And if so, can we get a motion?

0:402

Motion to accept the minutes.

0:44 – 0:551

We have a motion. Can I get a voice vote? All in favor? Aye. Aye. All right. Thank you. Director's report.

0:56 – 1:083

Yes. Thank you, Chair. For tonight's agenda, I want to mention that we'd like to remove agenda item 1B from tonight's planning commission agenda, and we will bring it back to a future planning commission meeting in April sometime.

1:10 – 1:381

Perfect. Thank you. Items from the audience. Please sign in before speaking if you do decide to come up. We invite members of the public to use WebEx to comment under items from the audience for items that are not on the agenda online by logging on to WebEx using the link provided. Are there any public comments received by email for items that are not on the agenda?

1:380

No emails received.

1:40 – 1:581

No emails. Are there any public comments received via WebEx for items that are not on the agenda? MASTERS: No WebEx comments. As I look out to the audience, is there any audience members who would like to make comments on items that are not on the agenda, a show of a hand or not? Doesn't look like it.

1:59 – 2:451

All right. The public comments for items that are not on the agenda, has closed. Now we'll move on to new business. Item one a, staff recommends that the planning commission conduct a public hearing and upon its conclusion, adopt a resolution approving a development review permit. Application number D25Dash0018 for the addition of two guard shacks on a developed lot located at 1150 Arbor Avenue exempt from the California Environmental Quality Act, also known as CEQA, pursuant to CEQA guidelines section one five three zero three pertaining to the construction of a new accessory structures.

2:451

The applicant is Brendan Dwyer, and the property owner is Prologix. Staff report.

2:52 – 3:154

Thank you, commissioners. Kelly Jones, assistant planner. This project is for the addition of two guard shacks located at 1150 Arbor Avenue, permit number D250018. This site is located on the South Side Of Arbor Avenue, North of I 205 and slightly west or sorry. Pardon me.

3:15 – 3:404

Slightly east of North MacArthur Drive. This site is located in the I 205 specific plan and is designated light industrial. It is designated industrial in the general plan. This project requires Planning Commission approval due to the close proximity of the I 205 Freeway. This is a closer look at the actual project area.

3:40 – 4:044

You can see the existing entrance on the west side of the parcel where the proposed guard shacks are to be located. The guard shacks will provide additional security as well as guidance to incoming and outgoing deliveries. Here we have a view of a rendition of where those act those guard shacks will actually be located. You can see that

4:090

there you go. Alright.

4:13 – 4:544

And then here we have some propose some elevations. So we have the front elevation and both side elevations. And then here we have the interior floor plan just to give you an idea of what these will look like. Here is the landscape plan, which shows that any landscape disturbance due to the addition of the guard shacks will be replaced in a manner to help blend the guard shacks with the surrounding area. This does conclude the staff report. The applicant and property owner, both who are virtually attending, are available for questions as well as city staff. Thank you.

4:54 – 5:081

Thank you for that. Actually, does the applicant and or property owner like to make a presentation? I know they're virtual. It doesn't appear so.

5:082

I'm seeing a hand raised by Brendan Dwyer.

5:172

Mr. Dwyer

5:175

Good evening, commissioners.

5:182

There we go.

5:196

Can you hear me all right?

5:22 – 6:056

I'd just like to add that these guard shacks I guess the purpose of these guard shacks as proposed development came about because the tenants have experienced some theft from these truck courts. So they they have some security on-site, but they'd like some permanent facilities for the security to get out of the weather or use the the bathrooms. These truck courts or these guard shacks are only about eight feet by eight feet tall by 16 feet long by eight feet wide. So they're much smaller than any trailer that's gonna be in this truck court. So any screening that's proposed for these trailers in this existing facility will be even better screening for these small guard shacks.

6:066

Other than that, I think Kelly covered it pretty well. It's a it's a pretty small development on an existing site in an existing truck court. I think that's all I have to add.

6:17 – 6:371

All right. Perfect. Thank you. Prior to public hearing, do we have any clarifying questions from the commission? Okay. I would like to open up a public hearing. Please sign in before speaking. Are there any public comments received by email for item 1A?

6:380

No emails received.

6:391

No emails. Are there any public comments received via WebEx for item 1A?

6:432

No comments via WebEx.

6:45 – 7:041

And once again, out to the audience. Does anyone would like to comment on item 1A? No show of hands. I would like to the public hearing for this item is now closed. Any comments that were received after the close of public comments will not be included in the record. And I will bring it back to commission for any discussion.

7:06 – 7:262

I really don't have a discussion, just a comment that the applicant did answer my question. That was one of my questions, was going to be why we're doing this. So understandably, and I saw the design plan, and I see that there's a restroom for them, too. So that's good. So that's all the comments I have to say. And I'm ready for anybody who wants to make a motion.

7:340

Vice chair, Botje Wateng. Can you speak directly into the mic? Oh, thank you.

7:39 – 8:075

Okay. I think it was off. So because of the closeness, proximity to I 205, was looking for maybe any visual impacts, But the applicant has clarified the dimensions are insignificant. I was also looking for how the elevation for the structure will be relative to the building. Again, it was clarified that it will be mostly obscured by the vegetation. So thanks for all the clarifications. I

8:101

will entertain a motion.

8:18 – 8:465

Move to recommend that the Planning Commission approve a development review permit application number D25Dash0018 for the addition of two guard shacks on a developed lot located at 1150 Arbor Avenue, exempt from the California Environmental Quality Act, CEQA, pursuant to CEQA guidelines section 15,303 pertaining to the construction of new accessory structures.

8:472

I second.

8:501

Right. We have a motion that's been seconded. Can I roll call vote, please?

8:55 – 9:060

Commissioner Atwal? Yes. Commissioner English? Yes. Commissioner Orcutt? Vice Chair Boache Botting?

9:070

And Chair Penning?

9:081

Yes. Thank you again for the report. Perfect.

9:100

Thank you. Thank you.

9:12 – 9:391

All right. We will move over Item 1B like we talked about. We're going to bring it items that are not on the agenda. Once again, are there any items received via WebEx or email for items that are not on the agenda? No comments via WebEx. No comments. Once again, out to the audience. No show of hands. We will now close a public comment period for items that are not on the agenda. Back to the final director's report.

9:403

Thank you, chair. There is no director's report this evening.

9:431

Okay. Back up here to the commission. Any final thoughts? If not, adjournment?

9:48 – 10:145

Oh, just a final thought. Go ahead. I wasn't here for Victoria's send off, so I just want to recognize twenty seven years of service being a leader in the planning space. It's a very, very valuable profession, and the contributions that planners make is impactful to the community. So looking for more Victorias from the department. Thank you very much.

10:153

Thank you for that comment. We'll make sure she receives that.

10:211
