But I know with the switch to some newer technology in making and creating those minutes, I think we had some earlier meetings that things felt a little wonky or things weren't captured correctly. So please try to read through those to the extent possible before next week so that we can get those approved for council. Um, because as commissioner angle said to me recently, it would be really cruel of us to ask city council to just watch 14 hours of our hearing, but, uh, hopefully they can surmise from our meeting minutes.

Just a couple of items to update you on. First, tomorrow is a furlough day for the city. So if you have questions and you call us, we will not be here to answer. And we have Monday off as a holiday. So just as you mentioned, work your way through all of this stuff. We'll have a little bit of delay in terms of comments or questions. The data center project Taurus is on scheduled for planning or a city council hearing on September 17th. And that's going to be held at the Pikes Peak Center and similar kind of set up in terms of stage and all those kinds of things that you guys endured. And to the extent that we can, like we, like we said, we're going to try to get these minutes to you so that city council will have an official record, um, so that we can have them approved and use them as an official record for next for that hearing. Um, do we do have another, uh, large load user that is not, uh, according to their definition, a data center, um, but it's down in the vineyards, um, two buildings, 200,000 square feet. It's basically a chip testing center that operates similarly to that, but a very large load. I don't know exactly what their load is, but it's significant above the 10 megawatt number, more approaching the 100 or 150 megawatt user. And we're in the midst of doing an approval for that, development plan approval, similar to the Taurus setting or it's similar to the tourist situation. It's a zoned piece of property. This is a development plan though for new buildings and so it's a little bit more significant and has a little bit more moving pieces to it. But we're hoping to have that approved here probably in the next week to two weeks or rules on. Now let's say we don't want to presuppose approval, but they're doing a sound study and all the other sorts of drills that we put the other large load users through. we have in front of you the city planning dashboard. This is the 2025 version. So Paige passed them out this morning. I don't know if she's still here. Yes, she is. She's done a lot of work on this. There's a lot of data in here. This will also accompany a monthly updated kind of dashboard, which will be not as significant as this, but easier, kind of more of a one-page brief that we will have uh basically in your packets we hope everyone is that something that can be emailed out to those of us that weren't able to be there in person yeah and they're on our there this one's already on our website so we'll email them to you um so that you have them okay perfect thanks questions or things like that uh it does give you a sense of the number of items that come through our office and how many how many are being reviewed at any one time PROVED AND ET CETERA. And I don't know if anyone else has recommendations, but. But good luck. You're having trouble sleeping.

Let's see. A couple of updates on our special projects. We've got the NXCOS, which you guys adopted in August, which was presented and given to City Council. I've had two sets of comments come back from City Council. We're working on updating that and look forward to a scheduled some sort of scheduling with city council at some point in the future but for now that's being held in advance and we will continue to work our way through some of those questions the housing action plan is also sort of not not our project but one that's of some interest i think to probably all of you um that is uh that we have planning commission representation on that committee They are working their way through lots and lots of information and data. Talked yesterday about what the schedule might be for them finalizing that, but they've got a lot of work to do, so I don't expect it until at least the end of the year, possibly into the first or second quarter of next year. We also are working on UDC updates. As you all know, some of you, we see some of those come through on a item by item basis. Those are kind of the phase two ones. Phase one is mostly completed and is, I know Trevor's works on trying to recodify that whole section and 400 pages of recodification is not something that's very easily done, but we will continue to work on that. And we had some comprehensive plan efforts that we are statutorily required to do some kind of effort on those are on growth and on water. So they're supposed to have two comprehensive plan sections be reviewed by the end of the year. We're not going to make that deadline. And so we'll probably be into about the time next year before we have some kind of effort to bring before you all to add to the comprehensive plan. But we're doing a lot of background work on that stuff. And as you know, utilities does extensive planning in the water version, and we're trying to figure out how to integrate that into the state legislature's efforts. And so we'll continue to operate on that. But those are the kinds of things that we're working on from that. And that's about all I've got.

And Kevin, I know that we've had conversation both at the hearing for Project Taurus and maybe a little bit continuing sense of future code, research around code and changes and updates around data centers specifically. I know we're kind of punting any of that conversation from this body at this point, but can you give just any general comments for Commissioner's sake on how you see that moving forward in the future?

Yeah, we've done a fair amount of research on what's going on in the country, and I don't, I mean, I think the issues are probably relatively understood at this point, at least the broad categories of those, and they would include some effort around creating a definition for data centers, which I think might help the code a little bit, and then maybe some, maybe consider some additional requirements and i think there's some uh sense that we maybe need to update our noise portion of the code which is not our section of some other section of the code so we have we have uh kind of completed the research um now we're waiting trying to figure out exactly what our political leadership wants to do with that question especially considering that we have an election coming up in april and trying to figure out kind of where that stands so More to come on that, but like I said, we think we've got a pretty good handle on what the issues are. And now it's a question of establishing a process of some sort that we can get some public input.

Thank you Sir. And so the site is currently zoned. Multifamily R5 CR with condition of records with the airport overlay. It's a multifamily high with a condition of records again with the airport overlay being offered to looks like it's being proposed to single family. Wait. No, no, that's not correct. No, it's being rezoned to public facilities with the airport overlay. The reason for this rezone is to, as I was initially trying to say, was to accompany the 5 million gallon water tank directly to the west. And they would be building a 3 million gallon water tank on the proposed site. Reason being is for when they have to do maintenance, they can properly remove certain water amounts to provide treatment to this facility. And then again, that would just be a long-term use for both facilities. But again, this is something they're looking for consent. From what I'm aware of, there is no public comment or concerns. And I think that's really all we really have on this one. I know there's much more in the staff report. And Austin, if we need to pull this from consent and you need some more information come Tuesday, we're more than happy to do that.

We are in talks with them of working with a development plan, but they're trying to apply for true affordable housing for this site. Again, we have not had any comments or concerns related to this project. If anything, it's really well and favored. It does... Yeah, we do got some commercial and industrial kind of surrounding it. We got some residential to the east and the southeast, but we feel that this looks to be on par with code, our comprehensive plan, and does meet the criteria as of right now. So as far as the zone change and the land use plan, it is in compliance and we see it being on consent without any issues.

So we're going to have one, I believe coming off of Southbury along the northwest portion of it, as long as the, and actually looking at this, it would just be a one access point as of right now. But again, we are in talks with the developers as far as working with access points and other portions with the development, but right now it's the northwest is the main access.

I feel like I covered a pretty decent amount. We've worked with them through the land use plan with the developers. Austin put in quite a bit of work. Chris Sullivan was working on this before as well. Landscaping, we're not seeing much of an issue with. Right now, our... or our main target with the developers is just really kind of working on public access and public or pedestrian connectivity. But as far as landscaping, streamside overlay, we don't have any concerns around there. I think everything, for the most part, is looking pretty good. Again, if this is something that we would like to talk about more on Tuesday, I'd also be more than happy to. But we, again, did not run into any issues with the rezone itself or the land use plan. It's the development plan that we're just trying to work out a few nooks and crannies with.

So this is the Wagner Equipment Zone Change and Land Use Plan Application Package. This is for approximately 23 acres southeast of Clatt and Woon intersection. Currently the property is split zoned. It contains a mixture of business park and light industrial. Solange, can we go to the next? of Business Park and Light Industrial. There's a number of overlays on the site, including the airport overlay, the accident prevention zone one and two, as well as a small sliver of stream site. I know everyone online can't see what I'm doing, but kind of that way. So there's a tiny bit of stream site on the property. The proposal for what is prompting the zone change is to allow for heavy vehicle sales rental and repair. So none of those uses are allowed in the business park. However, they are allowed in the LI, which is the zone that the applicants are requesting from commission and from city council. You can probably see on this map that, actually not, but this is a part of a larger parcel. So the park body line actually goes down all the way over here as well. So they're only looking to just do that northern portion at this time, because they are not sure what they'd like to use as southern portion of the property. So they're waiting to do any kind of adjustments to zoning or lead use till later times when that is more known. There was no public comments on the application. I didn't see any, most of the commentary from our review, different reviewers. was about kind of things that would come at time of development plan, more informational comments. And really there were not any broader concerns from planning as well because light industrial would be relatively consistent for this area. Are there any questions or we can talk more about it next week?

Bill Gray, City Planner for the Urban Division. So this application is Lowell Commons. It's a zone and also a land use plan. We're located at 202, 251, and 252 East Los Animas Street. So we're at the intersection of Nevada and Los Animas. And on the west side and on the east side, the intersection is Los Animas and Weber Street. The property is currently zoned The PDZ was approved by the city in 1999. It allowed for, I'll say a kind of a traditional designed neighborhood, the Lowell neighborhood. It set density at 15 dwelling units an acre. Originally building height was 55 feet. It was amended in 2001 to increase that to 60 feet. and it allowed residential, commercial, and civic uses on the building, and has been building out or redeveloping over the past quarter century. The site size is 1.20 acres. This rezoning is supported by a land use application. Okay, next slide, Sloan. In terms of adjacent and surrounding land uses and also other characteristics of this neighborhood from a land use standpoint, you can see it is a mix of uses from commercial, residential, civic. It's adjacent to the police operations center, the headquarters of city police. Across the street is a mixed use residential commercial uh, development, um, on the east west side of the street are, um, um, uh, let's see, I would just say re reutilized, uh, single family, um, residents that have been converted to office and are part of the form-based code. It's also on a primary arterial in the city, which is, um, Nevada is served by, uh, transit routes and bus stops. It's also, um, near bike routes and pedestrian pathways. So it is in a very kind of urban setting, which was the kind of intent of the Lowell neighborhood.

All right. And I guess a couple more photographs of context just to kind of show you the building, the variety of building sizes that exist in the Lowell neighborhood. So next slide. All right. So this new PV, which is on 1.20 acres, slots two, three, and four of the Poet's Loft, is intended to support affordable housing in the downtown. It's kind of the main impetus of the project. And the other aspect of it was kind of to continue the urban walkable mixed use vision of the original rural neighborhood. So in order to achieve the kind of affordable housing goals of this application, the applicant would need to exceed or the PZ would need to exceed the dwelling units per acre. And so they have the proposed PDV is for, I hate to say this sometimes, it's for a maximum density of 184 dwelling units per acre. So that sounds like a lot. A max number of residential units on this site would be approximately 250. They are also including commercial that would be at the ground floor. Maximum building height would be 65 feet. They're including off-street parking standards. And they're also subjecting themselves to continued review and compliance with the Lowell urban design standards. So when the Lowell neighborhood was approved in 1999 with the city, there was a set of urban design architectural standards that went along with that. And this project would continue to follow those guidelines. This application was submitted in 24. It was kind of held, I guess, maybe in abeyance while the owner and city's urban renewal developed the Lowell Bristol, yeah, the Bristol Lowell Urban Renewal Area Plan. There was a neighborhood meeting that was held last fall that was pretty well defended. And we've also had, I guess a good amount of public comment as it relates to these applicants, both from those that participated in the neighborhood meeting and also the written comments. We have had both support and opposition of this application. The support is mainly that for many that they feel that this project is a good example or will be a good example of continuing the original Lowell neighborhood vision and it's kind of mixed use ideas plus the project being put in place to benefit or provide affordable housing. So meet that housing need of the community Opposition, I will just not to water down, but it's very standard to what we would see with any housing development. The buildings are too tall. There's too many people that are going to live there. There's not enough parking and there's too much track.

So I think with all of the things going on with this application being kind of a significant change in terms of at least density, the density number, THE PUBLIC COMMENT RECEIVED, WE'RE REQUESTING THIS APPLICATION BE ON NEW BUSINESS NEXT WEEK.

And then to, since I've currently been on the downtown review board as the liaison from planning commission, not as a citizen, to recommend Jennifer Cecil step into office. the DRB, the Downtown Review Board slot, and also keep her role continuing as the DRE, I'm sorry, Development Review Enterprise representative, of which Shiva also sits, but as an industry representative. And then we currently have, which I don't think, those all need council approval. Sorry, Downtown Review Board and Development Review Enterprise for Jen both need council approval. And then Rich Angle has been sitting on the UDC scrub committee, which does not need council recommendation or approval. But in the entirety, myself as chair, Ryan as vice chair, Jen as DRB and DRE. would be the slate that I would ask that we put forth for discussion today as well as next week, and then a vote in our formal meeting next week for those positions.
