If not, can a process be announced?
Mayor, I suggest accepting the consent agenda as posted. I agree.
Is there a discussion? All those who agree, yes, yes. Okay, so now we are moving on to our normal agenda. Let's make an agreement and accept it. Namaskaram Mayor and Council Members. Bryce Dodi, your Real Estate Manager. And what you just heard in the Executive Session, this is the last Condemnation Settlement for the property needs for the Beulah University Roundabout project. And these are property consolidation investments. They have a targeted lease. So, we include all the property needs required for the Beulah University project in the target compass. Council. Mayor, City of Flagstaff v. The Consolidated Investment Company, Inc. I would like to decide on the conditions of the current agreement discussed in the Executive Session on August 25, 2026. The CET attorney advises to agree on all the requirements required to complete the agreement and to accept other actions. Thank you. Is there a discussion? All those who agree? Yes. Are there any opponents? Okay. We are moving on to the discussion. Public Safety. Thank you, Bryce. An update on the Public Safety Bill. Greetings to the Mayor and Council Members. I am Shanang Anderson, your Assistant CET Manager. We have come here today to give an update on the Public Safety Bill, which includes Proposition 404 and 405. Just to remind you what these propositions contain. These are the most important prerequisites for public safety. As you know, we have been shortening it for a long time. Therefore, we are initiating our most important prerequisites, which are Adnishaman Sena, Airport Rescue, Firefighting, Police, Emergency Management. Proposition 404 is a sales tax, i.e. it is to provide public safety services worth 0.5 cents per dollar. This will provide the city with more employment opportunities, infrastructure and facilities, station operation and maintenance. Our Proposition 405 is the General Obligation Bond of $40,000,000. It is for the use of public safety infrastructure. It will include the construction and installation of infrastructure. It will include dispatch agencies, radios, wind turbines, as well as underground vehicles. That's why our Connect Floodstaff site is included in our public security outreach. This is a web page that we use to see the public for all details. We will also discuss the details of our media plan. Finally, we will discuss the briefings and announcements that our team is conducting and that have been scheduled in Bavi. In this slide, you can see examples of some of the activities that Discover Flagstaff helps us to bring to the people about our general security needs. Therefore, I repeat, Connect Flagstaff is our central hub for information. We used it during the citizen committee activities. Those details are still on this site. It has been changed to a button on the right side of the two boxes seen on the screen. Our information is also included in this hub. Questions that are frequently asked are included in this or will be included. We are currently in the process of croreing all this to add to the site. There is a video on this, along with a few other videos. Just like that, our funding allocations are also in this. We get a lot of questions about what these propositions are going to give to the city. The funding allocations talk about what the sales tax will give. On the second page, you can see what the general obligation bonds will give. Type publicsafetyballot.com and you can go to this site. Those who see the information online can go to the site by clicking on it. Pay attention to the Public Security Citizen Committee button below. So, if people are choosing it, I am saying it to make them understand where to find it. Then, the detailed information about our Proposition 404 and 405 has been clearly displayed on the screen. We want to make sure that when you first reach this website, you can recognize the branding. So, the first thing you see will be a very big logo. The Proposition 404-405 logo about the four clouds that fall on the side of this bridge is the logo. In November, a brief description of the things that the flood staff members are going to see in Tiranyadup has been given in this. When you scroll down, you can see more detailed information about the two propositions. You can also see the links for more details there. We talked about funding in the announcement. I don't know if you have seen it, but this video is very good about forestry. This is a small video. I saw this on YouTube when I saw the nursery rhymes with my granddaughter. If you haven't seen it, I suggest you click it and watch it. This is a very detailed video. Then the customer service survey started by the police department. I think it is very helpful. This is about the services provided to those affected by the police department. In addition, there are some opinions about their experiences in this. So this is another thing we recently added to the site. So I invite Heidi to talk about our advertisements next. Thank you. Mayor, Vice Mayor, Council Members, I am Heidi Hansen, Economic Vitality Director. I have come here to tell you what we thought when we made advertisements to raise awareness in our society. After me, marketing media relations manager Lori Papis will speak at Discover Flagstaff. We need some tools to make a education campaign. First of all, it is a strong head. So, you can print, digital, direct mail, save lives, reduce response time, and get ready for tomorrow. You will always see the Proposition Logo made in the same way. We have to thank our CET Manager, because we had many doubts about this logo. But they said, please change this so that people can quickly pay attention to it. I think what they said was very correct. We would like to immediately make them understand what PROPER 404 and 405 are. Then, of course, they can always go deeper to read more about them. Also, we would like to include websites and QR codes for more information. I can tell you that they will get all the information they need using websites and QR codes. But do you know some of the other things that we are going to do through the campaign? There, we will introduce different things about car-to-the, fire-to-the, police management, emergency management, aircraft rescue, firefighting, etc. We will show different things about their needs and explain the reasons for them. But another thing that I really liked is that there is always a strong photo on it. These are not just anyone's pictures. These are the pictures of real people who work in these publications, which are part of these publications. When we can share who those people are, we always say how long they have served our society. So this gives a little more personal experience to the publication. We had asked for a big committee to prepare this. I think we won in delivering the right message. I hope you will accept it. Special thanks to our creative services manager Ralph Shemid and Discover Flood Staff because he prepared all this alone. So I'm going to the next lorry. Nanni, Heidi, Good Afternoon Council, Lori Pappas, Discover Flagstaff's Marketing and Media Relations Manager. As Heidi suggested, this was a great help. So we worked with various departments and other municipal authorities that were affected by this pandemic. This was a great effort to reach the media. We are here to encourage the Flagstaff residents to use traditional media, outdoor media, and guerrilla marketing to reach them. So we are going to review some of the examples in it. Here you can see an important part of how this media plan will be or how it is now. It is also important to know that the budget or schedule has been planned. Therefore, it is understood that most of the mailing ballots will arrive between the 2nd to the 4th week of October. Yes. It is believed that the mailing ballots will arrive between October 11 to October 24. Therefore, the most budget will be spent there. Therefore, what you see here can be a digital advertisement, or we are operating headers and footers in Arizona Daily Sun. Since we have promoted this in September of Flagstaff Business News, you can get a little idea about this. In that special presentation, we presented a presentation with a business card on top of the head of the presentation. We also presented a half-page presentation on page 11. Therefore, creative work has started. I would like to share with you about some of the programs we accept out of home. Some of our business vehicles have magnets. Last week I saw two such vehicles. Therefore, it is happy to see these public facilities outside. Now let's talk about digital advertising. We are going to make those advertisements programmatically. This means that we are buying digital items in a short time. We support Discover Flagstaff. We can use it for these needs. We aim to have 18-year-old residents in Flagstaff. So they should be residents of Flagstaff. That's why when you use your phone, you will get some digital ads. You will be able to see those ads with different messages. For example, here you see, Did you know? Did you know? There are things about emergency management. The ad below that is talking about the forest. In this example, we can see ARF and ARF again emergency management. That's why the advertising has changed. As I mentioned earlier, we are collaborating with Flagstaff Business News, Digital Parasingal, Arizona Daily Sun, and Lumberjack. We also intend to send emails directly to the homes of about 21,000 motorists. This is how the mail arrived in the homes on October 5th. The main thing in this is that it will be delivered to the local families with the help of appozha and votaduppu. Let's see. Let's go ahead. This is a picture of our direct mail piece. Of course, this is a mailer side. This is a double-sided one. This is a postcard with a larger size. Then it is a front page. Also, we are broadcasting radio. It will be through the operations of stations related to Kaafu Radio. That is, 106 Mix plus The Mountain will start on October 1. That is, I told you about guerrilla marketing. There are some features to it. Of course, there is a lot of money in it. So we are moving on to the news. We will be in H.O.I. H.O.I. will be in news. Also, I told you about the magnets in the vehicles. We are also investigating the possibilities in the media. You know about the banners that we have in our community, right? We have decided to put banners in three places in the city for a week. We are also thinking about building banners in the places in the city. Instead of saying next, it is right to say the place of the city itself. For example, it is logical to put 3 by 10 banners at the visitor center, CET hall, Aquiplex or public works place. We think you can see where we are going. We are trying to reach the maximum number of people. According to that, our wishes are also changing. Such things cannot be put on the banners, because people are moving very fast. They cannot read it, so we will reduce the content. In addition, we will conduct presentations and establish boards of 22 by 28 sizes in the Acquiplex, Library, CET Hall locations. This is a great method. We have great confidence in this. Do you have any questions?
Thank you Mayor, Shannon, Heidi, Lori for this great educational media marketing plan. I think this is a great method. But I have some questions. Even if you don't pay attention to it, or if you are connected to it, you may want to know how the city is developing with the neighborhood associations that started in La Paz, Southside, and Sunnyside, and whether it is happening here or in Bavi. I believe that participating in such small meetings will help them to know the truth. If this has not happened, have you visited town halls or open houses that are supposed to raise awareness among the public?
Thank you for that question, Councilor Angam Garsha. With the help of Jovan, the Sunnyside Association has been established as of September 10. We are working together with the Deputy Chief Chief and the Police Department. Because we have patrol workers who participate in some ILPAC associations. Therefore, they help us find the right time to conduct instructions. We will continue to operate in that field. If you are talking about the town halls that you mentioned, it is one of the outreaches that are about to come to us, and it is the meeting of all the city residents that you see on the screen here as well as their time and attention.
Good. That is an exciting news. I am waiting to participate in those meetings.
Thank you. Yes, welcome. So let's continue to talk about that. Shannon, excuse me, Council member Spence, just one question. Certainly.
Shall we go back to that postcard? Is that the fire crew in that photo? Is that a group that can be recognized? White helmets. I can't read the logo.
I think this is from the National Fire Service.
Forest?
Yes, National Forest Service. So I think this must be a mission group. Isn't it, Cheep? That picture is federal.
My question is, is this the best photo that we can use to convey the message that this funding will improve our forestry and save the lives of the people? This is the best picture. If this is a good picture, that's good. But since this is a picture of the US Forest Service, I think it can cause a lot of confusion. If we can achieve more than one, I am happy to do so.
Mayor, Council Angam Spence, There are many things that have been updated in this advertisement. This is not an end. We are not a forestry department, so we have fixed it. This photo will appear in the email that was sent. Because we had time, I will tell you that there are many photos and advertisements in this that represent the forestry. Therefore, I think you will be happy to see that we have a campaign with a lot of photos. Sarah Lingley's team was very helpful in taking the photos for this campaign. Thank you. Council Member House, I'm sorry. I didn't see your sign in the chat. You have a question. I'll wait for them to finish. I think I can go after two more slides. Vice Mayor. Okay. Please continue. Okay. I would like to share a video with you before I go back to the presentations and briefings. This is a short video. I think this will be a good example of what we aim to do to raise awareness in our community. Oh, no. I think this is an old link. Because we had to update this. I can get to this in another way. Give me a minute. Voters will be able to see the two suggestions or bond questions of the Flagstaff city in the ballot. If the general obligation is a bond, you may be thinking about how it works to lend money to projects. Cities use the money of tax payers to build and manage all kinds of facilities and residential facilities like loans for buying houses. By selling bonds, cities can now build facilities or general residential facilities and it can be paid later. AcuPlex, Public Works Facility, New CET Facility, Fire Stations, Utilities, Observatory, Mesa, etc. have used General Obligation Bonds and Geo Bonds for the procedures of buying Mesa. Voters need permission for some types of bonds included in the GEO bonds. By accepting a GEO bond, the voters are allowed to withdraw the bond period through secondary property taxes. The bonds that can be returned to the Flagstaff city have a limit to the value of the bonds, and the bonds in the city will also be returned. This is after a new loan is made. For example, pre-pandemic bonds from AccuFlex have been returned to the city. This will add new GEO bonds and provide space for new bonds. When returning old GEO bonds, use the existing secondary property tax fees to provide assistance to new methods. For more information on how to use bond funding to supply urban infrastructure, visit publicsafetyballot.com. That's why when we continue to make more videos, some of the small videos you see on the Connect to Flagstaff site are those. I know that some scripts are being made. Again, if we go back to our announcements and briefings, we were in the process of scheduling our CET commissions. Many things are in the calendar by September. In fact, we are in the process of making a special appointment for the meeting of all the residents. I remember the meeting of the County Board of Supervisors on September 29th. We were not here then. We have a few appointments for the coffee meeting with the Mayor. One is in September and the other is in October. We are also in contact with various community groups. We have conducted a team presentation in front of a few groups according to what was needed. Our activities will continue when they continue. For example, there is a meeting with the Flood Staff Shelter Services Board. So, if you have any questions, it is a good opportunity to ask and give feedback to the staff. Let me sit down so that I can take notes while you talk. Council Angam House Thank you, Mayor.
There is an update. Thank you, Shannon and the team, for this presentation and the details. I had a few things to say. There is a feedback and then some questions. Let's count it as a feedback. I noticed that some of the articles in the download of the survey results have been deleted. One of the results has a name below the report. I don't know if it should be avoided. It was the only report with a name. So I thought it was one to pay attention to. My question is, why has the article highlighted that the response time for advertisements is decreasing? In the survey results, I saw a lot of opinions about the rapid response of the teams. I felt that the proposal was very strong that it would protect life and prepare for tomorrow. But it inspired me to think about what it means to reduce response time. What does it mean if we go back? If we make it mandatory? I haven't seen it mentioned in the main part of the text.
So I wonder if we can think about changing or avoiding it. Mayor, Council, House, Shannon have talked about it. They will give their opinion in the survey. Of course, we can change it whenever we want. We talked about it. Do we have to say clearly how we reduced the response time? So let's make some changes to it. Even if you go to the QR code, you will get those details. But let's make it available first. I now understand that we can change that picture. So I need Ralph to do it for us. Therefore, I would like to add a few things about the reduction of council income and response time. This is one of the major social factors that we as the people of this country have to deal with. Let me give you an example to explain that. With the creation of Station 7, some parts of our society will get more response time than they currently do, because it will increase our response time with more life-saving benefits. Therefore, it is an example of the time spent in response. Since it is important to the members of the society, we felt that it was necessary to take it and say it. Our goal through our educational outreach activities is that what we buy using this money and how it affects you as members of the Flagstaff community. I don't know if this answers your question. Let me ask you if you have anything more to ask about this. Yes, this is helpful. I believe this is very important.
I especially want to emphasize that I am not saying this is not appropriate. This is something I felt when I investigated some of the things posted. I don't understand the connection between the things I saw in those special articles and advertisements. So, I thought for a while about why I was showing this. If this doesn't come in the context of religion, why is that a doubt? So, I think you answered the question. That's helpful. Vice Mayor Thank you for the invitation. I appreciate the efforts you have made for this. I can understand that you have worked very hard for this. I have a few questions. First, how do we respond to the wrong information that is coming online or is there a way to respond?
I will say that again. Vice Mayor Sweet, if this information is coming from the Council, we will return it to you. Because we want you all to know. That is, an example sent today is about the next door, next door posts shared by a council regarding the use of accents and drones as first responders. This is not related to an instruction, but we sent it back to everyone in the council. So when such discussions take place in Bavi, you will get those details. If we say about this instruction, if we get anything from you, we will return it to all of you to get the necessary information. We believe that the regular questions, facts, and usefulness we discussed earlier are the basis for the questions from the community and social media, and we are working on it. By introducing the questions discussed in those forums, we can give them real answers and bring those details to the community. Thank you. My other question is how do we introduce the business community? In my mind, I think about small businesses. They may have different desires and questions. It would be very good if we could respond directly to them. Some of the things that we have scheduled in the month will be part of the DBA-DBA board meeting. I think it's September 23-24-no. Sorry, I don't remember the exact date now. We are also participating in the DBA-DBA stakeholders' meeting on September 30th. Another way to bring businesses closer is to organize a coffee clutch in the Coffee Clutch, which is organized by the Discover Flagstaff-Discover Flagstaff team. Therefore, we are continuing to investigate for opportunities. Therefore, if you have any ideas in your mind, please share them with us. It will help us establish more relationships.
Good. Thank you. I appreciate your thoughts and intentions in preparing this. Council Angam Alan Thank you.
Thank you for the announcement. Thank you for the update. How much is the entire budget for this campaign? How much have you spent so far? Can you explain which clouds this dust is coming from? Also, I would like to know if you have any more information. If you do, I think you would be aware of it. Anyway, let me ask you. When the election is being held, do you intend to conduct more polling?
Are you saying that you intended to do more polling by conducting another community survey? Yes.
Do we have a scientific proof of how the publicity is moving forward? That is, we haven't left out any other money for the community survey.
Similarly, we do not have the budget to spend such a large amount of $25,000. So, what are the questions that people get through speaking Tamil, what are the questions in the field, who are in our community, or in which parts we are unable to provide information, helps us to understand. So, we are taking this process forward by relying on the community and our team members. If we take the whole budget, It's right next to you, Lori. I'm looking at it too. Let's continue for sure. Okay. The marketing budget is $71,000. How is it? Yes, yes, yes. Let's do it for sure. It costs about $19,000 for digital ads. Awesome resources. Arizona Daily Sunilake is $11,200. Flagstaff Business News. Do you need details on this?
Actually, I would like to hear what you are saying. So...
Okay, sure. Okay. Flagstaff Business News for $1900. Our direct mail piece for about $15. About $155. Kafa Radio for $4000. Our community banners for about $1500. For FAQs, 600. For social media, 1000. For video production, 3000 dollars. For the 28 boards and brochures that I mentioned, which are 22 by 28 in size, it is approximately 1200 dollars. They are to be installed in major places in the city. For table collaterals, 500. For easel bark signage, 50 dollars. First responder vehicles cost $440 for magnets. We are considering sending a mailer along with our water bills. That is the only thing that needs to be decided. In addition, we have set aside some waste contingency funds. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. I have written a lot about this and added links. The two names, Safety Committee and Public Safety, caused me a lot of confusion. Citizens Committee. So, I really liked this small link. I don't have to post that long link, right? So, thank you. Okay, do you have any other questions or opinions? Okay. Thank you. I'm coming back to the agenda. Well, we have the opportunity to open up to the public, but no one will be able to see us. I will start with the announcements and updates from the CET Council and the CET Manager from Council Chair Spencer. Thank you, Mayor.
I have only one thing to share, and that is that in our last Council meeting, the announcement about A Smart Week and A Smart Week did not impress me at all. I am trying to write a letter of recommendation to our community to accept the actions made in that announcement. The things said in that announcement Therefore, I would like to thank the Mayor for that announcement. I hope that Thokku Suraksha will not only be held last week, but will be held on the agenda of our community every week. So, let's wait and see if what I wrote will be popularized. Thank you. Thank you, Mayor.
Quickly, I would like to say that this month is known as National Recovery Month and Suicide Prevention Month. I would like to thank the Flagstaff Fire Department and the local union. I have sent them the details of the first responders, suicide survivors and their families' needs. Thank you for the information they brought about this important issue. I shared a post on my social media page and council page about some of the suicides that took place in our community. The response to that was very meaningful. It is clear that many people are researching what local aid is, sharing their own experiences, and participating in those posts. Therefore, I think this is a very important issue that we must definitely discuss. I would like to thank all the teams that have brought this issue to light for our society. Thank you.
Thank you. Let's take a look. On this Sunday, I will participate in the Anti-Hunger Summit in Uchakodi, opposite the Bishop's Church at Grace Community Church. I believe that the Coconino County Fair is taking place this Friday. It is one of my favourites. I hope you will all be there.
Council Angam Alan I will see you in Uchakodi, opposite the Bishop's Church at Grace Community Church.
Council Angam Garsha
Thank you, Mayor. I would like to thank Public Works Senior Director Sam Beckett. He and I saw a resident near the NHO last Wednesday and discussed problems related to rainwater and sewage. This resident is facing problems like flood. I would like to thank Sam Scott Overton and Nicole Antonopoulos for providing the necessary information and assistance to move forward with the resident. In addition, I was given the opportunity to participate in the annual budget meeting of Creative Flagstaff, which is a major art organization in Flagstaff. This grants grand funding to about 39 organizations. I am very satisfied with the activities taking place on that board. In that event, we learned that Creative Flagstaff Board President Caleb Cordasio will resign, and Jamie Hopes will resign from the post a few years ago. Therefore, the board can support the creative flagstaff. After that, I would like to talk about the First Friday Art Walk on this Friday. Since I am not in town this week, I can't participate in the Art Walk. However, I invite everyone to visit my favourite installation, Open Doors Art & Action, Non-Profit Art Gallery, on 1st Friday Art Walk. It takes place at the Episcopal Church of the Epiphany on 423 Beaver Street. Also, go and enjoy Aspen Street closed one more time. Thank you, Mayor. Thank you, Council Angam Matthews. Thank you, Mayor. Last Thursday, there was a council retreat on our strategic plan.
For that, I thank all the activities done by the CEP Manager. This was one of the things that we lost for a long time. I feel that there are clear goals, schedules and responsibilities now. I think that when it is completed and available on the website, the public will be happy. Then, there is a program to feed the residents of our shelter tomorrow. Along with my friend's ministry, I also help in that. Does anyone want to make a lot of spaghetti? We are always looking for volunteers. We provide food to about 200 people. We try to make spaghetti, meatballs and some sweets for everyone. So, if you are interested in doing anything to satisfy the taste, let me know or send a message. I will contact you with the right person. I would also like to thank the staff for this great retreat. This was a good time-lapse. I enjoyed the conversations. I oppose a decision-maker roundtable that is necessary to listen to stakeholders who act on these issues in the anti-hunger movement. In the next year, we are hoping that at least one of these stakeholders will be able to talk about agriculture, crop cultivation, cotton, and SNAP. We are only sure that they are ready to participate in this. That's all I have to say. CET Manager After this meeting, the Mayor, Council, and I will go to the citizens' meeting. Water Services Citizens Academy, we will speak there and welcome the group. I think there are 15 people participating in it. We have 20 participants. Thank you, Lee Williams. I would like to remind you that Monday is Labor Day. This is the end of Flagstaff city, so we remind the community to check the delivery of Maliniya and recycling online. Since Monday is the end, we are making some changes. If your Maliniya festival is on September 7 Monday, it will change to September 8 Thursday. The recycling that should take place on September 7 Monday will change to September 9 Wednesday. You can sign up online for updates. You will get updates like that. So, I wanted to remind the community and council as well. We are waiting for three days. Thank you. Thank you. Okay, then.
