Receive and file report on impact of Senate Bill (SB) 707 Durazo; alternatively, direct staff on suggested changes; amend Administrative Policies and Procedures Manual to update Section 1.4 Guidelines for all Public Meetings to change title of policy, to add subsection 2.5 defining disruption of meeting, 4.1.6 related to restrictions on timed public comments at City Council meetings, add new subsection 7 regarding actions to be taken in response to disruptions of meetings, and amend various subsections to include provisions for remote attendance; add new Section 1.5 Disruption Policy; and renumber Sections 1.5 through 1.12 to accommodate these changes; adopt resolution adopting Americans with Disabilities Act ("ADA") Reasonable Accommodations Policy for all meetings of City Legislative Bodies, repealing Resolution No. 2023R-022, and finding exemption from California Environmental Quality Act, to include additional types of accommodations that can be made available, and to update and clarify related procedures

Review and file update to City Hall Fire emergency declaration in accordance with Public Construction Code 22050 and continue to authorize City Manager to negotiate and execute all necessary agreements related to repair and restoration of City Hall under Chino Hills Municipal Code 2.08.065.A.1 on an emergency basis and determine by four-fifths vote, the need to continue City Manager's authority under Public Construction Code 22050 to repair City Hall and procure necessary equipment, services, and supplies for these purposes, without giving notice for bids to let contracts, due to continued existence of local emergency caused by City Hall fire and flooding
