I go on to the budget. If you notice, you have from [clears throat] 121 to 26 through 13126 and you also have to the end of the year of 2025. Um, do you have a couple comments and suggestions if you do notice? Uh, those are different, but I'm going to use the one from one through 131 is the one I'm going to use as far as incumbrances. And I will get these numbers, hard numbers to Ray after tomorrow. Um, in the general budget there's 13101253. We have to give 10% to the rainy day fund. The rest of it that is left I would like to put towards a skid steer and general equipment. So there'll be about 11,000 that will go in there. I've already talked to Ray. He's okay with that.
11,000 to it. Yeah, it's 10% from the 13 the 13,12 that has to go to the rainy day fund. Okay.
And also I did notice on something else. Okay. On the MBH we have 9,6715 left [snorts] minus the 10%. I'd like to put that also in machinery and equipment. And Ray's okay with that too. Those are the two encumbrances there. The other one is the park. We were on fumes this year, 2,92978. But with that being said, we have accomplished a tremendous amount of stuff this year. We put about $180,000 in the park. So it uh that out of the 29 2978 minus 10% for rainy day, the the balance that is left will go towards playground equipment improvement. That is all that I have on that. And then when you look on fund report, [clears throat] there's local road and street. It looks like we have a balance yet of 37,993. And we need to roll that back over into the fund for next year for street paving
minus the 10% I guess. 10%. Yeah. Is everybody okay with those changes? I'm good with it. Yeah. Okay. I'll [clears throat] make a motion we accept the budget with those uh incumbrances given to Ray tomorrow. It seems like I catch you out. Ray, have we have we moved money to the truck fund, the park fund yet? Not yet. Y that'll come out of this this year. Yes. Not last year. Yeah. Anyway, I make a motion we accept this part of the budget as read. Second.
Okay. And also we have the vouchers. If you do notice on the vouchers, there's several loan projects. The water loan project. Scott has been keeping those separate so that we use that water loan money for that. The ditch for are on there. and uh the debt reserve bonds and uh the SS4A engineering services. I. That brings me to the $1,500 for the fire truck that needs to be transferred from our account into the firet truck fund. That'll be for this year. Bears County Strong Contract. We have that in front of us. Oh, well, before I go to that, the Hikman House sent us a nice thank you letter for our donation to the Hikman House. She did. No, I did not. We got the contract from the Duboce County um strong if you'd like to read it and then decide on how we want to go with that. Well, since we have Dubo County Strong representative here, can you come forward?
Yeah, I was about to make sure. I didn't realize you guys got that already, but yeah, happy to talk about it. Um just want to start, do you guys have any questions outstanding or I can give a little spiel real quick?
Yeah, go ahead. Um, so a lot of good things coming. I'll just focus on kind of what's to come ahead. Everybody's signing their NDA because nothing's really finalized just yet. Um, but happy to to report on a few things. Uh, I think some of the big projects you'll see housing. Uh, we're uh just about to sign contracts with a company called Inc. Codes. They work on zoning codes. Um, I know that's a hot topic now. This is specifically removing barriers to housing. Um, I know we talked today about variances and different things with fences and setbacks, but how do we reduce development costs with the end goal of that project being a pattern book of essentially here's home models and designs and builds that fit the aesthetics of the community. You can choose furniture, fixtures, sidings, bricks, roof, all those things. But it takes out that upfront cost of development. Um, and then it makes it cheaper for developers. It entices them to come in. we can bring them to this board and get them approved ahead of time. Just speeds up development a little bit, but also puts in the community what this board what hopefully the community wants based on your input. Uh but also just reduces some of that burden there. Um the other big thing is a talent attraction campaign that we'll do um coming out here very soon. Uh really aimed to see, you know, how do we support Prairie Farms? How do we support bringing the residents we want here? Uh the jobs we want here, things of that nature. still a lot of that conforming, but also another piece of that being how do we keep people here? How do we take our graduating high school seniors email addresses that they want to give us and say, "Hey, as these things happen, as things happen in the park, as things happen in the county, um you know, the county grew up, Holland grew up, Jasper grew up, Honeyburg grew up, so did you. Here's the reason to come back. Here's things that are happening. Here's how we stay in touch to kind of get that next generation to stay. Um I'll end there. There's kind of two big ones. We do a whole gamut of things, but those are probably the two biggest projects that we'll take on this this calendar year.
Okay. Okay. The the cost of the contract is 185.89. Any discussion on signing the contract? Go ahead. Nope. Nope. Go ahead. [snorts] Definitely in favor of staying sign. I've always agreed to to sign the contracts and the the uh how many years I've been on here now? Six six years. 25 30.
Yeah, maybe [laughter] like it. I really haven't seen much from you all as for the town of Holland. And that's that's money that we can use in the town of Holland for something else. But I mean, I'm reaching out to you now. Not putting you on the spot. uh reach out to you now that we're asking you guys to come in and help help us develop more in our town. We just now got something our community center is going to be getting ready to get built. Um any ideas that you all can help uh with that? Um would be great. Uh but I mean we got a lot of things that we could possibly do in this town, but we need we need help. We need some thanks and some maybe some grants or something like that there. So, I'm I'm reaching out to you right now saying, "Hey, I'm I'm willing to go over this way, but I'll be less likely if I don't see any um help in the future."
Yeah, absolutely. And I you and I spoke briefly. Yes. Last night um need to be better about coming around to these things um and showing up, but yeah, definitely keep me involved and and in the loop of these things or things that you might want to see. Um we're we're going through comprehensive plans with the county and the city and and I know Huntingburg and Holland had one at one point. So, as these projects come up, definitely let us know. Um, I think in years past, there could have been maybe quicker, faster, better opportunities. Um, I know you guys did the patronosity for the park and different things, you know, could we have sped that up by six months if we said, "Hey, have you heard of this program?" instead of waiting those six months, you all heard of it. Um, even just those little things start to matter.
Just like I said, we just we we've always signed this contract, but we don't see don't seem to see you guys until time to sign the contract. Yeah. And I didn't realize those got I didn't mean to throw you under the bus on that. I'm not going to throw my attorney under the bus either, but [laughter] but no, I I would agree. I I will say we're trying to be better visiting with, you know, prairie farms and other industries that that utilize this area because I know that we have one business that shut down across the street over here and that would be great for another business to come into town. Yeah, absolutely.
Yeah. So, I mean, I know you guys got your your thumb on the the the heartbeat of the Dway County knowing what's going on as far as businesses. So, you know, just got to reach out and talk to us because we would love to have that going again. Yep. Okay. Thank you. That was kind of the help too with the whole dumpster thing. You know, that was leased by the highway department and then it got sold and now they were looking for another place. I mean, we have offered the lagoons
as an last edge option. And I knew that Jud had extended the lease till March, and if he's going to do monthtomonth, that might be until they can find something. But, uh, I did have a couple other options, but I'm going to wait now that I talked to Jud to mention those. But, um, so, how do you want to go with the contract? It's stated just like the normal contract we've always had. I read it. There are no changes. Um, do you want to vote on signing the contract? I'll make that motion. I'll second it. All in favor? All in favor? I do have some SS4A changes that I did want to discuss before I go over Pittsburgh tank. I got my information back from Jeff Lashley and he said the way it was evaluated on these markers, we apparently were looking at it the wrong way. They did not they did not explain to us that three was the worst was the most need, not one or two. So, we had to change the numbers to it was looking like they were going to do uh Main Street second to fifth, but actually the one we really really want is Main Street Meridian uh second to South, which is the south side of Main Street.
So, I did change those to the numbers that were required for that. So, they will be getting us that uh we'll be sending them into them. Um, I did talk to John. He filled out one of these two. We just they just didn't explain to us well enough that the numbers because it says condition is 25%, today's screen use is 30%, trips is 15% and community score is 30. But he didn't say three is the most need, one is the least amount of need. He just said for rank them from one to three. Well, I was going from the one we needed the most was one. That's
So anyway, he did explain that to me. We got a requ. But the only quote we got, the second quote was on and it said, "Okay, I was shocked too by the price increase." So, I went too bad for you guys. I'm sending back the estimate right now. My estimator said that they had fat fingered something, so they changed it. It happens. Yeah. But the only thing they changed was on the Holland tank.
Yeah. um you know so and that would made it $23,230 just for that one and the only basic things they were going to do was posting signs electrical ground perform dry exterior clean and replace the vent roof so I don't know we want to wait for a while and just kind of think about it seems like a lot of money yeah still a lot of money too what you're doing I agree hus else because we have the inspection, you know.
We already have the inspection. We have all the pictures. [clears throat] We could have somebody else dry clean it. Yeah. So, I do think that does Honeyburg use somebody else. Pittsburgh as well. Do you have an idea for somebody? Okay. Scott the scuba diver. A dustpan. the shop back. [laughter] How long is the hose on their shop back? How long can you hold your breath? Yeah. And like I said, it didn't give us any kind of recoil on send either. So, you know, I it's so that's an awful lot of money just to have it. Yeah. Because it's been refurbished. Yeah.
So, okay. So, we'll move on to the grip. They did their low meter calibration, which is what they do. No, they haven't done yet. But this is the quote. Yes. The waterline board on East it's completed. We're just waiting on weather and a really good time to hook it up because we're gonna have to shut off pretty much everybody in the rule and stand out. I mean, there'll be a little bit of water, but there'll have to be a water outage for a few hours, right? Therefore, order will follow. So, working with Turkey Farm when it's going to be a good time for them, which I think will be in a couple weeks. So, whenever that gets done, then that one will be completed. Speaking of Oh, I got you. Okay. [laughter] And uh and also [cough and clears throat] I guess I'll jump in that next comments. Yeah.
Yeah. The comments. I gave you guys a quote. Yeah. I didn't see it. Where is it? Oh, in your box. It should be right there right there. Ah, right here. I didn't empty my box again. I was here this morning. I didn't
[laughter] So I would imagine there's going to be a fire protection and stuff on [cough and clears throat] center but that is older lines on there and being how this is going to get turned over to the town after it's completed. I just think it would be a good idea to move that to our next water project. And I didn't even have that one on the list to deal with because because we didn't know we didn't know Yeah. from west to east [clears throat] and we did not know that was AC line and they're they're putting a sprinkler system in and everything. I knew it was AC line because I was moving from the west to replace them. We're trying to replace all the AC lines and that's why we're doing the water projects
and I just being how there's going to be a lot of stuff up to it. Uh, it's going to be one that's going to have to be replaced anyways. I think we ought to maybe cancel out one of our other projects to do that one. Everything's going to get to anyway. Yeah. And I don't want to come back after if it breaks and then we have to redo all the sprinkler systems. He already did the flow test. The flow tests are really good there. Yeah, actually. Really good. [laughter] Very good. That's a quote for that. And that's going to be board That's an open cut. That's an open cut. And see that includes the flowable fill and all that which is a lot.
Did they are they going to give us a quote for a bore a or is a boore going to cost more? I mean history wise does it normally cost more? It really depends. Depends on what it is. I mean the benefit the only good thing about this project is there's nobody on that line section of line. So like we can shut it down and rip it out. And since we're going to have a lot of the this is one of my things with first I thought bore would be the best way simply because of parking lots and stuff but you know with all the traffic and the construction and all that on that we're probably going to have to redo some of the parking lots and stuff anyway once they get done digging and scratching and building there
and since like you said this is being turned over to the town after it's done we want that line good. So, I would like to make a motion that we accept this bid with the condition that if you get one for a board, it's more or less or would you rather do this flowable fill? It's probably still going to be about the same price, won't it? It wouldn't be any less. In the past, I think they're pretty close to the same, aren't they? Ours was at the park. What it would have, you know, to go across the roads and fill and all that for our electric line was cheaper. So much so costly.
Yeah. So there again, I'll make a motion that we accept a bid for 34,375 with the exception that they put not to exceed. Would be nice. I'll second it. All in favor? Um really don't have much update on it. Um, we're we're we're still trying to look at a few things as far as permitting, see if that's legit or not, or they need to repermit. I shouldn't say it's legit. I shouldn't say that. It's uh if they need to do resubmit some permitting and stuff like that. Um, I did go up last Friday to with with Brian up to uh the power plant there in Petersburg and got the tour uh of the batteries. The the problem I had there with those batteries is they are not the same batteries that are going to be at our site out there.
And they told us that that night. Yeah, they told us that that night. But it would really been nice to see something kind of get an idea. These batteries are smaller. You know, they they kind of gave us an idea that it would be like three of the con three of their they had there uh in a ConX which is 20 ft long. But it it would just been for me to kind of get a warm and fuzzy about it would been to see it see the same
see the same thing to kind of understand the process and then I could have asked and Brian could have asked questions that were that would be pertaining to us the town. [clears throat] Um that was that was a I was disappointed in that but overall I mean they were very informative. Um they they they answered our questions. Um but uh I just that was one of the downfalls I thought. Randy, do you have anything to add to that? Peter fire chief was really informative. I was glad he was there. He's been living it for the last three years or so. So yeah, his [clears throat] input was good. That's good.
So that's about that's about all I I got. We're still um we're still looking at a few things see what we can do. um uh went to the council uh Honeyburg council meeting last night um and asked them to go and talk to the commissioners and we should probably do the same thing uh write a letter or individually talk to them uh about um getting zoning in this this county, right?
Because we're not going to stop it at all. Rumor has it that uh well it's not rumor there's to the south of town there's some some individuals that are leasing their ground for solar and u it's within 3 to four miles of of Holland. So here we are now down south and we get more wind from down south than we do from from the west from the west. So um another concern for us. Yeah, it is.
Uh I did contact with uh War County or looked into War County. I shouldn't say contact. I looked into War County. They do have zoning, but it's not specific when it comes to solar, commercial solar. It's uh so um hopefully they can reel it in or whatever they need to do. Talking about in Morgan County, [snorts] south of the Yeah, it's uh Yeah. Yeah. Just south Well, it's not south of the interstate. It's north of the interstate. Well, I can't say that.
Well, it's just a little it's Yeah, I don't know exactly the plot. We don't know that because they won't tell us that. It's part of confident confidentiality. Um but I I have been told of two to two for sure and another possibility and u I'm I'm not willing to put out their names. It's not none of it's not my concern about that. Okay. I shouldn't I shouldn't have to do that. Um but we do have the town. We do have the resolution tonight uh tonight. Um Taylor, would you want to read that for us?
Read it kind of word for word since I think it's you know of a lot of interest to a lot of people. Um so as everyone's aware, the town does not have zoning. So we're not able to, you know, from a legal standpoint regulate anything outside of our our limits. But this is kind of just putting the town's um feelings on paper about this project so that it's it's known to everyone what what the town's stance is on it. So it says whereas the town of Holland is located in close proximity to the proposed AES CrossFine solar one LLC project and its associated utility scale battery energy storage system here and after BESS. Whereas the battery storage system is proposed to be located within approximately two miles of Holland Elementary School and two additional licensed child care centers. And whereas the VESS is proposed to be placed beneath or near FAA protected airspace associated with Huntingburg airport. And whereas utility scale lithium ion battery systems like that battery system proposed by the solar project pose unique public safety concerns including but not limited to thermal runaway, prolonged fires, explosion, toxic plume release, and groundwater contamination. And whereas the battery storage systems proposed proximity to the Huntingburg airport poses added public safety concerns related to glare and reflectivity, smoke interference during battery incidents, thermal plumes, emergency aircraft response routes, and visual flight reference obstruction. And whereas the solar project's proposed area includes wetlands, drainage corridors, and land near municipal water infrastructure, thereby [clears throat] creating potential groundwater contamination risk risks from battery storage system, fire, water runoff or panel debris. And whereas the town of Holland does not possess zoning authority and therefore relies upon Dubo County and the state of Indiana to provide a regulatory oversight and safety review of projects commencing outside the town's limits but within the bounds of Duboce County and located in the state of Indiana. And whereas Duboce
County currently has no countywide zoning plan commission or land use review process capable of evaluating the risks associated with battery storage system infrastructure. And whereas the current lack of emergency response capability, lack of public safety information, and absence of regulatory framework constitute an immediate risk to residents, children, and local first responders in Duboce County. Now, therefore, be it resolved by the town council of the town of Holland, Indiana, that the follow the following is hereby adopted as the town council's policy with regard to the proposed solar projects and battery storage systems placement within the limits of Duboce County and at the proposed location. The town of Holland declares the solar project's battery storage system to pose a significant public safety concern in its current proposed location. The town of Holland respectfully requests the Duboce County Commissioners adopt a temporary public safety moratorum lasting 12 months or less on the construction, installation, and operation of utility scale solar and battery storage system facilities in unincorporated Dubois County. The purpose of the moratorum shall be to allow time for safety studies, emergency response evaluation, and consideration of appropriate county level regulatory measures. Copies of this resolution shall be sent to the Dubois County Commissioners, the Indiana Department of Homeland Security, the Indiana Regulator Utility Regulatory Commission, the Indiana Department of Environmental Management, the Indiana Department of Transportation, and Indiana 15 Regional Planning Commission. Anybody have anything to add to that or to change?

I have one other thing let everybody know. Um and it's on our Facebook page that next week 21st at 5:30 to 7:30 at the Huntingburg Event Center. Uh AES will have anotherformational uh forum there and we recommend or we would like for everybody possible to go there and and uh talk to them. Um give them your your feelings and everything else about you know about it. Whether you're with it or against it, it's totally up to you. But we just would like for you to voice your opinion whether it's which way it is. Okay.
The hanky one is a resolution isn't on the SS4A. Okay. Yeah, it's been so that will need to be amended. Um got me right Steve's comments on that. So I will change that. Um, [clears throat] I can go ahead and draft um, you know, get a line item drafted up, right? Ordinance or resolution drafted up and then we can just wait on the name. Um, the name of the building he he told me yesterday to us Bev and uh, Ron Center. Oh, okay. Yeah, he just text me today. Okay.
This is Bev and Ron. Bev and Ron. be and then run center center. Okay. So yeah, I will get that and that is accepting the restricted donation establishing a special fund known as the Bevon Center fund in the town of Holland and then it gives the amount that is the building is estimated at as being donated to the community. He need I wanted him to have something that he had a copy of and then we had a copy of. Yeah. So when you get that done then you can you can advertise it. Okay.
And um next or and that would be do you want to number them now or do you want to number them later? It's up to you. What would you prefer? Number. Okay. All right. We can do that. So that ordinance since it's an ordinance and not a resolution can we use the same. Do we do that Ray or do we just number like since we have resolution 20261 would this be ordinance 01 or do we do 02 02 02 2602 Okay.
Okay. The next ordinance is the establishment of a new meter maintenance fee for the use of services rendered by municipality waterworks.
Okay. So, that is just an ordinance um establishing that $1 meter maintenance fee um for service locations that are outside the municipal limits of Holland. Um so, we are amending the um chapter 10.04 04 water of the municipal code. Um I've added in that section one monthly water meter maintenance fee of $1 per meter uh per month. Um and then just a couple little changes throughout like I added um just designated that this on page two that that's a service charge. I can't remember what it was before but since we're going to have multiple kind of charges associated I just designated that [clears throat] further. But this is the same as the ordinance that we currently have. I just restated it.
And this is for rural and standal areas. Mhm. Yeah.
Outside of the town limits, right? It's rule and stall. Yeah. Cuz inside Holland, we already have a dollar fee for hydrant fee. So, and [clears throat] it will be on the water bill listed as hydrant fee maintenance or high it'll be listed there and we need six weeks notice to have them put it in Keystone. Okay. So, did PTOA [clears throat] vote on that? No, not the rate increase. This is just simply for the maintenance. I was asking did they did they build voted on the April 1st. April 1st. Okay. Now, April 1st, that's when [clears throat] PTOA is going to vote on their increase in water rate and so is St. Henry. But this is just a separate thing. Correct. So once you do that, then we can go ahead and advertise that. Yes. Ordinance.

I have a line there that says when we want it to take effect. So that's another thing that we need to decide. Well, you you said you need six weeks. Not for that. Not for that. Then we have a motor vehicle inspection fee and fund. [laughter] It's for VIN numbers. Yeah. So that one um Indiana code allows for um or provides that a certificate of title of the vehicle um is not to be accepted by the Bureau of Motor Vehicles unless inspected by among other entities a police officer. Um the code also says that the police officer who makes an inspection is able to collect a fee not to exceed $5. So, this ordinance is just establishing that fee um when either when either our town marshall or deputy town marshals would run a um vehicle search for anyone. So, um yeah, we're just amending chapter 1.03 03 of the Hall Municipal Code to add provisions related to the amount of that fee. Um the creation of a special motor vehicle inspection fund and then um those funds have to be deposited into our law enforcement continuing education fund. Right. So that's just designated.
Yeah. Because we haven't charged before [clears throat] and you know it takes trans time paperwork. So the $5 fee is very Yeah. And that's just set by statute. That's just So, can we suspend the rule on this and go ahead? Okay. I vote that we I would like to make motion that we suspend the rules and go ahead and vote on this. And this would be 20264. I also have a safe streets resolution for the SS4A. We needed a safety plan resolution and Taylor has written that up. I think Jeff got with you on what res issues there. I think that they're going to be here next week or next month. Yes. Um to go over that. So
this would be resolution 05. And I make a motion that we accept this safety action plan um so that we can put that in our file for the SS4. It's required. Second it. All in favor? I. [clears throat] So when you get that done, then we'll just sign it and make a copy of it.
Okay. And then monies concerning a resolution concerning ESS4A comprehensive safety action plan. This is for using the monies that we have. We hadn't had one for Commonwealth.
