The Board will present a draft commissioner district map and accompanying population data showing proposed boundaries for five commissioner districts. The presentation will explain how the proposed plan meets statutory criteria, including population equality, contiguity, compactness, and precinct implications.
Background:
Redistricting follows the federal decennial census and North Dakota Century Code Chapter 11-07. Billings County's 2020 Census population is 945. Transitioning from three to five commissioners results in an ideal district population of approximately 189 residents per commissioner (945 ÷ 5). Current district populations (Census 2020) are: - District 1 — 325 - District 2 — 321 - District 3 — 299

- Population equality - Township and section lines to preserve contiguity - Compactness and regularity of district shape - Current and planned development and subdivisions - Effects on voting precincts and election administration
