As you know, we've uh we put a street in over in the corner of Brunswick and West Ridge known as Juniper Drive, consisting of 50 units uh similar to what we had previously done over in the Ridge Ridgewater subdivision. Uh the improvements are complete. Everything but the uh gas line has not been installed yet. Electric is is being worked on and um we're ready to build. Great. Thank you, Mr. Yoast. Mr. Shy.

The property uh 062400200000017 located at the southeast corner of West Ridge Road in Brunswick Drive uh was previously approved for a cluster development as well as it received previous approval for a preliminary subdivision plan back in March of this year. Uh overall the residential medium density district is utilized. Comments were provided by the city engineer. Um there were typos and other issues that have since been corrected by the engineer and surveyor and the fire marshall did have uh some comments as well which has been included in your uh staff report that has been provided. Overall staff recommendation from planning is an approval and I will defer to the fire marshall for further comments. Okay,

Any property that's built in the city, commercial, subdivision, residential, uh there's two concerns from the fire prevention bureau, and that would be accessibility and water supply. Um among accessibility, we look at the apparatus access roads uh their ability to support our vehicles to accommodate the turning radius. All this is listed in uh a summary report that was shared through Mr. Shonik. Uh water supply um and that's city mains as well as an addressing through the engineering department. We give conditional approval at this time. We look forward to seeing on the final plans uh more detailed to address the concerns that I've laid out. Thank you, sir.

Good morning. Rich Baron, 27201 Royalton Road with builders and developers. We are requesting to reszone the western part of this 9.6 acre parcel from low density to high density. The proposal is to have a total of 92 units. There'll be 23 buildings. Each one will have its own entrance way of four individual units. Um the proposed site plan shows storm water detainage for our site right down the middle of the site. There'll be two entranceways uh private entrance ways into the area. One from West Ridge and one from Brunswick Drive. The sanitary sewer is located on Brunswick Drive. The water is available at both Brunswick and West Bridge. Um what we've done is there's a total of four items. Uh Chris has done a good job of laying out what would be needed as far as a site plan review. There are four items that will request we have to request to the zoning board of appeals. Um all of which can be either attained by reducing uh like the signs the number of signs or square footage or in the case of the buildings the setbacks based upon whether they have windows or not. This time I'd be willing to answer any questions you may have. Okay.

Thank you, Mr. Chair. Through you, the property uh located at 8899 West Ridge Road. It currently has a zoning designation of both RMHL as well as RMH. Uh that was due to a lot consolidation prior to this request for zoning. Uh overall, the applicant has met many of the criteria that are indicated in the RMH zoning uh district. Uh complete review was provided as indicated in your staff report. However, as Mr. Rich Baron has indicated, there are a need for four variances. Those are also listed in your uh staff report that it was provided to you uh due to the windows being on the facade of both uh sides of the building. There is, believe it or not, a requirement for uh 40 foot setbacks from each building. Uh the applicant is indicating 20 ft between the buildings. So that is an example of one that will be required as well as some for the parking. Overall uh the criteria of the RMH zoning district has been met based on the site plan that was provided. Uh this would be an extension of the predominantly RMHz zoned area. uh ensures the entire property has a consisting zoning classification due to the split that is there currently and staff does recommend a approval of this as it does meet the spirit and intent of the zoning code. Uh furthermore the uh comments were provided by uh various entities within the city the wastewater fire and engineering department and applicable comments uh were provided from them. I will defer to them for any further comments. Thank you.

Um so it sits right in the middle of other um units that are R-MHH. Uh as Mr. Showning said, um I did speak with the councilwoman in this ward. um she is in favor of this um because it does fe uh meet the uh need for the area as well as meets what is already built in and around that area. So what's being presented to us today um asking us to approve a change in the zoning it recognizes in the reports a number of variances would be need in order to move forward with the project. So would our zoning approval today be contingent on those ultimately being um granted or is this separate and apart more just a how the next step of the process works through the chair to Mr. Powski director. It would not be contingent on the variances. Okay. The project wouldn't be able to move forward without those ultimately being granted. Yes. So uh on page of your st uh page seven of your staff report indicates the current zoning classifications of the neighboring properties. Uh as you can see it is split currently down the middle. The western portion has the RMHL zoning classification. Everything to the east of that split has a zoning classification of RMH. Thank you, Mr. Chair. Through you, the properties located 131 William Street and 322 Sumar Street were previously reszoned uh to Light Industrial. There was uh many concerns in terms of zoning previously with these properties and they have all been brought forth into a LI zoning classification. The next steps for Mr. Hilton is to consolidate these properties into one lot. Uh as previously directed by the assistant law director, a consolidation was brought forth in the last planning commission meeting. Uh and this is going to be standard practice moving forward. Anything that does exceed five lots will require a uh hearing for planning commission. Uh this has been sent to the city engineer, fire marshall as well as wastewater department. No comments were provided. Um and this will need based on the consolidation, it will need various different uh variances. Uh and it will be heard at the next board of zoning appeals meeting. Overall recommendation from planning is approval of the lot consolidation. Thank you.

I will add in at a previous city council meeting there were a couple residents that came and spoke in favor of this and the work that you are doing there um and how you've cleaned up the uh the area and the lots in that neighborhood. You and I previously had a conversation where we pulled up the aerial on auditor's website and there was some concerns about the county and approving because of some classification that was on. Has that been resolved so that he's not going to have any roadblocks to that process?

After a conver uh through the chair uh to director Pinowski um we did reach out to the county auditor regarding this. Um they did say that the whole entire previous subdivision would not need to be surveyed. Uh I will defer defer to the county as to their requirements. Um but in terms of the city's end, we will have all this situated once this is completed. Uh and once the variances are heard, uh Mr. Hilton can go forth with the county auditor and get that cleared up with them on their end.

Thank you. Next item on the agenda for planning commission cases is 2025-1000114 Builders and Developers Company, Inc. 27201 Royalton Road, Columbia Station, Ohio, and a request for a waiver of the design review guidelines for continuous poured concrete curbing around the perimeter of the proposed parking lots. Mr. Barren, so what we are proposing is not a dedicated street. All of our parking areas will be private and all the roadways will be private and a regular dedicated uh layout that's the city design is for the crest of the road to be in the middle of the roadway. We would like to take all of the road and all of the parking areas and drain it to the middle of the proposed area. Um that eliminates curb gives a flush transition from the concrete without a step to the lawn areas or to any of the walkways leading up to the units. so we can conform to many more ADA units than we would if we had to make that grade change. Uh we will then eliminate that curb and propose to do parking bumpers. Uh the rollup curb is probably a little less effective as far as stopping traffic if that's what you're trying to do. The bumper has a 90 degree angle face side to it. Um and as far as the integrity of the concrete or the parking lot, we don't believe it jeopardizes that at all.
