Authorize the Auditor-Controller to make the related budget adjustments, increasing appropriations by $13,093,917, with offsetting revenue from the Measure W Home Together Fund, as outlined in the attached financial recommendation

Social Services Agency - Approve Amendment No. 1 to Agreement No. 25-W300 between the South Bay Workforce Investment Board and the Alameda County Workforce Development Board for a no-cost extension, extending the retroactive term from 8/18/25 - 3/31/26 by two months to 5/29/26, with no change in the grant amount of $25,000, to continue receiving technical assistance in apprenticeship development while outreaching to the business community

Social Services Agency and District Attorney - Accept a Memorandum of Understanding between the Alameda County District Attorney’s Office and the Alameda County Social Services Agency to support the timely detection, investigation, management, and, when warranted, prosecution of fraud in assistance programs, as well as internal employee criminal activity, effective 7/1/26 until terminated by either party, in a total annual amount of $4,500,000, with increases for salary and benefit adjustments

Four Community-Based Organizations, specified in Section 1, extending the contract period by 12 months from 7/1/23 - 6/30/26 to 6/30/27, increasing the total amount from $29,630,164 to $40,452,145 ($10,821,981 increase);

Six Community-Based Organizations specified on Attachment A, Section 2, with no change to the existing contract period from 7/1/24 - 6/30/27, decreasing the total amount from $101,639,786 to $100,494,744 ($1,145,042 decrease);

Approve a new Fiscal Year 2027 procurement contract with Center Point, Inc. (Procurement Contract No. 27923; Master Contract No. 900937) (Principal: Sushma Taylor; Location: San Rafael) to provide substance use services from 7/1/26 - 6/30/27, in the total amount of $742,496;

Approve the execution of an interim contract with Center Point, Inc. to allow the contract, exhibits, and key provisions from the prior Fiscal Year to continue while Alameda County Health, Behavioral Health Department is negotiating and executing the final contract with this Community-Based Organization, in the first part of the upcoming Fiscal Year, in an amount not to exceed that identified in Recommendation B;

Adopt a Resolution to waive the County's competitive procurement requirements with respect to these Agreements;

Delegate authority to the Director, or designee, to negotiate and execute a subset of the amendments, as specified in Recommendation A, as well as the final contract for Recommendation B that falls within the approved contract period and amount, subject to review and approval as to form by County Counsel, and submit executed copies to the Clerk of the Board for filing; and

Authorize the Auditor-Controller to encumber funds in Fiscal Year 2028 for end of year claims and cost settlements against substance use contracts approved by your Board being liquidated at the end of Fiscal Year 2027 to minimize accruals in the Alameda County Health, Behavioral Health Department budget

18 amendments (No. 3-5) to extend the existing procurement contracts by one year as Specified on Attachment B, Sections 1-4, to the new contract periods specified on Attachment B, increasing the total amount from $92,207,101 to $142,123,287 ($49,916,186 increase);

Approve amendments (No. 2) for 11 existing Services-As Needed Contracts with Community-Based Organizations under an existing Services-As-Needed Pool (Master Contract No. 902601) for the provision of mental health services as specified in Attachment C, extending the contract period by one year, from 7/1/25 - 6/30/26 to 6/30/27, increasing the total amount from $38,710,183 to $72,674,178 ($33,963,995 increase);

Approve the execution of interim contracts with the providers identified in Attachment A, Sections 1 and 2, to allow the contracts, exhibits, and key provisions from the prior Fiscal Year to continue while Alameda County Health, Behavioral Health Department is negotiating and executing the final contracts with these Community-Based Organizations in the first part of the upcoming Fiscal Year in amounts not to exceed those identified in Attachment A;

Adopt a Resolution to waive the County's competitive procurement and Small, Local, Emerging Business requirements for profit providers with respect to these Agreements;

Approve the use of the Purchasing Card to purchase admission tickets from Six Flags Discovery Kingdom, guided-tour tickets for Angel Island from State of California Department of Recreation, and ferry tickets from Golden Gate Bridge, Highway & Transportations District for 175 participants of REACH Camp STAR 2026, for the period of 6/1/26 - 5/31/27, in the total amount not to exceed $5,888

Authorize the President of the Board to sign the contract, subject to review and approval as to form by County Counsel, of said work to be completed within 60 working days from the date of receipt of the Notice to Proceed; and submit the executed copy to the Clerk of the Board for filing;

Approve the encumbrance of an additional $388,457.21 as a Supplemental Work Allowance (SWA) for a total encumbered amount of $4,273,029.38 for the project, and authorize the Director to approve contract changes as necessary against the SWA; and

Adopt the Resolution that approves Project Plans and Specifications No. 2507 for the installation of a large full trash capture device on Orange Avenue near Rizzo Avenue in Castro Valley, and Sole Source Waiver of competitive procurement for the agreement with Contech Engineered Solutions; and

Authorize and direct the Clerk of the Board to advertise for bids for construction of the Project, with bids to be received by the Director of Public Works by 2:00 p.m. on Tuesday, 6/30/26, with a report of the bidders and respective amounts of their bids presented to your Board at a later date

Conduct a Public Hearing to consider statements for the 2025 Annual Report for the County Service Area (CSA) VC-1984-1 (Vector Control Services District) which describes the historical and the proposed benefit rates for real property parcels within the CSA and Financial Report outlining the Fiscal Year 2026-2027 proposed budget; and

Adopt a Resolution accepting and confirming the annual report, approving any adjustments to the special assessment and benefit rates for Fiscal Year 2026-2027, and authorizing the Auditor-Controller’s Office and the Treasurer’s Tax Collection Office to impose and collect the proposed amounts, effective 7/1/26, on behalf of the Vector Control Service District

Conduct a public hearing for the proposed Emergency Medical Services (EMS) special tax rate for Fiscal Year 2026-2027; and

Adopt a Resolution to receive the Fiscal Year 2026-2027 proposed budget report for the Alameda County Emergency Medical Services District, and authorize the Auditor-Controller’s Office and the Treasurer’s Tax Collector’s Office to impose and collect the EMS District Special Tax. The proposed special tax includes a 2.48% increase to the annual district special rate for Fiscal Year 2026-2027, establishing a basic charge for paramedic services to $42.42 per benefit unit, starting 7/1/26

Conduct a public hearing to hear and consider statements for the Alameda County Fire Department Supplemental Paramedic Special Tax Adjustment for Fiscal Year 2026-2027; and

Adopt a Resolution confirming the annual report submitted on 4/28/26 and adjust the Alameda County Fire Department Supplemental Paramedic Special Tax from $21.93 to $22.47 per benefit unit, effective 7/1/26, an increase of $0.54 based upon the Bay Area Consumer Price Index of 2.48%.

Conduct a public hearing and consider statements for the Fiscal Year 2026-2027 Clean Water Protection Fee Annual Report and proposed fee; and

Adopt a Resolution confirming Annual Report with any adjustments made as a result of the public hearing and establish the fee for Fiscal Year 2026-2027

Conduct a public hearing and hear and consider all protests regarding the Fiscal Year 2026-2027 Annual Engineer’s Report and proposed assessments; and

Adopt a Resolution confirming and adopting the Annual Engineer’s Report and the assessments for Fiscal Year 2026-2027, with any adjustments made as a result of the public hearing
