Approve August 11, 2026, City Council Meeting Minutes

Ratify payments over $25,000 totaling $12,116,000.20 for the month ended July 31, 2026

Receive and file Monthly Financial Report for month ended July 31, 2026

Authorize execution of Amendment No. 3 to Agreement No. A02-79 with T-Mobile West, LLC to modify equipment on existing facility by removing six existing antenna structures, Remote Radio Units (RRUs), and five outdoor equipment cabinets, increase height to 26 ft., and install six new antennas and two new outdoor cabinets pursuant to conditions of approval set forth in Wireless Zoning Clearance No. WZC-0008-2025; update various terms of contract; and determine amendment is exempt from review under California Environmental Quality Act for existing cell facility located at 15527 Live Oak Road (Live Oak Reservoir)

Review and approve for public comment by affected employees proposed revisions to Conflict of Interest Code, direct City Clerk to post revisions for 45 days, and bring resolution for adoption to Council no later than December 8, 2026

Authorize execution of Amendment No. 1 to Agreement No. A2025-194 with Kimley-Horn Associates, Inc., increasing total not-to-exceed amount to $634,290 for additional effort for focused biological surveys and Focused Environmental Impact Report for proposed Canyon Estates Development at Soquel Canyon Parkway, east of Pipeline Avenue

Authorize five-year agreement with Willdan Financial Services with initial annual commitment of $127,550 and total contract amount not-to-exceed $800,000 to provide special district administration, continuing disclosure, arbitrage rebate and Proposition 218 noticing services

Authorize execution of Amendment No. 2 to Agreement No. A2024-051 with West Coast Arborists, Inc., amending Exhibit A - Compensation to add an annual 3.20 percent Consumer Price Index-based adjustment, increasing total not-to-exceed amount to $8
