Some minor corrections are needed. there is one outstanding issue with the variance request dead end street shall not exceed 500 feet in length the stated hardship is the required regional sewer pump station and wetlands necessitated in this unique location necessitated the longer distance staff comments are that the dead end road is approximately 100 feet longer than is permissible the combination of locating a regional sewer pumps and the presence of wetlands are unique to this location staff recommends approval of this variance with the inclusion of an additional pedestrian connection between hazelton drive and chambers bay drive this has been provided and the stated hardship is valid it is unique to this location does not undermine the intent of the code staff recommends approval of the plat with the variance but i didn't want to speak to this item

derek dyson 106 chapman drive i'd intended to hurt all your feelings and only address chris crowell with regard to this but he's probably off somewhere projectile puking i'm going to ask some questions that do not need an answer first question is this is called meadow side should it not be called interstate side rather than meadow side there's blue lines on this property so i'm gonna guess that all that water will be taken care of in part by increasing the density on the acreage so i'm guessing it's somewhere around six houses an acre or more all said and done so i was wondering how many trees per acre there were going to be in this development my guess is about none then there's another property adjacent to this above it which will be developed in the future exactly like this i'm sure this property will be the first property on the interstate gateway going through lebanon tennessee that makes the city of lebanon look like you're going through new jersey this should have been an sp which was where i was going to have some fun with with chris because he at one time attempted that for me the good news is richland a company has this it says a revision of the site plan i don't know how it's a revision when it's new business and richland hasn't had it very long but i'm happy that richland has it rather than prior ownership anybody else want to speak if not we'll bring it to planning commission motion to approve second motion is made and seconded to approve any discussion

And to the south as suburban commercial and university campus. The properties to the north and east are indicated as mixed housing and to the south and west as mixed housing and university campus on the future land use plan. This property is indicated as mixed housing on the future land use plan, which would support this rezoning request. Staff recommends approval of this rezoning request as it follows the mixed housing future land use plan designation for this area. This is a recommendation to city council. The expected city council readings for this and all subsequent ordinances are as follows. First reading and public hearing are September 1st and second reading is September 15th. There is a scoring sheet in your packet for this item and this for the rezoning and it scored an 82. So that is basically because the proposed zoning is consistent with the surrounding area and the request follows the future land use plan.

The properties to the north and east are zoned as commercial mixed use and A1 in the county. to the south as R1 and C3 in the county, and to the west as an SP and A1 in the county. This property is indicated as CI, which is interchange commercial on the future land use plan, which would support this rezoning request. this is a request for annexation and to add 4.84 acres and zoning to 6829 lebanon road sp this request follows the future land use of ci interchange commercial and replicates the adjacent existing 6879 and 6905 lebanon road sp there are no future development plans for this parcel Staff recommends approval of this annexation request because it follows the future land use plan and creates a larger commercial district here with uses that will benefit the city and the surrounding neighborhood. This is a recommendation of city council. There is an SP form. that they filled out, it does follow the CI, the interchange commercial. It allows for financial consulting and administrative, food and beverage services, general business and communication services, general personal services, general retail trade, medical and professional services but they also prohibited the same uses as the adjacent sp so tattoo parlors convenience markets including gasoline sales any use not specifically allowed above drive-through restaurants are prohibited bail bonding tobacco products and shops liquor stores beer wine distilled alcohol beverage sales They also changed one of the bulk standards for maximum building height. They decreased it to three stories from five stories from the interchange commercial district. And there's also a scoring sheet for this and it scored a 75. And that's just due to the proposed zoning is consistent with the future land use plan and the commercial benefits would be welcome in this area.

New business item number eight is a request by staff for zoning code amendment approval to Title 14, Chapter 5, Section 122822 to permit requests for single-family and two-family lots established prior to September 5, 2017, pushing to expand their driveways beyond 18 feet wide of the property line to be reviewed and approved administratively. Before that date, there was different rules regarding parking. A lot of the requests that the BZA is getting for driveway with extensions are coming from those developments that were approved before that date. They still have to ask for that. They will need their HOA to approve it first. Then they can go through a staff approval process instead of having to appeal to the board of zoning appeals to go beyond 18 feet wide. And that's a recommendation to city council.

This will add some standards that they'd have to meet if one of those were to apply here in the city. That's a recommendation to City Council.
