Um she's um She's driven all the way up to visit us today. Loves our weather and now you can report. So, yes. Thank you, [snorts] Mayor, members of the council. There is one reportable action from the closed session items that you've considered so far. That's item 3B. You unanimously authorized staff to opt into a settlement of litigation with the six remnant defendants in the national opioid settlement. It entitles the city to a percentage share of an approximately $95 million settlement pool that is distributed nationwide and any funds that the city receives have to be utilized for specific um uh programs designed to reduce the impacts of the the opioids. We praise you for the encouragement to set aside our selfish interests, our ego-driven behaviors, and our short-sighted actions. May you give us a glimpse of a wider and more gracious vision for the citizens of Reading and beyond. Speak words of wisdom and truth through the participants tonight. Remind us of our responsibility to care for the most vulnerable in our society. Give us courage where fear has held us back from positive and affirming change. And may your will be done. Amen. We did have a presentation today uh they were not able to join us today, so we will potentially postpone that to a future meeting. Uh so, we will not be doing that today. Okay, for public comment uh for non-agendized matters within the city's jurisdiction. Pursuant to the Brown Act, City Council
cannot take action on public comment items. The City Council will allocate up to a maximum of 3 minutes per speaker for 30 minutes total at the the beginning of the meeting for public comment for non-agendized matters within the city's jurisdiction. The mayor will determine the order of the speakers. If 30 minutes is not adequate to accommodate all the individuals who submitted their name through the electronic kiosk, the Council will trail this item to the end of the open session agenda. The remaining speakers will address the City Council at that time. We have uh five speakers today. Uh as I announce your name, if you could line up along that wall, and that way we are efficient with our time today. Uh looks like we have Darlene Waltman, Mark Monroe, Shannon Paulson, Hawk Masato, and Chris Brooks. And Darlene, we'll start with you. Thank you, City Council members, for taking the time to listen to a couple of issues that I have. My name is Darlene Waltman. I live at 2737 Alfredo Way, where I have lived with my husband for 48 years. The first issue I'm addressing is the methadone clinic that is located on Hartnell Avenue. My concern is that it is located within a mile of three schools, Parsons, Enterprise, and Rother. Shasta Meadows is also off Hartnell, but a little further away. Also, the homeless traffic on Alfredo Way with a licensed daycare across from my house. Children walking to school have to pass the line of homeless on Hartnell waiting to get their drug. I am also concerned about them walking north on my street, Alfredo Way,
to get to the Safeway and CVS pharmacy on Cypress. In the past 2 weeks, I have had a homeless person camping on the east side of my house, on my property, and another shooting up in front of my fence. I am not against a methadone clinic. It is needed in Redding. We all should be against its location within the city, on a major road, and close to homes and schools. Second issue is the traffic situation on Alfredo Way. It is a unique street because of the S jog in the middle of the road. Cars speed to see how fast they can make the S turn. I have personally had property damaged as I am located right on the S turn. Traffic is getting worse, especially since Lowe's and also the apartments north of Lowe's on Alfredo Way. It is becoming a thoroughfare for cars to get from Cypress to Hartnell and vice versa to avoid traffic. It is not a two-lane road. It's very narrow. If cars are parked in the street on either side, only one car can get by at a time. Last The last test was done in September as far as the the number of cars that that were going through. And I I just don't think it was uh a fair test. I would like to ask for another test strip to be put in front of my house. Is that me?
No, you have more time, 30 seconds. So. Going south on the curve, you cannot see around the curve. And I've seen several near misses when cars from each direction meet at that curve. I would like to also to see some increased police activity on that street. Thank you for listening. I am open to any suggestions that you may have on these two issues. I just want to say thank you guys for all of your attention that we've stolen from other important matters. Uh we just have one little one. I don't know if you're aware of it or not. Um there has been some things out of the track that have been damaged, and we did submit a cost of that. We just didn't know if you guys got it or not. So, we're just bringing that message forward as well. All right, thank you. Mark, thank you for coming today. Yes, thank you. Yep. Shannon. Evening. Evening. Um my name is Shannon Paulson. I've been a citizen of Shasta County for over a decade, and I have lived in Westwood Manor subdivision, also known as Westwood Village, for a better part of 6 years now. Westwood Village houses 588 families, 20 businesses, three schools, and a church, and has only one entrance and exit point to the subdivision. Which in the mid-40s when the subdivision started being built on the north side, this made sense. More houses were built in the '50s, a bulk in the '60s with some businesses, and the last house being built in 1978 on the south side. In the mid-40s, uh Westwood Village roughly housed 50 people. Today, it roughly houses 1,800 people. 320 students, 40 staff members between three active schools, almost 100 employees between 20 businesses, and an active church with staff. In my almost 6 years, I have watched the only entrance flood every winter with hard rains, and witnessed residents go almost waist-deep to unclog the drains. We have had three flood evacuation
warnings in that time period. We have had two fire evacuation warnings in that time period of me living in that neighborhood. The bulk of the houses and businesses are mostly on the south side of the neighborhood, where a second road and entrance was started and is a third of the way paved back in 1978. The road has no name and requires 290 ft to reach Clear Creek Road. According to California regulations zoning title A section 3220A under neighborhood and fire safety states that any subdivision that has more than 50 units is required by state law to have two points of entry and exit for emergency services and emergency evacuation. In the city of Redding, Westwood Village is the only subdivision of that size with only one entrance and exit. I believe it is time for us to complete the second point of entrance and exit 48 years later. The neighborhood has definitely grown since the 1940s, and it is well overdue. This would be completely beneficial to emergency services, utility services, and the neighborhood itself. Thank you. I have a I have a question just because you know, look at I'm looking up

Hello, I'm Hawk Masato, owner-operator of Hawk Masato Moto Camp based in Cottonwood, and owner of the Golden State Championship Series. Um I'm here to speak on uh behalf of myself as well as Redding Motorsports Park, as we are planning on hosting an event um June 5, 6, 7 um out there at the road course, or the go-kart track, if you will. And um I know there's there's been This [clears throat] has been an ongoing um issue for quite some time is the road course. So, um I just wanted to share uh a bit more of what it is um and what I do. So, I teach motorcycle lessons and host races across the nation um and race professionally right now. This series is a Supermoto and road race series. The road racing is for kids, and this is um through a um entity called MotoAmerica, which is the largest motorcycle sanctioning body in America for road racing, as well as AMA, the American Motorcycle Association. So, this is this event that I'm proposing to have um on this date is um the third round of the Golden State Championship Series. And it is a state championship. The idea of this is that we have races four races from Southern California up to Northern California. This would be the north race. So it allows geographically for families for riders to be able to participate in a race and not have to drive so far. So this is round three and MotoAmerica contracted with them as well as AMA to host this event based here in Redding. This is the north race. So if we don't have this race then I would be looking to go elsewhere which would not be
Northern California. So then a lot of families and kids cuz this is a a qualifier the qualifier for MotoAmerica is strictly for kids. So they would not be able to qualify in this round which is setting them up for a national out in Wisconsin. So beyond that um you know really I just want to see everyone out there. This track that we've got is a gem. I've been in I've been to these kinds of tracks across the nation this place is beautiful. It is still in great condition. And it could use a little bit of love but so could a lot of tracks. It takes a lot of money to keep these tracks up. That's why in my opinion cuz this is what I do for a living you got to generate income. We have to have that place up and operating period. And with with this and how it goes um you pay to play. That's what I've learned. Insurance is brutal these days and it's almost not justifiable to do what I'm doing to host these events. It's extremely hard because insurance costs so much as well as the rental cost of the track. So to host this race we're looking at at least 100 to 120 riders and 500 to 1,000 spectators and I think it'd be great for our city. Shasta Moto can come out and race and participate promote their club the go-kart club. I just want to see this track up and going. All right. Thank you. Thank you. Are you going to race Council or Dinuka? Are you going to have Actually I love it. Okay. He's entered. Well Council members it's interesting we find ourselves in this position again. Once again I'm getting tired and tired of this. Now if Hawk Mazotta wants to put on a Supermoto race claims he has advertised this throughout the past. Okay. I get it. I'm a racer. I want to see races happen. But like he says you know this track is a gem. It's kind of interesting how we built the track and all these other individuals think that
they can come in and make money on our track and not pay the the club any kind of fees. Now I'll even use Hawk. If Hawk wants to put on the event and you guys agree to it we'll charge him his his fee in a lot of closed door meetings was $2,400 for the weekend. He pays the cart club $2,400 I'm good. He needs to work out the rest of of how it's going to be run with the Monroes cuz they are the Supermoto. It was made quite clear in the last meeting I attended with City Council that it was a unanimous vote to give the cart the the track back to the cart club. Now we have been working on insurance we can get insurance. Okay. So that is no longer an issue with that. But to keep doing this to keep having Andrew which I feel is a rogue employee constantly backdooring you guys and coming around and okaying events like this and I submitted a bill that he needs to submit to Tony for the damages that were caused to the cart track. So there is no way I'm going to okay Hawk or Tony being involved in anything until Tony coughs up the money for the damages that he caused to the cart assets. Plain and simple. I emailed you guys what it was. I need to talk with the the new city manager about it. But I think Tony's operation should be suspended till he pays the amount that he agreed to pay and Andrew agreed that they would take care of any damages caused to the cart assets which they have not done. This has been a month and a half since I submitted that. He said he was going to talk to Travis about it and I talked with Travis yesterday he hasn't heard anything about it. So Andy is constantly running roughshod for for Tony. He's been doing it for a year and a half. Anytime there's been any kind of an an issue that I've brought up to Andrew he ends it with I I appreciate you letting me know. And then he he goes into his emails and gives his own
opinion on track conditions or or you know things that are going on in the track that he has nothing he knows nothing about. So that that's my thing. I don't think Hawk if Hawk wants to to have this event I'm okay with it. But he's going to pay for the event. And for once cuz Tony's been out there six or seven times with paying nothing to the carting club for the use of the track and the use of the carts assets out there. So you know I'm going to talk with the city manager tomorrow if I can get a hold of him about getting Tony the the the amount that he owes the cart club and we'll go from there. Thank you. Thanks. want to say I just want to say one thing. Chris I understand your concerns and I we take it very seriously. But at the same time I don't think it helps to you know um kind of imply something on the city staff. So I would ask you to just keep that in mind please. All right. That's all our public speakers.
