yes King yes Ry singer yes Miss Jackie em have you come up and talk to if if you guys haven't been into the mpb lately all new floors and they have they have went in and did a poly U what's that stuff called aoxy with the shark skin so we had a lot of slips Falls now it's much better and it looks so much better so she's going to talk about the one piece we didn't get done and that's the showers which is going to be the hardest and most expensive part okay so um yes there are lots of projects going on at the npv everything's getting updated and refreshed um so we figured that's a good time to bring this to guys um our B on the Aquatic side are haven't been updated in several years um I think the last time they updated the problems we having still haven't been resolved but easy to clean slip resistant and and that thing so we are looking at doing um a poxy floor just like what's going in the lobby go ahead and extending that into the bathrooms um and then of course in the shower walls and the shower STS for again easy to clean surface and hopefully offer some slip resistance um you'll see three estimates I brought to you one of them is from industrial restoration so when you look at these estimates I want you to take close attention so on the the first one with industrial rest restoration um at first they included this non-slip clear coat that was going to be in the lobby area which we don't have to worry about anymore because the lobby area was included in part of the MPV project and so you'll see at the bottom where I kind of just wrote a new Total and also to include taxes because they didn't include taxes um so with just the

bathroom flooring and the showers with your taxes that industrial restoration is uh $29,800 42 cents the next estimate you'll see similar story Den meal reserving this was when they were bidding the job as far as uh being a combined project with the lobby and the showers in bathroom area um so again I did did the math refigured the taxes in the total for that one 26 92906 and then tops decorative um theirs did just include the bathrooms and obviously there's a high they did not include tax on that one so the bottom number on that one is 37 785 um what about the second they figure the taxes in no so on the den Neil they did yes but that included taxes for the $30,000 in the lobby area and that's not accurate because we're not doing the lobby area so instead of $5,000 taxes it's 23 so um you'll see the total list that is the 26 92906 um they're the low bid and then tops decorative with the high bid industrial restoration is is in the middle and it and it beats the little bit just by a couple thousand I would recommend that we go with the industrial restoration they are currently the crew that is on site um working with Van Horn construction to do our lobby area um so I told them you know if this goes through in his chest they said that they would not have to Le s that they could roll into the next job given that we can get the site ready in time so again they are not little but they aren't far from it and they already on site work for us if

we quick question um on that low bid the the dentist Neil um what would be an ETA for them would it be a week out month out six months that's a good question I don't think it'd be a month but I don't think it'd be a couple weeks um probably probably two three weeks um normally their busy time is in the summer time when they're getting School ready uh to open up but I think they're a little bit SL now scho back in S I don't have Ana on okay is this something that's just really pressing or could we wait to or three weeks I think it's necessary to move forward since we have the um crew on site and we've already have traffic routed and people are kind of used to using the outdoor bathroom right now and that sort of thing with pool and whenever we were doing the lobby area for the pool the the members were using the outdoor restrooms in the morning and so it's we've had to pece Mill it together because we've had the roof the roof is torn off the roof is now back on the walking Track has been torn off it's already down the new one's down so we really disrupted things trying to expedite that as fast as we can but as good as we can if you go out there and see the job that they did on the current floors you're gonna be impressed so it's like you said I mean it it' kind of I think be inconvenient to reopen totally and then come back a couple months or next year and say sorry we're closing the B again and have to re out and get get them out of think it's incon way we're kind of already doing it right [Music] now short answer yes but but with some consequences would be saving

damaged um if you go in the to the pool in the morning you'll see in one corner there's like two lights that are so on trying to light the entire pool area of course in the water there's there's lights in the pool if you're on Deck it's really hard to see anybody in the water it's kind of dangerous um I have lifeguards there we're not required to have lifeguards but just as an extra safety precaution we have people there um watching the swim team in the morning of course have people that come into laps in the morning um but again it's dark you can't see people in the water very well um so it's definitely something that needs to be fixed that being said finding something comparable is difficult to reach up several the companies to try to find something that's going to solve that problem given the environment that's it's in and Havey with v and electric some of those lights are battery back up the power goes out they are made to stay on and then course the other are just Reg so 18 just most of the time Council we have to do go back with like comparables this time we didn't we went back with something better it's the reason it's a little more expensive is because it won't be affected by any shutdown which causes this terrarium effect in this out indoor pool so I'm really proud of the work she she's done this leg work the research the scientific method behind it so um this include installation and all everything does got installation right that's them installing them you're not going to put them iny we will have a we'll have a lift so you can get up there and do it if you need to um that's a really good question I'm not sure on this estimate it doesn't say but I think my

that would be very similar to this just this would be a little bit larger um and it would be a duplex I also visited the city's um plan for Clarksville City plan 2040 um talking about out um there's very little new rental housing in the Clarkville Market um the occupied housing has increased by 10% um there's just several things here that I think the city is wanting to um you know increase housing space for people um in the town um I understand there was some some tests to this um I think mostly that was because they were afraid it was going to be an R3 or a multiplex facility and I could understand that um but like I said my plans are to just be a duplex if anyone would like to look at a picture of what I've already built it looks very nice I also own a couple of properties near this and we keep them up they are well maintained they look very nice and had them for many years now and so anyone question I have a question you said you're looking at going back to the Planning and Zoning to try to have it rezone to R2 it wouldn't have to go back to Planning and Zoning because Cody our be more restricted from R3 R2 you can't go up go down did the did the plan zoning tell you why they uh turned it down um I think there was a neighbor nearby that are there houses there next to it yeah so here's a picture of for five

I actually actually make read it no I had it reported an ordinance authorizing rates and fees to be charged by Clarksville connected utilities delegating authority over certain fees and for other purposes whereas the City of Clarksville Arkansas is the owner and Regulatory of a municipal utility providing electric water Wastewater and Broadband Services whereas honor about the 8th day of May 2023 the city created a commission known as the Clarksville connected utilities Comm of the City of Clarksville Arkansas for the purpose of operating and managing the city's Municipal utility in accordance with Arkansas code 14201 20101 and the authority generated by the city whereas the city withheld from the commission the authority to establish rates and standard fees except to the extent that the commission charges less than the amount authorized by the city whereas the commission has determined that certain electric rates charged by the commission are inadequate to cover the cost of providing Electric Service and that a rate adjustment is necessary to maintain Financial stability within the electric utility whereas the commission has determined that certain utility service fees are inadequate to recover the cost related theto and seeks authority to establish fees that reflect actual cost whereas the commission has requested the city to adopt the rates and delegate authority over fees as describing this ordinance now therefore be it ordained by the city council of the City of Clarksville Arkansas that section one residential electric rates Clarksville connected utilities is hereby authorized to charge for residential electric service amounts that did not exceed the rates described on exhibit a electric 2024 which is attached to this ordinance and Incorporated here and as if it is set forth word for word for purposes of this ordinance residential electric service shall mean service that is provided to a home for household purposes Clarksville

do so that's eight and nine together deals with those permits I think that there's a handful of customers in have them uh but we're just trying to get proper cost assignment sections 10 and 11 uh deal with uh how we assign fixed fees for Wastewater services and Water Services right now they are not applied for they are applied for customer and the utility Staffing the issue leaves us more appropriate to assign those based on meter connections because the meters cost right and the connections cost money right so to try to recoup those cost per connection makes more sense to them with the Wastewater side you'll see that there's made an exception for sprinkler meters and meters that don't flow into the Wastewater system right we we don't meter waste water we only meter water but we shouldn't attribute Wastewater services to sprinkler systems or things that don't system one other change in that section 10 U is that how do we calculate water flows in the Wastewater system your current rules have Wastewater flows that are calculated during four winter months rather than every month where they're calculated every month the problem with that is if someone had a zero consumption winter month that they left for the winter and they come back don't take away measurements their water measurements would have been zeroed out those Mon and and then that would carry out through the entire year so we didn't feel like that was appropriate but like and and typically the way that waste water services are done they measure water consumption every month so it's kinding of moveed to a more typical
