City Council - Regular Meeting

We will call this December 2nd, 2025 meeting of the Analogia City Council to order. And if you will join me as we stand and have the prayer and the pledge of allegiance. Bow your heads, please. Our gracious heavenly father, we come to you tonight with gracious hearts and and thanks for the many blessings that you have bestowed upon us through this year and this community. We ask that uh you give us wisdom as we make decisions for our community and give us help where we need it to make the correct decisions. These and all the blessings we ask in Christ's name. Amen. Want to welcome everyone to our first uh council meeting in December. Welcome to have you here with us. uh remind everyone that we meet on the first and third Tuesdays of each month with the workshop starting upstairs at 5:30 and then uh the meeting here starting immediately following that meeting uh as close to 6:00 as we can get to it. Uh the first item tonight is to consider approval of the minutes of our regular meeting held November the 18th, 2025. Mayor, I'll make a motion that we approve the minutes as presented of the November 18th, 2025 meeting. All right. We have a motion by Mr. Mount to approve those minutes. Do we have a second?

We have a second by Mr. Nicks. Do we have any further discussion, questions, or comments concerning the the minutes? Hearing none. All in favor of the minutes, please indicate by raising your right hand, saying I. I. I. Any opposed? The same. And the minutes are approved. No unfinished business. Under new business, we uh have the second reading of ordinance number 2025-04, which is an ordinance regarding the sale of alcohol within the the municipal limits of the city of Andalusia. Uh the the only change here is that uh sales of alcohol on Sunday have not been approved before, but this ordinance will approve uh Sunday sales of alcohol starting after uh 12 noon on Sunday local time. Uh and of course the ordinance uh says that all licenses lences of the Alabama Beverage Control Board must comply with all other state laws and regulations of the Alabama Beverage Control Board regarding Sunday alcohol sales. Uh the ordinance this ordinance if approved tonight will become effective immediately upon its adoption and publication is required by law. So if it's adopted, it will be uh p notice of it published in the Andalusia Star News at the next U which will probably be this week

likely Saturday. So might be Saturday works out the following. Okay. So if it is published Saturday then it will become uh the first uh application of the ordinance would be the following Sunday. So we have the ordinance before you. Do we have a motion to approve it? Mr. Mayor, I make that motion. Do we have a second? I second the motion. All right, we have a motion and a second concerning the sales. Uh, do we have any further discussion from the council, questions or comments? Hearing none. one of the eyes have it and the ordinance is approved. The next ordinance is uh uh consider uh a reszoning uh first reading of this ordinance on some property located inside the city limits down the uh Brutin Highway uh there uh where the truck bypass uh enters the highway across the highway there some 40 acres approximately 40 acres to be uh to be reszoned from agriculture one to uh business three and this tonight will be the first reading of that ordinance will not be acted on tonight be acted on at our next board our next council meeting to consider whether or not to approve it or not. Uh the next ordinance is ordinance number 2025-6 uh which is uh also a reszoning of a piece of property that uh is on just across the brutin highway from the property that we just talked about and uh the the uh resoning of that would be the same to uh AG1 to B3 and uh that will be uh considered for a second reading and and considered action at our next meeting which will be as I said uh our next council meeting which is December the 16th. Uh so we've completed the first and second reading of those two ordinances. [clears throat] The next item is uh to agree upon a date for the planning meeting for the 2025 2029 term the quadrinium of time during that those four years. uh what is what is what do we want to get accomplished? What are the big items that we want to look at

and kind of a roadmap to where we what we want to do for the next uh four years. Uh I think all of you members of the council have a copy of of the one that we adopted in 2021. And if you read through that, you'll see that uh a lot of the items that uh [clears throat] that we uh put in our four quadranium plan, we actually were successful in completing those. There are some that still in there that I think probably will be considered to put in the new quadrinium plan that uh either didn't get completed or got no action at all on. But anyway, at that meeting, we'll just have a general discussion amongst the members of the council. Uh we'll invite uh uh the public. It's a public meeting. Anybody can come if they want to and have some input into this if you want to do it. We will meet downstairs in the uh utility boardroom which is on the first floor down below us here. Uh so we'll need a motion. Uh we need to approve that date. And I think we discussed upstairs again. That's July uh excuse me, January the 6th that we picked to be which was the first Tuesday in January. And we would meet at noon for our quadrinium meeting and then meet again that evening for our regular meeting. So we'll have we'll have two meetings that day. One will be the quadrinium plan and then the the following uh that afternoon at 5:30 will be our regular council workshop. uh as we do every month. So, do we have a motion and a second to approve January the 6th at noon uh to meet downstairs at at noon for a lunchon meeting with the public invited if they want to attend? Of course,

Mr. Bear, I make a motion that we meet January 6 in the utility boardroom uh for a lunch meeting and our planning. All right. Have a motion by Mr. Pow. Do we have a second? I'll second that motion.
