Members of Shubh Sandhya Common Council, thank you for giving me the opportunity to speak again about the warming shelter in Mount Hope Lutheran Church tonight. Tonight, I am speaking from my side and from the side of my neighbors and many other neighbors who are not here. We want to make it clear that we do not oppose this intention. We believe that it is the responsibility of our community to help the people who are struggling. Our concern has always been about this place. Last Thursday, I personally talked to many people about the warming shelter provided in Franklin's Back to School Bash. I was surprised that how many people did not know that this was being discussed. After knowing about this, they were clearly concerned and they protested against our place. These are the parents whose children are studying on the right side of the road. They have the right to know what is being provided and they should be given the opportunity to ask questions and express their concerns. Another concern that we are constantly facing is the issue of screening and safety. We have heard that this will be investigated in the future, but we think that the parents need to understand what it means. The screening process is necessary to identify the CCMAs of Wisconsin. C.A.P.E.K. Sarvajanik Aadalti Rekordkul is not like a criminal investigation. Other than this, any person can reach the system without giving a government ID to identify himself or can get representation in it. This raises an important question. How do we know who is actually coming to the shelter? Homelessness is not caused by any particular type of people. This can happen to anyone. Some people may just be going through a bad time. Other people's criminal history, material problems, or other situations that can create challenges in the community living at night. This does not mean that every homeless person should not be told that it is dangerous. It should be accepted that when you bring 40 to 70 people to residential areas at night, many of which are unknown to the residents of the surrounding area, then the city's security policy becomes a clear responsibility. This brings us to another question, which we think should be asked to Parishad. What will the city achieve by approving this proposal? We know that the church will get a hardship fund to run the shelter, but what is the responsibility of the city's development and promotion? If calls for service increase due to shelter, police presence increases, fire or EMS calls increase, traffic concerns, complaints, cleaning or other demands on the city's facilities increase, who will pay for it? Will the presence of the police in the city be enough and will the additional services of the municipality be spent while the fund will be given to the church? If this is the case, then we believe that before proceeding further, the creditors have the right to know this. We also believe that the priest should think about the things outside the four walls of the church. The time of the procession is from 7 pm to 7 am in the church. What will happen when people reach before the shelter opens? When they are asked to leave in the morning, what will happen? Where do you expect them to go? If during the day, there is no clear plan for transportation, employment, food, medical services, accommodation, or other facilities, then we will have to ask whether we are solving homelessness or just taking people from one place to another for 12 hours. And again, we are not worried that these people need help. Our concern is whether this place is suitable for nearby children and the most important, children going to schools nearby. We understand that this proposal may not move forward in the winter of 2026, but we hope that it may come in front of you in 2026. Maybe soon, maybe soon. And we hope that the government will look at this issue carefully. Think about the location. Think about the proximity to the schools. Think about the impact on the residents. Think about the impact. Think about the screening and identification process. Think about the needs of the police and police officers tomorrow. Think about who is responsible for the service. We go there on foot and pass by the church every day. We have seen many incidents of our own. I also work in a school. I need to clarify this. I am not speaking from the district's side. I am speaking personally as an individual and as a person living in the neighbourhood. I just encourage you all that I know that this year is not moving forward, but you should understand the safety of children, schools and possible dangers of lockdown. We have been told everywhere that the people who this church really wants to help, we also want to help them. We understand that they need help, but this is a matter of place, which is not ideal. Wherever they say they can go, the result is that they pass through the school grounds, with which the school is facing past problems. This problem is not going to get better with the arrival of 40 more people. As I said, I have spoken to all the children who study there and no one is worried that they want to help homeless people. I live on 9555 South ADCV Street, which is three blocks away from Franklin Elementary and Mount Hope Lutheran Church. My children went to Franklin and Central High School and we have been living in this community for more than 40 years. I have come to you again to talk about the growing problem of poverty and homelessness in West Dallas. I am a member of Mount Hope Lutheran Church and we had proposed to give a place for a warming shelter at night. This is not Mount Hope's initiative. In fact, this is a new hand-in-hand inter-religious alliance of West Dallas. Many churches are involved in this alliance, which have come together to solve the problem of poverty and homelessness in our city. Other churches were not able to give their place at this time because either they did not have space or the Catholic Church is in the process of selling its buildings and the diocese is not ready to decide a place for a warming shelter, although they can do so in the future. We understand that before making such a proposal, it is necessary to solve the issues related to zoning. Therefore, after talking to our community members, we realized that the time is less and it will be quick to open the shelter at night in this storm. Therefore, we will not apply for a night-time warming shelter this year. However, our advocacy and participation will continue. Today, a few hours ago, I received a copy of this form and I hope that you will also get it soon. This is the document that I have received from the entire Helminger of the West School District. It looks at homeless students. And it contains the data compiled and distributed by the South West Suburban Health Department by the Ministry of Health. It contains information from various community organizations and I hope that you all will get a copy of it. It contains some data about the current situation of homeless people in West Dallas. Full data shows that yes, the problem of homelessness is increasing in West Dallas. One of the stories says that EMS is increasing demand for health, police outreach and cleanliness services, which is a sign of continuously increasing needs. Police department, health department and EMT are getting that due to homelessness in West Dallas, a lot of calls are coming. In the year of 2026, 191 students were identified as those who faced the instability of the voice. Hey, only this data should be the subject of concern. In my opinion, the other two important data are these. In the last year, 85% of homeless people in Milwaukee County were homeless for the first time. I am a member of the Hope Ministries in Mount Hope Lutheran Church, where we have been working with families and individuals for 10 years who do not have a place to stay. Many of these people live in unsafe conditions. They wander from one house to another. They live in hotels. They live in their cars or on the streets. They look for shelter, but there is no one available in West Dallas. There is no place to go to them. They call 211. Milwaukee's shelters are almost always full, especially during the winters. There is no place to go to them. So, they live in unsafe conditions, like that mother who found a dead rat in her 3-year-old child's bed, or that 7-year-old child who suffered a congenital stroke due to contact with a large amount of lead while living there, or that mother who was living in a car with her 3 younger children. She was taking them to a waste-class school every day and was afraid of talking to anyone because she was afraid that her children would be snatched away from her. In Franklin Elementary, we have homeless children. and Central High School. In this community, there are only single youths who are homeless. There are many reasons for being homeless. Yes, some people may have taken wrong decisions, but many people are on the verge of being homeless at the distance of just one incident. Your car breaks down and you have a choice between renting or fixing your car. That's why you rent because you don't want to come on the road. Now you don't have a car, so you can't go to your job. Or some health problem hinders your job and you are fired and now you can't go to work. Or you are avoiding domestic violence. Archbishop Desmond Tutu once said to us, we keep getting out of the river but we never go up to see why they are falling. We need a solution not only in the direction of the flow of the river, but also on the source. We need a solution on the source. More low-income homes, 24-hour open shelters, jobs for people, health care, rental assistance, energy assistance, and low-cost daycare are the resources. But until that happens, we still need temporary services, such as a warming shelter for temporary nights. These people are important to us. They are residents of West Dallas who want to make a living here. We have some amazing community partners and resources. For example, Street Angels. They do amazing work. Amazing. And we thank God for such dedicated people. But should we stop there? Are we satisfied by giving someone the comfort of a sandwich, blanket and sometimes a bucket of water, when they are still forced to live on the streets? This is not enough for me. We need to do more. And now the time has come. I request you to please approve the new zoning laws so that a warming shelter can be built in the west glass and people can be protected in the coldest nights of the year. This will save people's lives. We need those low-level facilities, but I request you to pay attention to the basic reasons. Thank you. Thank you. My name is Jeff Poore and I have been living on KC South 86th Street since 1991. I am very familiar with this neighborhood and I oppose the plans that are being implemented by the church. My main concern is that people are brought in at 7 in the evening and left at 7 in the morning. I ran into a church gathering and we got the answer that if there are women and children, then they have their parents or home to go to during the day. What changes in the night? This is my concern, Janakta. Along with this, there is also the fact that they are going to get up to $50,000. They are staying here in the West Dallas. I am sure that in $50,000, they can be taken on rent for the winter months. So that they can stay anywhere for 24 hours a day, not just from 7 am to 7 am. But she walks from our house to there. She had to pass through that area. What will these homeless people do during the day? This is a matter of great concern. Will the same situation happen in the church as in the park and ride of Holt Avenue? This worries me a lot. But just because we are opposing it does not mean that we are not Christians. I am a Christian. I believe in the Church. I believe that the Church is a shelter. A shelter should remain open for 24 hours, not until 7 a.m. to 7 a.m. so that $50,000 can be earned. I live on 8037 West Beach Street.

I have been a resident of West Dallas and its neighbors for more than 20 years. It is a very quiet area and I oppose the warming shelter on the site. To put it bluntly, it is a security concern. The people who are supporting it are repeatedly saying that there is no problem with homeless people. I am not saying that everyone is like that. But we have a West Dallas loan. The book is now being published as a warming and cooling center. If you look at the report of the Library Board, there are many problems happening there due to homeless people. Whether it is a fight or a fight, drug use, drug addiction, or the harassment of people and workers, Now, do we want to bring such a situation here? I am not saying that everyone is homeless, but some such people will come to a quiet area, which is near the primary school. And as the first people said, they will come out at 7 in the morning and they will be near the children's school. And I really feel that this is inappropriate. So I insist that if zoning is being considered right now, then every member of Parishad should consider not to build a warming shelter at least 200 feet from the primary school so that safety can be ensured.
