City Council - Regular Meeting

It is now five. Oh, 4 on Monday, July 27. We have a maintenance and development meeting. I'm joined by my colleagues. City council president, madam with you. And. Committee member, Maria Perez, and then Maria Perez. I'm LeVar Click-Bruce, chairman of the Mades Development. We can just go out around the room. We have some city officials in here. If you could just introduce yourself for the record, please.

Robert Sujong, Associate Solicitor. Thank you. We have two items on this agenda. We have an appropriation order for taking for the Granite School projects, $645,000. And then we have an order of taking of land of the new Granite School. So I'll open up to city officials to explain what is going on for the city council.

Well, we identified three properties that were needed in order to build the new Horena School at Chestnut Street. Two are empty lots, and one is a four-family parcel unit. So we went out and we got appraisals.

The owners got appraisals. So we landed on the $645,000 for the land team. The Ford family is valued at $535,000. The lot that is associated with that property is valued at $65,000. And the empty lot on Prospect Street, or excuse me, Massasoit Street is $45,000.

So this squares up the property. We didn't take any more property. We're land starved right now at Horena School, the Horena School. So we're shoehorning this. I don't want to use the word shoehorning, but we are using every square inch of the properties that we have right now in order to build 138,000 square foot new Horena Schools. And these are all friendly takings. So that's a good thing. We haven't taken any properties for the previous schools. So this is the first time we had to do this for a new school.

So this school is going to be how large?

I think it's 138,000 square feet.

And how big are the, it's like Deberry Swan? Yeah. It's about the same size, but one school?

One school. It's a little smaller. Deberry Swan is 155,000 square feet. I think we're landing around 138,000 square feet. We have 13 preschool classrooms in Horena, or the new Horena, and then three cohorts per grade, so. And is it? What it is is a lot of parking. There's 170 parking spaces for staff and visitors. Parking is always an issue. And the biggest issue with Arena School or any school is our traffic plan. So we're working heavily on the traffic plans to make sure we get it mostly right.

And through the chair. Yes. Massasoit Street and Prospect Terrace, were they owned by the city or some other people?

No, they're owned by other people. The city owns the four acres of Chestnut Street where the old Chestnut School is.

And the acquisition and relocation, all costs are not reimbursable at 80%. So those are all city costs. We cannot put in for reimbursement.

And you said that came from Pago?

The initial, yes, it's coming from Pago.

This is just for the properties.

This is no relocation. We'll be coming back to that. No.

So no eminent domains on this.

Well, this is an eminent domain. This is friendly eminent domain. Friendly.

Gotcha.

And they're relocating the families. Yeah. And so those costs aren't included in this.

This is strictly property. So now we're able to, once we take acquisition of the property, we can contact the tenants and start working out the relocation with them.

Do you try to keep them as close to where they are as possible?

Yeah. We have a relocation specialist. We went out for a request for a proposal, and we got only one response. He's done a lot of work in the city, so. Six more is about to work out. Same guy. Go ahead.

Is the landlord willing to relocate them and then you have to sell the property?

The property selling? No. It's not sold. It's all for the city.

It's all for the city? Correct.

I guess my question would be, what is the timeline? And it might be in here. How many families were displaced?

Four families. It's going to take anywhere from four to eight months, depending on how the process rolls out.

So will we find them a place suitable prior to taking their land, or is that contingent on time? It's after. After. Gotcha.

There's all legal statutes that I... And at one point, that would put them...

in a category that they're able to be assisted when funding is required.

So they have went after it. Is there a reason we don't build these pools with pools anymore?

It's not reimbursable.

Nice. Because they cannot swim. And there's not enough pools. And I want the Springfield Sharks to be able to go somewhere else.

We've got milk for everyone. Bradley, Central. It's not filled. They don't use it. Really? I thought they did in the bottom. They did in the bottom.

I still smell it when I go down there. You do? Yeah. When I go in the boys' locker room, I still smell it. I want an affiliate to put another basketball court.

And quickly, the highlighted section, I'm going to ask if we can orally amend it to that language because they, you know, I had to have it in. I want to say my name is They didn't violate the new credit tree until Friday. So that's a new ownership. It was previously owned by the father. We answered it to the son. July 7th, July 24th. So family member. Yeah. And there's two of the family members are.
