Thank you. Next item are city highlights. A couple of events coming up over the course of the next couple of weeks between now and the next city council meeting. Always something going on here in the city. Next Tuesday, 6 o'clock at Promenade Park, the fire department is putting on Sparky's Back to School Bash. We had our national night out last night with the police department, and next week the fire department gets to host their event, Sparky's Back to School Bash. Hope all the kids and all the families enjoy. We'll come out to enjoy that. It'll be a really good time. We also have a 48-hour film race that our cultural arts committee is putting on at the ACE building. And then we've got our sixth annual triathlon coming up on Sunday, August 16th. So I hope you all give that a shot. It's a pretty straightforward, easy triathlon for the beginners. 100 meter swim, two mile bike, I believe, and a one mile run. So super easy, very nice, great way to come out. Even if you don't do it yourself, come out and support the athletes. It'll be Sunday, August 16th at 730 a.m. at the Aquatics Park to get started. All right. Next item is the Mayor's Report. Just gave this one right now. Next item is the proclamations of recognition. If we can, let's start with item A, please. And this is recognizing August 7th, 2026 as Purple Heart Day in the city of Edinburgh. Very proud to be a Purple Heart city. We've got our veteran Purple Heart recipients here today. If the city secretary could read the proclamation, city council will come down and take some pictures with you all.

Yes, your mayor. Purple Heart Day, August 7, 2026. Whereas the Purple Heart is among the oldest military decorations in present use and was initially created as a badge of military merit, an honor created by George Washington in 1782. And whereas the Purple Heart was the first American service award or decoration specifically awarded to members of the United States Armed Forces who have been wounded or paid the ultimate sacrifice in combat with the declared enemy of the United States of America. And it is one of the most recognized and respected medals awarded to members of the U.S. Armed Forces. Whereas the city of Edinburgh, Texas has great admiration, respect, and the utmost gratitude for all of the men and women who have gallantly served their country and this community in the Armed Forces. And whereas the contributions and sacrifices of the men and women who served in the Armed Forces have been vital in maintaining the freedoms and ways of life enjoyed by the citizens of this community. And whereas while serving in the Armed Forces, some of these heroes, were wounded on the battlefield, and 90 dedicated sons of Edinburgh made the ultimate sacrifice. And whereas on September 7, 2021, the City of Edinburgh was officially designated as Purple Heart City in recognition of these fallen heroes and the countless others who have been wounded in service and are recipients of the Purple Heart Medal. Now, therefore, the Mayor and Council of the City of Edinburgh, Texas, by privacy and then by law, do hear but proclaim August 7, 2026 as Purple Heart Day. And the City of Edinburgh can encourage everyone to observe this recognition, symbolizing the City's appreciation of for those who have sacrificed and served this nation.

Well, good evening, Mayor Ochoa, members of the City Council, distinguished guests, our veterans, military families, and those present here today. Thank you for joining us as we gather on this special day to honor some of America's finest. My name is Alfredo Freddy Salazar. I am honored to serve as a chair of the Edinburgh Veterans Committee, standing alongside my fellow committee members today. The City of Edinburgh proudly stands as a community that remembers, honors, and recognizes the extraordinary sacrifices made by those who answered our nation's call. Purple Heart Day is not simply a date on the calendar. It is a solemn reminder that the freedoms we enjoy every single day came at a profound cost. The Purple Heart is unlike any other military decoration. It is not awarded for achievement nor earned through years of service, competition, or nomination. It's an award that those who were wounded were killed in combat while defending our nation. It's a symbol of sacrifice, courage, unwavering commitment to something greater than oneself. Every Purple Heart carries a story, a story of bravery, a story of sacrifice, a story of brothers and sisters standing shoulder to shoulder in defense of our freedoms. And tonight, we have the privilege of recognizing eight remarkable veterans whose stories have become part of the profound legacy of our nation. Please join me in recognizing the following Purple Heart recipients. Joe Vasquez, Army Major. Eduardo Granado, Army First Sergeant. Sergeant Jacob De La Garza, Marine Corps. Staff Sergeant Ray Davila, Army. Sergeant Arturo De La Garza, Army. Corporal Miguel Angel Cimental, Jr., Marine Corps. Staff Sergeant Martin Herrera, Army. Army Specialist Joe Ibarra, United States Army. To each of these heroes, thank you. Thank you for answering the call when America needed you. Thank you for serving with honor, courage, and commitment. Your purple heart represents more than wounds sustained in combat. They represent your willingness to place the lives of others before your own. They represent courage under unimaginable circumstances. They represent the highest ideal of military service and their enduring spirit of the American warrior. Tonight, we also recognize the families seated among us. To those spouses, parents, children, siblings, and loved ones, you served alongside these heroes. You endured deployments, uncertainty, sleepless nights, difficult phone calls, and the lifelong challenges that often follow military service. Your strength deserves our deepest gratitude. To our Purple Heart recipients, whether your scars are visible or carried quietly within, please know this, your community sees you, appreciates you, and stands by you. Your service did not end when you took off the uniform. Many of you continue to lead in your communities through mentorships, volunteerism, faith-based, demonstrating every day what true character looks like. As a fellow Marine Corps veteran, I know that the bond forged through military service never fades. We come from different branches, generations, and backgrounds, but we are united by one oath, one mission, and one enduring commitment to this great nation. Today is not about glorifying war. It's about honoring those who bore its burden. It's about remembering that every freedom we cherish was preserved because brave men and women were willing to sacrifice everything and ensuring their stories are never forgotten. To the young people here today, remember these names. Heroes do not always wear capes. Sometimes they wear combat boots. Sometimes they quietly sit among us without seeking recognition, carrying burdens that few will ever understand. They remind us that true courage is not absence of fear. It is choosing to move forward despite it. As we conclude, I ask everyone here to continue honoring our veterans beyond today. Listen to their stories. Support military families. Reach out to a veteran who may be struggling. Teach our children the value of service, sacrifice, and gratitude. Above all else, let us never take for granted the freedom secured at such a profound cost. Thank you, Mayor. Thank you. Gentlemen, thank you. Beautiful words from the head of our Veterans Committee. I'm not going to try and do better than that. I do want to ask the other veterans in the audience, please stand to be recognized at this time. Any other veterans? Thank you. Round of applause for those veterans. So today we're recognizing Purple Heart recipients, Purple Heart Day. And as a medic, nobody knows more what it means to receive a Purple Heart than a medic. Each one of you dealt with a medic upon your injury, upon your rehab. And so it is something very, very personal to me to see Purple Heart recipients. People think that medics only work on American soldiers. We also work on the on the enemy soldiers, and I can tell you that this goes on day in, day out. Thank you for everything that you guys do. I do want to recognize a few people I see in the room. I see some fellow American, Freddy Gonzalez, American Legion, the commander of the post, Omar. Would you like to stand, sir, please? A round of applause for our commander. I see Ron, Mickey, other members. And I want to encourage veterans that are here in Edinburgh, you don't have to be from Edinburgh, come join our post. Get involved. Everyone knows the generation that the Veterans of Foreign Wars, I see Omar Gouveia and Freddie, they're from Wounded Warriors Project. But the VFW, the American Legion, they're getting older. They're aging out. The younger veterans are not getting involved. We have to carry the flag. So please, get involved in any way you can. You don't have to be from Edinburgh. There's the sons of the American Legion, and we're trying to get that going. There's plans to have an honor guard where Edinburgh veterans bury Edinburgh veterans. Right now, if you're a veteran, you're buried by other honor guards. So I ask, and I use this day to remind everyone that we could still keep serving. Like they said, we serve in many different capacities, but join one of the organizations, whichever one you'd like. We have the Veterans Committee. We have several things that recognize veterans. Thank you to those that are involved. Let's recruit some more. And let's keep everybody's memory alive. And like Freddie said, remind your children of service. Remind your children of the cost of our freedom. And try to instill the pride in serving our country. Thank you very much, Mayor.

One last thanks that I do want to give is to the Edinburgh Veterans Committee. If you're on the committee, could you please raise your hand? Yeah. Yeah. Thank you. Thank you all so much for organizing this. It's one thing for non-veterans, right, to say thank you. But when you hear it, when you get to share stories with your brothers and sisters in arms, I know that makes a huge difference. And so, Council Member Diaz, thank you for everything that you do to push veterans' issues forward here at the City of Edinburgh. Thank you to our committee. for organizing all of this. We love our veterans. We absolutely love you all for being here today, for your service and everything that you've done. Please know that we are here to serve and support you in anything that is that you need. Thank you all so much. The next item that we have on the agenda is Proclamation B, recognizing Miss Caitlin Moreno. If the city secretary could read the caption. And then she will read the proclamation. Presentation of proclamation recognizing Caitlin Moreno, the first female student athlete from the city of Edinburgh to receive a full collegiate scholarship to play women's flag football. Caitlin Moreno. Whereas Miss Caitlin Moreno, proud resident of the city of Edinburgh, has demonstrated exceptional dedication, perseverance, and athletic excellence through her commitment to the sports of girls' flag football, and whereas Miss Moreno has made history as the first female student-athlete from the city of Edinburgh to receive a full collegiate scholarship to play women's flag football, setting a remarkable precedent for future generations of female athletes. And whereas in August 2026, Miss Moreno will begin her academic and athletic career at Hendricks College in Conway, Arkansas, where she will pursue her college education while competing as a member of the women's flag football program. And where Ms. Moreno's historic achievement is the direct result of years of hard work, determination, discipline, and the unwavering support of her family, coaches, teammates, and community beautifully reflecting the core values of excellence both on and off the field. And whereas her historic accomplishment represents an important milestone for the city of Edinburgh and highlights the continued growth of girls and women's flag football, demonstrating the expanding opportunities available for young women through athletics and higher education. And whereas the City Council of the City of Edinburgh is proud to recognize Caitlin Moreno's extraordinary accomplishment, which brings honor to her family, coaches, teammates, schools, and the entire Edinburgh community while reflecting the City's vision that Edinburgh is for everyone by celebrating inclusion, opportunity, and the achievements of female student-athletes. And I'm thankful it has opened the door for me to earn a college scholarship. I couldn't have done it without the support of my family, coaches, teammates, and everyone who has believed me along the way. This recognition means a lot, and I hope it encourages other young athletes to continue working hard and never give up on their dreams. Thank you again for this amazing honor.

Good evening, Mayor and members of the council. My name is Pamela Desma. I am the STX Gladiator Nonprofit Youth Sports Organization president. So not only have we established a really well, an amazing girls flag football team right here in the city of Edinburgh, but we're so excited to be a part of this. As we mentioned, you know, the slogan for Edinburgh is Edinburgh's for everyone and football's for females. So we're very excited not only to celebrate Caitlin and her accomplishment. But I also do want to recognize somebody in the audience, Bree Gonzalez, who's a current junior at Bella High School, who has already received her first commitment to play at that level. And as the fastest growing sport in the US and even in the world currently, we're so excited to bring a sport that's going to allow our girls opportunities to obtain additional scholarships and get them to college. So thank you all so much for the recognition and support of all of our athletes.

Thank you so much, Caitlin, for what you're doing representing Edinburgh on the national stage. You're right. Women's black football is a fast growing sport added to the Summer Olympics coming up in L.A. in twenty twenty eight. Super excited about that. So dream big, everybody, and you can achieve it. Thank you for setting an amazing example for our youth. Please keep up the great work. All right. Next item on the agenda are public comments, Madam Secretary.

Yes, sir, Mayor. Good evening, everyone. The Edinburgh City Council allows for a specific portion of City Council meetings to be dedicated to public comments. Public comments are limited to three minutes. I'll be taking time. Please note the public comment period is not interactive. The Council may not respond to public comments. At this time, Mayor and Council, there are two public comments. The first one is Ms. Valeria Lugo and Green Earth Recycling regarding scholarships and school funding.

Hello. Thank you very much for giving the space and time for sharing our scholarship and school funding opportunities that we have for this year. My name is Valeria Lugo-Perret, and I am with Green Earth Recycling. First and foremost, thank you very much for meeting you this past Saturday at the South Texas Health Systems Fair. It is amazing to have a mayor in the city of Edinburgh that is very proactive with the community. I commend that. That is something really well.

So in your tables, you have a

a little folder, a pamphlet of our nonprofit, which is Rainbow RGB, which they are the room where kids that are going through the CPS program, they need always funding. They need clothes and all of those necessities because whenever kids are taking out of their homes, they go out without nothing. So that is why whenever you open it, you see the yellow box. So right here, whenever you see a yellow box around the city of Edinburgh, that is us. It is myself, Mr. Rolando, or Mr. Carlos. So anything related to that, it is the rainbow room behind it. But this year, we want to expand our impact to schools in the city of Edinburgh. We have the Yellow Box Heroes. That is our program that, through leadership, we're going to be teaching the kids hope, compassion, leadership, and stewardship through service hours if they start donating and creating this movement within their schools. So this is a program. If you are with a school, go ahead and contact us. That number, I will go ahead and pick it up, and that's for them. Over up next, I know that the city of Pharr, they are already passing these flyers. We have a free service of donation pickup. after a garage sale, whenever somebody comes for a garage sale permit, the City of Pharr is giving these flyers attached to this one. So this is something that's a solution for the garage sale and the donation pickups. That's going to be another program that we have. And this is for businesses. But this is everything in a nutshell. Green Earth Recycling, we are the solution for guiding people that we transform their donations into ACTUAL POTENTIAL AND OPPORTUNITIES. SO IF YOU KNOW ANY SCHOOL DISTRICT, GO AHEAD AND SEND THEM MY WAY SO I CAN GO AHEAD AND PARTNER UP WITH THEM TO GIVE SCHOLARSHIPS. WE WANT TO GROW THAT IMPACT. THANK YOU.

THE NEXT PUBLIC COMMENT IS MISS VERMA CLARITY REGARDING TAXPAYER'S MONEY.

Tonight, I want to thank each one of the men that are here and the women that have served our country to give me the right to stand here and talk to you. So thank you all. I just want to tell you what I object to. I object to selling bonds. until the existing debt is fully paid. I object to discussing selling bonds and executive session. If this council is going to place a 30-year burden on my home, I want to know because I am not going to vote for that person the next time, especially if it may lead to my losing my home. You could say discussions and executive session meets the letter of the law. but not the intent of the law. The intent of the law is to allow the public to hear the discussions concerning proposed actions, like deciding to increase water rates by 67% or buying property to create a football team. Just for your information, the property this council purchased for $46 million was on the tax rolls for $19.5 million. If this was such a great deal, and was going to create jobs, why not discuss it in public? This council discussed giving DHR $10 million and then had to sell bonds to repair equipment at our landfill. Also, the city did not ensure that the conditions for giving away public money were achieved before releasing the funds. This council has hired a director of the golf department for over $100,000 and is paying consultants to create a strategy. I can tell you what the strategy is going to be. Pour more money into a worldwide campaign to sell playing golf in Edinburgh. The problem is no one is going to play golf in 90 degree weather and we have a lot of days that are 90 degree weather. The people do not agree with your spending strategy. When 25% of the city and 40% of the county population lives in poverty, it is understandable that the public does not support expenditures like these. People have greater priorities like paying for food and paying their taxes and paying their rent and their mortgages. How do I know this? Forty thousand property owners submitted property value protests Governor Abbott placed an item on the ballot to increase the exemption of a homestead on our property, and it was approved by the people. Stipends are changing the delivery of our education and reducing the power of the unions. The parents have control of their education of their children. People do not agree with giving away our public money. So again, tonight I signed up for item 8A. And I gave y'all a deal. This is, I'd like y'all to explain to the public and how much more that we're going to be paying for this. Because like I said, y'all just hired someone for the Ebony Golf Course, I believe, for over $100,000. You're considering entering into an agreement with, I don't know how to pronounce it, T-R-O-O-N Golf Inc. And it doesn't say here, it just talks about golf course management and operations service for Los Lagos Golf Course and Ebony Hill Golf Course and execute any documents related here too. But there was no backup. There was nothing that tells us about it. Again, I know the schools use some of them. I know that I live in Edinburgh, and I drive by the Ebony, and there's very few people. There's 68 acres that y'all could fix for the public instead of just a handful. So again, I hope you'll explain this tonight. Thank you.

Yes, Your Mayor. Consider authorizing the city manager to enter into an agreement with Troon Golf for RFP number 2026-010, Golf Course Management and Operations Services for Los Lagos Golf Course and Ebony Hills Golf Course and execute any documents related thereto pursuant to the city's ordinances and procurement policies.

Is there a motion? Motion to approve. Second. Motion to approve in a second. J... or Tom or somebody would come up and just explain what this is?

Yes, sir. Mayor, Council, Assistant City Manager. Yes, this is an agreement with TRUM, the national organization, actually worldwide organization, who's going to help us manage our golf course and actually address some of the concerns that were brought forth previously. We want to professionalize the golf course. We want to take some proactive steps. to ensure that we are doing the right thing. And so we're hiring a firm that does this on a worldwide scale. They have over 35,000 employees. This is their science. This is what they do, right? So we're engaging their services to professionalize our golf course, to make operational improvements, recommendations to us as well, moving forward, which we will then bring forth to the council. I mean, we have over 44,000 rounds of golf that we did the previous year. It is a quality of life concern, and a lot of people use that form of recreation in our community. Two beautiful golf courses, one champion and one executive, and Troon representatives are here as well. They're very excited. We've been working with them for weeks on this, and we're very excited to engage their services, and we hope that council approves that action.

Have we hired a golf director?

No, we have not. We have not hired a golf director because we've been talking about this and what's the proper way for us to move forward. And actually, so we arrived at this of hiring a company that provides this type of service and does it on a worldwide scale. Great. Thank you. I don't know if you have any other questions, Mayor or Council, about anything. We do have Trune here as well in case.

Great. Yeah, so I personally am very excited about this. You know, the golf courses, you know, they are a quality of life issue, but it's also an economic development driver. Absolutely. Especially Los Lagos is consistently ranked as one of the best golf courses in the Rio Grande Valley. And I think there's a lot to be said to making sure that they're managed well. It's one thing for city staff to be managing them, but to have, I think, the quality that Trune is going to bring It's very exciting. I know they manage several golf courses in the state of Texas. Many of them are considered some of the best in the state of Texas, including La Cantera in San Antonio. So if we can bring that level of expertise to our golf courses, turn them into the best golf courses in the Rio Grande Valley, then I personally am very excited about it. And especially when we get to the point where they are profitable, where they are not taking general revenue dollars away, where they are standing on their own two feet because they are the best and because people are out there. That's something that I personally am very excited about being able to see happen.

I think you mentioned we had some people from June. We do. Regional vice president or there is Jeff Thompson. Jeff, you want to come up? Could you come up just for a second? Introduce yourself.

Good evening, Mayor. Hello. Council. Residents, my name is Jeff Thomason. I'm the regional vice president of operations for Troon. I'm based in Belton, Texas I was here a month or so ago meeting with with staff and You know, we're terribly excited. So for me personally, I managed 23 properties for our company. I'm a 20 almost 24 year guy with Troon and what you said about the golf course being an economic driver and certainly wellness and lifestyle for the residents couldn't be truer. We will work diligently, as we always do, to give the community and the stakeholders in the community a golf course they're very proud of and one that's not a drag on the city's finances. I was just at a city council meeting last night with the city of Killeen. We've managed their golf course for now six years. And when we were involved, we started out with a deficit of about $400,000 that the city was funding the golf course with. This year, we've done a full irrigation system, a $3 million irrigation system, a $300,000 bunker project, all paid for with non-tax dollars. And we'll do the same thing here. Edinburgh is... Edinburgh is a central part of the Rio Grande Valley, and there are a lot of golfers in the valley. Winter Texans, Canadians come down. We will stand these golf courses up to be some of the best in the state. We manage 16 of the top 100 golf courses in America. I personally manage five of the top 50 golf courses in the state of Texas, and I fully intend to have... this golf course, the 18-0 golf course, and the executive golf course, quite frankly, be as good as any of the others that we manage, and we won't rest until that happens. So I understand where people come from with the things they say about serving the few and that, but the reality is it is an economic driver. It's something that every community needs to have, and we recognize that the city has other things to spend their money on, and we will work. as your partner to make sure the golf course stands on its own and we're able to fund improvements with non taxpayer dollars. Excellent.

All right. And I know this is a particular type of motion that we need to make to be in compliance with state law and case precedent. So, Mr. City Attorney, do you have a recommended motion?

I do, Mr. Mayor, and I apologize beforehand, but like you said, this is a specific kind of motion with specific language to comply with the local government code. So for the council, I would recommend a motion by council prescribing that notice of the time and place of the joint public hearing. with the Planning and Zoning Commission on proposed amendments to the City's Unified Development Code be given by publication in a newspaper of general circulation stating that the hearing will be held on September 15th, 2026 at 5 o'clock p.m. at Edinburgh City Council Chambers.

I will mimic and follow that motion and recommendation by our council.

Motion. A second. All right. There's a motion and a second. So just real brief. Right. This is a hearing to take up proposed amendments to the Unified Development Code. I know we've had a steering committee looking at these coming up with a list of things to be amended. Steering committee has met several times. Anything else you want to add?

It's been, it was, I'm sorry, planning and zoning director. The last time the UDC was amended was in August of 2022.

Yeah, 2007.

So just to educate everyone, in the past 20 years, It's only been adjusted, UDC, which is the law of operating in the city, it's only been adjusted a couple times, and it was adjusted by this council when we came in a few years ago, and we're making further amendments to make sure that the laws that are in place today reflect the changes of today's world. And I thank the committee, I see Ms. Teeter, other people in helping us get there.
