Bridget King, 1473 Kitson Street, also uh on the Tree Advisory Commission. and my comments um are about Arbor Day and uh hopefully gonna be seen by some asynchronous viewers later. I know people who get up on Sunday morning and watch the city council meeting. Um so uh tonight we will read our uh Arbor Day proclamation and I just want to say a few words about the importance of our trees. I moved here in the 1990s along with a couple other people and uh there were a few model homes and uh we took the risk and moved into the plan yet to be built for the promise of a treed and walkable community. Mainly I moved here because treeline streets where I'd come from and what I envisioned would be pretty aesthetically pleasing. um now maybe you didn't move here um for pretty trees treed streetscapes and access to the trails and trees might even annoy you uh and they have maintenance costs but um as I've gone along on this journey our understanding today of our city trees uh or urban forest is vastly different um these three decades on from the 1990s. Uh and bringing this nature into our cities keeps us healthier, inspires us to be more physically active, reduces stress and risks of chronic diseases. And even schools surrounded by trees see a more positive impact on performance.
Trees also increase um the amount of play outside for kids and our own likelihood of gathering and meeting in communal spaces outside which strengthens our social ties and that's that feeling of community that that our residents often cite about why they live here. Practically, trees boost the market value of your home, are associated with reduced crime, and help us manage storm water runoff, and they'll keep us cool as the climate continues to warm. Haven't even gone into nature and the natural environment. That's just the practicals. So, on behalf of your DuPont Tree Advisory Commission, uh I ask you to join us, uh especially if you're watching this on Sunday, uh and you weren't here, um but join us in valuing our trees and their quiet contribution to our daily lives that make our city exactly what we wanted it to be. Thank you.
Anyone else? Carol Eastep 2470 Arnold Street. Um, I'm here this evening to honor and recognize Sam Jalos, a World War II veteran and DuPont resident of 23 years. US Navy seaman first class Samuel Jalos served on the USS Texas battleship as a gunner seeing duty at Okinawa, Ewima, North Africa, Normandy, Cherborg, and South France. Sam was the grand marshall of the DuPont Fourth of July parade in 2022 and for years has been the greeter of the Fourth of July pancake breakfast. On Thursday, April 23rd, 2026, Sam will celebrate his 100th birthday with DuPont friends and neighbors at the Presbyterian Church, 502 Barksdale Avenue in the basement meeting room between the hours of 1 and 3. We invite all of you to come wish him a happy 100th birthday. Thank him for his service and for being a good citizen. Oh, okay. We'll try again. Um, my name is Steve Kern. Uh, I live in 9645 Regency Loop down in Olympia and but I'm a small business owner here in DuPont. I'm here to um express appreciation but also a little bit of sadness because I understand that Barbara Kincaid is going to be uh leaving the city very very shortly. And uh I can tell you that as a small business owner, I interacted with her right off the bat because she used to be kind of the planning director for the town before she became the uh public works director. And uh she has a cand do attitude. She's been very helpful, pro business, not to the extent that she ignores the law, but she is very helpful. And um and one of the most recent signs of her being helpful is that she ended up pushing forward a series of uh modifications to the city code to bring it more in line with an RCW that was passed back in 2009 at the Washington State Legislature, which involved uh kind of enhancing electrification so that uh EV vehicles would be able to access charging facilities here in this town. So, she's there was there's one part of it that directly helps me because we have a uh an offer on the table for a high-speed charging station to Gwen up at Barksdale station and u they've done all the homework with Pugesan electricity and so forth, but there was one part of the old city code that didn't really line up with the intent of state law. And so she's made changes which bring that aspect of DuPont's code fully in line with state law. That's just one example of how she's been uh helpful for businesses. So uh apparently Department of Commerce is going to get a great new employee. I'm
sorry to see that she's leaving. She's been a really breath of fresh air in that in that department since uh since the three or four years that she's been here. So that's all I have to say. And we have a proclamation tonight. Whereas in 1872, the Nebraska Board of Agriculture established a special day to be set aside for the planting of trees. And whereas this holiday called Arbor Day was first observed with the planting of more than a million trees in Nebraska. And whereas Arbor Day is now observed throughout the nation and the world. And whereas trees can be a solution to combating climate change by reducing the erosion of our precious top soil by wind and water, cutting heating and cooling costs, moderating the temperature, cleaning the air, producing life-giving oxygen, and providing habitat for wildlife. And whereas trees are a renewable resource, giving us paper, wood for our homes, fuel for our fires, and countless other wood products. And whereas trees in our city increase property values, enhance the economic vitality of business areas, and beautify our community. And whereas trees, wherever they are planted, are a source of joy and spiritual renewal. Whereas the city of Dupont and the Daughters of the American Revolution Chloe Clark chapter will be holding a Liberty Tree planting ceremony at 1 p.m. on April 19th, 2026 at Ross Plaza, 1500 Ross Plaza Loop in Dupont. Now therefore, be it resolved that I, Ronald J. Frederick, mayor of the city of DuPont, Washington, do hereby proclaim April 24th, 2026, as Arbor Day in the city of DuPont and urge all citizens to
celebrate Arbor Day by supporting efforts to plant trees and protect our woodlands. And Bridget, uh, Bridget, you can come on up for a photo op. We'll get one with the counselor. There you go. Perfect. Everybody come on down. My hair is like crazy.

I oppose. Very good. That resolution is approved. Next, we have item 8.2, resolution number 26-012, awarding the street light improvements as part of the systemic pedestrians safety improvement project. And we have uh Gus Lim here tonight to bring that forward. Go ahead, Gus.
All right. Thank you, Mr. Mayor. Um Miss Mir, if you can bring up the the graphics uh related to um uh locations of these uh street lights. So, this is a third contract um uh in in as a companion to the earlier contracts that are awarded at the last city council meeting. At our last city council meeting, uh it was awarded the construction contract and then the construction management and inspection contract. This piece is two of the sites will have uh increased street lights. And the reason why we're going with Puja Sound Energy is because uh citywide uh Puja Sound Energy uh essentially operates and owns all the street lights. So it it it just made sense that uh we contract uh through them. The this graphic that you see here is probably a graphic that that I've shown at the last location uh the last city council meeting that shows the eight locations. The two locations where the street lights will be is going to be on Hoffman Hill near Pacwood and the other one is going to be at uh Bob's Hollow Lane and Ren. This the two uh locations that have the uh rectangular rapid flashing beacons. You what we have on that graphic is the red circles. Uh if you can go to the next slide, please. Uh the rectangular rapid flashing beacon looks like this. You probably seen it in other locations. uh pedestrian uh touches the button and it flashes and alerts motorists that someone is in the crosswalk. Uh next slide please. So this is the location of the uh Hoffman Hill uh trail crossing near Pacwood. Uh the what I what I show there is the red uh circle would be the new street light that'll be installed. The dashed red circle is we're relocating uh an existing street light to be closer to that crosswalk location.
Uh next slide, please. And then this location is Ren Road and Bob's Hollow Lane. This is near uh or at the corner of uh Pioneer Middle School and Powder Works Park. Uh the two red triangles are existing street lights that will remain the same there. I just want to show it uh there. And then the new street lights are more on the powder works park side uh shown in the red circles uh from there. And um and that's it for the presentations on this one. this mirror. Um in this uh package that you have with you is essentially a proposal uh from Pua Sound Energy uh for the tune of 80,367 to install um uh essentially three new street lights and the relocation of one use street light as a partner or companion project uh for the u uh systemic pedestrian safety uh improvement project. And that's all I have on on this topic. Uh subject to any questions that you have. And

Oppos. That resolution has passed. The next one is item 8.3, a resolution number 26-013, awarding the construction contract for Center Drive overlay. This is uh phase 4 A. Um, Goss Limb, go ahead. It's your pay your uh floor again.
Okay. Thank you, Mr. Mayor. Uh, Miss Mir, if you can show that one graphic of uh Center Drive 4 A4B for me. So, just to lay a little bit of a groundwork that that we have for you tonight. There are three different packages, but I essentially made them as if they're standalone. So, you'll see repeating uh similar graphics that are within there. And I'll talk a little bit about the uh just a recap of the history. How did we get here and then where are we now? Uh at this point the um uh the the what you see up there is the same graphic will be in each of the packages. Uh this is just a recap um uh if if uh or a memory jog just to explain which parts are 4 A and which parts are 4B. Uh 4 A essentially is on Center Drive going from Powerline Road all the way to Palisad Boulevard. And then uh 4B is going from Palis starting off from Palisad Boulevard all the way to Concaid Street. And the scope of this work is essentially a grind and overlay. We're going to take off the top 2 in of existing asphalt. Uh put in new asphalt uh in its place. Um where we have pedestrian um uh uh ramps at uh each each of the intersections, we'll improve those ramps uh to meet ADA standards. And then where we have the uh pedestrian push buttons, we will essentially uh relocate those push buttons so that it's uh closer uh to the point of departure. and also replace those uh uh uh signal devices. Um so it's it's more of the modern LED t style. Uh what's will also happen in the scope is essentially besides the paving will be the striping and the redoing of the traffic control metal loops uh that you see uh in the ground there. We had gotten these funds uh grant funds from the transportation
improvement board. Um we're very fortunate that came in uh right around November of 2025 time frame. At that time 4A we had received federal aid funds uh from Washington from Washington DOT for 4A. So that design was done but we also recognized once we got the funds for uh transportation improvement board uh that provided design funds for 4B and the construction for 4B as well as the construction for 4A. So in that process uh the same team that designed 4A we took we took uh it was it was the advantage for the city to essentially have the same design team do 4B. There's a lot of duplicative type efforts in the plans and the and the project specs and then um uh made that the design effort uh that was in there. We had a bid opening um uh just at the end of March and uh we essentially had uh for both of these projects uh four four biders. Uh we had four biders for each of the projects. It's it's all the major paving companies that we expected. In your packet has the what we call the bid tabulation that shows the specific prices that each of these um entities competed in. We're very fortunate. uh we did have the lowest responsive responsible bidder uh essentially uh win uh both 4 A and 4B and why that's important is because then that company can essentially pursue the uh the work almost as a single as as a single uh uh project where it could be consistent uh between 4 A and 4B. Uh we have in there uh inside your packet of the the dollar value which is also significant. It's it's actually less than the engineers estimate and that's always our uh you know last time I was here uh the engineers estimate was always like the low bid uh in this process. We're now at
a very fortunate time frame where the engineers estimates like the high bid um in there. So um uh doing a recap for all of them um because they're all consistent in there. Uh, Miles Resources uh was the lowest responsive responsible bidder for 4A. Uh, that amount was at $663 and 700,000. Uh, the intention is to my recommendation is to award uh in this city council meeting. Um, and then once that is done, we can move forward with a pre-construction meeting and then uh set up a schedule uh for um the construction of this. I don't know when the construction will happen, but we put in the contract specs to essentially do this during the summer months cuz my intention is we do this work as soon as Pioneer Middle School is out of class and but before the start of class. So, we specifically had in there um uh no earlier than June 13th and no later than September the 2nd to to give us that window that's within there. So, um, at this point, uh, uh, I'm recommending we award to Miles Resources for $663,000 and, uh, $77, $77. uh and will be able to pursue T uh TIB reimbursement, transportation improvement board reimbursement on 4A, 4B and also with the third package which is the uh um uh uh the the construction inspection and management that we'll get to much later here. So for 4 A, I do recommend um uh awarding to Miles Resources. Thank you. Uh

Uh, thank you, Mr. Mayor. Uh, basically the same history. I'm not going to recap it again other than the price is slightly different because the distance is different and the and the um uh um uh the curb ramps are also different, but this will also go intended to award to the lowest responsive responsible bidder of Miles Resources for $568,820,000. Yeah. Just briefly, while I'm very much in favor of these projects, I just want everybody to know that um this is really drawing down our sources of funding for uh our streets and for uh our transportation benefit district. I think we're we're going to be really low in those accounts. And with our upcoming um plan on improving all of our roads in the next 10 years, I think this is something that we we need to keep our funding in consideration moving forward. So, but I fully support these. Thank you.

Moving on, item 8.5, resolution number 26-015, awarding an engineering services contract for construction for Center Drive overlay phase 4 A and 4B. Uh, Mr. Lim, any further comments on this?
Uh, thank you, Mr. Mayor. Uh, I think that just as as part of the earlier recap, the first two were for the construction contract. This is a companion project for essentially construction management and inspection. So we had a great opportunity where the same design team that designed both 4A and 4B are now going to be the people that make sure it gets uh executed as planned uh as part of the construction management and inspection portion. Uh that amount is for 152, uh276 which is all refundable through transportation improvement board at the um at the rate that we've established. Um, and I do recommend we award to David Evansson Associates uh for that amount for uh construction management and inspection. Thank you,

Um, this comment applies to all three of the resolutions we're working on. I just want to say excellent work. you went out, you got a lot of grant money. You've kept us posted all along the way. I know that Barb's been part of that process, too. Thanks. Um, thanks for making this happen. I do concur with Council Member Elliot in the back of our mind. We all need to be aware this is a cost share, and that means we're paying for 20% for both of these. But, uh, I agree with her that we need to move forward. I just want to take a moment to say thanks for putting this together on behalf of our taxpayers. Any additional comments from the council? Seeing none, I'll call for the vote. Uh this is ordinance number 26-1168 regarding electric vehicles in the city of DuPont. This is the second reading and director concaid will uh cover any information we have on this.
Thank you, Mayor Councel. So, second reading, first reading on this ordinance was on March 24th. And uh what this would do if if approved is amend um various sections of the DuPont Municipal Code in title 25, specifically 2510, the definitions. um they need to be amended uh to bring them um consistent with uh the state definitions for electric vehicle infrastructure. Um and 2525 is our commercial zone, our commercial uh district, 2527 community business district, the mixeduse districts, and 2535 and 2536. Those currently in our code allow electric vehicle infrastructure as an accessory use. However, um this code uh amendment would change the uh the use to be a primary use for your fast charging um electric vehicle infrastructure in those zones. Um, I think about it like um kind of our our new age gasoline station where you wouldn't expect a fueling station to be an accessory use um today. Nor um does it make sense or fit the intent of the legislature for electric vehicle infrastructure on these rapid charging stations to be accessory to something else. So that's where where you see those tweaks in uh the DuPont Municipal Code in those sections. Uh we had to go back with 2558 which is the old Fort Lake sub area and change that table because um when we did the old Fort Lake sub area we hadn't quite gotten to this uh discovery of of how the electric vehicle infrastructure was just not quite consistent with the with the legislaturator's intent. And so we we changed it to make it consistent so
that across these different uh types of land use designations you would see the same um provision where it's uh allowed as primary use in certain areas and then um not not allowed in in residential for example um or conditional accessory uses. So we we changed that table in uh 2558 to make it consistent with the rest of the code sections. And then 25126 is the actual chapter for electric vehicle infrastructure. So there's some tweaks in that as well. And again, it's all um a whole package of looking at these different chapters in our DuPont Municipal Code and making sure that they all align and are consistent internally. Um with that, I'm happy to answer questions.

I know she's very sad about that, but uh I just wanted to express my deep appreciation for the work you've done on behalf of the city. You've done excellent work. You've put up a lot of stuff. It was a hard job and uh I wish you all the best in your continuing endeavors and thank you so much for all your efforts.

Yeah, I too want to thank Barb. Um, we've worked together since you first came and we've not always agreed on everything, but you were always there to listen and to talk things through, for which I'm very grateful. And you've been very supportive of of our community and businesses, too, which is good. Um, and just thank you for for always being there because I feel like you were here at 8:00 in the morning and you didn't leave until 10 o'clock at night. So, you put in a lot of hard hours. Thank you. Um, and I have one other thing I'd like to say is um, I want to thank everybody who's been writing the council about um, parking, the storage of vehicles on our streets. And I want people to know that there's a draft ordinance that will be coming before the council on our April 28th meeting. Um, and uh, council member Winkler and I have been working with our city attorney, the police chief, and the mayor on this draft ordinance. So, I hope people come and express their thoughts about that and um anyway, just want to give people a heads up on that. So, thank you,

Yeah, just so so it's opening day in um in Dupont for our youth baseball and softball programs um on Saturday the um the 18th at 9:00 a.m. So, uh we if anybody would like to come out that great. I think a lot of the council members are going to come out there and if if if nothing else to at least see the mayor throw out the first pitch, see if he can make it over the plate in the rain. In the rain. Um and then also just the third I guess so far on you, Barb, you've been a consmate professional and um you know, we're sad to see you leave, but uh uh thank you for all you did for our our city.
Council member Theor. Barb, I just wanted to say thank you because we also worked in my previous uh volunteer work as a planning commission and uh we worked four years together. Biggest two things were done during that time. It was the hardest time. We overworked I guess uh longer meetings more than uh two meetings sometimes in a month and that was not easy on you also as well as us but you you did it. So, thank you so much, Council Member Walton. Well, Barb, you're still going to be talked about. So, here we go.
Um, just trying to think, there's a bunch of words I could use that would describe your leadership. To to start with, you're a really great leader. You are a quiet presence, but a very strong leader. I think of your integrity. I think of your patience, especially working with those of us that don't know your job, but think we might, right? Um, and and most of all, I love that you're solutionfocused. You're not ever no, we can't. You're always willing to pursue whatever avenue is best for the city, whatever works best for the totality of the group. And um that's that means things are harder and you're willing to go through roadblocks. And I just really admire and respect that about you. Um, and lastly, yes, I'm excited that our citizens are really speaking out around the parking issue. Thank you for doing that, and I look forward to uh our next meeting to to discuss that ordinance. Thank you, Mr. Mayor. Again, Barb, thanks. I'm sincerely you you did a great job and that was quite a project with so many resings and everything that went with it, but thanks. I also want to congratulate the Dupont Historical Society for a very successful cherry blossom bloom and thanks to everyone who made it happen. Two of them are here tonight, Carol and our fellow council member Robin. Thanks. Great job on that. Um I also want to uh acknowledge that council member Theor and I attended the April 3rd shape meeting in person. That's the Southtown Housing Authority Buildability and we toured an almost completed low-income housing facility which is a beautiful facility and so thank you for representing us on that committee. That's important work and we appreciate it. Uh for those who may have gone or who do not know, we were successful with the help of our 28th district representatives to get $13,000 included in the budget, the state budget. I know Gus was a big part of getting that paperwork in. Thanks Gus for that and that's for the uh seismatic improvement to the Huffman Hill Reservoir. And that leads uh us into already starting the planning process for next year. I just want the council members to know that Representative Levit's already reached out to the mayor and I to set up an initial planning for setting up possibly funding a lot of topics, but one of the topics we'll talk about is maybe requesting additional funding to clean up the city-owned property in the Old Fort. And we're going to meet on April 30th. And we will keep the council informed and as always that will come back to the council for council decision. And in September time frame, we'll have another council ad hoc to work with the mayor and the staff to put together our legislative processes and priorities. That's already being started and we look forward to working
with the staff and the entire council. And that's it. Council member Gassic.
Thank you. I wanted to wish you uh good luck, Barb. You'll definitely be missed and we do appreciate all the work that you've done for the city and the community as a whole. Uh secondly, I wanted to comment on the Patriots launch on Saturday. Uh we started a community group called um the community hive, the DuPont Community Hive. It's a a part of the women's generation of federated women's clubs. WGFC is the acronym, but anyway, it's a newer club in DuPont. We've been meeting for about three or four months, and we have decided to uh to raise money and do fundraising. We are going to have concessions at the baseball games on Saturdays. It'll just be for a few hours. It's uh all prepackaged items. There's no uh fresh food or anything like that involved, but it's it's to help us put money back into the community at some point because we are new, so we are using this as kind of our startup. But I would uh definitely welcome people to come up and talk to us and learn what we're all about. We are looking to generate new members. There's only about six of us right now, but uh we're hoping to do really good things in the city. Any additional council comments? Okay, seeing none, we'll move on to the city administrators report. It's a great event for Powder Works Park. Uh to see all the kids in uniform. U definitely a wonderful thing. This was mentioned as well already, but I just want to reemphasize April 19th at 100 p.m. at Ross Plaza 1500 Ross Loop Dupont is the planting of the Liberty Tree. Yeah, I'm going to echo all the comments here. Uh, you know, on a personal note, I started my week every week at 9:00 am meeting with Barb. And honestly, I always looked forward to a Monday 9:00 a.m. meeting. Um, and we met on as much as we were meeting because of all the major projects and things that she was working on and um, getting to know her and work with her. um all the comments you have said here, but I I appreciated her um all of her hard work, all of her dedication and and just um um all the time we got to spend on some pretty heavy lifting. And so um I wish you nothing but success and happiness and um um we will be missed. So with that, Mr. Mayor, I will be happy to answer any questions.
