Commissioner Wise. Chairman, you have a quorum.

0:09 – 0:226

Thank you. Suzanne, do we have any communications? Not today. Okay, no communications. All right, item 4A. Take it away.

0:22 – 2:504

Okay. Item 4A is Major PDD Amendment Z26-4. This is a major amendment to the Towers on the Grove PDD that creates an oceanfront paid parking lot. You last saw this quite recently. It went to first reading at City Council and it was on the agenda for a second reading at City Council on May 18th last week, but City Council remanded it back to you based on comments and questions that had come up with the neighboring condo. owners as well as some change to the site plan. So just to go over those changes briefly. This drawing shows the currently entitled plan. The parcel that is in question is currently labeled as South Tower 1B future. And this is the currently proposed site plan. The version you saw, they were using this driveway for access to the lot. They have shifted it here. These are electric vaults, but they are not above ground. That square and rectangle, they are in the ground level, so they can be driven over. But... So the port-a-johns have been relocated to the opposite corner, away from the adjoining mid-strand condo. There's a five-foot landscape buffer along the southern property line. It discourages but doesn't prohibit users of the parking lot from using the existing five-foot wide public beach access through a combination of fencing and landscaping. It time limits the approval to expire September 30th, 2028. They can then apply for another reauthorization of the temporary use as a parking lot or come with some other type of major PDD amendment. But one more, the lot y'all saw was 27 spaces and this is 37 stalls for parking. There's no comments from staff. And if you recommend, your recommendation will go to city council for their next meeting on June 1st.

2:50 – 3:016

I have a question. Why are they trying to discourage the pedestrian traffic between the parking lot and the beach access?

3:034

I think it's just basically because the condo doesn't want them to use that. It is a public access. open to everyone.

3:12 – 3:297

Well, if you're parked in 1, 2, 3, 4, 5, 6, 7, 8, 31 and 32, you're going to go out the vehicle entrance and exit and make a left-hand turn and go down the public access rather than walk all the way across the parking lots.

3:29 – 3:484

Yeah. There is an entrance here that towers on the uses as well, but it is a public access. They cannot restrict it completely. I think they're just looking at the plants to do that.

3:493

Completely or any at all.

3:523

None at all would be more the answer.

3:554

But I guess you can't have the plants and the free use of the public access, so.

4:117

Is this going to be controlled like North Myrtle Beach with QR codes, or is it going to be attended?

4:174

It's a private parking company. I think they have a kiosk.

4:236

Yeah, there is one.

4:26 – 4:434

Pay station right here next to Lot 32. This owner runs one on 6th South, I want to say, that he has a lot there, and he did have the lot at the Prince Pier before they started construction.

4:433

And the one beside Hotos does.

4:454

Okay, yeah.

4:483

Or now it's Motos. Yeah, Murphy's on that.

4:55 – 5:102

Susan, when they grade this out, because going out there and looking at the property, it looks like those things are just above the ground level. Will they put the stone there that will level it out? Yeah. So you're going straight in?

5:10 – 5:354

Yeah, it'll have to be leveled. They won't be able to have a difference here. You can see this hatch pattern here. That is a concrete apron to prevent the cars bringing any dust from the gravel onto the road just to help with maintenance.

5:41 – 5:553

in that lot are going to be locked in until they're through with the problem because there's no secondary exit um

6:07 – 6:194

Yeah, I guess that theoretically could be a problem. It is built in the ground, so they could probably get everybody out and close it up just to get people out.

6:222

So the space on the right that used to be the old entrance on the other thing, what are they using that for, Suzanne?

6:284

Nothing. It still provides access to this adjacent hotel site.

6:342

So in case of an emergency, they don't park in 12, they could get out that way?

6:374

They could probably get out here, get in there, as long as there wasn't a car.

6:453

So they don't have to have a fence or something?

6:494

They do not.

6:493

Between this property, okay.

7:06 – 7:356

Any other comments or questions for the staff? No. Anyone from the public have any comments? I don't think we have anyone from the public here. OK. Final call for comments. Entertain a motion.

7:371

I'll make a motion that we send forth a recommendation of approval of the PDDZ-26-4 as submitted. Second.

7:49 – 8:136

First and second. Final comments? All those in favor? Aye. Opposed? Ayes have it. Thank you. Since no one from the public is here, I will entertain a motion to adjourn.

8:137

Move that we adjourn.

8:140

Second.

8:166

We have a motion and a second. All those in favor? Aye. Opposed?

8:234

Thank you all. Thank you for having a special meeting. Appreciate it. Next question.
