of Apakka. Please turn off all cell phones or set them to silent. The city council permits and encourages input and comments by members of the public on all matters which may come before the council for action. If you wish to address the council this afternoon evening, please make sure that you fill out a card with your contact information and have presented it to the clerk. When called upon, please proceed
to the podium and speak clearly into the microphone, stating your name, address of record, organization if any, and direct your comments to the city council and not to individual commissioners, staff, or members of the public. The council and the city staff encourages constructive criticism. However, personal attacks are prohibited. Please observe general rules of decor and civility. Speakers and members of the audit shall refrain from rude or derogatory remarks, shouting, disruptions, reflections as to integrity, slander, abusive comments, profanity, vulgarities, and statements as to personalities. Any violations of these provisions may result in the issuance of verbal warning, including warning for trespass. If violations persist after such warnings, violators may be removed from the council chambers. All right, Susan. Okay, Rod Olsen. Rod Olsson, 3156 Rolling Hills Lane. Mayor and Commissioners, I want to thank you. The Oldtown, Mottown, Saturday Night Sounds was awesome. Bring them back again, but we still keep missing something in that and as we need to advertise it. This is the finest outdoor venue in Central Florida and we should be advertising it. We should know when vendors are going to be there or not going to be there. Invariably, I go there, there's no vendors and I didn't bring any food. Next time I go, I bring food and there's there's vendors falling off the trees. Also, thank you for the $20,000 spent on Jason Dwelli to fix the sidewalk areas that I identified. For the safety of Apakka children, citizens and visitors, can you please tell me the status of my recommendation that you audit all sidewalks to and from schools within two miles, all sidewalks in the city I recommended to be done by
December 31st of this year and to complete all work that needed to be done on the broken up sidewalks, the mold on the sidewalks done by the end of excuse me, the end of March. Is there a status update on that? Nothing's been done then. Okay. uh and as opposed to the city's $3 million loan to the Emerson Emerson Park subdivision uh to re repaid over 15 years as I pre previously proposed the city foreclosing on the $2.149 to $2.7 million the golf group owes in fines and penalties for the Rock Springs Ridge Golf Course and doing a lease purchase with the Rock Springs Ridge Homeowners Association for 5 will generate $2.4 million for the city. At the same time, save the 2640 residents, the voting residents of Rock Springs Ridge, millions of dollars on the golf course property. And again, as I stated before, anything I can do to help the city, please let me know. Thank you. Most everything ace with them. Most everything I got to say now is good. I just want to thank the Papka Fire Department, the city of Popka for the uh thing on Fifth Street that y'all did the truck pool fill the boot. A lot of citizens came out enjoyed it. They enjoyed theirel. They got to meet the firefighters, the new ones. I got to meet a lot of new ones. The police department sent their teams out there. They had two pool teams, a SWAT team and things. And I guess uh Nick was on one of them and we did very well
and Diane was there and um it was it was really nice to see everybody come out, have a good time. I think you did real good and uh the it was enjoyable. It really was. I think the programs on Fifth Street is going to work out real good. The only thing I was disappointed about the whole time is uh and I had high hopes that it would have happened and it was everything was going so good, but we had an MC there that night and his job was to promote our mayor for another term. He spoke about how the mayors, that's not their obligation to come out and do things like this and for the public. What is y'all's job? Y'all are supposed to be there for the public. We had three of you there. One doing a a uh a um thing for getting votes and everything and two of you didn't even show up at all. We had a fundraiser also at the um Beef Bradies just a month ago or so. Nobody showed up from the city except police officers and fire department and a bunch of citizens. That's a shame. And what really bothered me most of all, mayor, is that you got up there and you stay on that mic the whole time Saturday night hollering and rooting people on that which was good. I wish you would have done that when we had a problem when Austin died. We lost a firefighter. Nothing. No support. Nothing. But it's election time and you got out there and did everything you could to beg for a vote. Very disappointing.
Good evening. It's Barlo. Mr. Mayor, commissioners. The reason that I am here this evening is because of something I received in the mail dated October 20th, 2025, referenced to uh what I do believe is correctly identified as important information about proposed increases in utility cost for the citizens of the city of Apopkco. And having already uh seen the dramatic doubling and increase of my uh Duke energy bill, I was greatly concerned to see this increase proposed by the city of Apakka as well, especially when I look at the actual letter that was sent to me and it says utility service fee updates and there's a chart and it does attempt to give some information, but I think in in my opinion it does so very poorly. I am not an uneducated man. Uh but from looking at this, I can't tell what it means or what it says. Uh short service tap. It talks about potable water service with a 3/4 inch pipe 1 in current fee 300. Proposed fee uh 10. I guess it's the proposed fee. I don't know if that's the that considering dropping the rate, which is counterintuitive to what the notice says. I I don't understand. We Can you Wait, that's that's going to be on the agenda. That's on the agenda of item number let's see six. If you could We'd rather you You're supposed to be This is just general um information or or but we'll be we'll be back on number six to we'll talk about we'll bring it forward have the uh the staff will tell you what exactly it means and then love to have you come back up if you don't mind. HK 3603 Golden Gem Road. We hear we hear a lot of negative comments about SB 180, but is it all negative? Let me tell you why. Part of SB80 is important. It offers people who are selling their land and it offers developers some continuity in what they expect to happen. Tonight I'm looking for answers about what's happening to the widening of Cali Park Road. Recently the city said they would not be having to use eminent domain to take over part of Cali Park Road. I had an invitation from one of the primary developers for that area to go and take part in a groundbreaking ceremony in November, but there's going to be no groundbreaking ceremony in November. So, what I'd like to know is how far behind are we with Kelly Park Road? And if SB 180 protects developers from incumbrances caused by the city, if we fail to procure the land that they require, do we face punitive damages? So last night, uh, I went to an event hosted by one of the the candidates who's running for mayor. Great event. You know what surprised me? 200 people turned up. There was no gavvels. There were no time limits. There were no problems with the quorum. Why is it when the city host an event, they can't get six people to turn up to answer a survey? I can tell you why it is. 200 people turned up last night because they felt that they were going to be listened to. They felt that somebody had an ear. So, Commissioner, so Mayor, what I think
you should be doing is reflect on the fact why we get an abysmal turnout here twice a month. Nobody wants to come here because nobody's listening to them. We bring you information on a regular basis you fail to act on. Many of you people are going to be reapplying for positions and I'm already hearing comments that if you don't do your job on information that you brought, you don't deserve a seat on the disin. Good evening. Um Francina Borin. I live at 1484 Elderton Drive. Uh my concern tonight is uh traffic at South Central Avenue and Michael Gladen Boulevard. Um it is out of control. gritlock at peak times uh between 4:30 to 7 p.m. Uh there have been accidents though I don't have the statistics on such but traffic is normally backed up from central south central past uh hearth zone and it is getting out of control. It's dangerous not only for vehicles but pedestrian traffic. You know, our once quaint, very quiet neighborhood has become a major thorough affair, you know, for persons or people traveling from, I take the 414, 429, the hospital traffic. And I mean, it's just
beginning to be unbearable. you know the area once if I can recall maybe 45 maybe 50 60 years ago there was some type of traffic light there and so what I'm asking because it's in the city limits and it's there is absolutely no traffic light after fifth street okay nothing to control the traffic and I even noticed as you come into north after you cross the tracks. Traffic is backing up also past 8th Street. Well, not A Street. Uh, Fifth Street, Sixth Street. Back up to Yeah, Fifth Street. Traffic is beginning to back up and gridlock. I don't know who your traffic engineering persons are, but there should that situation should be addressed to come up with some type of measures to control the traffic because, you know, that's it's out of control right now. And um I feel like a very endangered I'm an endangered pedestrian. Um as well as the um four-way stop at uh Michael Gladen and Marvin Xanders. That one also I remember Chief Brown back in the day that was a horrific accident there. He asked that it be con converted into a four-way stop and that's somewhat controls but people run the stop signs all the time and we deal with that in the county as well. Thank you. Thank you. Okay. reading, I I don't have a presentation unless there's anything that um the commission would like me to go over specifically or or revisit the content. Um, but nothing has changed between first and second reading. Everything uh remains exactly as it was as passed on first reading. Okay. So, So, we got to go through each of the questions. We got uh let's see here. Question one um changing from mayor of council to city manager form of government. Questions? Any questions on second which is changing name of governing body from council to commission. Any questions on authority of city clerk and election qualifying? Any questions on scheduling city elections? Any question on term limits? Any question on employment contracts? Any questions on clerk and city attorney? And any questions on public comment? Okay. Uh, Ordinance number 31:21, an ordinance of the city of Apakka, Florida, amending the future land use element of the Aapka comprehensive plan of the city of Apakka, changing the future land use designation from residential medium to mixed use for property located at 155 MA board street owned by Magic Houses LLC, comprising 27 acres more or less, providing for severability conflicts and an effective date. Okay. Anybody wish to speak on this one? If not, we'll look for a motion to continue. What? She Yeah, we're going to continue it to to December 3rd. Okay. I guess why what's the reason for the delay? Uh the applicants indicated they were trying to arrange meetings individually with commissioners to talk about the project before presenting again. Okay. Ordinance number 3137, an ordinance of the city of Apopka, Florida to extend its territorial and municipal limits to annex pursuant to Florida statute 171.044. The hereafter described land situated and being in Orange County, Florida. Owned by Ernest and Sandra Trestle, Justeda Batista, Jose Felix, Shirley Anderson, Mitchell Allen Rice, Rice Properties LLC, Jeffrey Miller, Jesse and Patricia Renteria, Howard Kevin and Teresa Markham. Located west of Golden Gem Road, east of Round Lake Road, and south of Saddler Road, comprising 79.95 acres more or less, providing for directions to the city clerk, severability, conflicts, and effective date. Good evening. Jean Sanchez with the community development department. This is a request to accept the first reading of ordinance number 3137 and hold it over for second reading and approval for Sadler Road assemblage. But before we begin, I want to apologize for the discrepancy on the ordinance number contained in the version of the draft ordinance included in the agenda packet. The correct ordinance number is 3137. This correction will be fully reflected and updated in the second reading on December 3rd. The annexation area totals approximately 79 acres located west of Golden Gem Road, east of Round Lake Road and south of Sadler Road. Existing uses include a mix of vacant land, agricultural uses, and scattered single family residences. The properties are contiguous to current city limits along the Golden Gem
corridor and eligible for annexation pursuant to Florida statute 171. Assignment of a city future land use and zoning designation will occur at a later date and through actions by the city council. The development review committee recommends approval of this annexation request. The recommended motion is to accept the first reading of ordinance number 3137 and hold it over for second reading and adoption on December 3rd, 2025. Staff and applicant are available for questions. Any questions for Jean? Yes. Do we know what the intent of this use of this property would be? This falls within the neighborhood overlay district of the Kelly Park interchange formbbased code and per the regulating plan in that code it's um going to be single family uses. Um the project or the application for resoning is undergoing DRC review now and it has been um tenatively scheduled for uh public hearing dates. I think in December is when it goes to planning commission. And the density for the area is maximum in neighborhood uh district overlay iss five dwelling units per acre. Any other questions? When is the public hearing planned for? What date was that? I'm sorry. The public hearing is planned for um the tenative schedule is December 9th for planning commission. Commission. The second reading for this annexation is tenatively scheduled for December 3rd. So the next meeting the uh the Saddler road connection here east of this project. Saddler road has already already been improve improved.
Correct. Um along Gardiniah Reserve. Correct. along that front edge like we require. So this project will have to do the same then. Correct. Along their front edge and will this connect Satler all the way to 441 now? It would it has I mean it it technically does have the right of way there. I'm not sure what the western line is because this just based on our master plan review this um Sadler Road assemblage has to dedicate some rideways to their portion of Sadler Road that they'd have to improve. Western um will be under the county's purview and it's outside of our regulating plan for the KBI. So I'm not sure what their plans are. I haven't seen anything in their transportation planning for that western portion of Sabler. Okay. But there will be connectivity there though. There is. It may just not be improve uh improved to our standards, but it'll be correct connectivity there. Yeah. Um I think there's kind of what we call a paper ride of way now. I'm not I'm not quite sure. we'd have to go out there and look on the field. Okay, understood. Yeah, that that's something that I'm not huge into annexations right now, but for the benefit of the KPI itself, I think this cross connectivity I think is very important and will help to relieve a lot of uh pressure on some other roads as well. Right. All right. Thank you. Any other questions for Jean? Uh just want to say exparte because I did meet with the engineer and Mr. Jonathan Hughes uh last Wednesday and we talked about Satler Road and the benefit of the annexation and they they know that the the annexation I wasn't crazy about but it is they are providing the rightway and they will be improving the road to connect to 441. That was my understanding. Am I correct in saying that? Well, let's pass Gina and we'll we'll have the applicant come up. This would
help to facilitate hopefully westward to to go connect to 441. Um we don't have total control of Sadler, but with this annexation, they are annexing also that portion of Saddler Road from Orange County, right? So I mean it certainly helps to facilitate it. Um if Orange County were so, you know, inclined to improve Western Saddler all the way to 441. Maybe the applicant because I'm still not understanding how would So you're So will it improve it or will it not improve it? We're improving whatever falls under our purview. Go. Yeah, I I'll build on what what's Jean Sorry explained. Uh Jonathan Hules with the Lounge Law Firm, 215 North Yola Drive, Orlando 3281. I have a couple of slides. What's before you today is the first step in the the the kind of development process with with the with the city and and it's the annexation. That's the first reading. But as Gan mentioned, there's also been submitted and under review by the county today both the comprehensive plan amendment application and the reasonzoning. The comprehensive plan amendment application is seeking mixeduse designation and the reasonzoning is seeking the KPI mixeduse zoning designation. Um, let me go to the next slide. I'm going to jump ahead. Okay. Um, I'll use the map. This is I believe your stuff yours but I can use it. Um right now Saddler Road is both um not improved even though there's public rightway I don't know if in this area um and it's substandard. So part of the project as it's built will be dedicating the necessary public rightway to make this a standard width. I believe it's 60 60 ft and also the entirety of the frontage
would be improved to the city standards. Right now there is no connection. There is substandard public right ofway under the jurisdiction of the county and it's not been improved. So Sadler Road effectively ends here at Conrad Acres Lane and then over here in the city's jurisdiction which is in the KPI over here and this is this is a modern improved uh urban road segment. The idea being and when this project comes in and this assemblage would be annexed as part of the development, the developer will improve this entire section and then you would have connectivity all the way from 441 through Golden Gem and all the way under the 429 eventually into Plymouth Sarrento Road. It's an important transportation corridor. Let me let me show you on another map. Yes. Can I ask a question? So, in order for this to be dedicated, the public right away, it has to be annexed in. It can't be dedicated with the county. Um, well, that's that's a good question. So, back in 2010, it it it kind of all started and it was when there was an amendment to the joint planning agreement between the county and the city and it adopted and integrated a map very similar to this one. And this is the KPI overlay plan. uh this then in Genesis that the the city spent time and put together the KPI formbbased code that was in the mid2010s. It was actually incorporated into the the city's old city code previous to 2019 and then reincorporated when the city completely rewrote its code for 20 after with the 2019 amendments. And that's your modern code. So, as you're probably aware, there's a whole section in the city's land development code dedicated to the KPI formbbased code. This is where this map derives from. So, it's 16 years in the making. And that joint planning agreement says to develop under this, it has to be annexed into the city. You you you would not develop
it under the county to do so. Now, obviously, you have to meet the requirements to be able to annex. They have to be contiguous to the city's current boundaries um within one mile radius of of the KPI interchange. This project meets that requirement as shown here and then on the other maps I think that Gene had already described. Um here is the conceptual plan. So this is what's under review as part of the reasonzoning. This shows the improvements to Sadler to city code requirements. Modern urban road segment. Um and and what's being proposed is single family residential detached. So both um homes and bungalows. The bungalows are shown in brown. Uh this would come before you for actual formal review in the future. Uh after the annexation process is over and and actually after the comp plan um first reading is completed and and the application sent to the state for review and comment. Everything comes back with this plan. This would be um adopted as part of the reasonzoning. And so the project would be developed uh similar to this. It's 80 acres in in total. There's about 20 acres that's going to be uh amenitized storm storm water areas and green spaces around it and it's going to have a clubhouse and pool and um the the the bungalows are detached. They're a smaller housing type. It's a we believe complimentary to some of the other housing types that are in the area. For instance, there's town homes here to the east and there's single family residential also to the east but farther south be cross connections that kelly park inter uh formbbased code requires to to those eastern projects and a kind of a placeholder connection on the west side that's required by the code. Uh once again this isn't before you today it's just the
first step which is the annexation of the assemblage. Uh and as Gan mentioned, the right of way would also be annexed in the city at the same time, which we think is significant. Um, one of the the benefits I think that Gan mentioned is that also, you know, the the the developer is pledging to dedicate that right of way um without any cost to the city and make and then also improve it. um that get that that obviously is a benefit because the city has that rightway. It doesn't have to approach you know eventually this this corridor would need to be I think improved to match the vision of the of the KPI. Uh we believe it's a important connector from 441 all the way to Plymouth STO once it's built. Uh but this is this this is just a preview because obviously you you were not formally reviewing this plan tonight. Uh but we wanted to give you the full picture of how this annex annexation fits in with the the overall process that's going to be coming before you in the months to come. Happy to to answer questions but uh I have a presentation after this but all those all my slides are very similar to Jean. I didn't see what she had in her presentation beforehand. Any other questions for Jonathan? Just one question because I didn't ask this at the agenda [clears throat] after I read it. All these owners, is it just one owner representing all of them or No, they're all individually. There's multiple owners and multiple tax parcels. I think it's best illustrated here. And so here are all the owners listed here. both Luke Clayson with 188 1828 Engineering and myself representing the developer who is Beaser Homes who has experience developing in the city. Um
they're they're under contract to purchase from all these owners. And so there's multiple I mean we can count how many uh one two three four five six seven eight nine 10 different property owners made up of how many tax parcels? One, two, three, four, five, six, seven, eight, nine, 10. Okay. And bringing them all to the table here. And with all the ones that have frontage along Sadler, that's that's the point I want to drive home is they're going to be dedicating the necessary right of way as part of this project. the city wouldn't have to go out and have to either negotiate for that right of way uh independently and be dealing with five property owners or potentially having to use them in a domain eventually to to to get the necessary rightway to make these improvements for Sadler Road. So just out of curiosity because you know I usually we always have like one or two owners each of these have to submit an annexation for and they have Yes. and they have Okay. Yeah. This is a voluntary annexation. So, they have to agree to be annexed into the city. Okay. Mr. Anderson, you have a question? So, I actually don't have any questions, but I have I was contacted by several of the residents who feels that the city needs to slow down annexation. I agree with that. I think now is not the time to annex anything. I do understand that there is benefits, but I think the benefits still these owners I think at a later time when we're able to, you know, we just have a lot of growth going on right now and we need the the impact with the infrastructure is not in place. I think that we need to stop annexation and try to figure out how we can slow this growth down. So, right now, I just don't think we should annex anything in especially this large parcel of land right now. I think I understand the benefit right now, but I think um the cons definitely outweigh the
benefits right now. Well, and and to your point, I think this this project does provide can be distinguished from potentially some of the other annexations that have come before you that it does provide an improvement in infrastructure. Right now, Sal Road's not connected. If this property doesn't get annexed into the city, that connection is not being made without some action by the city to to obtain that right of way. So currently these does these are homes have a contract right now with these all these different land owners right now. Correct. Exactly. Yeah. So I'm pretty sure that they will be willing to sell at a later date or wait. I just don't think right now it's in the best interest right now to see anything in right now. That's just my just one vote. So yeah, I I mean I I would just present that they're they're willing to dedicate the right of way no charge to the city. Now, I don't know if they would have that same mindset if the city tells them we don't we're going to frustrate the purpose of your, you know, your arrangement. Wait it out and probably increase their value and get more money for these homes. It's a possibility. We all know I understand. Thank you. Any other questions? I have a I think it's a staff question, staff related question. the so we're discussing uh impact fees and increases of those is that not necessarily for this but would this project should it be annexed would they be paying those increased fees I can answer there's no ve there's no vesting okay to to that I mean obviously for all development it's determined by when those fees um take effect this project of course is at the infancy of of the process so you wouldn't actually have homes being occupied here for several years and it I that the the the rates that are being proposed increase rates now are you know will be I if it follows the time frame that you have um
you're working on I think they're going to be in place well before the permits would be issued and those fees would be assessed. Okay. I just want to make sure from staff that they're echoing that same sentiment. That's correct. Um, so impact fees are assessed at the time of permit building permit issuance. So, whatever is the fees of fee rate at the time is what they would be assessed. And these fees and again, I know we're we're jumping ahead a little bit on our agenda, but those fees will be they would change January 1st. Is that our do we have a timeline for that? 90 90 days after the Yeah, it's it we have a 90-day holding period after they're adopted and they kick in from there. Yes. Okay, understood. Thank you. And let me ask you, you said that they be donating the right way to the city is without a cost. Is that a true donation without a cost or is that you're going to receive impact fee credit? Now for the donation, it would be strict strict donation in this project. There's no no um no strings yeah consideration for that. Okay. Okay. All right. Uh, anybody from the public wish to speak on this one? Christy Moore, I'm going to speak in my capacity as Orange County Commissioner and um, looking at this annexation, it's not on your map, but you are just to the east of the Zelwood rural settlement. you are just north of um another rural settlement around Zelwood Station and in fact uh county had a a a a project in that area and because of the rural settlement we left 70% passive conservation land and if you recall you probably all voted for it last November and November of 2024 the citizens of
Orange County passed a rural boundary amendment and guess where that is Round Lake Road and the final thing I'd like to say to you is that I know that the west part of Sila Road is the counties and and they do not when you put this kind of density in here, you can't keep putting pressure on the county when the all of the impact fees are going to the city. So if you develop to this level of density, you've got Round Lake, which is a rural style road, and you have the west part of Saddler is a rural style road. And finally, you've got a 100 acres on that opposite corner that's going to be a public high school. So, I want you to think about some transitional zoning here going to that level of density really worries me. Thank you. So, where's the where is the rule uh settlement on here? Uh, sure, Commissioner Velasquez. So, um the rural boundary would be everything west of Round Lake Road. that is all a rural boundary. And then the rural settlement is all of Zelwood, which is also uh from Round Lake Road. And then everything south of Ponan Road is rural settlement. So I just want you to think about some transitional zoning here. You're going to have this incredibly dense area right next to Royal Settlement. Albert McKimmy 3603 Golden Gem Road. Uh I'm not sure but but are we seeing that Sadler belongs to Orange County just now? Uh and that later on we're going to end up in a similar position where county owns a road as does the same position with Golden Gem Road and we're going to develop it without being able to to
negotiate with Orange County first for any input financially from them. Let me have a look at the map. If you have a look at the map, the black area, there's a circle just connects to the the the very topmost side. That circle is probably at less than 1% within the boundary of that assemblage. And because that one part is in when you annex a complete assemblage in it means that the whole thing becomes part of the KPI not just that one area. So what we have now is less than 1% of an assemblage is going to take you completely into the KPI. And I'm not against that. What I'm against is the fact that my recollection is that Sadler Road will not connect to the uh back around Lake Road without major improvements there. So what you're going to do is you're going to transfer all the trans all the the the transport off of Saddler down onto Golden Gem Road. They're see what you're saying today is there'll be a continuation of Saddler down through Wild Oaks and it will eventually uh reach up to the Sarrento. That's not the case just now because that road Saddler has only been built down to the uh section of the 429. So there's a section there that hasn't even been started. So you're looking at years probably to do this. Now, we already discussed earlier on that you don't even have a plan for Cali Park Road when you're going to start it because we don't know whether it's going to be eminent domain. So, [snorts] are we going to put potentially 300 homes onto that area, transfer all the traffic down onto Golden Gem Road? It can't continue down Sadler straight on down to
uh to where you ultimately wanted it to go. It's either going to turn left and go to Cali Park, which isn't even broken ground yet, or it's going to come along Golden GH Road. I think commissioners, you have a responsibility to use your discretion if you're going to do these developments. And I'm not against the annexation, but really, we need to put some pressure on Orange County. Orange County provide you with a pittance in terms of the roads. Recent Doge figures apparently show that Orange County used 200 million. I don't know if it's correct or not. Incorrectly. Why can't we make Orange County a little bit more responsible for for what you guys want to do here? Mr. Mayor, Commissioners Kinbaro, again, forgive me for not knowing what I don't know, but my very rudimentary understanding of annexation and bringing somebody into the city means that we're going to then ultimately owe them services like water and sewer and fire and police. And it takes time to build homes. It takes time to build the roads and to build the sewer systems and all of these things. And who's going to be stuck holding that bill before we get any return back? I mean, yeah, if these people are in the city and they're in homes there, they're going to be part of our tax base. But that's 20 years down the road. And we're at a point now where we're having trouble making ends meet now in Apaka as it is because this is not uh the affordable place to live that it was when I moved here. And I didn't move here that many years ago. So, I I'd like you to please take consideration about what's the actual
real cost going to be to your uh your voting districts who are going to feel the pinch paying for all this. I mean, who's going to build this road? Building a road is expensive. Building a road that's 50t long is expensive. And we're talking about part of Sadler. That's a lot of area. We don't have that money. And you know, I for one don't have enough to be shelling out extra uh for that area. So, I'd ask you to please consider that. Uh annexation may be a wonderful thing, but uh uh like Commissioner Anderson says, I don't think now's the time. Thank you. Anybody else from the public wish to speak on this one? All right, Jonathan, you want to come? Sure. Just a just a couple of follow-up comments. want to specifically address um Commissioner Moore's and I I I do respect her comments. I must respectfully disagree with with some of the statements and positions because I I didn't bring copies for you all, but I'm going to put it in the record. It's the second amendment to the joint planning agreement between Orange County and the city of Apakka. And what this specifically did was incorporate the map that's part of the presentation, which is the Kelly Park interchange map that then has been utilized as the base to formulate the city's formbbased code, which we are intending to follow. So there are step downs in intensity from the interchange out. This is in the neighborhood district. It's specifically planned and envisioned to have up to f five dwelling units and as a max. This project is proposing 3.6.
So not not not 70% of the max. It's offering an a if if approved various housing types that are envisioned for Kelly Park interchange plane. Uh in terms of infrastructure, this developer would build this road segment as part of its development to c to the city standards and it would be dedicated to the city. The city gets this portion of Sadler Road through the annexation. We've talked with county staff and that's part of the the the annexation. That's part of why the county formally isn't opposing the annexation. Um and and we think it's it's completely consistent and I'll just put the the second amendment in the record with what's been envisioned out here for close to 16 years. So, um, we would ask you to support it. I would, we would also share that this would be the southwestern endpoint of the Kelly Park interchange mixeduse area because everything to the west and to the south wouldn't be in that one mile radius. So, this would bracket and serve as the kind of southwestern boundary uh to the area. And we think it we think there's extreme benefit to the city and to the county. And to Commissioner Moore's point, there is a 50 acre 150 acre OCPS site right over to the west. There hasn't been any formal plans with what OCPS is going to do with that, but if it were to be developed for one or more schools, then you better believe that this segment of Sadler Road becomes
very important for transportation options in and out of those schools. And we think this is an important, you know, piece that the city should be um encouraged to obtain and improve while there's a developer here and willing to do it. Luke, do you have any other comments you wanted to make on that? Okay, thank you. If I can just clarify a couple things there and and I just want to make sure that I'm understanding it properly. So, Golden Gem because there was a comparison between Golden Gem and Sadler here. Golden Gem is all owned by Orange County, but we approved projects that feed on Orange County on an Orange County road. Is that correct how I'm saying that? Sadather will become owned by the city of Apakka and have control over the segments that are in front of the properties that we've annexed. Correct. Luke class 1828 engineering. So, Saddler Road's a little bit confusing. The portions to the east that were that's north that's west of Golden Gem between this property and Golden Gem has been already improved and dedicated to the city. So, that portion of Saddler Road is within the city. In addition, the portion of Sadler within the wild oak development will be within the city. Starting at our property line, the northeast corner of our property line that the portion of existing rightway is orange is owned by or maintained by Orange County. What we're doing is asking to annex that portion of Orange County and dedicate the remaining portion to get the full 60oot of rideaway and bring that into the city and then not only dedicate it but then build it to the city standards uh to our western portion. So now your developer will build the road. They will build the road before the before the first house is is open. Okay. And then so it'll be in a popka road so to speak because you will dedicate it to the city. Correct. Up to not the full sadler but up to the the project basically. The western boundary of our of our
project. Correct. Okay. And then and this may not be a uh your team question maybe a staff question. The Saddler road connection going east under 429. Do we have an update on timelines of that or when that will be completed? I know that Wild Oaks is building their portion with their project which brings it to 429. And then there's a project that's already dedicated right away on the east side of 429. I still think there's a couple um parcels that haven't been developed yet to get the full 60 on the east side. It's actually 66 ft of rideway that still has to be uh it's currently known as Joey McGuckham Road. So, it's a dirt road you can travel on, but there's still a portion that hasn't been dedicated, which is the problem that we're resolving here. Unlike Golden Gem, we would dedicate the rideway and build it to a city standard. So, you wouldn't have that same issue. That's the issue on the east side. They still have some properties that need to be done. So, we won't make that connection under the 429 until Joey McGucken is purchased in some capacity on that or the city comes back in and imminent domains or takes that property. Yes. Okay. It's it's about 50/50 roughly. the the the portion from 429 halfway to Punis Rento is already dedicated. The portion from that eastern end to Plunus Rento hasn't been dedicated yet. Okay. Okay. Understood. Thank you. So, so, so, so Jean, do we know how much of South Road would still be owned by the county if this was to be annexed? percentage-wise. I I we haven't looked into that. Um we're only we're only looking at Saddler just based on economics and everything else where our regulating plan and the city's interest bill and our city's interests would align. Um, when we started to to plan out like Saddler Road and you guys know about the Pioneer Agreement, there's a
Wild Oaks agreement that addresses Effie and Sadler. Also addresses a little bit of Golden Gem Road. I don't think we went more western than this. [clears throat] Correct. Uh, Commissioner Smith, good evening. Vladimir Simonowski, public works director and city engineer. What is going to be remaining is about quarter mile between the [clears throat] western end of this property and uh round Lake Road. And currently there's a two-way two-lane road there. The problem with that widening that portion is there two properties where actually [clears throat] they're in the middle of that quarter mile and right now the rightway is only 30 feet. So that two-lane road passes through the southern 20 uh 30 ft and [clears throat] east and west from it it's already 60 ft. So there are two properties they will have to dedicate at some point. I'm assuming they're going to develop and there's going to be a dedication for additional 30t for a total of 60 ft between u acres I think conro acres acres and round lake. So that's the remaining western portion which is about quarter mile. Okay. Any other questions for the applicant or for staff? [clears throat] Okay. A lot of questions still. Um All right. So what what's the what's the mood of the council? Well, I still stand in my position. I think right now just now is not the time to add any more strange infrastructure right now. The residents have spoke. They think we need to slow down growth and the way to slow down growth is say no to annexation right now. it was you know about Satler road but um there has been some push back from some of the constituents about annexations. That's been one of the uh biggest uh not just on social media, but them sending kind of emails and just saying, you know, let's stop annexations for a little bit. And um being that the annexation is a legislative decision, we're not bound by it at this time, maybe this project would not be beneficial to the city right now. I guess I'm looking for a motion. [clears throat] I'll make a motion right now that we deny this annexation and the applicant reapply at a later date. A motion by Commissioner Anderson. I have a second. already said there's a couple of of lots there. So, um so for me it's yeah it's just it's great to have and we appreciate the offer about the properties but we not having them all won't get us you know it's like we've got the three properties you know we we have on Kelly Park and we finally I think got a a deal on but we it's taken us a while to do that. Resolution 2025-44, a resolution of the city council of the city of Apakka, Florida, establishing 2026 rate schedules pertaining to the city of Apakka water use charges and deposits, wastewater use charges and deposits, distributed water treatment system uses and and deposits, and reclaim water rates, and providing for an effective date. Thank you, Susan. As you know, council, um we've already approved the rate increases. We're here tonight to incorporate the utility fee fee increases um for our tap fees for water service, reclaimed water, sewer tap fees, backfold replacement fees. In addition, um we came before you with an ordinance amendment incorporating a a tampering fine. And in addition to that, we have also discussed um credit card fees to be charged back to our customers. Um in regards to the credit card fee, I will tell you we have telephone, online, and walk-in. Visa and Mastercard actually has limits and Visa's limit is 3%. Mastercard and Discover is about 4%. Our credit card merchant is recommending that we just stay with that 3% because they do see um Mastercard and Discover going down to that 3%. So, in regards to the telephone rate, instead of the 3.85, I'm proposing 3%. On that one line, the 1.96 and the walk-in at the 1.5. Wait a minute. Say that again. I'm sorry. So, so walk-in will be 1.96
and no 1.50 and online is 1.96 and the telephone go up to that maximum of 3%. 3%. Okay. Yes, sir. In regards to the tampering fines, they're the same as approved via the ordinance. Okay. And the increases for the tap fees are as listed for the um portable water tap fees for the different U versions going as indicated in the scale for a 3 in to 1 in going from 300 to 510 1.5 in to 2 in going from 389 to 730. Anything over two and this is for the short service tap. Anything over 2 in is going to be cost plus 10% is what it is today. Want to go to a flat rate of 1,025. The long service tap fee go 3/4 in to 1 in going from 912 to 945. The 1.5 in to 2 in going from 1,0001 to 1,195 over 2 in cost plus it is cost plus 10%. Now we want to go to one,520 in regards to the reclaim tap fees. The short service tap fees going from 305 to 510 for the 3/4 inch to 1 in. From the 1.5 in to 2 in 396 going to 730. from the over two inch from the cost plus 10% to 1,025 long service tap fee 34 inch to 1 inch from 927 to 945 1.5 in to 2 in 1,18 to 1,195 over 2 in the cost plus 10% now going to 1520 in regards to the sewer tap fees up to 25 ft is currently 860 60 want to go
to 1,680 over 25 ft per additional foot. Uh was 12, now it's 75. And also we're looking at increasing the backflow replacement fees from 34 3/4 inch meter from 245 to 380. From 1 inch meter to two from two 1 inch meter is at 290. We want to go to 405. The 1.5 meter is 445. We want to go to 825. The 2 in meter is 512. want to go to 920. Anything over two inches currently is at cost plus 10%. We're going to keep that in place. And again, the objective is to cover the cost that we are incurring. Okay. Any questions for Blanch? I have a couple. Thank you for reviewing that. Uh the utility service fee updates, those specifically uh other than the backflow replacements are mostly going to be passed on. That's at like a developer cost, most of those. Okay. And then backflow is what the residents are actually going to be paying though. Any any type of replacement of those current and new residents will be paying those when we provide as needed. Yes. Okay. Correct. And then we discussed this yesterday as well during my meeting. The the meter tampering fees. I completely understand if somebody's coming by destroying the meters, destroying the flex nets, those things. Um and doing it on purpose maliciously. Yes. I totally understand um charging a tampering fee to that. My concern, and I said this, that there was a a social media post of, "Hey, I tried to turn my water off. It's not doing it. My house is flooding. What do I do?" And with this in place, this would technically find that person. Well, their house is flooding. As we discussed, everything is looked at on a case- by case basis. Correct. And that's what I want. Let's have a human component about this and make sure, hey, if my house is flooding, yes, maybe my at the house valve is not working or I can't find it or whatever it may be. Let's let's have a human component to this to make sure that hey if this wasn't malicious let's not find them. Correct. Thank you. Any other questions?
Uh yes. My question was and the one I asked you in the meeting. Is there a difference in the cost of the back replacement between residential and commercial? Commissioner, there is no uh cost difference in that between commercial residential. It's all based on the equipment being utilized. Okay. Any other questions? Okay. Anybody from the public wish to speak? Mr. Mayor Commissioners, thank you for having me back on this issue. Yes. Uh first uh based upon Commissioner Neesa's comments, that was one of the concerns that I was going to raise. Uh I I agree that there's a problem uh and as an individual that's had somewhat uh a great deal of exposure to people prosecuted for crimes and charged fines and fees and things of that nature. While I understand the concept of a case-byase basis, I see abuses of that on a daily basis. A daily basis. as recently as well this morning. So I think that if you're going to adopt some kind of a fee like that, it needs to be explicit in what you adopt that it requires malicious conduct. It requires a specific intent damage property or vandalism, not and it specifically excludes somebody that's reacting to a water emergency because it takes a matter of seconds for a busted pipe to do thousands of dollars of damage in a home. Uh so uh that's a legitimate concern, but I think it needs to be specifically addressed because when it's a case- by case basis, there's too many external factors that we can't predict that can result in an inequitable impact
on somebody who's already dealing with a disaster and they don't need to be have that added to, you know, the possibility of having some type of prosecution or or or exorbitant fine tacked on to the top of that. Um, in regards to the other numbers, I I I wish I could say I was I felt any more educated than I was when I first came up here at the wrong time. And and I for ask forgiveness for not knowing the the full procedures. I haven't been to very many of these meetings, but I'm really I still don't understand to what degree this is impacting me and my house. I mean, I know I mean, I know I have a back backflow valve and I know that's the only that'll impact you. Yeah. And I have to have that checked every two years. I know that that's that's it. Everything else is for new. Yeah. That's the only impact you Well, when you say that's only as to new people is, you know, say somebody wants to sell their home and a new buyer comes in, does it mean a new buyer only new new structure, new building? Correct. Well, well, the only other thing is if you pay by credit card, that would be the only other thing. Well, everybody charges 3% has been correct for you. That's nothing new. Yeah. But, you know, I'm I'm concerned like most people and you know, I don't consider myself to be uh even close to the poverty line, but but I know that my apopa bill for my utilities, which is just water and garbage and sewage, has gone up more than $25 per month, which is several hundred a year, right? You know, that's a lot. I got no complaints about the service. They do a good job. Uh, and they're consistent. They come when they say they're going to come and and they take the recycling all, but I imagine that most of the people that aren't here today that are at home don't have any more money than I do to spend on that at this point. So, please consider that. No. And and the whole reason for doing
this is we we understand that that the water rates going up was not, you know, was not something we wanted to do, but based on the numbers. So what these do is these help us with with the ongoing cost and the ongoing services that you that we provide you. And hopefully you know just take if if a third of the people use credit cards and you don't then we're going to get a third 3% of you know the average bill is 100 bucks. So we'll get $3 for everybody comes in pays with a credit card. So that goes toward driving the cost for your water bill. If you pay with a check, it's going to drive your the cost down or at least at least limit the increases on water. So everything in this this is to help the the the consumer, the today's consumer to reduce their their bill or at least level it off. I mean, it's this is nothing more than a a way for us to to help all of our, you know, the 40,000 people we have want that we've served today. Thank you very much. Yep. Anybody else? Rebecca. Hi. I don't know what the procedures are, but good evening. Um, Rebecca, Savage Sellers, and I came because of the tampering thing and I don't quite understand it. And the gentleman sitting next to me said, "Yes, it's about the boxes that are in the ground." Yes. Okay. So, you're saying that there are people going out tampering with these, unplugging them? Yes. on purpose. Yes. Okay. How are you going to secure those boxes? Because we can't because we have they're not my problem if somebody else opens my lid and unplugs it. So why is it my fault? Um if this is criminal to steal the
utilities, how are you going to prove who tampered with it? You're just simply going to charge me. It's not mine to secure. It's the the water company or the city to secure it. And as far as turning water off, don't people have valves at their house? I mean, there should be a valve at the house. You got the one by the road, the cities, and then you have to your house. there should be a valve at the house to cut off the city water if there's a flood of some sort. So, I don't think that that makes any sense. And if people don't have valves, I don't know about it. We have a valve. We have a valve for the front yard and the backyard. Um, so I'm really not understanding why we have to be charged for something that we might or might not have done. And how are you going to prove it? And I really think it's up to you guys to secure the boxes. If some of the boxes, he was saying that some people put the boxes or the city puts the boxes in the middle of a driveway. Okay, that was new to me because ours are all in the yard. Put a fence around it. Put a gate around it. Put a cage around it. Um, whenever we've had a leak and we've had to call the city to come and turn it off, they're there pretty quickly. We're not waiting around all night. Um, and then they get there and they know that it was flooding. So then you you get your reimbursement or your adjustment for all the flooding. So I'm really not um again, I'm just not at your meter. And yeah, people shouldn't mess with it, but isn't that a criminal issue as well? And I don't want to pay for it if some some middle school kid walks by my house and starts playing around or we've got a
lot of transients these days. We got a lot of up to no goodters walking in front of my house and they just decide to in the middle of the night pull the box up, pull the thing out just to be stupid. Then it's my fault. So, the the the backflow replacement thing, I didn't quite understand any of that either because anybody can go turn those things on and off. Now, I don't understand how they work or what exactly they're for or even why my dad put them on our properties because I thought they were for wells and reclaimed. But anyway, anybody can go turn them on, turn them off. There's valves right there. Um, she did say, where'd she go? There you are. Case by case, right? So, that's good. Yes. Yes, ma'am. Because they go out, the public works um department, utility uh maintenance goes out and they look at the situation and they'll make that determination because sometimes people actually cut the wires. So, that's definitely, you know, malicious in that regard. So, we look at everything, but we still don't know who cut it. May not. But, yeah, the responsibility How am I supposed to keep it secure? Can I put a little little cage around it then? So that Well, I mean, it's it would be the same as your your power meter. I mean, you don't have a you don't have a box on your power meter and they can do the same. You can do the same thing. You could they could up on the house and they have to cut the little thingy, which cut with a pair of scissors, right? Yeah. Maybe those need to be a little more secure, too. Is that happening as well? What's that? people going to other people's houses and selling them or people cutting their own electricity off. Yeah. Well, I don't know. I don't know. And then what you can do, it's really nice to have is you can you can you can go online and it'll tell you every hour by hour what your water usage is. So, you know, if you if you had a big leak, it would automatically Huh. Yeah. You you'll be you'll have it tomorrow. Yeah. We'll have someone call you and walk you through it. Okay. Okay. Do you have urgent? I will once I leave. Good. Can I I just have one question regarding the backflows. Yes, ma'am. Where are we with the backflows? Remember, we had a schedule a list of all the residents that had to replace their backflows. Where are we with that? I'll have to get that list from utilities and provide it to you. Um I will tell you that we've been focusing on the uh meter issues to try and get those rectified as quickly as possible. Um, since the backflows are uh an optional service that the city provides to the resident, they can also get a backflow addressed uh by a third party or by their own contractor. We've really been trying to push those utility meters uh to get those repaired and then we can focus back on the backflows. But I'll
get a list of where we're at. Yeah, because I know we've been doing the backflows now for about a year and a half, almost two years. Um, and with the rate increase, um, it I just want to be able to let the residents know to try and get if they want the city to do it to try and get on the list because once they're on the list, do they get they kind of guarantee the price that they have now for the backflows? U, we'll get the details for you. So, make sure we answer the question. And didn't we have like a backflow team so to speak that were exclusively focused on this keeping up data with the numbers and things of that nature? I I'll gather that extra information for you. I'll have to provide that. Okay. Okay. Do we have that team anymore? Uh like I said, the focus has been shifted to our meters to get So we don't have that team anymore. Uh they work on both. Yeah. But so it's not exclusive to backflow because we're doing a huge push for that and that's no longer the case. for the backflows. Correct. We've they the people that do the backflow also can do the meters. So, we've been pushing more towards the meters. So, we probably need more a few more employees then to help assist with this. Right. Well, the goal is to get caught up on the get into that uh percentage range on the meter uh failure list or issue list to where we then have the ability to keep up with both sides. Okay. All right. And um okay, maybe we can kind of go back and
but we can inor specific with the language. We can like I have to modify the 3% maximum. We can and it basically is already somewhat in our ordinance in regards to malicious intent. So, right there is some language already. That's what I'm kind of getting. The feedback is so we can incorporate that language in here too before we language where we can kind of specify what would consider the fine to a homeowner. Yeah. Because you've already approved the ordinances on this, the amendment to the ordinance on this. So we can incorporate some language in in the resolution regarding you know basically malicious intent that's already a part of it as well but I can incorporate that in the resolution. Are we able to kind of bifurcate this and do utility service fee updates vote on that and then the proposed utility merchant service fee structure vote on that and take out this meter tampering fee to a later date to specifically discuss that language and not have to try to edit it on the fly now. So I'll go ahead and just move a motion for us to go ahead and amend that. So, we'll just remove that portion of it. Okay. Which portion? That's where our problem. I mean, we've got builders out there that are flipping flex nets around and we don't get caught up. And so we're we're losing a lot of money based on builders that are moving flex nets around and not not doing the adjustment to to match the meter with the the flex net. So I So I think we're all on the same page in regard I think just the language to make sure that we're very clear because right now the residents have spoken. They said they're not comfortable with the language and they're concerned that it could be misused. So if we can define what that looks like just a little bit more. I think what [clears throat] this is this is a this is a resolution.
So we're passing a resolution. Yeah. So it I mean we can specify if a developer is involved and a residential a regular homeowner. Well we don't have the fines distinguished between you know developer or residential. fines are as they are. First offense, second offense, and then third offense is a cut off of the services. But again, I'll let Andrew go. I think our ordinance already spells out that there's, you know, this is due to malicious intent or something like that. Um, I don't know. But I think the issue is they're saying that if they're not responsible for it and if someone does it, how like how can they determine I think Cliff explained that at the last week and when we were going through the ordinance very clearly that and I'm not sure exactly what Cliff said and I haven't reviewed the ordinance but if that's been addressed then then that has been addressed and and certainly staff has the ability to look at you know what is what is going on here what the big picture is and I mean um you know just from personal knowledge in other jurisdions terms of of what a goal is, uh, you know, typically it's it's not vandalism. It's to, you know, it's it's to lower water bills or to, uh, you know, to to utilize city water. Um, so I mean, uh, looking at the whole if there is a particular issue, uh, you know, I gota let me let me whether staff is well equipped to to do that. Let me let me throw this out to you, Commissioner Anderson. What What if we did this? What if we leave it just like it is, but that every um fine comes to city council to be approved? No. Well, there's not there's not going to I'm telling you, you you do a couple of them, it it's going to it's going to stop. Well, then then let's not even have it. It's it's the whole is I don't think we should have it. That's why I voted against it. Oh, you mean immediate tampering f? Correct.

And I know that again the point that was made as well is that there's houses that have valves at them, but a lot of those are broken or they can't be located in time. So they go right to the source of that meter. And if my house is flooding, I'm going to cut the water off. I need to. So, we're not we shouldn't be finding residents to do that. I don't think cutting water in that he said that would take care of that. But the verbiage is specifically in there that states and including turning your own water off. That was in the ordinance that was passed. Pulling the the wires does not stop the water from flowing. Okay. I was using as an example. Crush it with a lawn mower. Pick pick your random act of It still doesn't keep the water from flowing. So why don't we just make this exclusive to builders then if that's what you're going after. Make it exclusive builders only. There there are people out there we know that are that are tampering with their meters. So we do know that as I understood with when Cliff responded to um your question before I think that it did he say it was criminal? It it's it's a criminal offense. I mean it's basically on the homeowner is their responsibility or whoever is living there. So then the question was asked too are
they able to lock their boxes then and I I guess not because we have to have access. Okay. So I'm going to blame the homeowner for a criminal act that they may not have done and they don't have the ability to protect themselves. But I don't think nobody's going to somebody else's house and cutting their wires. I think a homeowner is cutting his own wires because he doesn't want to pay the water bill. Yeah. I guess we don't know that. Well, that's just like with the utility as well. I mean, this is not something that happens that often, but when it does happen, it's usually with builders sometimes at residents. Same thing with cable. Same thing with cable. Cable bills. Okay. Yeah. So just like if someone come to cut your cable box, you know, you're still responsible to again those are the discussions we went through when we went through the first and second reading of the ordinance and I think Cliff tried to explain everything at that. You want to just table this and come back with some language as Commissioner Smith said that. Yes, I think we should table it. Yeah. Thank you. Um before you again is resolution 20261 U budget amendment number one in the amount of 7,658,621. Um basically this is our carryover funding for our grantf funded related projects. Um the details here for some of those projects are our corona virus funds for um local recovery funds is for the city hall grounding and lights projects is minor cost there cap we were septic to sewer that 44,000 the CDBG housing grant at the 129,000 that includes that fifth house that you approved and they're ready to move forward with that. So that kind of pushed this to be moved forward at this point in time. So we can move forward with that project. The CDBG sidewalk phase one and phase we're basically we're on phase two for that work. CDBG sidewalk and the FD land and water grant that is conservation funds of about 79,000. That's for the parking and trail at Alonzo Williams Park. Some carryover funds related to Hurricane Milton. We're moving those forward. Some is debris, some is um other expenses. Um the new
grant that we got awarded last year from FD for the Popka Wava um aquafer recharge flood funds for Border Lake, that's 2.5 million. We're moving that forward. um the FD and improvements related to the TDT grant in the amount of of 4,149,489 broken out in regards to improvements and structures. And also we have a state grant for FD for D FD FR DAP Northwest FURT grant. We're moving that forward for 32 3,27. So this is everything that we incorporated in our grant fund 150. So we want to continue those projects into this upcoming year. So we want to move these funds forward. Okay. Any questions for BL? If you can go back to that chart real quick. Sorry. their deadline is they've got to kind of have it wrapped up by April to meet all the the the dates uh to get it on the ballot for November. Um, next up, uh, tomorrow I'm leaving bright bright bright bright early in the morning heading up to Tallahassee. Got an invite from the League of Cities to, uh, to speak before the, uh, select committee on property tax. So, that will be, um, so going up there in support of League of Cities and obviously city of Aka, you know, what what um, what proposals the the House committee is looking at for property tax relief. So anyway, it should be an interesting long day, but you know, well worth it to uh to to voice our opinions. Um and then last but not least, uh on Friday, we've got um Forest Lake Academy. They've got gosh, we've got like a hundred kids coming. Uh their day of service is is Friday. So we're we'll have them spread out all over the city trying to to get their community service hours. So we're excited. you know, they they come by, you know, once a year or twice a year sometimes to to help us with with projects within the city that um that benefit our residents and and shows their sense of pride for our community.
