26-2913 RESOLUTION NO. 2026-9634 - EXPENDITURE OF FUNDS PURSUANT TO COMPENSATION AND REIMBURSEMENT POLICY, EVENT TICKET APPROVAL
Recommendation: ADOPT a resolution approving the expenditure of funds for attendance at events which are in furtherance of a public purpose.
TMP-2482 RESOLUTION NO. 2026-9635 - AUTHORIZE THE SAN MARCOS FIRE DEPARTMENT TO APPLY FOR THE COUNTY OF SAN DIEGO NEIGHBORHOOD REINVESTMENT PROGRAM GRANT
Recommendation: ADOPT a resolution authorizing the San Marcos Fire Department to apply for the County of San Diego Neighborhood Reinvestment Grant.
TMP-2478 RESOLUTION NO. 2026-9636 - SPECIAL ASSESSMENT FOR WEED AND NUISANCE ABATEMENT AT 0 WOODLAND PARKWAY
Recommendation: ADOPT a resolution for the Weed and Nuisance Abatement Itemized Cost Report and AUTHORIZE City staff to deliver the same to the County of San Diego Tax Assessor and the Treasurer-Tax Collector to recover the same by way of special assessment and associated lien against the property located at 0 WOODLAND PKWY Assessor's Parcel Number: 224-040-4000.
TMP-2486 RESOLUTION NO. 2026-9637 - ON-CALL CONTRACT FOR TRAFFIC ENGINEERING SERVICES
Recommendation: ADOPT resolution awarding the consultant contract for on-call traffic engineering services to Chen Ryan Associates, Inc. and delegating authority to and authorizing the City Manager to negotiate, finalize, and execute the contract and all related documents.
TMP-2488 RESOLUTION NOS. 2026-9638 & 2026-9639 - DECLARING CERTAIN PARCELS TO BE SURPLUS PROPERTY; EXEMPT FROM THE SURPLUS LAND ACT; AND AUTHORIZING THE CITY ATTORNEY TO SEEK CONFIRMATION FROM THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT WITH RESPECT TO SUCH EXEMPTION; AND AUTHORIZING AN APPRAISAL TO MARKET SURPLUS PROPERTY FOR SALE, AND AUTHORIZING ALL DOCUMENTS NECESSARY FOR THE TRANSFER AND SALE IN THE EVENT SAID EXEMPTION FROM THE SURPLUS LAND ACT IS CONFIRMED BY THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT
Recommendation: 1. ADOPT a resolution declaring APNs 220-222-07-00 and 220-222-23-00 to be surplus property and exempt from California Surplus Land Act, and authorizing the City Attorney to seek confirmation from the California Department of Housing and Community Development (HCD) with respect to such exemption. 2. ADOPT a resolution authorizing the City Manager to secure a valuation of and to market said real property, and authorizing a sale and transfer of said real property, contingent upon HCD verification of the property's exemption from Surplus Land Act.

Recommendation: ADOPT a resolution awarding a contract for Council Chambers renovations at 1 Civic Center Dr (City Hall) and delegating authority to the City Manager to Negotiate, Finalize, and Execute the Contract with Flow Builders.

Recommendation: ADOPT a resolution taking a position on pending legislation in the California State Legislature that may have local impacts.

TMP-2489 URGENCY ORDINANCE NO. 2026-1580 AND ORDINANCE NO. 2026-1581 - IMPLEMENTING SENATE BILL 79 (SB 79) FOR TRANSIT-ORIENTED DEVELOPMENT STANDARDS, SITE EXEMPTIONS, PHASED IMPLEMENTATION AREAS, AND ZONING MAP AMENDMENTS.
Recommendation: ADOPTION of the following, in the order set forth below: 1. ADOPT Notice of Exemption (EX26-041); and 2. ADOPT an Urgency Ordinance No. 2026-1580 adding Chapter 20.280 to the San Marcos Municipal Code to adopt and implement SB79 (Four Votes Required); and 3. INTRODUCE Ordinance No. 2026-1581 (Text Amendment TA 26-0001) adding Chapter 20.280 to the San Marcos Municipal Code to adopt and implement SB79.
