The Tuesday, D, December the 2nd, 2025 regular meeting of the planning Pennsylvania county planning commission is now in session. Mr. Arnold. Yes, sir. Mr. Ferris here. [snorts] Mr. Brown here. Mr. Shelton. Miss Me, Mr. Dalton here, Mr. Oaks, Miss Henderson here, and Mr. Whip
here. If you would join me in a moment of silence. To the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Hearing of the citizens. Each person addressing the board under hearing of the citizen shall be a resident or land owner of Pens of the county or a the registered agent of such a register land owner. Each person shall step up give his her name and district in an audible tone of voice for the record and unless further time is granted by the chairman shall limit his her address to three minutes. No person shall be permitted to address the board more than once during the hearing of citizens. All remarks shall be addressed to the board as a body and not to any individual member thereof. Hearing of the citizen shall last for a maximum of 45 minutes. Any individual that is signed up to speak
during said section who does not get the opportunity to do so because of the aforemention time limit shall be given speaking priority at the next board meeting. So, we'll move on to the public hearing. Pursuant to article 5 division 7 of Pennsylvania county zoning ordinance, we the planning commission have been empowered to hear and decide specific applications in support of set ordinance and to make recommendations to the board of supervisors or the board of zoning appeals. And accomplishing this important task, we are charged with promoting the health, safety, and general welfare of the citizens of Pennsylvania county. We must ensure that all our decisions and recommendations be directed to these goals and that each be consistent with the environment comprehensive plan and in the best interest of Pennsylvania county it citizens and its posterity. Anyone here to speak to the board regarding cases would be limited to three minutes. Mr. Arnold? Yes. Case R-25-035. Charles Bodner has petitioned to reszone 2.75 acres located on State Road 642, Scott Jacobs Memorial Drive in the Stanton River Election District from Double Zone District to A1 Agricultural District to allow for an additional accessory building. Once the property is reszoned to A1, all uses listed under section 35-1 178 are permitted. Once the properties reszone A1, all uses listed under section 35-178 are permitted and the staff summary is enclosed in the board packet. Mr. Chairman Annette Yates is here to represent the petition. Miss Henderson. Mr. Chairman, in the case of R-25-037. I've not received any calls or emails in opposition. case R-25-038 Ryland and Brenda Reynolds have petitioned to reszone 2.0 acres located off State Road 805 Tomahawk Creek Road in the Kalen's Gretina election district from R1 residential suburban subdivision district to A1 agricultural district to allow for the property to be consolidated with an adjacent A1 agricultural district zoned property. Once the property is reszoned to A1, all uses listed under section 35-178 are permitted. The staff summaries enclosed in the board packet. Mr. Chairman Ryland Reynolds is here to represent the petition. Mr. Reynolds, is there anything that you'd like to add?

Um, in case R-25-038, I'd like a mo make a motion for approval from R1 to A1. Chair has a first. Is there a second? I'll second. Miss Henderson second. Are any additional motions, questions, or comments? M. Mr. Chairman, could I make a comment, please? Yes, sir. Uh, in this case, I've heard no opposition, and to my knowledge, Miss Meeks hasn't either, so it's pretty cut and dry.

All right. New business. We do have a little bit of new business. Uh, first I'd like to just provide a brief update on the comprehensive plan update project. um line and grade. The selected consultant has launched a project website and our IT staff have loaded a screenshot of that on screen uh with the uh URL uh www.pitco.com. uh they launched that just before Thanksgiving and one of the main items on that website currently uh since this project is in its infancy is the application for any county resident who might be interested in participating on the project's uh steering committee or advisory committee. So, uh that will ultimately be a uh advisory body to the overall comprehensive plan project. Uh and staff will be uh screening the applications uh blindly and we're looking probably between 15 to 20 participants on that advisory committee. So, those applications uh are open, the application process is open until the 18th of December. I just wanted to make sure that you all were aware of that as well as anybody watching at home or present here this evening. Also have a couple other items I would like to introduce uh two new staff members. One being relatively new although she's been rocking and rolling since she hit the ground in midepptember and that's Sabrina Folks. Uh she joined the county uh in midepptember as our senior administrative assistant. She serves as a clerk to the planning commission as well as to the board of zoning appeals. And also want to introduce Kelly Smith. She joined the
county in mid November uh to fill our senior planner position. It's a position that we've never had filled here in the community development department. So uh we're excited to be able to have that additional depth on the bench. Um, interesting note, uh, she transferred, moved up here from Florida or is in the process of relocating her and her family from Florida and, uh, in a previous life earlier in her career, she served as the zoning administrator, uh, for Marco Island, Florida. So, probably didn't see a whole lot of resonings from R1 to A1, I would imagine, in Marco Island. But, uh, we're happy to have both Sabrina and Kelly on board. And lastly, I just want to uh express my gratitude and appreciation to Miss Holly Kazee. Uh she's not only stepped in uh while we were short staffed in the community development department since this summer, but has really stepped up and you all noticed that she was serving as the clerk to this board as well as to the board of zoning appeals. She's been instrumental in helping to onboard uh Sabrina and has has even stepped in to help out on the permitting side of uh the community development and business and uh building inspections office. So, uh I think though this might be the last meeting unless we're short staffed once again at the clerk role. So, uh that she's really helped us out tremendously. I just wanted to recognize her as well. Thank you very much.

Thank y'all so much for having me and everybody on the planning commission has been so welcoming the last two two and a half years that I've got to sit here and um tonight is my last night and uh um I'm excited about the new role and the new endeavor taking over for the Dan River District Board of Supervisor position. But, um, one thing I would like to make an announcement on. I know this is, uh, on Facebook and different, uh, media outlets. If you're interested in a planning commission job for the Dan River District, I'm actively looking for someone to fulfill my spot. So, um, please reach out to me if you're in the in the Dan River District and you're interested. The county definitely needs good people to continue this on. And I'm excited for you, Mr. Chairman. uh your second month and um you're going to do a great job.
