who told me something that I didn't know before. He lives in Salt Lake City. Apparently, Salt Lake City has brown garbage cans and blue and green. They use the brown for yard waste and organic matter, that kind of thing. I was just hoping West Valley City might consider doing the same thing because I hate to just throw my leaves and all this trash and have it be part of the landfill. I'd like it to be composted and help our city to grow. That's it.

0:400

Hey, thank you. You're welcome. Hey, speaker two.

0:50 – 2:480

Good evening, Mayor and Council. I'm Rich Pod and I've only lived here for 20 years, but I'm still real concerned about the safety of the people with the open irrigation ditches on 6,400 and between 31 and 4,100. I still see the kids walking right on the line or in the road. Uh there's also the Hunter Junior High School. It's just like a block off of 6400 and when the kids come home, a lot of them have to walk on that road. Uh I understand that it was a Newton farm at one time on 6400. My daughter-in-law used to go buy her pumpkins there. the pump the farm's gone and so I don't understand the irrigation ditch needs uh because it's all full of houses with green grasses and lots of concrete parking lots. So hopefully uh we can replace the ditches with drainage pipes and sidewalks so it looks like the rest of 6400 and most of the roads in West Valley City. Um, also as you adjust your priorities for the year, uh, the Newton Farm Park, uh, we've been waiting five years, six years for it, but, uh, hopefully that's still up on the top of the list, will be addressed. And one last thing if I have 30 seconds. Additionally, to reduce crime and increase the supply of affordable housing, increase access to limited health care, and reduce classroom sizes, I recommend the city work with ICE to deport the illegal immigrants as they're apprehended. uh also stop providing any tax funded uh taxpayer funded services to illegal immigrants and actively to support the US selfdeportation program for illegal

2:46 – 3:130

immigrants and let them move their families in a in a meaningful way back to where they came. Thank you all very much. Thank you. Speaker three. I'm gonna put up a timer so I don't go over, guys. 5 4 3 2 1.

3:11 – 5:090

Perfect. That's beautiful. Um, my name is Tim Flink. Um, I think it would be really valuable if uh, and this is with some gest but some seriousness that uh, you require anybody to give public comment to sit through that study meeting. That is impressive. I mean, I I say that with sincerity that man, like the issue I'm going to bring up is important to me, but holy cow, the issues you guys are handling is it's incredible. So, I just props to you guys for sitting through that. And I know there's like 10 other meetings you sit through, too. So, but anyway, I appreciate that. Um, the fee schedule or the the, you know, cost for golfing was, you know, filed, and I I assume we're going try to improve it tonight. Um, and I apologize. I sent emails to people not being sensitive to the language that I put in there. Might might not have been too sharp. It was a little sharp. Um, I think the rate increases are great across the board. Actually, I think it holds everything within line of other courses around state. But whether intentional or accidental, there's one kind of glaring difference is that the military, the seniors, and the players pass all no longer have a walking option for pricing. So significant. I mean, uh, for example, Monday through Thursday, non- peak hours, if you do 18 holes, the increase now is a 250% increase from what was last year. So almost every other category where 25 to 50% increases the walking for seniors, military and player pass individuals has been removed. Maybe that's intentional, maybe that was accidental, but I'm advocating and asking that uh simply be changed to discount the cart rate for these people because that's a pretty standard procedure statewide. I mean, um,

5:07 – 5:260

I guess just to bar off the story I said in last council meeting, my dad wants to keep walking. Um, I know it's a bit of a heartthrob story, but it's a real one. Um, so if we can get walking rates put back in, that would be appreciated. Thank you.

5:21 – 6:390

Thank you. Okay. Uh, Salazar. Mayor, my name is Giovanni Salazar. I'm a resident here of West Valley and I come here tonight on behalf of the Latino people and those that find themselves targeted and vulnerable. We are residents of West Valley City. We are part of this community. We are your neighbors, but above all, we are human. I ask this governing body not to only reject any future proposed agreements with ICE and Border Patrol, but to also prioritize the residents that live here in these communities who have chosen you as their elective officials. I ask you to please commit to not only staying silent in these times, but also speak up. If these are your stances, the community will understand and if they support you, they will be with you, but the community will remember. Thank you for your time.

6:340

Thank you. Okay, speaker five.

6:40 – 8:030

Evening, council Mahoney. I'm a West Valley uh resident. I'm also the central region chair of the county Republican party. Um, I'm here today a today to urge the council to begin the process of selling city-owned commercial properties back to the private sector. While the intent behind holding these properties may have been well-meaning, the reality is that the city is currently acting as a bottleneck to our local economy and a drain on taxes. I'm asking for this divestment for three reasons. Restoring the tax base, efficiency and maintenance, and as well as marketing and growth. The city's job is to govern, not be a real estate model. Let's sell these properties to private companies who qualify to take over but keep to the master plan for West Valley City and get the government out of the private sector and put the capital back to work for the taxpayers of Utah. Um I would also like to speak on the application Z9205. Um passing this is losing possible future housing for single family units. I would rather not lose agriculture rights to the area. 5.7 acres to 70% parking lots. This could fit 15 to 25 single residential homes. I urge the council not to reszone this property uh to general commercial. Thank you for your time.

7:580

Thank you. Speaker six.

8:07 – 9:490

Good evening. Um, I had the fortune of listening to you guys' study meeting. I'm understanding that Lars has brought up the private road issue and dealing with developments of that matter. Um, I understand that you guys are reconvening with that on February 10th. So, I'm just here to reiterate that we would like your help uh with our neighbor who's basically turned their yard into a junkyard. Um, after listening to your study, there was a big emphasis with the hospital that's being built over on 5600 about, you know, making it welcoming, um, nice for patients and, uh, the staff that's going to be there being there's a garden, um, a bridge with views of the mountains and whatnot. And so, it seems like you guys do care what the community looks like. Um, I have the fortune of actually working on that side as an electrician. So, that's pretty nice. Um, and back to the issue at hand with my neighbor turning hers into a junkyard. Um, she basically has nowhere to park anymore. She parks it in her yard at this point. Um, you can't even see her sidewalk to get in her front door cuz there just so much junk in the front yard and on her driveway. So, if we could just get your guys' help with city uh code enforcement being able to come in there and, you know, make it just like the streets right next to us. Uh that would be greatly appreciated. So, thank you.

9:430

Thank you. Okay. Speaker 7,

9:54 – 11:530

Mike Markham 308. Um, couple of things I'd like to mention. I also attended the meeting on Wednesday night with uh Miss Wood, Dawn, and uh my other buddy complainer here. Um, but you know, one of the things that wasn't brought up when Don was given his little speech, probably the top item on the list that took the no the most votes was image. one word image. I don't know if that was brought up on the Tuesday night when when most people were there, but it was high on the uh on the list, if not the top of the list was image. We need to work on that. Um, which I've talked about multiple times. Um, the next thing I wanted to bring up was in the study meeting when we were talking about the Rushton property development and what might go there. There was a comment made that how many coffee shops do we need? Well, my philosophy is how many fizzes do we need? Um, I'm a coffee drinker. I won't lie about it. I drink half and half. half decaf, half real. Um, anything over two cups is total decaf. Um, so I guess we could go to the fizzes or whatever they are and get wired with our cold caffeine and the sugar that's in those drinks and rot your teeth. Now, I've been told by my dentist if I didn't drink coffee, I wouldn't stain my teeth. And my comment to his was, "Oh, I guess I could switch to soda pop and rot them." Um, I don't

11:51 – 12:580

know the difference between the kind of caffeine I drink from Starbucks, which I refuse to pay their prices. Refuse. Never bought a cup of their coffee. Um, but we go to Fizz, but I don't drink any of that stuff. There's way too much sugar in that for me. And I've seen huge lines in some of the fizzes that you know way long. You know, there's one up here in the Macy's parking lot where they the Macy's on 47, I think, and Redwood. Um, you know, there might be 20 cars waiting in line to get their jug of sugar. And if if somebody wants to get their jugs of sugar, every gas station sells that. Every gas station has the little pump so you can make your dirty drink. Um, but I just kind of took offense to that on coffee because that's a stand of mine. Thank you.

12:56 – 14:430

Okay. Thank you. Was there anyone that wished to speak that didn't have an opportunity to sign up? Okay. Thank you. Uh, I'll turn the time over now to the council. Any comments? Nope. Okay, we'll move on with our consent agenda. We have eight items on our consent agenda this evening, including ordinance 26-07, I mean 01 that would adopt an amendment to the Fairborn Community Investment Area Project Plan, Ordinance 26-02 to adjust parks and recreation fees related to the our golf course. Resolution 2601 that would amend the interlocal agreement with Salt Lake County for the Harmon Senior Recreation Center. Resolution 26-02 for an amendment to our agreement with Taylorville City for animal services. Resolution 26-03 to enter into an interlocal agreement with Salt Lake County for aerial services. Resolution 26-04 to enter into an agreement with the state of Utah to provide law enforcement services resolution 26-04 to amend a cooperative agreement between the city and UD do and resolution 26-05 which is one of our usual right-of-way agreements and acceptance of a warranty deed. I'll turn the time over to the council. We can take all of these at once or each one individually to the council.

14:47 – 15:250

I would move to accept the consent agenda and consent items in total. Can I get something clarified first on uh the public comment about the golf fees? So, I guess I'm a little confused about what he was talking about. Can anyone clarify that for me on the golf cart rate type thing? I believe uh Jamie is online. I'm going to unmute her. Okay. Okay.

15:21 – 16:060

Jamie, can you hear us? Nope. Okay. Okay. Um, I don't have it in front of me, but I'll do my best to explain. So, there's a just a standard rate um, and it's it's a change from like a sorry, a standard rate with a cart um, instead of a a standard rate with a cart and a reduced walking rate. So, that's um, that's something we could look into. And a reduction if it's a walking rate, correct? It's the same price. Yep. Same price regardless. So,

16:03 – 16:190

so even though there is a fee for using a cart, I mean renting a cart and a pull cart is like $8, right? So, that doesn't get knocked off the regular rate.

16:17 – 17:000

Correct. So, if council wants, we we could certainly bring back um if if council wanted to approve this tonight, uh we could bring back a revision to the fee schedule um including that. That would probably be the easiest way to go forward. I have um through our conversations what I believe our our golf courses and parks and wreck would recommend those rates be um if we wanted to include that tonight or we could I could go have a conversation with them to confirm what what they would recommend on those rates and we could bring back a second revision at the next meeting.

16:58 – 17:420

Well, I would like to look look into that. I think it makes sense to me. I don't know how anybody else feels. I I agree. I think we had to second this and um as it is so you can start selling the passes. That would be great. Yeah. But then we can look at it again to see if there's a discount if you're a walker. That would be great if that's what you want. Okay. I would agree with that. But I'd like to look into that for sure. Okay. But did I have a second somewhere? Second. Okay. We want to amend his You want to amend? Are you good to amend? Yes. Yes. So, wait a minute. I I think we're still passing all of these.

17:42 – 18:140

Oh, but we're going to revisit the the fee schedule and and maybe make another change at a later date. Yeah. We all good? Have to check with somewhat legal. Okay. And we've had a motion and a second. Miss Kamik. Council member Wood. Yes. Council member Wetstone. Yes. Council member Harmon. Yes. Council member Hune. Yes. Council member Christensen. Yes. Council member Northfelt. Yes. This resolution would authorize the immediate and critical update of the freight and passenger elevators at the Maverick Center for a total of $850,389 to the council for discussion or a motion. Motion to approve resolution 26-07. Second. Okay, we have a motion and a second. Miss Kamik. Council member North. Yes. Council member Christensen. having ridden the elevators. Yes. Council member Hune, uh, no. Council member Harmon, yes. Council member Wetstone, yes. Council member Wood,

18:57 – 19:330

yes. And Mayor Lang, yes. Motion passes by majority. Okay. Thank you. Our next item is to we need to elect a mayor prom for a two-year term. I'll turn the time to the council for discussion or a motion. Uh I would love to elect uh last knock for uh mayor prom. I make a motion as well or do we have to Yep. Do we have to I would call for a second first and if there is no second we can make another motion.

19:31 – 20:160

Well and two things. Call for a second and ask Councilman Norfeld if he has the time to do that if his schedule would allow it. Did you have someone else in mind? Will is going to motion for uh council member Harmon? Yeah. What do you think about it, Scott? Yeah, that's the next thing. I'm open to either. Uh I do have time available. Um but my time is is very limited. until I retire from teaching in June. Okay.

20:13 – 20:540

Um, so might be better if someone else did it this time. So we'll I don't have a second on the first motion as of yet. Pardon? Well, we had the We don't have a Yeah, but the first one we need to deal with first. So I don't have a motion on the first. So that will drop. We'll move to the Do you want to make it a formal motion? I would motion to uh nominate the honorable council member Scott Harmon as mayor prom. All right. Second.

20:53 – 21:280

Okay. We have a motion, a second. And you have said you do have the time. Councilman Harmon. Okay. Miss Kemick. Council member Wood. Yes. Council member Wetstone. Yes. Council member Harmon. Deciding is all debate. Council member Hune, yes. Council member Christensen, yes. Council member Nordfelt, yes. And Mayor Link, yes. Motion passes unanimously. Okay, we have one more action item. A motion to agend. All in favor, please say I. I. And we stand adjourned. We'll see you again on February.
