Hey. Snohomish County Council is called to order for our administrative session. Today is Tuesday, 04/28/2026 at 9AM. We're meeting in the Jackson Boardroom and also remotely. As you can see, we're joined today by our, pages. So we have a council page program that is new this year, and our students are here up on the dais with us. And then tomorrow, they'll be the second set of students. So welcome, everyone. If nothing approves, we can have 10 people on county council, it looks like. So I will read our script for public comment, and then the clerks will take roll.

Good morning, council members. I'm Judge Karen Moore. I'm the current judge overseeing the Superior Court Therapeutic Court Program, which consists of our adult recovery court, our family recovery court, and then our new assisted outpatient treatment court, which we just stood up just a year ago. So I just wanted to thank all of you for looking at this resolution and considering it, putting it forward. As you know, therapeutic courts are a very important part of our overall, in my mind, commitment towards building better communities in the way that they intersect with both the criminal justice system helping those folks with substance use disorder, learn how to move through that or move through the community without committing further crimes, and lead better, healthy lives that can give them to be productive members of society, as well as our Family Court Recovery System, who helps those parents as an off road to the normal dependency track.

As you know, we surround our participants with all kinds of recovery court support systems, you have all supported, which I really appreciate. And I just thank you very much, and I know that I have our team here. I could not do this work without. We have this amazing team consisting of our recovery court coordinator, program administrators, recovery court counselors, as well as our community partners, Evergreen Recovery Services, Center for Human Services sorry, Evergreen Recovery Center, Catholic Community Services, and then Conquer, which helps us with our AOT program. So I just appreciate your time and recognition of this program on a continuing basis, and we will continue to do good work in Snohomish County.

So items a through h are for assignment from community safety and justice committee to committee the whole, and those are for consideration. Instead of February 29, it should be April 29. So unless there's any objection from counsel, those will move to tomorrow for consideration. Is there any objection? Okay. Hearing none, those will move to April 29. We have the clerk's report on pending legislation. There's no report. Reports of council committees, you can see the dates and times for the next committees. Yeah. I attended the Puget Sound Regional Council Operations Committee last Thursday and the Puget Sound Regional Council Executive Committee last Thursday. There's not really anything to report from those two meetings.

Yeah. Thanks, Sheridan. Attended the Economic Alliance Board meeting last week. They have their flying coming up in DC. And then this afternoon is the LTAC Board meeting.

Thank you. Any other updates? Okay. I had we had our Puget Sound Clean Air Agency meeting where we approved our rate and then the apportionment method for the budget coming up. And then in July, we'll decide the budget and have a performance review for executive director Cooley.

Also, for community transit, you probably saw on the news that there's discussions now between a consolidation annexation using the ILA format for Everett Transit. I also attended the charter review meeting, and council might be interested in some of the topics that were discussed around elections, and a unanimous requirement for any tax increases. And then, the week before, we had our, growth management board and board of health, and those updates were sent, by staff, by email. Any other updates? Okay. We have no chairperson's report. Thank you. Again, the topic of our council legislative pages, they heard yesterday from many of our county electeds and department staff. And I just wanted to extend a verbal appreciation for their time and the students' attention. And additionally, I also attended the Charter Review Commission.
