City Council, parks and reccks are more concerned what the residents want. It's all about the residents now in Corona and how do we make Corona uh you know more beautiful and more attractive and more fun to come to. I love it. I think it's great. It really allows you to see what they're really planning on doing. The presentation is good. Absolutely. I think this city does need something like this. The main thing is you're listening to the people. I'm excited to hear what they had to say. I was I've been very conservative for a long time. We try to add constructive criticism, but it looks like they're doing a great job and we're really excited for that groundbreaking to start. I think everybody put a lot of thought into this. I am grateful to have a community that cares. I think it'll still feel like City Park with the trees. I love that they're trying to preserve the trees, but think of activities for all kids of all ages. So, it's awesome. Glad to see the city uh, you know, try to lead an effort here I think we'll all benefit from. It'd be great. Good for community. Looking forward to it. I hear it's going to be done by 2027. That gives us time too to continue to figure out how we can bring the programming over to the parks. It's going to be a great addition to our city, not only for our businesses, our children, and our families. Good job, Corona. And I'm looking forward to the the progress and the location of the park. So there's a sense of pride that kind of comes with working and serving the city that I grew up in. I wanted to be a cop when I was really young actually, but I still explored like other educational avenues. So I ended up going to college and playing sports. So I think the team atmosphere and like the structure and like having brothers and sisters like outside of your family is just like a really good feeling to have. And being able to all like work hard for like the same goal has always been something that I feel like I've needed throughout my life. [Music] people. He
[Music] Welcome tonight's to tonight's Planning and Housing Commission meeting. Commissioner or Vice Chair Alexander will lead us in the pledge of allegiance. Ready to begin. I would like to call this meeting to order. Individuals wishing to address the planning and housing commission are requested to complete a speaker card and deliver it to the secretary prior to the item being heard by the commission. Please observe a three-minute limit for communication and once called upon to speak, please state your name and city of residence for the record. We will begin with meeting minutes. So we'll move to public hearings. begin with TTM 36864R, a resubmitted tenative track map 36864 to subdivise subdivide 2.09 09 acres into seven numbered lots for residential development and three lettered lots for the construction of streets and a water quality basin located on the south side of Corona Avenue and west of Interstate 15 in the R1 7.2 to single family resident zone. Applicant FY Manasara. Um Eduardo Galddez, assistant planner will present this item. Thank you, chair and commission commissioners. I'm Eduardo Galves, assistant planner, and I'm pleased to present resubmitted tentative map TTM 36864R. The project is a request to allow revisions to approve track map 36864 to include a new street configuration and a new water quality basin on an adjacent parcel. The subject parcel is a vacant
2.09 gross acre lot located within the R-1-7.2 zone with a general plan land use designation of low density residential. The project site is bordered by existing single family homes to the west, Corona Avenue to the north, and the I-15 freeway to the east. The resubmitted map proposes to subdivide the subject parcel into seven residential lots and threelettered lots. The original map also allowed for seven residential lots, but included only one lettered lot at the time it was approved. The original map was approved by the planning and housing commission on May 22nd, 2023 and by the city council on June 21st, 2023. After the approval, city staff discovered that APN122-140-006, as shown on the screen there, had been relinquished to the city by Calrans back in 1992. Based on this information, staff asked the applicant if the project could incorporate that small parcel as part of their development. The applicant agreed and revise the map to include the connection to Corona circle along with a new water quality basin on the small adjacent parcel. The resubmitted map proposes to create threelettered lots. Lot A will serve as a proposed public street. Lot B is for a street dedication along Corona Avenue. and lot C will be used for the construction of a portion of a new water quality basin. There are no other changes to the number of residential lots, the overall density, pad elevations, or the general layout of the subdivision. Lots one through 7 will retain the same arrangement and shape as originally approved in 2023. While four of the seven lots have changed in size, uh most not most notably lots one and two, all seven lots will still meet the minimum lot size requirement of 7,200 square ft and
continue to comply with the required lot depth and width of the underlying zone. As originally approved in 2023, the project will take access from a proposed public street referred to as street A. The east side of the street will include a 5-ft sidewalk and a 5-ft public utility easement. While the west side of the proper of the proposed street will include a parkway easement which will range from 1.5 to 4.8 ft in width. There will be no street parking no on street parking on this side of the street to ensure clear fire lane access. Additionally, street A will feature double yellow striping to prevent vehicles from crossing into the opposing traffic travel lane. The south side of Corona Avenue consists of a six-foot parkway and a 5-ft sidewalk. As part of the project requirements, the applicant is required to provide landscaping for the for the parkway area. Corona circle will also be improved as part of this development. A new cross gutter will connect to the existing curbon gutter on Corona Circle, allowing storm water to flow into the new water quality basin into that small adjacent parcel. Additional improvements on Corona Circle include new pedestrian ramps, new concrete steps, and an ADA accessible ramp with handrails that will connect the existing sidewalk along Corona Avenue to the new sidewalk along street A. As stated in the 2023 approval, detailed plans for the perimeter walls will be brought back to the planning and housing commission as part of a future precise plan submitt. The city will require such fencing to be in compliance with the residential track fencing standards in the zoning code. Currently, the four existing homes on Corona circle generate about 38 daily vehicle trips, including three trips during the AM peak hour and four during the PM peak hour. The proposed project would generate an additional 66 daily trips with five in the AM peak hour and
seven in the PM peak hour. Altogether, the total number of trips generated by both the existing four houses and the project would total 104 daily trips with eight in the morning and 11 in the evening peak hours. Because these peak hour trip numbers uh do not exceed 50 trips, no further analysis is required. Staff has determined that no additional environmental review is required as a proposal remains consistent with the conditions analyzed in the adopted mitigated negative declaration for the original map. The revisions will improve drainage on Corona circle and introduce new pedestrian infrastructure. The project density, lot configuration, and overall layout remain unchanged from the 2023 approval and continue to meet the standards of the R1-7.2 to zoning designation as well as the lowdensity residential land use designation. Therefore, the planning and development department recommends approval of TTM 36864R subject to the findings and recommended conditions of approval. Uh that concludes my presentation. Um, thank you for your excuse me, presentation. Did you say the uh during the improvements, part of the improvements would be to add a double yellow line to prevent crossing or it's already existing? Uh, yeah, there will be a double yellow striping line added. There is a uh some that is existing, but it's going to be um extended. Uh let me see. I got go back to that figure. It ex right now it kind of stops at the tip of where Corona circle would end at but the double yellow striping would extend all the way up to
I believe lot three. Okay. Thank you. And my other question was in the staff report it mentioned um uh outreach with the residents the existing and one resident Mr. Zion was unable. Can you go into detail as far as uh when you got his email or his uh correspondence, what outreach to him to answer his questions, what happened? Yeah. Uh he reached out um ear early last week and uh staff replied to him via email uh on Thursday and we also reached out to him and left him a voicemail uh addressing his concerns. So was there a conversation and he was satisfied with the information provided to him? Uh since reaching out to him, we have been received a reply. Mhm. Okay. Thanks. Go ahead. Do you have any questions? Um, sure. I I've got a a couple questions. So the I I guess one one question is this cityowned land, is that still owned by the city or um you know because I I guess I if the applicant's going to be potentially using that, how does that work? Yeah. Uh the that's portion will be annexed into the city's uh CFD and it's going to be uh owned and maintained by the city continue to Okay. And so so that wasn't I I guess how come that wasn't known before the first time this was brought to you know the the commission and to the council? Um it seems like that would have been known then
right I can answer that. Um the uh parcel shows that it was Calrans owned and so what we did was we we were really trying to get confirmation from Calrans and it took quite some time to get that confirmation. Okay, I see. And so then um so so the main change to the the main change to the project is that then the original project the original track map would have created basically a new street um off of Corona Avenue. um you know the lot a I guess but this this is basically extending Corona circle into that new street and will that will the new will that be then at that point is is Corona circle private um would it become private where the the new lot A starts or how does that work with this? Uh so Corona circle is public and I believe the proposed street A will also continue to be uh public as well. Okay. Uh thank you. And I just want to confirm you said that this was at the request of the city to incorporate this Corona circle into the project. Uh yes, the city uh asked the applicant to incorporate that small parcel. Okay. Any other questions? And and so then what was what was the reason that the city felt that that was beneficial? I can answer that. In the beginning um we did want um it to connect to Corona circle. The
issue was that we did not want to burden the applicant to find out that it was Calrone and so forth. So in the beginning that was the proposed design that we initiated but we did but we could not burden the applicant to uh do that research with uh that parcel. So the design would actually be better in such a way that it allows for one ingress and egress rather than having two separate streets really close to each other. The area experienced drainage issues in the past. So there's an opportunities for us to improve this area to improve drainage and um and also to minimize some of the grading that would have been um a much uh greater drainage with with higher retaining walls a better design than it was before. The only other question that I have is the project will come in front of the of the commission when the full design exists. Do you have any timing on that? Uh I do not have any timing on when the applicant will submit the precise plan. Um but uh the applicant is present today. Maybe he can uh provide a a detailed response on where when he expects to submit that. Okay. Any other questions? her. Actually we are in the third plan check with the uh engineering uh design and uh permits. We are in the process when the city approach us to change the uh entrance to the to the project and uh immediately after the approval we're going to submit the plans for construction. Okay. Yeah, I actually I I did want to ask one more question for staff um here. So, because as you know, the more I'm I'm kind of getting into this, I'm remembering the original project. So, is it correct then the Corona circle um if I'm remembering is at a slightly higher elevation than the new um the new street would have been and and there would have been a retaining wall between that is and and that's part of you know why the city wanted to make these changes was to you know that they thought that would also help with the the you know drainage issues. Is that it? Yes, that that's correct. Okay. All right. Good. I was just trying to fully refresh myself. Thanks. Thoughts? Thank you. Uh I do like the idea that uh with this addition um it creates one ingress, one egress uh versus two so close uh to the area and adding the water retention basin uh makes sense especially with drainage problems. As far as the resident's concerned in the outreach to the
resident, um, from his write up, from his questions, it seems like the concerns were more with changing the dynamics of the culde-sac neighborhood. It's still a culde-sac. It's not going to be like there's drive-through traffic or uh any of that. It's just a longer culde-sac. And um so I think staff did a good job. I'm in favor of it. Yeah, I really like that. It's it's better use of that what would in my mind almost become an abandoned parcel um that ended nowhere. Um and I think it'll slow down traffic that's entering onto Corona Avenue. So I also support it. Thoughts? Yeah. I I have no no um comments. I think it it makes sense. Yeah. And do we have a motion for TTM 36864R? Uh yes. Uh, I will motion that the planning and housing commission recommend the city council approval of tenative trackm 36uh 864R based on the findings contained in the staff report and the conditions of approval. I'm moving to administrative reports. Sis Kleta, I just wanted to let the commission know that the Sajada Islamic Society was approved by the city council last week uh unanimously. So, they will now be moving forward in getting their permits to improve that facility so they
can start using it for their mosque. Great. Um, do any commissioners on the planning commission have any matters to discuss? Could you just clarify, Miss Ketta, where what location that was? That was the facility off of Main Street where they were going to be doing the uh 4,300 foot dwelling and turning it into a moss for prayer services. All right. Thank you.
