Hello. My name is Scott Airheart and I reside at 52 804 Norwoods, Hannibal, Missouri. Um, and I'm here today to uh give you guys an update on where we're at with our our project uh our TIFF project, Cameron Common Tiff. I'm joined today with Laura Lashley who's with D2 and she takes care of the numbers, financials, and the the TIFF related nuances of the project. Um, and on this presentation I got for you guys is the goals and objectives of of the project is to develop a challenging piece of property. You guys have been out there and seen the the quadrant between um I I 35 and Highway 36 there. It's a lot of undilations, couple waterways to navigate and our our design is to uh construct a ring road around that property in order to uh develop lots for commercial development. Uh so we we we want to provide a quality business establishments at the doorstep of the city. Uh we want to provide an environment for a sit-down restaurant and we provide a nesting for for a quality hotel. our our main my main focus of business is hotels. Um you know developing land is kind of a kind of an offspring or side s side shoot to that. Uh we are we are proven developers that that can get the job done. And one thing I want to stress is that any of the issuance of tiff bonds are not city obligation bonds. They're there's totally the burden of the developer and that would be that would be me. So uh on [clears throat] the third page there you'll see the boundary of the uh tip is is that purple area there and uh you know you it shows kind of the waterways there that need to be navigated and it doesn't really show a true picture of the elevation changes there but there's pretty pretty extreme

elevation changes that need to be conquered. Uh so the site issues are accessibility and the significant grading issues and utilities whether it be storm water electric uh throughout the site there to the different different pads. Uh so this is kind of a conceptual site plan of what we have designed. So comes with a mix of different retail businesses in this environment. But we feel like uh the visibility off of I35 uh and the connectivity to that near the overpass and we can bring in some some quality businesses here to the community and we feel like we can do a quality job of doing that. So um the site layout there shows um the listing of what we've seen that would would be in this development. So, a convenience store, the uh and one thing Patrick pointed out is, you know, it's not two restaurants really. It's it's a lot two would be a restaurant about the size of a 12,000 square foot. Uh a hotel would be um in that third lot. The fourth lot would be a sit down restaurant. Uh, one thing I might stress is, you know, we we we like sat sit down restaurants and we ideally would love to guarantee that one would be part of this package, but since we aren't the sit down restaurant operators be tough for us to commit to the sitdown restaurant would be part of this, but we definitely want to create a nesting for that that sit down restaurant so that uh we could get one as part of this development. Um, a couple other drive-thru restaurant spots. And then, uh, seven and eight would be, you know, your your bigger retail areas. And we feel like having that visibility for those retail areas is pretty pretty key to getting them pulled off the highway and and those

shoppers knowing that they would be close to uh accessible to uh to the the businesses and things. So, the current area is we're we're pretty much a green space. um not much developed there and we would like to see that enhanced, but it gives you an idea of what you you would see from the interstate from the highway. Um then there's a couple other different aerial views. This will be one uh coming down Bob Griffith Road, which um you know, I want to congratulate the city on getting and passing the the current SID that's that's there for Bob Griffith. uh some of these businesses would be in that SID and they would help contribute to the the the SID payoff there that that you guys just getting going on. So, congratulations on that. Um then we got you know the now versus the future type of thing. And this on the future one that would be one a view of point of coming down from um from the north heading south on I35 see the big box retailers first and then and the restaurants. So why a tip? Uh a tip does not take away the base. Uh the base is always there. tip only pulls down incremental value. Um the public infrastructure is needed to make this project happen. You know, we there's not accessibility to a lot of these lots. Um it needs to have roads and utilities. And then and the other thing is developers on the hook. So um you know the city's not really responsible for any of the debt service. Uh we'd appreciate your support on this project and um the next steps are that we would need to get in front of the tiff commission. You guys have a have a tip

Well, that's what I thought that get that established and then there's less aesthetic for them. They wouldn't think that that was Well, and Scott, you want might want to bring up your conversation with MDOT about trading off trading off some spots about moving that commuter lot farther away, opening up that area in the front.

Yeah, we we we've made it a couple different stabs at that and I think uh most recently I think they're they showed some interest in in moving that and that could you know that that commuter lot. Can we make that part of this development in in a spot uh to to make it where it pulls it away from the main intersection there? It gives you the ability to improve a gravel lot into something that could be, you know, better developed and still have the commuter parking but just move it back. Who owns a lot? The state. That's a nasty line. I mean, just to look at something attractive or welcome to Cameron.

Yeah. I think once once this u your your sit improvements at that intersection, I think the entrance to that commuter parking is going to be it's kind of like the failed entrance. If somebody coming in uh would want to be turning in there and back traffic into the intersection. So mod finally realizing this that something needs to happen. So we're we're open to working with Yes. Where would they put it? Uh well, it would kind of be up to MODOT, but we could incorporate. But you said you they considered moving it back. If you look at our site design there

Um Juliana and Michelle have uh submitted the documents to reapply for their seats. I I don't know if Jennifer um termed out. They do have term limits um on the library board or she just you know was no longer interested in serving. Um there were um three people who applied for that empty seat. Those are in your packet. And at the last uh library board meeting um the library board recommended the reappoint of Miss Art and Miss Roach and also appointing Miss Brett Bula [clears throat] to the library board. And if there are no objection, those will be on the next agenda for decision. All right. Um, [clears throat] also we did receive one resume for the interim council seat. Um, I did distribute that. You should have that in front of you from Rob's work. The, uh, date, the deadline for that in my advertisement is this coming Wednesday or Thursday. Mayor, council, thank you. Um I spoke with Robbie today. Um he's installing the cabling at city hall. It's the uh cast 6 cable. Um he's done a pretty good job over there. He'll be done tomorrow with it is what he told me. Um they've got everything ran to uh all the stations that uh had it previously. So uh that should be uh sealed up tomorrow afternoon. Um I talked with TAD. The fire suppression system should be installed sometime in the middle of November. And uh we're still in a holding pattern with PST on phase two with city hall. Um so at this point nothing's being done over there. Uh, so we're in a holding pattern. Third Street Buildings, um, again, they've been given the green light by DNR. The 10-day waiting period to elapse. Um, demolition should begin any day. They do have I talked to Jason uh today. They've got some folks up there that they're working on taking a roof off of that West building, the old Vision Center building. And he did say that they will most likely be moving equipment in Friday. say they haven't even mobilized yet,

Bill 2025-34, an ordinance approving a service agreement between the Cameron Fire Protection District and the city of Cameron, Missouri to provide fire protection and emergency services outside the Cameron city limits. Thank you. Um this is the annual service agreement between Cameron Rural Fire Protection District and the city of Cameron. Uh it's a yearly uh agreement uh for 2022. Um it it encompasses u basically 144 square miles outside of the city limits of Cameron providing fire services, fire and emergency services total um for that area. Um and again [clears throat] to pay for that the rural fire district is a tax imity. Uh they pay the city of Cameron 60% of their income uh to the city of Cameron right on off the top. 40% of it which they hold actually

uh is money that that they uh spend for the fire department uh buying equipment. Uh in the end the city of Cameron gets 100% of that money from the rule. Um so um it's it's a good um program for both entities, the rural and the city. Uh it's given the fire department the opportunity to buy equipment over time that we would not have had the opportunity to have done because cost factors. So um I would see no no nothing changes. That's the same year to year and other than the money kind of goes up just a little bit more every year. So, and it's a it's a property tax. So, property taxes in the rural is actually on an incline every year. I've never seen it.

It's Yeah, it's been a good partnership to say the least. Is there an reason? Do we have like a legal reason that we have to do it yearly instead of just saying, "Hey, let's do a fiveyear plan or a 10-year plan." So that just to make it I'm just curious. So some of it's going to be annual appropriation. Uh the Cameron Fire Protection District is its own political subdivision. So some sort of five-year rule would always have to be subject to annual appropriation. So I'm guessing that as part of this just knowing the time of year that it comes up that part of it is yearly just due to okay we've agreed here's what it is one year now it's in our budget now we appropriate it where you could do a five-year one but it would always be subject to them deciding not to annually appropriate the amount. So I think the one year is just cleaner from a just management perspective. I think it's seems like extra paperwork, but luckily Mike has kind of gotten it figured out with them to the point where it's the same contract every year.

We just have to provide insurance. So, every July when our insurance renews, we provide them a new certificate of insurance. So, we have insurance on it. Um, when I contacted them this time, they the the gentleman who's doing doing it now, who's different than I dealt with five years ago, said that a license was more appropriate than a lease and it's a license is for 10 years and so that we don't have to come back and do this again for 10 years. Um, we're going to do a license. [clears throat] What are we insuring it against? Um, against damage to MODOT ground because it's MDOT's ground. No, I mean that's what I thought.

We are granting them a license to utilize the property for the purposes necessary. And then here I would say that the insurance part of it is making sure that we don't damage MDOT ground and this sign is pretty significantly far away from active roadway. I I would assume that in part to answer Councilman Carr's question a little bit. Part of the insurance is just in case somebody lost control of their car was driving and ended up in that area where our sign is and they hit our sign that we would be the ones that would end up involved with that potential litigation.

discussion. I'm Michaela Smith. I'm the retail banking officer for BTC Bank and I work out of our Bethany office. And this is Lissa Pendleton. Kim actually came up and visited with you previously. Um she's our market president here in Cameron over both of the branches that we have here. Um and we are the um depository institution for the city of Cameron and we do um have to cover everything. FDIC insurance. We'll use securities of the bank um or we'll use a federal home loan bank um letter of credit to make sure that all the city funds are in in essence secure. Um and so we have been using the Entriy network for several years now um with other public funds that we've worked with and we use those as a sweep account. So you always have access to your money every single day. It's just another opportunity for us to use this network um to make sure that that FDIC insurance coverage is there for all of the the deposits. And I apologize, the ENTI network is a it's a network of hundreds of banks across the United States. Um so we place funds at the different banks under that FDIC limit. It's all organized um and set out for you in a in a monthly statement. uh daily access and um just really does this the same thing um and it works well for us at the bank. So we would like to be able to to utilize that um for your accounts

and in return we'll get a little bit higher interest on our deposits and we'll get even higher amount on the amount that's been swept out. So the the higher amount that was in your note that we have there that was in talking about the Cedars amount. So we have the insured cash sweep which is more of like a money market account that we we move the money back and forth um and and have that higher interest rate. Um if there is idle funds or funds that you know might be we're not going to need this for 30 days then we essentially put them into a CD account. Um, and so the CDs, you know, our 90-day CD right now is at 3.99 for the annual percentage yield. So, we can increase that where you're making 0.15 on your money right now with us. So, um, definitely getting you a lot of interest in return in order to to use this.

Um, and so the the sweep account just automatically moves that money over and so it's always um FDIC insured and we're not missing anything if there's a large deposit that comes in, you know, from a from a tax payer. And that's so if if this large sum whatever sum that is this large sum comes in it's over 250 you're going to send it out to the uh what did you

So the the MOSIP and I think I think it's MO cap with like school districts, they they have those functions, but it's not necessarily reciprocating and keeping money in the community. Um they are really good interest rates, but it is, you know, a different type of program. Whereas this the money is really always staying in the community. And you're saying right now we're at about 1% on the sweep account.

It's getting up an hour starting to cause maintenance issues. So, and this also will declare that uh old excavator a surplus to sell it off cost.

So they're they're starting to die a pretty good clip. Uh, also we're working on our fall tree trimming and still got several new construction projects that we're getting utilities hooked up to. Uh, water department, they've had still several more water main breaks. Uh, I'm sure you've seen we have a blow advisory out for we had a leak at between 5th and 6th on Malberry over the weekend and also had one Friday out off I35 out in the timber an old water district line that we took ownership of years ago. Oh, I will give you an update on the uh the pipeline to discuss. They've got the 12 inch tiein done. Uh they've got the 6 inch tie in back to the nursing home done. All that's left is one more 6inch tie in going to Enzy Trace, which they've got dug out and ready to cut into tomorrow and then tie back to the 16inch uh pipeline. So that should all be done by the end of the day tomorrow hopefully as long as everything goes well. So all that'll be left at that point is for us to get our power to run down to the the vault and get the SCADA system installed on it. Uh utility services who is our our um has our maintenance contract on all our water towers is going to be here tomorrow morning to to start repairing that and they'll have to weld a patch inside, repaint, disinfect and refill the tower. So that'll probably be at least a week process there. The tower has been out of service since since we found the leak. Doesn't cause any other issues around town. We're able to maintain with any tower one tower out of service. So, uh, the tower was was repainted in the summer of [clears throat] 204 [snorts] and it has a a annual inspection. Every other year it's drained and inspected and then the off year is just a visual inspection. So, it was inspected about three months ago. So, this is just a thin spot that finally popped inside. I went up at night, which is you don't do because I heard water running and it was windy and I walked underneath there and I was on the sidewalk. All of a sudden, boom.
