Authorization to Advertise for Bids for the Ellwood Mesa Trail Erosion Repair Project

Authorize staff to advertise a notice inviting construction bids for the Ellwood Mesa Trail Erosion Repair Project.

Public Works Professional Design Services Amendments with Kimley-Horn and Associates, Inc., Unico Engineering Inc., and Grant Budget Appropriation for the Office of Traffic Safety Grant

A. Authorize the City Manager to execute Amendment No. 1 for Professional Design Services Agreement Number 2026-026 with Kimley-Horn and Associates, Inc. for assistance in preparing Public Works grant applications, increasing the contract authority by $75,000 for a total not-to-exceed amount of $120,000; and extending the termination date to June 30, 2028; and B. Authorize the City Manager to execute Amendment No. 1 for Professional Services Agreement No. 2025-012 with UNICO Engineering, Inc. for Construction Management, Inspection, and Testing for the San Jose Creek Multipurpose Path Project, increasing the contract authority by $209,670 for a total not-to-exceed amount of $3,063,324; and C. Authorize a budget appropriation of revenues and expenditures in the amount of $45,000 in the Office of Traffic Safety Grant Fund (409) for the Pedestrian and Bicycle Safety Program, as identified in Table 3 of the Fiscal Impacts section of the staff report.

Authorize the City Manager to execute a Professional Services Agreement with the Corporation for Supportive Housing for services related to updating the 2021 Homelessness Strategic Plan, in an amount not to exceed $85,000, with a term expiring June 30, 2027.

Approval of General Services Agreement with Ingram Library Services LLC for Library Materials Services

Authorize the City Manager to execute a General Services Agreement between the City of Goleta and Ingram Library Services LLC for library materials services, for a total not-to-exceed amount of $500,000 with a termination date of December 31, 2027.

Award of Professional Design Services Agreement for the Stow House - Southeast Porch and Window Renovation Design (CIP Project No. 9135)

A. Authorize the City Manager to execute a Professional Design Services Agreement with Radames Architects PC for design services for the renovation of the Stow House southeast porch and windows, in an amount not-to-exceed $62,670 ($54,495 base contract, and $8,175 contingency), and for a term ending December 31, 2028; and B. Authorize a budget appropriation transfer in the amount of $62,670 from the Public Facilities and Building Maintenance Reserve to CIP No. 9135 - Stow House Preservation as described in the Fiscal Impact Section.
