I hereby call to order the March 13, 2026 public hearing of the City of Prescuit Preservation Commission. Members present, Rick Kimmery, present. James Macccarver, Rob Johnson, Mike King is excused, Diane Travis, present,
and I'm Richard Sprain the chair. Other staff members present are Alex Brimlett, Tammy Dwit, Jacob Lond, Chelsea not here, Mary Frederickson is here for for the city council. This is an open hearing and is being recorded by the city. The proceedings are being televised by representatives of the public media, local cable and/or radio stations and may be rebroadcast. the number of commission present R5 and will require a majority vote for those present to pass a motion. All parties wishing to be heard will be expected to state their name for the record. Speak loudly and clearly into the microphone right up front here. And please turn off all your telephones or at least down. First up is the approval of the January 9th, 2026 preset preservation commission meeting minutes. Is anybody had a chance to take a look at them?

Thank you. Good morning chairman, members of the commission. Tammy Duet Community Planner. So before we meet you today, we uh start off with some improvements to the Kenley Park. Um so for some background that um this is part of the Prescat Armory Historic District which represents a combined efforts of many agencies and individuals in Prescuit to provide community relief from the hardships imposed by the Great Depression and that's about the time frame that these this area was developed. Using concrete and native materials and a variety of styles and techniques, the men of Prescuit constructed an impressive complex of public buildings which provided them with the means to earn a salary and provide the community with a sense of pride and accomplishments during this this period. Most of the buildings have essentially been um untouched and unaltered since that time frame, but we are here to see some improvements to these structures. So um due to um so the the area that was uh developed as the park it was mostly used for baseball. So in 1930 the the first grandstand was completed. The structure is a vernacular style and it's based on a regular plan. It is constructed of reinforced concrete. However, it does exhibit a slight art deco influence in the decorative features, including a smooth wall surface, vertical projections, and stylized geometric motives. It's constructed on a curve and with the outside of the curve facing the outside, which you see here of the corner of Gerling, Washington. So, this has been kind of untouched since that time frame, and it remains as it was built in the early 1930s. So, we do have um some proposed upgrades
or improvements to the property. Um we have a new illuminated sign that will be mounted on the 45 degree angle faucet on the front facade facing northeast towards the plaza. The proposed sign features a total of 20.53 square feet. And the proposed letters will be white with a text oh sorry that's the wrong overview. Never mind on that one. So before you, we do have some changes. What happens when we use slides? We I forgot to update the overview. So before you today, we have two new digital signs along Girly Street to advertise events, an existing scoreboard sign to be converted to a digital sign, and a new digital scoreboard along the western park boundary, and then some park site alterations. So we're going to start with the grandstand up in the upper leftand corner. So, they do propose some improvements to it and it kind of showed you where what they're proposing on there. We have different sides and repairs. So, they're going to repair some of the corners. Um, we're going to remove a door and then add another door to create a different access to the back inside of the property of the building. And it looks like that's all they're going to propose on that. So then we have two signs that are being proposed. The digital signs will be one here and one here. And these were the digital signs and they're going to be for advertising events. So those will be on each corner. Um this the exact location is still being worked out because of the potential impacts to rideway in the sidewalk, but this is where they're kind of um proposing to put those signs. Then we have the digital um digital boards. We have the existing and we have a proposed new one along here. And this is what they're proposing. So this will
replace the existing to make it a digital scoreboard. And then we'll have this bigger one for sponsors and uh to advertise um the events. Other park alterations is install four small bronze sculptures in front of the northeast facade of the grandstand. Construct a five foot wide concrete border in front of the bleachers along the south and east park boundaries and then install a 70 foot long by 10 foot tall concrete technique wall with netting on top along the east boundary of the soccer fields and then host a portable restroom at the southeast corner of the park north of the press box. So those are the other alterations they're proposing on the property to help improve the usability of the park. So these are kind of the areas. So right here we have where the uh the statues will be going. This is where one of the nettings will go. And then we over here the uh the proposed restrooms. And then up here be the other netting. So this is part of the historic the armory master plan. So basically for this for your consideration, let me find my cheat sheet here. So it'll be apparent that the descriptions are general in nature and do not refer to exact dimensions, colors, and setbacks. It is the intent of these design criteria that the owners of the structures be encouraged to preserve and restore their structures in harmony with the original intent of the builder. If changes are to be made, the Prescuit Preservation Commission will then use its judgment to determine if the changes are in keeping with the architectural styles represented. As we can see, there's not really a lot of change to the architectural style, at least of the bleachers. There's some improvements to the park, but they
aren't changing anything historical on the the parts on the on the park. So, the only thing they're doing is upgrading really the um the bleachers and then adding the signs. And that concludes my presentation. I'm happy to answer questions and we have representatives here to help answer any other questions. Commission have any questions? It's just Jim Macarver. Uh the bronze sculptures, what are they going to be of? famous ball players or I'll defer that to the applicant to um to answer.
Good morning, council members. I'm Glenn Deutalo, president of OJBFC and the donor for the renovations improvements. The sculptures are are bronze sculpture, high quality, and they're of kids playing soccer. So, it's just going to add to the the uh the theme of the park. And I I think we had pictures at one point, didn't we? In one of the presentations, if you look back at the prior presentations, or we can provide them for you again. So, they won't be of a size. It would obstruct vision from the No, they're from the bleachers.
42 in, I think, is the tallest one. And it's just kids with a soccer ball. Interesting. I have a question for Tammy, too. Uh, and the uh the the rules for downtown development, the signs in front of the stores are not supposed to display any advertising. And I was wondering if I'm assuming that maybe it doesn't apply to this, but you do have on the sign sponsor uh sponsors noted and that's some form of advertising. So I was wondering if there was anything in the the requirements for this district that uh would allow that.
Well, this is a city park, so there are going to be advertising events that are occurring on the park. Um, we're going to assume that there's and there's no off-site advertising allowed will be allowed on those signs. They can only advertise events and activities that happening at this park. Uh the picture showed of the the big scoreboard showed four little blocks that said sponsors on the bottom and that's for the scoreboard that will remain there and that's going to be whoever sponsors the events or activities or help with other activities on the property.
So that's not going to be permanent. That's going to be rotating. You'll have different sponsors. My feeling is you're going to have permanent sponsors and uh we're that's going to be not that's going to be there all the time. And I I'm not I don't have any big issues with it, but the rules for downtown development on on signs in front of the stores, there's not supposed to be any advertising on that. Just the name of the of the store.
Yeah, understood. Um on the it's our understanding and maybe we misunderstood it on the scoreboard. It's facing into the into the facility. It's not facing out. Yeah. So that's facing into where the stands would be on the opposite side of the field. And it was our understanding those sponsor signs were acceptable. And each one of those sponsor signs uh we're getting donations of $25,000 a piece that will go towards uh covering the cost to keep the cost down for the families. and we've sold two out of the four so far. And there are two-year commitments. One's a regional bank that we all know of and it's another one's a landscaper in town.
So, the the signs that are going to be on the street on the corners of the lot. No sponsor designations on that. Correct. That's just going to be advertising. It's not I wouldn't call it advertise. It just be displaying upcoming events. uh you know, Yavapai College next game, some of our UPSL games or any events if we have camps or clinics coming, that kind of thing. And and this is a city park, so we are exempt from a lot of those regulations, but this is a park and it is facing inward, so it's not advertising out to the public. It's just for the activities happening and for the park and for that park.
But it is a historic district though. Yes, but it is also a city park. So we and it's we are exempt from the the zoning code and so but the signs are for the park only for advertising just for events there. Those are sponsors donating money to help with the improvements. So it's not advertising any outside business. Sure it is a bank and something else. Of course it's advertising. And we allowed this for all school properties with their event areas too that they all have advertising for people who sponsor events. Diane Travis, I just like to point out this is not the downtown historic district. This is a separate district.
Exactly. And so the signage doesn't apply exactly the same. Uh the digital signing inside of the park confirm conforms with the department of interior standard one which encourages continuing the historic use of a property. Finway and Wrigley would would be two historic parks that would be examples. We do we have an ordinance for the downtown area which uh proceeds the but this is not in that district.
Right. that that was the point was that there wasn't re there wasn't any requirements for the plan for the this area that said no uh advertising on the signs. I don't know that for a fact. I didn't read I haven't read the specific ones, but I'm assuming that they're okay and I don't have a problem, but I just didn't want to set a precedent. Good good morning. Do you mind if I
Yeah, thanks. Uh, Alex Braramlet, planning manager. Thank you for for the questions. So, we when this was brought in as the application, we worked through our land development code to ensure, as Tammy mentioned, the sponsorship signs are facing inward. We don't have an issue with those. The signs on the actual street aren't doing off-site advertising. They do have a digital display. It complies with our land development code in terms of size. So, all of those other elements have been looked at and we'll we'll continue through the permitting process, but for the purposes here, we're looking at at the design for the components that are contained within the site. And these are only in use when someone's playing out there, right? They're not lit 247.
The the outside signs will have advertising going on for upcoming events and stuff. Correct. But that the larger one that's out there is not. That's just only while the field's being used. Correct. Okay. Yeah, Rob Johnson, there's mention there of restroom facilities. Can you describe those a little more in detail? Are they are they built into the building? Are they just standalone like portaotty type stuff or
Yeah, in our pri prior presentation we gave you pictures. Um let let me back up. The reason we want to put these in is the only restrooms on the facility. If you're stand sitting in the stands on the east side, you have uh you would have to go all the way over to where the the restrooms are on the where the locker rooms are all the way across the field or all the way over to where the Ramada is at the northwest corner. And when I saw that and I've seen elderly people there, we thought that could be dangerous for them. So, we wanted to put in really high-end portaotties. We're hoping to tie it into the uh existing infrastructure. Um, but they're really high-end portaotties. And we had provided uh pictures in our prior presentations, which we can provide for you. We just want to make sure that uh the elderly and uh have a place to go that they don't have to walk all the way across.
Any further questions? Diane Travis, my only concern with the exterior signage is animation or flashing and bright lights. When you plan on advertising for events, would it be possible to keep that muted so that it doesn't distract from the property? I haven't been through the uh zoning process, but I'm sure when we go through the permitting process, the city will have requirements that we have to adhere to. Is that fair to say? Yes. Yeah.
They have to be turned down at night. Perfect. Thank you,
Joe. One more. bring up the uh parkite alterations slide. The blue one says park site alterations down on B. Over time, water will undermine flag zone and create maintenance and safety issues. What does that mean? Uh, one of the questions we had when we were going through this process is we're going to have um a walking path that goes on the east side. So, you'll have the stands coming down then a 5-ft sidewalk uh on the east side and the south side. So, it'll wrap in an L. And one of the questions was could we consider using flag stone instead of concrete? And what we were worried about is if anybody has flag stone over time, it always undulates and when water gets on it, it'll just move around. It cracks. Um, and we thought that could be a trip hazard down the line. So, we asked the um the historic society if we could just keep it as concrete where it's flush and it'll be much safer for a walking path.
So, that's it'll be concrete, not the flagstone. Correct. Oh, good. Okay. Yeah. Where's that sidewalk on this map? It's the gray. Yeah. Along here. And it'll be five feet wide. Is it four feet or five feet? 5t wide.

Thank you, chairman. Um, the applicant proposes the following changes to the exterior of the building that's also in the same district. Um, but it's a used park and rec. So, the proposed project includes the construction of a gabled uh porch roof with wood support post over the main east entry to comply with ADA requirements. The city must provide a concrete landing in front of the entrance to meet the ADA requirements and the current um roof does not have sufficient head clearance. So, this is the location. So, here's the park we were just talking about. Here's the tennis courts, the armory building, and then it's right back tucked back here. So, this is the current roof that we're talking about is this area right here. And what they're proposing to do is do a gable roof on it to make more head clearance so they can meet the ADA requirements for the ramp. Um, the same design criteria is in place. there really wasn't a lot of criteria. So, it's kind of up to you as the commission to make sure that you it keeps in character with the surrounding area and the architectural styles. So, here's a picture of the building in question and u all they're proposing is just to put up that one port of the roof is to put a gable on there for the entrance into the office. So, um that kind of concludes my presentation. We're free to answer any questions and we have representation here to help answer any other questions.
Yeah, building at one time was really pretty and yeah, over the years it's kind of sadly ended up like that. Uh, any questions? No questions. How long's been How long's that building been there? probably well most of the buildings around there were construction during the 30s and 40s. So and because it my take on it was it's primarily adding that other area to meet the ADA requirements and how did we miss that all these years? I can't answer that. Time time to fix it.

Thank you, Chairman. Tammy Dwit, community planner. So, in um February 10th, 2026, the city council voted to approve an ordinance to amend the city code repealing chapter 1-22, the Prescuit Preservation Commission in its entirety and replace it with new language to update, clarify, and standardize language in the city of Prescuit's boards, committees, and commissions forming documents. So, in looking what was changed, we have a few changes that we need to make. Um the first was regards to abs absences. Um they made it consistent through all the BBC's. So basically it's changing it to any member shall be absent more for more than three meetings without prior notice to the chairman, city clerk or staff leazison is on. He or she shall be upon notification by the chairman to the city council and by a majority vote of the council cease to hold office exceptions we made in emergency situations which you all are very well good at uh contacting us when you can't meet you know be at a meeting. So um as long as you let us keep keep letting us know about you're not be able to attend a meeting we should be okay with this but they just want to be consistent through all the the boards and commissions. And then the second thing was the um duties of officers that the city council used to appoint the chairman and the vice chairman. So they've changed it that at the first meeting following April 1st of each calendar year, the commission shall select from its membership a chair and vice chair. So it be as a body to select your chair and vice chair which will be through all our boards and commissions. And that's all that was changed in your bylaws to match what's they changed in city code. sorry. Okay. Uh so good morning. Um just an update. We do have a item for April 10th. It's um normally so we're in a little bit of a transition because the the terms that some of you all are doing expire at the end of March with the PPC the recruitment process they did they didn't get quite enough candidates. So, they extended that application to um the deadline is March 20th and they'll have a um council will have their subcommittee on appointments meeting at the end of March and then whatever they recommend will go to council on April 14th, which is the Tuesday after the PPC meeting on the 10th. But, um there are provisions to allow the existing members to serve until the appointment happens and and they have been replaced or reappointed, whatever ends up happening there. So, we do have the April 10th meeting and um if you all are available and able to continue serving those of you who terms are expiring, um we would love to have you. And so, we'll send out the email to get a poll to make sure we have enough folks present. Um, and then hopefully by the April 10th meeting, we'll have
we'll have the recommendations from the subcommittee so we can at least let you know that and then it's just going to be pending the final approval from council on the the 14th the following day. So that's uh that's where we're at with with those. So that would basically take effect in May then the same time we would have the meeting for May the if we had a May meeting. Yeah. That would be the first one with the the full new commission and what what that looks like. So, and that's also when we would vote for new chair and vice chair, I think. So, yeah. I had a question about the training for open meeting laws coming up in April. Mhm.
Uh for those of us who can't be there, they'll send out a video or something that we can watch. Yeah, it's going to be recorded. I think it's live streamed and then you can watch that recording after that. We'll be sure to send out once we get it because I think it's the 9th of April, but I'd have to double check.
