Discussion and possible action consideration of inind support for Santa Cruz County Taekwond do Championship for the March Arts event to be held on Saturday, May 2nd, 2026. discussion. Yeah, I have a question on that one. Are they uh requesting any in kind services? Basically, it's going to be uh support from that the paramedics are are are at the facility. Correct, Mr.

Uh I am writing a letter to request courtesy service of EMT and ambulance uh for Saturday May 2nd for a martial arts event that will be hosting at Nogalas High School. There will be martial arts participation and we would like to ensure competitive safety during the great event. Uh that's Did you see that better? No, but it sounds like they're looking for two EMTs and an ambulance to be on site.
Yeah. 9 to5. Uh 925. Yes, sir. So So that would be uh an overtime issue and additional schedule on on the staffing. If there is the authorization on your part to include that in the overtime and schedule that, all we need is your direction. Is there a limit on that as far as financial limit? No.
Well, we we set up a limit of $1,500. So, we would have to schedule that to be under 1,500 bucks or we need your authorization to go over and above that. Do you think it'll be over with the employee hourly plus their ERS, the cost to the city plus the cost of the ambulance? We would refer to the Arizona State Cooperative Rate Agreement Plan that gives us the rates per hour and we could add those numbers together. I believe most of that event does not require EMS service. Yeah.
For the full-time. So if we can break those hours down to kind of mitigate the situation of the 1500, we can try to work on that. If an emergency does happen, that's where everything changes because then there there's additional hours. But on a normal situation, we can we got to do our best to mitigate that under the 1500.
I've been to the event, Mr. And I think it's basically trying to have, you know, more the, you know, some staff there and not the ambulance unless it's necessary, you know. Uh I think two years ago we did have one one heart punch to the nose and one kid uh was taken to, you know, check get checked at the at the Holy Cross Hospital. But uh you know 911 I I don't know how you run if you could have staff there and and the ambulance if needed. Uh
well that makes it kind of hard. They need their tools but we could we could make arrangements to have staff and an ambulance and then 911 is always available. Yes. So if it if we mitigate it to those peak hours talking to the applicant, we we might be able to adjust to the amount that is approved on like kind. If we extend it beyond that, all we need is your blessing and direction. Okay. Yes. Yeah, that's that's totally separately. Yeah.
Yeah. Mr. Larry, I'm just, you know, uh, going back on that what the the attorney said, um, you do that for the school district when they have football games, right? To you, they they cover they cover the fee and that it is budgeted in their annual budget to cover that. It is the high school requirement for varsity football games. So, as far as them qualifying that varsity football requirement, they have to have an ambulance and EMS on site, right? Okay. Thank you. Thank you.
So, I think we should be in able to work it uh where we'll be under the 1500, you know, with the out, you know, working out with with Taekwond do people, you know. So, how many how many hours is this though? It's it starts at supposed it starts at 9, but like Mr. Lariva said, you know, uh we could talk to them uh at the you know peak hours and stuff like that uh and and talk to him and and kind of schedule. Okay.

Mr. if if I don't know if it's the same type uh of competition that that they all follow the same but usually they start with a lower level where there's the contact is not so impactful. uh when it gets to the higher level that's when you feel you know when things can happen because that's a that's when uh the contact is is stronger and usually that's more in danger of having some kind of injury. Uh so maybe at the start it's not necessarily that that important but you never know anything can happen. Also there may it might be something else besides the somebody from the audience can have some kind of a seizure or something and it it's best to have the
presence the presence of of medical attention for anyone. But anyway, I just thought I'd bring that up. Okay. Any other discussion? All in favor?

Number number two, discussion and possible action consideration of additional income support including waiver of public safety services fees and pro provision of porta restroom street closure trash containers and related city service for ced movement for no half marathon and health fair event to be held on April 25th 2026 as outlined in to attach requests discussion. Uh I I saw that they're requesting like 13 officers for this event. Is that what we usually uh have present there at the at the event? It does vary from year to year because sometimes the the vents do grow. But an assessment was done by one of my administrator, lieutenants, and he did make an assessment where he determined that uh 13 officers would be the the best way to provide safety for not only the the participants, but the volunteers, the spectators, and also the motor vehicles that are involved in in the the traffic there. Yes. and and they're asking to close the street the night before right before the
that particulars I don't know I just know that that morning the officers will be present to allow for the the event to occur but as far as the closure I don't have the details at this point and yeah Mr. I think the closure is in the morning. In past years, the only street they close is the one in in Morley Avenue that just block and the the the actual route uh
the course, sorry, thank you. The course is closed that morning. Just just one lane of the street doesn't close the whole street. Just one lane. and and and still open to traffic. Just one one lane. Okay. So, it won't be closed at night. No. Okay. Just just the the the main street where the start and end that's the only street they closes the street exactly the second block on Mley. Okay.
That one. And you're not requesting any police presence for that evening there at the while you're while you're setting up or are you going to leave anything up in the street overnight? Uh no. I can elaborate a little bit further. Yes. So if public works, street department is involved in that, they do provide the barricades or whatever is used for the closures. The officers do have to be present there when the closure does occur and we do provide periodic checks throughout the evening until the 13 officers that you mentioned arrived for the the event itself. And Chief, I also noticed that the the 13 officers are are that you have assigned are being paid overtime for this. That is correct, sir. You don't have any officers available that are on duty for that day? No, sir. Okay. Thank you.
Okay. All right. Question. M uh what is the amount that's being requested? The total amount 5,000 5,26 Mr. Well, for just the police officers uh and and you know compassing the 13 if you add already the inkind that we have given and you add the the extras it's
total 6,716 with 25 cents rough amount. Well, rough amount for the officers is around 6,259 for the officers, but that's an approximate because we don't know at this time which officers will be signing up. For sure, we will need two supervisors, but additional officers may vary in their pay scale. And that does not include the the fee that we normally charge for off duty when it comes to the police cars that are being involved in this, which would be in this case 13. Yeah. And and this about is almost $500 above what you said already. This is 67. You said 62, correct?

Uh, um, going back on the memo that we received from the from the attorney, uh, it's an eightpage memo. was pretty long and it's uh kind of confusing but you know uh I read on page three the public purpose requirement which and then uh after reading the whole thing you know I I ended up uh um making my decision on the conclusion that was given by by the attorney where it says while the city while the city's practice of providing inind services for private events is often intended to promote public interest and in many cases may satisfy the public purpose requirement of the Arizona gift clause. It raises significant concerns under the second prong which requires adequate consideration. In many instances, the city does not appear to receive or direct or a direct or indirect proportional benefit in return. So, I I think, you know, after reading the the public purpose requirement, I think we're okay with that because it is a public event and there's no charge for the public to be there and it's benefiting the city of Ngales, you know, as far as uh uh people coming to Ngales and using the uh facilities in Ngales, restaurants, hotels, and etc. And and the city is not receiving any direct benefit from from this event. So I I think we're okay in that in that purpose.
I agree with you, sir. I just have one. Go ahead. One question. Is there a charge for the entrance for the registration? Just let you know.
Sorry. can prove like around 60% of the entrance are given totally free. The 40 other% is obviously to to cover main main charges and one of the the biggest charges of this event is the cover the um the the number with uh has a ship you know number and and that ship is technology that brings other professional runners from out of state you know that's the whole meaning to do it uh the way we have to do it What is the cost for the registration?
It's $25 for the 5K and 10K. And since this year is growing, we add the half marathon and the half marathon is $35. And it's very important to mention that this is the cheapest half marathon in Arizona. Thank you. Thank you. Go ahead, Vice Mayor. Just and just to follow up with the with the city attorney, uh maybe we can start working on making some type of amendment to this policy for the for the incind services for special events like this. Uh so we won't have the same problem in the future.
