And I can tell you what, since they've been on the job, they've done a lot for our city when it comes to economic development, the businesses that we have here, the amount of development that we have being put on the ground. I know that was something that Ms. Councilman Alvarado was really advocating for, and you all are doing a great job with this. I'm also going to say that part of this team, someone has been selected as one of the 40 most influential individuals under 40 here by the Baytown sign. Who is that? Yes, let's give a round of applause. That's impressive. So we have influential people working here in the city. Thank you for what you do. Good evening. Yvonne Thomas, 4401 Country Club View, Baytown, Texas, 77521. So I'm here to speak about Park Run, and it's really for informational purposes. So the Park Run community started 22 years ago in the UK, and it has spread internationally to 23 countries. They all operate under the same rules. My husband, Oscar Chapa, a core group of helpers, and myself brought this free weekly 5K community event to Baytown. We meet every Saturday morning at Jenkins Park at 7.30. Participants can walk, jog, run, or volunteer, or simply come out to support others. The event welcomes people of all ages, fitness levels, and backgrounds, creating an inclusive environment focused on health, encouragement, and community connection. So far, we have had 48 events. We have had 457 people finish the course. We've had a total of 1,771 people finish. And we've had 76 volunteers, and the average finish time is 43 minutes. We've had an average of about 40 people per week. Having Park Run in Baytown provides tremendous benefits to our city. It promotes physical and mental wellness, it encourages families to spend time outdoors, and it helps residents build friendships and a sense of belonging. Because it is free and volunteer-led, It removes barriers that often prevent people from participating in fitness activities. It also highlights the beauty of Jenkins Park and brings positive energy and regular activity to one of Baytown's premier community spaces. Most importantly, Jenkins Park Park Run is helping create a healthier, more connected Baytown, one Saturday at a time. There are only four park runs in the Houston area. Parkrun tourism is a real thing, so we get many visitors from abroad who are trying to achieve goals. They get flags for attending Parkrun in different countries, and the J is an all-important and quite elusive and scarce letter in the alphabet challenge. Please stand if you've participated in Parkrun. Thank you. We think it's worth it for everybody to experience this, so we hope that you'll come out and enjoy Park Run for our anniversary, which is on June 6th, Saturday, June 6th. And the questions, though, remain that of all of our core values that we have, within the city that integrity seems to only be one that the police department puts on their shelf so to speak. I believe that there are many questions though that still need to be had about the the integrity of the location and whether or not what we would accept.

Michael Johnson, Bawa, 30 years. Mike Johnson started with the city of Baytown as a laborer in May of 1996, where he was responsible for facility and ground maintenance at the Baytown Area Water Authority Plant. In 1998, Mike was promoted to water plant operator, a role in which he served for the next 15 years. In 2013, Mike became a mechanical maintenance technician at Bawa, where he was responsible for the preventative maintenance programs for Bawa's various pumps, motors, and mechanical equipment before returning to water operations in 2020. During his time at Bawa, Mike learned how to manually operate the plant from the start of the treatment process to the end. Mike's knowledge and leadership helped train and prepare past and current operators in troubleshooting and operations. In 2001, Mike assisted in implementing Bawa's first Supervisory Control and Data Acquisition system, which allowed the plant to evolve from manual operation control to automation control. From 2001 to 2004, Mike served as a contributor to the Bawa plant expansion that saw the plant go from a max capacity of 21 million gallons per day to 26 million gallons per day. Throughout the years, Mike has been directly involved with several high-level projects, including major electrical upgrades, chemical treatment upgrades, and our new Bawa East plant. In addition, Mike has worked through several weather events such as Hurricane Ike, Hurricane Harvey, and the winter storm of 2021. Mike serves as a valuable member of the Bawa staff where he confidently and consistently performs the roles and responsibilities as a plant operator with great care and dedication. During his spare time, Mike likes to spend time with family, fish, and races 1988 Camaro at the racetrack. Thank you, Mike, for your 30 years of dedicated service.

Yes. So, Mayor, Council, as you all know that I've been the one on Council to champion the Healthy Challenge before we started with Bewell Baytown and then it had several alliterations after that. And I think it's just timely because, you know, Park Run came and discussed their initiatives and it just ties in what a healthy community, you know, challenge should be and just having different collaborative partners with it. But I did invite Ms. Amanda Kennington from Goose Creek to talk to us about the results. of this year's challenge in a minute. Thank you, Sam, for being here. We'll talk about Sam here for a little bit as well.

Yes, we're very excited. The Healthier Texas Community Challenge for 2026 was a tremendous success. We brought together students, our families, residents in a shared effort for this community challenge and civic engagement and participation. Out of hundreds of communities and school districts across Texas, the city of Baytown earned second place in the state and Goose Creek CISD earned first place for outstanding commitment to a healthier Texas. Thank you to everyone who participated and helped make this year's challenge impactful and inspiring. We're especially proud to recognize Sam as an employee of Goose Creek and citizen here as the top participant. Out of the 2,174,374 points for City of Baytown, Sam individually earned 325,000 of those points. So we definitely want to congratulate him and we're already looking forward to next year as we continue working together with the city to make you guys the number one city in the state for the Healthier Texas Community Challenge. We are for a conductive public hearing regarding the proposed voluntary annexation of approximately 202.48 acres at 7701 John Martin Road. Thank you, Mayor and Council. For the record, Martin Scribner, Planning and Development Services. As described, this is a voluntary annexation of just over 202 acres to the west side of John Martin Road, just south of East Wallaceville Road. You can see that it straddles Battle Bell Road and is north of Jones Road. Again, all to the west of John Martin. This is currently unincorporated area and As you can see, this is zoomed out just a little bit. You can see the blue area is actually the area that's within city limits. So this will sort of straddle the neighborhood there to the east. Not straddle, the blue annexed part kind of goes around the residential area to the east and heads towards the north. And you will see that this area is largely planned for residential, but there are some caveats around that. What I wanted to make sure everybody's aware of tonight is that as the – a couple things. As the applicant – comes in and is requesting annexation, they will also be requesting a rezone to PUD. We are working on the details of that PUD now, and you should have that before you in the very near future, which I'm going to kind of go over here in a bit. Understand that the reason we're doing a PUD will be for a light industrial use. The part that we have to keep in mind about that is that as that property is currently not annexed, THAT APPLICANT CAN DO ALL OF THOSE USES IN THERE RIGHT NOW. SO WHAT WE'RE TRYING TO DO WITH THE ANNEXATION AND PLANNING UNIT DEVELOPMENT IS, NUMBER ONE, PROVIDE A LITTLE BIT OF DIRECTION AND HAVE A LITTLE BIT OF CONTROL OVER KIND OF WHAT GOES IN THERE AND PROVIDE SOME SAFETY FOR SOME OF THE SURROUNDING AREAS, AS WELL AS EXAMINE THE POSSIBILITY OF ANY KINDS OF INCENTIVES LIKE PUBLIC INFRASTRUCTURE DISTRICTS, STUFF LIKE THAT. the timeline on that is obviously tonight they're here for the public hearing on june 25th we'll be looking at the first reading of the ordinance on july 21st will the planning and zoning commission will be looking at the rezone itself tentatively and then directly after that On the 23rd, we'll be looking at second reading of the annexation and consideration of the annexation here at City Council, as well as where to put that in terms of what council district does that newly annexed property end up in. All that said, that concludes my presentation. The applicant is here tonight and would like to present. We do have some slides for them, but I'm happy to answer any questions. Again, we're trying to keep this kind of high level because We will get a chance to talk about the rezone in the very near future. We're just not really at that point quite yet.

I'll just give some information. Okay. Good evening, Mayor, city council members. Thanks for having me. My name is Ryan Baumgartner. I'm with Hillwood. We are the developer here for what we're calling Goose Crease Commerce Center. As Mr. Scribner mentioned, we are requesting annexation of approximately 200 acres here at Baytown. A little background on Hillwood. Hillwood's been in business for over three decades. We're backed by the Perot organization. We take a lot of pride in partnering with local communities to build something that the community can be proud of. We've been doing it for several years and it's what we do and we like to showcase that. We're also not new to Baytown. A lot of the residents may have noticed we are under construction with two buildings. currently what we're calling phase one of the Goose Creek Commerce Center. I've got a photo here that I'll show you, and that's on phase one of what will hopefully be phase two and phase three of a similar project if we're successful with the annexation. To share a little bit about what we're building, this is a master plan commerce center. Roads, landscaping, buffers are all part of the design. We're very intentional about how this comes together. We want to be, like I mentioned, something the community is proud of. WE BELIEVE THE SITE IS VERY WELL SUITED FOR THIS TYPE OF USE AND THE SURROUNDING LAND OR THIS SITE AND SURROUNDING LAND MAKES INDUSTRIAL AND LIGHT WAREHOUSE THE RIGHT FIT HERE. THE CITY CAN YOU KNOW THE CITY WILL GAIN A LOT FROM THIS TYPE OF DEVELOPMENT YOU KNOW OVER 200 MILLION DOLLARS POTENTIALLY WORTH OF INVESTMENT INTO THIS TYPE OF DEVELOPMENT TO CREATE A LOT OF PERMANENT JOBS A LOT OF TAX INCOME THAT SHOULD STIMULATE THE LOCAL ECONOMY FOR A PERIOD OF TIME. And as Mr. Scribner mentioned, you know, though we do have the option to move forward by remaining within the city of Baytown ETJ and building out our own mud infrastructure and developing accordingly, we do think it is in the best interest of both the city and us to continue the partnership they already have with Phase 1 into the future phases. You know, we are willing and excited to work with the city officials and listen to, you know, what you guys would like to see from this development and cooperate where we can with an open mind. So with that said, I appreciate you having us here and hopefully you see it the same way as I went.

We have built out, we basically have to build our own municipal utility district utility infrastructure on our own otherwise. And fortunately the site is big enough where we can justify that and have done that before, but it makes it a lot easier on us to utilize the existing facilities there, basically utilize utilities already there. So from a time standpoint and from a capital standpoint, it makes more sense.

Comment. We've had similar issues in the past and I appreciate the comments and I appreciate staff working on it. It's one of those deals that it's going to happen even if we don't annex it because, as he indicated, they can do, they can move forward without us. So it's nice to be able to say they're willing to annex and that they're also willing to listen to us as far as we can gain some extra amenities within reason to protect that residential area and so forth and so on. We've worked with other entities and fast turned the bays where they're not facing that way. So it just behooves us to go ahead and annex them, add a few extra requirements. Otherwise, it just goes in and we have no control. Plus, you know, that's regardless of the tax infrastructure. That's just having a little bit more control of how it's situated and done. And my understanding, there's probably going to be some public road access to that that they will build and we will, you know, get as part of the deal. That's a positive. So, again, appreciate staff looking out that it's going to happen anyway. We can make this work and it benefits both sides, as my colleague had indicated, you know, We know the benefit we're getting. What's the benefit you're getting? It works. So I appreciate the efforts.

Tonight I'm pleased to present for your consideration the Economic Development Agreement with Vita Morisco's. for the redevelopment of the former Red Lobster building located at 4717 Interstate 10 East. This project represents a win for our targeted redevelopment initiatives as part of our ongoing effort to recruit quality operators to fill vacant commercial buildings along our key commercial corridors throughout the city. As you're aware, This property has remained vacant since May of 2024 and occupies a highly visible location off of the Interstate 10 frontage. Vida Moriscos is a high energy Mexican seafood and sports bar concept developed by the Cabrera family. And the founders are well known for their Los Cucos Mexican cafe chain, which has been in operation throughout the Houston area over the last 30 years. And most recently, they have expanded into different locations, including Katy, Rosenberg, and Webster with recent openings at the end of 2024 and beginning of 2025. For Baytown, this project includes the complete renovation and redevelopment of the existing 9,000 square foot building with architectural standings requiring the finished product to mirror the locations at their newer spots as I mentioned in Rosenberg and Webster. This is a performance-based agreement and in order for the new owners to qualify for the incentives, they have to maintain and at best at least a minimum of 3.5 million into the building. They have to create and maintain a minimum of 70 full-time equivalent jobs and they also need to begin construction by August 1st of 2026 and beginning operations by August 31st of 2027. If these benchmarks are met, what the city's obligations are is to provide a construction sales tax rebate not to exceed $15,000, an operational sales tax rebate not to exceed $300,000 over a five-year term, and then as well as a $100,000 redevelopment grant that's paid over two years with the first $50,000 being payable within the 60 days of the business receiving their certificate of occupancy from the city. And then the second $50,000 payable after their first year of successful operation with the total rebates being capped at $415,000 during the five-year term. What's also exciting about this timeline is that this redevelopment aligns with the ongoing Rooms to Go project, which is next door to this site. That project is currently moving through our permit process as preparing for demolition and then construction of a brand new building. So we're looking at a complete transformation of this entire area. We also have the ownership team who's here this evening. If you'd like to hear any more information about the restaurant, their operations, they may have remarks that they want to say to you. Juneteenth is about $8,000. Okay. Not much. No, not much. So Juneteenth is a cake show, if you're familiar with fireworks. A cake show is a prepackaged show that they bring out and they set up and they shoot off. They're much cheaper. You can put them a lot closer to the audience because the fallout zone is not as much. Like a 4th of July fireworks show, they hand pack on site and then you have to have a fallout radius for 100 feet per one-inch shell. We shoot up to five-inch shells in Baytown. So we have to have a 500-foot fallout radius, so that's why we shoot them at Goose Creek Park. Those are much more expensive than the cake shows. Cake shows are essentially what you can buy, you know, residentially, but put together and put on a timer and choreographed to music.

Jason Calder was a nominee for the Rising Star Award. This reflects our continued goal of making sure people everywhere have the opportunity to hear about Baytown and work happening in our community. Sharon has stepped in for a bit in helping the public works and engineering team through the transition with the public works director search. And so this is Sharon's last day. I also want to do a shout out to the Parks, Rec and Tourism team. A few months ago, approximately, I guess late March, early April, some council members came to me and said, hey, I really want to do something with the 250th anniversary. for Baytown and Cliff and his team have always do a great job. And if y'all notice on the doors, there's like little notes for the 250th. You will soon see banners around the city along, I think there's a billboard planned as well And it's just Baytown showing our love. And, you know, I need the citizens to know that your council members are trying to represent. They hear your voice and they are working with the team to do what we can to really recognize Baytown and our nation. And so thanks to Cliff and your team for getting that done. And they look fantastic. And please check it out. The thing I love the most about that little note, it says love Baytown on the bottom corner of it. So it's pretty cool. And then I do want to know, there's been a lot of conversation about apartments and just the environment of apartments around the community recently. I do want you all to know that we have currently planned on the July 9th, July 9th? July 9th council meeting that we will have a work session here to discuss what the city can and can't do. I will say that the mayor asked me probably six or seven months ago, it might have been longer than that, Mayor, honestly, If we can have somebody come present what tenants' rights they have at an apartment complex, I don't remember why that was sidetracked, but something came up during this and was pushed. This will most likely, just for full transparency, this first meeting will probably be something that's in executive session because there are legal ramifications that we have to talk about. but we will try to put out what we can and can't do right after that work session for the public. But I do want the citizens to know that we are very aware of it. This is something that's been ongoing for quite some time, and we are going to have a work session here at council to discuss what the city can and can't do with apartment complexes. I'm going to wrap up my District 3 report, and I have a special District 3 spotlight afterwards, but I'm going to start with my report. Sam's Club, thanks for the pictures again. It's well underway, currently under permit for bakery, cafe, pharmacy and optical plus the fuel station. These are all nearly halfway complete. The main building in the center of the complex, which will host HomeGoods, Barnes & Noble, Harvard East, Burlington, Five Below and Ross is also nearly halfway complete. The northernmost building which will house Dick's Sporting Goods and EOS Fitness is also underway and nearly halfway complete. Utilities, landscaping, and other site work for the entire project are ongoing. Out on Garth Road, The contractors continue to stormwater sewer installation north of Texas Roadhouse and debris removal from existing pavement sanitary sewer installation north and south of the funeral home is scheduled to begin soon. The I-10 lift station construction continues as well. New educational murals by local artist Whitney Hayden are being added through the Baytown Nature Center to enhance the visitor experience. The murals are designed to add educational value and improve photo opportunities as a destination for outdoor recreation and nature tourism along the Texas Gold Coast. So I'm looking forward to seeing that at our Nature Center. The 2026 Wild Wheels Family Bike Ride was held May 16th at the Baytown Nature Center as a free family event promoting outdoor recreation, bicycle safety, and healthy living. A total of 55 riders participated. The event was a partnership between Parks and Recreation, Municipal Court, Police Department, Bay Area cycling and the one ride one through the office of Rodney Ellis. Thank you for all the departments who competed in that construction of the new greenhouse at the Baytown Nature Center has been completed. The project is currently awaiting final plumbing and electrical connections, which have been delayed due to recent weather. Once operational, the greenhouse will support educational programming, native plant propagation, and conservative efforts at the Nature Center. Another beautiful piece to add to that amenity. Which brings me to my District 3 spotlight. Last Memorial Day weekend, as many of you were aware, the Lakewood Pool Club held their annual their annual free day at the pool that's one it happens once a year and they offer free interest to their pool club to swim and sign up for a season pass for all the residents of baytown and beyond the baytown pool club has been in operation since 1948 that's as old as baytown 78 years old The pool is operated by James Springer, who we have here, and Frank McKay, who have volunteered countless hours to make sure that pool is operating through Can y'all come up?

The pool gets revenue primarily through memberships, correct? There's a membership of $200. And for the, I think there's this membership discount for firefighters, veterans, and grandparents over 65 who need a place to take their kids in the summer.
