At this time the public shall have an opportunity to comment on any non-agenda item relevant to the jurisdiction of the City. Reasonable time limits are imposed on each topic and each speaker. In accordance with the provisions of the Ralph M. Brown Act (GC § 54950 et seq.), no action or discussion may take place by the Council on any item not on the posted agenda. The Council may respond to statements made or questions asked, and may direct the staff to report back on the topic at a future meeting.

Recommendation: Accept the Investment Transaction Report for the month of July 2026.

26-331 Approval of Plans and Specifications, Award of Construction Contract, Budget Appropriation, and Adoption of Categorical Exemption for the City Hall HVAC Replacement Project and Status of the Public Facilities and Building Maintenance Reserve

Recommendation: A. Approve the Plans and Specifications for the City Hall HVAC Replacement Project; and B. Award and authorize the City Manager to execute a Construction Contract with Frank Schipper Construction Company for the City Hall HVAC Replacement Project, in the not-to-exceed amount of 247,354, subject to the requirements of the contract documents; and C. Authorize the General Services Director to approve contract change orders for the City Hall HVAC Replacement Project in an amount not-to-exceed 37,000; and D. Authorize a budget appropriation of 284,354 as described in the Fiscal Impacts Section; and E. Adopt Resolution No. 26-__, entitled, “A Resolution of the City Council of the City of Goleta, California, finding the City Hall HVAC Replacement Project (CIP No. 9137) Categorically Exempt from the California Environmental Quality Act (CEQA) Pursuant to State CEQA Guidelines Sections 15301 and 15302.”

26-342 Temporary On-Street Parking Restrictions for the 2026 Isla Vista Halloween Event

Recommendation: That Council not implement temporary Halloween parking restrictions for 2026.

26-332 Consideration of Initiation of a General Plan Amendment for change in land use designation at the property located at 7979 Hollister Avenue from Open Space – Active Recreation to Commercial – Visitor Serving

Recommendation: After conducting the public hearing: A. Adopt Resolution No. 26-__, entitled “A Resolution of the City Council of the City of Goleta, California, Initiating the Processing of an Applicant-Requested General Plan Amendment to change the Land Use Designation as shown on Figure 2-1 of the General Plan/Coastal Land Use Plan from Open Space-Active Recreation to Visitor-Serving Commercial at 7979 Hollister Avenue known as APN 079-210-042; Case No. 25-0001-GPA and finding that the resolution is exempt from the California Environmental Quality Act”; OR B. Adopt Resolution No. 26-__, entitled “A Resolution of the City Council of the City of Goleta, California, Initiating the Processing of a text amendment to Table 2-4 of the General Plan/Coastal Land Use Plan to add Recreational Vehicle Park use to the Open Space - Active Recreation land use category citywide; Case No. 25-0001-GPA and finding that the resolution is exempt from the California Environmental Quality Act”

26-333 Firearm and Ammunition Retail Sales Study Session

Recommendation: Receive a presentation and provide feedback to staff on possible regulation of firearm and ammunition retail sales and any related regulations associated with that use.
