All right, we'll call this city council special meeting agenda for Monday, May the 11th, 2026 to order at 5:30 p.m. Uh, roll call certification of quorum. Uh, madam secretary, I'll certify that we have a quorum present as all members of the city council are present and accounted for. Uh, we do have citizens comments. I believe we have two people who signed up to speak. Mayor Pro Tim is going to uh call them in the order in which we receive them. You'll go to the podium right here in the back. Give us your name for the record and you'll have three minutes to speak and our communications department will have three minutes up on the uh up on the wall for you to be able to see. Mayor Proim. Thank you, Mr. Mayor. Um I see that our first person to speak is not in the room at the moment, so I will call on Congressman Al Green. As the mayor stated, sir, if you would state your name, you have three minutes. And thank you for being here.
Thank you, mayor and members of council. I'm Al Green, your congressman. pleased to be here today on this most auspicious occasion and pleased to announce that um on today I believe it is or maybe yesterday um we were able to deliver to your city mayor under your leadership we worked together a fire engine for the city and that is a $2 million truck. Somebody ought to applaud that. Mayor, it's been an honor working with you and I'm here to celebrate and appreciate the mayor elect. And to do so, I'm honored to tell you that as a member of Congress, I have been afforded the preeminent privilege of having flags flown over the capital of the United States of America for special occasions and special people. Well, I'm honored to tell you that this is indeed a special occasion and our mayor elect is indeed a special person. So at this time I should like to read what is codified in the certificate of authentic that authenticates the flag. It reads the flag of the United States of America. This is to certify that the accompanying flag was flown over the United States capital at the request of the honorable Al Green, member of Congress. This flag is presented to Quentyn Wilts in honor of your swearing in ceremony as mayor of the city of Periland, Texas. On behalf of the constituents of the ninth congressional district of Texas, I salute your commitment to serving the residents of Periland as well as your dedication to advancing the city's continued growth and development. It is signed by me, Al Green, as your member of Congress and as a scion of the enslaved Africans sacrificed to make
America great. I'm proud to move over to the mayor and make this presentation at this time. And mayor, I wish that you would live as long as you want, never want as long as you live, and serve with great distinction. Thank you very much, everybody. Good evening, Mayor and Council. I just came tonight on behalf of Brazoria drainage district number four to welcome our new members to the council. As uh I'm sure you're all aware, drainage is an extremely important thing here in Periland, Brazori County, our surrounding area. So, just wanted to welcome our new members tonight and extend our hand on behalf of BDD4. If you have any questions, we're always happy to uh collaborate, find more ways to work together to uh keep our residents high and dry. Thank you so much. That's all.
Thank you, sir. That's all for public comments. Our uh that completes our citizens comments. Thank you to everyone who is here today. Thank you for the orderly way in which uh we were able to fill out the chambers. Uh as well as those who are watching from the parking lot and other areas live streaming. Uh thank you for being here. Thank you for being a part uh of this occasion. Uh one of the things that we have in the United States is peaceful change of leadership and uh that's what we have tonight. and and I want to thank you for the efforts uh that you've made in in being here tonight. So with that, we'll move to new business. Mr. Kosa, if you would present new business item number one for us.

All right. With that, uh, we are going to change logistics up here. Uh, the council are all going to come off of the DAS to the seats over here as we proceed through the uh, the swearing in of each uh, individual. So, at this time, go and turn your mics off and All right. Um, with that, I would like to uh welcome uh uh Mayor Pro Tim and council member served at Mayor Prom a couple of times under my watch. Uh Tony Carbone. We are going to recognize him uh in his 13 years of history with this council uh and all the time that he's uh been involved up here. So, uh, we do have your portrait that you'll be able to take home with you, but I'd like to hand the mic over to you if you've got a few words.
All right. Um, yeah, it's been 13 years. Been through some, uh, some life, some life that weren't here. Um, yeah, I love this city. Um, it's raised me, my wife, and our kids. Um, and I want to thank God for the opportunity I've had to serve. It's been a pleasure and honor. I can see some judges over there on the front row that I got to serve with and uh got some good stories to go along with that. U but no, it's been great. Uh great serving with all of council, both former and current. Uh not because we always agreed, but we could hash it out as Scott's shaking his head over there. and uh and then uh decide on on a a direction that that the council as a body felt was the right move, the right right way to go forward. So, I uh really enjoyed it. U thank you to my wife and my family for uh the sacrifices they've made, all of my friends, family, everybody. Um it's been a true honor and pleasure. Um yeah, and the staff, no matter what we say up here, um y'all are still people and y'all want the best for the city. And I think sometimes that gets lost on us. It feels like it's a us versus them, but truly from the bottom of my heart, thank y'all to the staff that's here, the staff that's already retired. um we make decisions on a Monday night and y'all work the other six days and get it done and u I don't want that to go unnoticed and unappreciated. Um so truly thank you to to all the staff. Um yeah, Mr. Wells, congratulations. Yeah.
So, it was a good good race and uh glad it's over as I'm sure you are too. All right, with that I believe uh Mr. Eckles, I think you've got Judge Castillo doing the honor tonight. I'm your MC if you haven't figured that out. And uh certainly Tommy, anybody that you want up here with you. uh friends, families, brother-in-laws. Good evening. Congratulations. Wow. So grateful for this opportunity. So grateful for the place that God allows me to go from year to year. Never would have dreamed three years ago when I took the appointment of planning and zoning commissioner that I would find myself here. However, I had a daughter that could see further than me. And her her and I had a little wager, which when I signed said I would run, she got the wager. And she doesn't have the purse with her tonight. I was hoping she did, but she doesn't have it. But it made Louis Vuitton happy. Thank you for your confidence. I'll do my best to serve you as your council member. Thank you, council member. Uh if Mona Shavaria and her family and friends that are going to be up here during her ceremony and judge Hill, how you doing, brother?
Well, first and foremost, I just want to thank everyone at first to give God um glory to God and to my family for being here and for all of you that have been with me from From the beginning to the end, I am here to serve you and it is an honor to serve the next three years. God bless. Thank you.

Um to my fellow council members, we may have our ups and downs, but I think end of the day, what I enjoy the most when we leave this building, we have a very uh good relationship personally, and I I do appreciate that. I continue looking forward, Mr. Wilts, I look forward with you. I've known Quinton for a long time. uh disappeared for a while but came back strong. Um so I look forward working with you and thank you guys so much for making this happen today.

So I just want to say while everyone is in here um I just first want to give all the glory and grace to our God our father uh for making this happen. Um and with many things it's never in our time but in his time. And so I know uh you know he's my dad can't be here. uh he's uh he's since passed and there's so many people uh that have witnessed and helped me along the way that cannot share this moment with me and I want to make sure that I remember them uh today everything I do going forward like I said I'll keep it brief. I look across this room and I thank so many of you all for being here for your commitment to the city of Perland uh and the service to your communities and your neighborhoods. and it is truly an honor and humbling experience uh to be here standing as your mayor. Thank you so much.
Okay. It'd be um be a little odd if our MC came up and MCED for himself. So, those of you that don't know me, my name is Clint Byum. I am our current mayor pro Tim and I have the honor of recognizing our outgoing mayor and the service that he's done for our community. Uh 15 years of elected service. So Mr. Mayor, if you'd like to join us up here. All right. Uh I will promise you uh my emotions. I'm an emotional person. Anybody that knows me, known me for any length of time, knows that that I'm an emotional person and I am not going to apologize for it. So, if my emotions are on display tonight, it is what it is. Uh because I love this city. But I did um prepared remarks. It was kind of funny. Anybody that knows me knows I go off the cuff, off the heart. Well, when I walked into office, I had prepared remarks. I'm going to leave office with prepared remarks. Felt it was the best way to do it so I can say the things that I need to say tonight. So with that, good evening friends, neighbors, council members, city staff, and the citizens of Periland. Tonight I stand before you with a grateful heart. As I close this chapter of serving as your mayor for the past six years, it has been one of the greatest honors of my life. Periland has been home to my family for nearly five decades. I grew up here, raised my children here, raised our children here. We now have 13 grandchildren with one more on the way. That's and they all live right here. We've built friendships here and watched the city grow from a small community into into one of the most respected and vibrant cities in Texas. To serve as
mayor of the city I love has truly been a blessing. When I first took office in 2020, our community, like the rest of the nation, faced uncertainty with CO 19. But what I saw then and what I still see today is the strength and resilience of the people of Periland. Together, we focused on moving forward. Together we worked to protect our neighborhoods, strengthen public safety, improve infrastructure, support economic development, and prepared Periland for the future. I'm proud of what we accomplished as a community because we are the community of choice. We expanded opportunities for business growth and job creation. We invested in transportation and mobility improvements. We continued important flood mitigation and infrastructure projects with the 2023 bond program. We strengthened our police and fire services. And through it all, we work to preserve the quality of life that makes Perilland special. And we set up the next generation for success. None of these accomplishments happen because of one person. Certainly not because of me. They happen because of teamwork. That same teamwork that gave us the US News and World Reports number one best place to live in Texas and number three in the United States. I want to thank the members of city council, both past and present. Some of those are here tonight, for your partnership and your dedication to public service. I thank our city staff and department leaders who work tirelessly every day, often behind the scenes, for keeping this city running. And I thank my family, especially my
wife Lisa, for the unwavering love and support through this journey. Most importantly, I want to thank the citizens of Periland for placing your trust in me. Public service is never something to take lightly and I have always tried to lead with integrity, transport, uh, transparency and a commitment to doing what is best for our city. As I leave office, I do so with optimism. Periland's future is bright. Our city continues to attract families, businesses, and opportunities because of the values we share, hard work, faith, service, and community. Leadership may change, but the spirit of Periland remains strong. I encourage every city to stay involved. Excuse me, every citizen to stay involved, stay informed, and continue investing in this great city. The future of Perilland belongs to all of us. Serving as your mayor has been the honor of a lifetime. Thank you for allowing me to be a part of Perilland's story. May God bless you. May God continue to bless the city of Perland.
