Mr. Chair and members of the council. Thank you so much for allowing me the opportunity to stand before you this afternoon. My name is Lama Samuel. I am the senior director of Family Solutions, which is a program of the South Carolina Office of Rural Health. We've come before you before and it's all for information purposes. Um, we like to make sure that the Orangeburg community is aware of what is good that's happening in Orangeburg County. We know we hear a lot about what's not necessarily good. Um, I tune in to these meetings on Facebook and so I get an opportunity to hear the good, the bad, and the ugly, but I want to present to you something good that's happening in Orangeburg County. We have been around for almost 30 years providing home visiting education and support to pregnant and parenting families in this county. Our goal is to reduce infant and maternal mortality and we've done that over the years. We are a voluntary program. We um we employ social workers, community health workers. We have male involvement coordinator. We have nurses. We have a nurse um a nurse practitioner who we consult with. um through MUSC Health Orangeberg to be able to provide education and support to these families. We also have doulas. We don't have enough time tonight to go through an educational session about who doulas are and what doulas do, but all of the services that we offer at Family Solutions are to be um helpful to the family, to be helpful to the community, to provide support, again, to provide that education and those tangibles that they may need in order to be um healthy parents and and the children to have a healthy positive outcome. April 11th through 17th, we invite the Orangeberg community to join us as we bring awareness to Black Maternal Health Week. We know that black mothers are dying at

a rate two times higher that of non-Hispanic um non-Hispanic black women. And so we invite you to join us for a number of activities that we are hosting here in the county. The very first activity that we will be doing is a community prayer which is on April 13th at our office 10:31 Middleton Street. It's at 1000 a.m. I brought a folder for each of the members here. Um the folder contains information about our Black Maternal Health Week, but it also contains more detailed information about who we are and what we do at Family Solutions. We received um support from some individuals who are here in the in the meeting tonight and we want to thank them publicly for everything that they've done for Family Solutions. Monday, November 3rd last year. I spent the majority of the day at a site where a young man was removed from a house. DPS uh with Orangeburg responded, removed him, said he could only be charged with vagrancy for being in that property because he had trespassed, broken, and was staying there. Said some other people had been there also. Uh after they had removed him, and he wasn't charged with anything, just, you know, he needed a place to be, and that was the wrong place at the moment. Um found a stack of lottery tickets beside the bed he had made in one of the bedrooms, uh all scratched off. I don't know whether they were stolen, purchased, or uh he found them, or they were even his, but uh it was trash like a lot of the stuff that was trashed. Um my wife and I walk our street when the weather's good. So far this year, picked up 12 plus Walmart size bags, uh regular size grocery bags, and disposed of them. Um and uh last time we talked about trash and whatnot. I believe that when youth young children are raised, if they are given the right mindset of trusting their parents and the system uh to to honor it and obey it, uh that's when a parent begins to give them responsibilities and and it adds to that. Um Connie Por had pointed out the characteristics that had been honored uh last year through Orangeburg County. Uh and down at the bottom of the list was accountability. Accountability is that last step when someone is not being uh uh compliant. There's laws to hold people accountable for their actions. Uh it was mentioned about going up and charging them more for throwing away trash. I don't think that's the

solution. In fact, I've got questions about that. How many people were cited last year? Does anybody know exactly how many people were cited? How much was paid in fines? Is it working at all that part of the system? Or do we need to address some other issues like from birth to well, the weather's great. I got my windows down and I'm done drinking it. Let me throw it out. Whether it's in plastic, aluminum, or glass, whether it's alcohol, whether it's uh water, it doesn't matter. It all gets picked up for those lottery tickets they tear into little pieces and throw out the window. It's hard to pick those up. Got some of those still on the ground on the street. Thank you. Uh good evening, council. It's a blessing to be in front of y'all today. Uh, I am Katz, the owner and founder of Giving the Child Dream Plus. I am the male involvement coordinator with Family Solutions. Um, we and we thank y'all for y'all support always, Mr. Young and everybody. Uh, I made a post today because we know the kids are out for spring break right now and there's so much going on that for the kids to do. So then I had I talked to about five more people today and we're focusing on the summertime. You know what I mean? It's nothing for the kids to do. uh everybody can't afford daycare and uh programs. So, what we want to do uh we're trying to find some fields or some buildings that we can use uh and we can go to bringing our services, you know, uh to take time out with the kids if it ain't nothing but a kickball. I one year I did a uh my hood to your hood kickball game and the first child every every day that made it there, I always gave them a gift. Well, this particular day when I got on Sprinkle, uh the little fella said, "Man, I didn't went to sleep all night." I said, "Man, you ain't been to sleep all night." I said, "What happened?" He said, "Man, I was afraid if I would have went to sleep, I would have missed us." And it let you see just how important what we do in in the community works. Well, that little fella wound up being one of the little kids that got shot at OW. Uh, one of my mentor students, great kid, and uh about two months ago, he wound up getting in some trouble and he's at this at the county jail house right now. So, the importance of what we do, we we we just need support, you know, we we here, we serve the county in all kind of capacities with no and little funding, you know what I mean? you know, with with and I thank God for Mr. Ravenell cuz one year he did let us use the the the park over there on Sprinkle the Cell. So, as the summer

come, we want to come up with some ideas where we can go throughout the county, not just one group, not just one place, but go out through our county to help our kids uh to have something to do, you know, even if it ain't nothing but one week once a week cuz we know we got to live. And the first item on the agenda is uh we got third reading and public hearing on two items. And the first item is an audit authorizing the execution and deliver of a special source of revenue credit agreement buy in between Orangeburg County and a company known to the project splash providing for a payment of a special source of revenue credit and other matters related there too. Item two also is related to project fash and it said this is an ordinance authorizing an amendment to the amended and reinstate agreement for development of a joint county industrial park dated May 17th 2010 so as to include additional properties in Orange County as part of that joint county industrial park and other matters led there too. Um the agreements, the special source revenue credit agreement as well as the agreement to place it in the Dorchester Orangeburg park um follow the same format we have used with other projects that bring this kind of business to Orangeburg.

Next item on the agenda is ordinance first reading uh by title only and this is an ordinance to provide appropriation for the fiscal year beginning July 1st 2026 and ending June 30, 2027 for the Orangeburg County budget for ordinary county purposes and other county purposes for which the county may levy a tax to provide for the levy of the tax taxes on all taxable personal and real estate properties in United County and for all county prop purposes, including sufficient tax to pay the principal and interest on outstanding indebted Orange County maturing during the said fiscal year and also to provide for matters relating to Orangeburg County and to provide for the virtues of said taxes and other revenues coming through the county during said fiscal year. Uh Mr. Med, you want to have this? I know this is a preliminary. We usually do this.

So, this is just the first step in the budget process um for the fiscal year uh ending in June 2027. and item three and four's similarity but I will read item uh four and make both of those at the same time three and four um item four is an ordinance to provide for appropriation for the fiscal year beginning July 1st 2026 and ending June 30th 2027 for Caloon Technical College and for other public and special education purposes to provide for the levy of said taxes and other revenues coming to the county during the fiscal year uh for said purposes. Uh it is basically for the county to lease some space and I believe it's called the Holly Hill Complex um for Orangeburg County Technical College to offer some certification uh programs so that uh the people who live in Orangeburg County may have better access to jobs that are available through economic development. I think that's a this is a like a satellite site.

Uh there is an emergency services tower that is located and I refer to it as a tower complex because there's guy wires and some other things that come actually off of the facility. Uh this is the property of the town of Nie's where they have their town hall. Uh it has been outfitted um by the state of South Carolina. It was about 10 years ago. Uh so that it would have the court uh internet. Yeah. The the court internet stuff that goes with the judicial system. Uh and so that's already been in place. moving the uh the magistr's office, which is what this is for, the magistrate's office and um a courtroom, uh would entail the county having to come out of pocket to actually install that infrastructure. So, um there's a request from the magistrates that we renew that lease.

thank you Mr. Chairman. The planning commission met on March 11, 2026 to discuss the recommendations uh from Campbell Farms LLC to resone the property at Firefly Lane. Uh this is um requesting to go from residential general to forest and agriculture. Uh the property is undeveloped and it's adjacent to um other lots that are also zoned forest and agriculture. Properties owners were notified by US mail. They were given the opportunity to submit electronically by mail, by phone or in writing to the planning director or attend the meeting in person person. The notice on the information was submitted um to the TD as well. Um there were zero citizens that expressed their support. One citizen expressed their opposition. Planning Commission presents this to you with 60 approval. Thank you.

Now this is the fourth settlement agreement that the county has before it to either authorize or decide not to authorize. The bottom line is there uh is litigation that's going on throughout the country that's in multi-dist litigation, class action litigation, individual lawsuit litigations, all kind of litigation uh that Williams and Williams represents the county in uh as a local political subdivision. Uh and in each one of these consolidated lawsuit activity, what you have is an offer by the court uh to enforce the settlement without telling us how much or when you're going to get it. But if you don't sign on to participate, then you need to be bringing your own lawsuit to do it, which is not coste effective. Anyway, we uh requested an opinion from our legal council, Brad Hutau, uh and he recommended that the county uh pass this resolution to authorize the county to participate in this settlement agreement. So this is basically the settlement agreement that have been going on for several years now. It's one of them. We we've done three other ones you know they generally what happens is they go by groups of defendants. Were you a manufacturer? Were you a producer? for you. Uh, and this uh, six around the defendant settlement is the actual name of the settlement, which leads me to believe this is the end of the line. These are the last defendants to be settling. This is a different one than the one we voted on. Yes, we voted on three and each one of them is for a different set of defendants.

Yes sir Mr. Chairman, um we're presenting this to you for upgrade of our um business license planning and building inspection modules, which is how they do the work of building inspection, uh business license, um production, and everything it involves with planning and zoning. Uh this process is being presented to you as a sole source because the company that we already have, which is Munis, which is what runs our financial system, this um software ties directly into that. So as they take cash receipts and everything at the window for payments for permits, planning, all that stuff, it will be seamlessly integrated into our current system. Uh the contract implementation is $540,359. And this will replace a system that was put in place probably 20 something years ago. So got our money's worth out of the system we have now, but it's just not adequate for what we have to do with modern technology. You've heard the uh explanation from the administrator council. Do you have any other further question on why it's so hearing? None. Yes, sir. Mr. Chairman, uh the request for proposals were advertised on the county's website and bidnet.com. Um the proposals were due on March 25th and the county received eight proposals. Um after looking at and and doing the recommendations and when you see zones, we have break broken up the um county buildings in in the aspects of zones as we bid out these um landscape and maintenance services so that um we can get a more variety of people to do it. Um so we set up the zones that basically deal with most of the Orangeburg proper properties and then we'll have another zone for the ones that are on the eastern end and western end. But this is for zones one through four and we're recommending to you extreme outdoor solution. They are the responsive bidder in the amount of $345,272.

Yes, sir. These are for the properties that um are mostly in the central area of the county. Um it's probably about 25 to 30 properties and they range from like Lake Ed, Russell Street, Gibson Street, Media Street, Ellis Avenue, Sharon, Mixon, Chestnut, Ky Road, Carolina, John C, Pinland, St. Matthew is basically all the county properties in the central Orangeburg County that have to be cut. Then we'll have additional zones that will be bidded out for the areas outside of central orange area or for the western area and for the eastern area.

Yeah, just like to say that uh chairman and I was in attendance of the uh the ground breaking for the new bridge that's going to be over Lake Mary and it's going to be started in the next couple months. Um the governor was there and all of the dignitary out of Columbia uh which comes from tavern and etc etc and uh it was all positive a lot was brought out and what and how the bridge is going to look we got draft before but um the one that we saw this today was the same as what it was in written on in stone let's put it that way and uh hopefully within the next couple months they're going to be starting the process It's going to take about correct me about three years to complete.
