Authorization for The Execution of a Renewal Contract with Tyler Technologies for Munis Financial Software Support

WHEREAS, MUNIS is the software program used to manage all finances and other functions, including but not limited to accounting, budget, receivables, fixed assets, general billing, payroll, tax billing, purchase orders, requisitions, and contracts; and WHEREAS, the maintenance comes up for renewal on an annual basis on March 17th; and WHEREAS, the cost for 2026 will not exceed $299,000; now, therefore, be it RESOLVED, that Madam Chair of the Wayne County Board of Supervisors is hereby authorized and directed to execute a contract on behalf of the County of Wayne, subject to the County Attorney's approval as to form and content, with Tyler Technologies for the following: MUNIS software maintenance for all financial modules for the contract period starting March 17, 2026, to March 16, 2027, at a cost not to exceed $299,000, paid in full in advance, with an automatic renewal with a not-to-exceed increase of 5% for a period of three years.

Authorization to Enter into An Agreement with First Light Fiber Inc for Internet Services

WHEREAS, the county's internet service is up for renewal; and WHEREAS, a quote was obtained utilizing the OGS contract PS68696 from Firstlight Fiber Inc, and WHEREAS, Firstlight LLC provided a quote of $1200 per month for a term of 60 months; now, therefore, be it RESOLVED, that Madam Chair of the Wayne County Board of Supervisors is hereby authorized to sign an agreement with Firstlight Fiber Inc for a term of 60 months from the date of contract execution for $1200 per month for internet service, subject to County Attorney approval.

Authorization to Enter into An Agreement with First Light Fiber Inc for Voice Services

WHEREAS, the voice services contract is up for renewal; and WHEREAS, a quote was obtained utilizing the OGS contract PS68696 from Firstlight Fiber Inc, and WHEREAS, Firstlight Fiber Inc provided a monthly cost of $2,017.33 for a term of five years; now, therefore, be it RESOLVED, that Madam Chair of the Wayne County Board of Supervisors is hereby authorized to sign an agreement with Firstlight Fiber Inc for a term of 60 months from the date of contract execution for voice services for $2017.33 per month, with approval of the County Attorney.

Authorization to Prepay Monthly Premiums to Wayne County Health Trust

WHEREAS, the Wayne County Health Trust has continued to face cashflow difficulties; and WHEREAS, cost-saving measures enacted by the Trust on January 1st will take 6-12 months to realize material savings; and WHEREAS, the Health Trust has requested that the County prepay up to six months of premiums in order to help alleviate the current cashflow problem; and WHEREAS, the County will place conditions on the prepayment of three months of premiums including that the County Staff including that the Health Care Trust Board will supply the Management Assistant, County Treasurer, and County Auditor with monthly financial reports, the past five years of annual financial statements, the 2025 annual financial statements upon completion and a corrective action plan that provides projections as well as budgets to ensure the viability of the Health Care Trust within the next two months any other financial reports as requested in a reasonable timeframe; now therefore be it RESOLVED, that the Wayne County Board of Supervisors authorizes the Wayne County Treasurer to prepay up to three months of premiums, not to exceed $3.9 million, as needed, to the Wayne County Health Trust in an effort to help alleviate the cashflow difficulties it is currently facing under the condition that the Health Care Trust does not bill the members for any additional bills beyond 24 payments in 2026; and be it further RESOLVED, that no payment will be made until a memorandum of agreement that specifies the conditions of the prepayment is drafted by the County Attorney and signed by both parties.

Authorization to Amend 2026 Purchasing Department Budget

WHEREAS, the Purchasing Department submitted a proposed budget for 2026 that did not incorporate an opportunity to attend a conference and training for its new eProcurement platform; and WHEREAS, the Purchasing Agent did incorporate costs for a different conference that will be substituted by the aforementioned conference and training with the difference between the two creating a minor shortfall in one of the travel-related GL accounts; WHEREAS, there are sufficient funds within the Purchasing Department's other accounts to cover the additional, upon the recommendation of the Management Assistant, it was recommended to request a budget amendment; and WHEREAS, there is an additional account (Postage) that should be adjusted based on actual costs incurred from the issuance of 1099s on behalf of the County; now therefor be it RESOLVED, that the Wayne County Budget Office is authorized to make the following amendments to the 2026 Purchasing Department Budget A13454 Purchasing (Appropriations) $100 from 54114 Car Expense $200 from 54410 Conference $268.32 from 54600 Misc $300 to 54485 Travel $268.32 to 54166 Postage

Authorization to Increase Contractual Budget Line for Social Services Legal Services

WHEREAS, there are currently no full-time attorneys in the Wayne County Department of Law assigned to Social Services legal work given the recent resignation of one attorney and the ongoing inability to fill vacant positions despite diligent effort; and WHEREAS, these legal services are state mandated and include the protection of children and vulnerable adults; and WHEREAS, Jacqueline McCormick has been working contractually for the County on a temporary, as-needed basis at a rate of $158 per hour but is about to exceed her set budget; now, therefore be it RESOLVED, that the Wayne County Department of Law is authorized to continue its contract with Jacqueline McCormick and it is further authorized to transfer funds from its salary budget line to its contractual budget line, and be it further RESOLVED, that the Wayne County Budget Officer is authorized to make the following 2026 budget adjustment: A1420 County Attorney $50,000 from 51083 Asst County Attorney $50,000 from 54400 Contractual Services

Authorization to Contract with Jessica Serrett For Social Services Legal Services

WHEREAS, there are currently no full-time attorneys in the Wayne County Department of Law assigned to Social Services legal work given the recent resignation of one attorney and the ongoing inability to fill vacant positions despite diligent effort; and WHEREAS, these legal services are state mandated and include the protection of children and vulnerable adults; and WHEREAS, former Assistant Social Services attorney Jessica Serrett has agreed to work contractually for the County on a temporary, as-needed basis at a rate of $158 per hour; now, therefore be it RESOLVED, that the Wayne County Board of Supervisors is authorized to contract with Jessica Serrett for attorney services within the Wayne County Department of Law at a rate of $158 per hour.

Authorization to Enter into Agreement with Geneva General Hospital for The Performance of Autopsy Services

WHEREAS, Wayne County would like to contract with Geneva General Hospital for autopsy services from June 2026 through end of year 2027; and WHEREAS, Geneva General Hospital has notified Wayne County of its rate structure for 2026; now, therefore be it RESOLVED, that the Chairman of the Board of Supervisors is hereby authorized to execute a contract starting June 1, 2026 and ending December 31, 2027 with Geneva General Hospital for Autopsy Services, subject to the approval of the County Attorney as to form and content, with no minimum number of autopsies at the rate of $3,750.00 per autopsy; Blood and Description exam on a case by case basis, as these exams can vary, and morgue use after 72 hours post autopsy at a daily rate of $500.00 per day.

Authorization to Execute One Year Extension Agreement for ILS Contract #C130054 Between The New York State Office of Indigent Legal Services and The County of Wayne

WHEREAS, New York State Indigent Legal Services offered to enter into an agreement with the County of Wayne, New York, to provide funding to continue 50% funding of the salary and benefits of a full-time Assistant Public Defender, in continuation of the prior funding received for said position by virtue of ILS Distribution #10, Contract Number C100054; and to provide continued funding to Wayne Pre-Trial Services for an Adult Diversion Program Counselor; and WHEREAS, Wayne County was awarded said grant in the sum of $247,713 under Contract Number C130054, ILS23; and WHEREAS, Wayne County accepted said grant by Wayne County Resolution number 590-22, Resolution dated November 15, 2022; and WHEREAS, the term of ILS Contract C130054, ILS23 was for three years, from January 1, 2023 through December 31, 2025; and WHEREAS, because funding remains in this grant, on February 2, 2026, Wayne County filed a No-Cost Contract Extension Request Letter for ILS Contract C130054, ILS23, with the Office of Indigent Legal Services; and WHEREAS, New York State Office of Indigent Legal Services approved said Extension Request and submitted a Final Extension Contract Amendment for one year from January 1, 2026 through December 31, 2026, to be reviewed and executed by Wayne County; now, therefore be it, RESOLVED, that Madam Chair of the Wayne County Board of Supervisors is hereby authorized to review and approve the Final Extension Agreement of ILS Grant C130054, ILS23, with New York State Indigent Legal Services to run from January 1, 2026 through December 31, 2026, subject to approval by the County Attorney as to form and content.

Authorization to Amend 2026 Public Defender Budget Regarding ILS Contracts #CAFA454 and #CAFA555 Funds

WHEREAS, New York State Indigent Legal Services entered into agreements with the County of Wayne, New York, to provide funding to assist Wayne County in providing Counsel at First Appearance services pursuant to Article 18-B of the County Law; and WHEREAS, Wayne County was awarded grants in the sums of $317,250.00/each under Contract Numbers CAFA454/ILS Grant CAFA4, and CAFA555/ILS Grant CAFA5; and WHEREAS, $90,159.11 in funding currently remains in the CAFA454 grant, and by Resolution 515-25, CAFA454 was extended until December 31, 2026; and WHEREAS, with Resolution 610-25, CAFA555 was accepted with a term of January 1, 2026-December 31, 2028; and WHEREAS, the Public Defender is desirous of amending the Public Defender 2026 budget to reflect the actual amount remaining in the CAFA454 funding and the amount projected to be expended from CAFA555 in 2026; now, therefore be it, RESOLVED, that the Wayne County Budget Officer is authorized to make the 2026 budget amendments are listed below: A11700 Public Defender (Revenue) $15,091 from 43024 CAFA4 $25,000 to 43024 CAFA5 (Appropriations) $15,091 from 54400 CAFA4 $25,000 to 54400 CAFA5
