The project is A Major Amendment to the San Jose Mineta International Airport Master Plan to update the aviation demand projections; and modify components of the long-term capital development program, the demolition and replacement of a Federal Aviation Administration air traffic control tower, and the identification of vertiport(s) and associated support facilities, located at the San José Mineta International Airport, generally bounded by U.S. 101 to the north, the Guadalupe River and State Route 87 to the east, Interstate 880 to the south, and Coleman Avenue and De la Cruz Boulevard to the west (1701 Airport Boulevard) (City of San Jose, Owner) Council District: 3. CEQA: Addendum to the San Jose Mineta International Airport Master Plan Integrated Final Environmental Impact Report. PROJECT MANAGER, JOHN WILSON & NHU NGUYEN Staff recommends that the Planning Commission recommend that the City Council take all of the following actions: 1. Adopt a Resolution approving the Addendum to the San Jose Mineta International Airport Master Plan Integrated Final Environmental Impact Report all in accordance with the California Environmental Quality Act; and 2. Adopt a resolution approving the Major Amendment to the Airport Master Plan for the San Jose Mineta International Airport.

The proposal includes the following actions: 1) Adoption of a City Council Policy on environmental review that approves an Environmental Review Handbook and Environmental Standard Permit Conditions. 2) An amendment to Title 21 (Environmental Clearance) of the San José Municipal Code related to noticing for appeals of an environmental determination (Municipal Code Section 21.07.050) located Citywide (City of San José, Owner). Council District: Citywide. CEQA: Determination of Consistency with the Environmental Impact Report for the Envision San José 2040 General Plan, as Supplemented, and with the Environmental Impact Report for the Downtown Strategy 2040, File No. ER26-045. PROJECT MANAGER, CORT HITCHENS Staff recommends that the Planning Commission take all of the following actions: 1. Consider the Determination of Consistency to the Environmental Impact Report for the Envision San José 2040 General Plan, as Supplemented, and to the Environmental Impact Report for the Downtown Strategy 2040 in accordance with the California Environmental Quality Act (CEQA); and 2. Adopt a resolution approving a new City Council Policy entitled Environmental Review Policy; and 3. Adopt an Ordinance to amend Title 21 (Environmental Clearance) of the San José Municipal Code.
