And I'd like to call to the uh podium uh our parks and recck director, Brendan Kaine. Uh, wanted to welcome our new aquatic supervisor. Can you hear me? Okay. Yes.
Move this thing up a little bit. Uh, Nikki Wilson is here. Um, Nikki has her bachelor's degree and uh, in organizational behavior and marketing from UMSL, uh, as well as her MBA from SIL. Uh, she's certified pool and spa operator uh, licensed as well as Red Cross lifeguard instructor uh, certified. Uh she was the director of aquatics at Wilson's Fitness in Columbia, Missouri for eight years. Uh where she also taught kickboxing and was a personal trainer. So don't don't mess with her if there's a disagreement. Handle it. Uh she is also currently an assistant swim coach at Fort Zumalt North High School. Uh there is one major red flag. She's another KU basketball supporter. So we have two in the department now. So we're working through some trust issues, but we'll get there. So just wanted to welcome Mickey Wilson. She's been a great addition. Next, I would like to call up police chief Mark Misadi for introductions of promoted officers. Thank you.
Thank you, Mayor and Council. If you guys want to come on up, where's Jen? So, mayor and council members, I'm extremely proud to announce these promotions. I know you probably saw some of it come out, uh, but I presented each one of these to the board of police commissioners for the city and unanimously voted in favor for these promotions. But just to introduce so you could put a face. I mean you probably know Bryce from serving lunch at the uh senior lunchons. But um just a little background at and speaking. So uh just a little background on Bryce. So um he was a former military member. He served in the Army National Guard as well in the military police unit. Um he came to the Bridgton Police Department a after graduating the Eastern Missouri Police Academy in 1998. Um he has two daughters and he's been with us for 27 years now. Um he served time in the patrol division, detective bureau. He was a detective sergeant, a patrol sergeant, a patrol lieutenant, and he was promoted to captain in 2024 and uh filled in. And I know when we had an extended absence for Captain Fitzgerald, he filled in the captain's role in that as well. He's also a former graduate of the FBI National Academy uh which he went to in 2024
23 um which is everybody knows I know we've talked about that before a very prestigious uh command and leadership training program. So without further ado, Bryce Love, our new major Um, next I have uh, Captain Jennifer Dussel. She's here. I think most of you probably know her, but she spent a lot of time with the police department. She was like me. She started at the age of 21, I think,
barely 21. Um, so she's been with us for 32 years. Um, she was a crime scene investigator, worked in the detective bureau. She is a certified arson investigator and fire investigator. Um she was a member of the major case squad and the Midwest financial fraud investigator. Um she uh managed our civilian personnel when we had uh dispatch along with our records department for a number of years and was very instrumental in the transition when we moved over to the county records management system and dispatch system. Um she's pursuing her degree I think at UMSIL and she's just about done. Um that would be her bachelor's degree and she is the police department grant writer. So she writes a lot of the grants for the department and I know at the end of the year I give those numbers and it's been phenomenal how much money that she's gotten in grant money awarded to the city for equipment, cameras and what have you. So without further ado, Captain Jennifer Duce. Next we have Captain Ryan Dick Herbert. Uh Ryan was hired in 2006. So he's been with us for 20 years now. Um he was he's been in the detective bureau since what 2011 I think it was. Uh also on the major K squad. uh he worked a lot of homicides or different things through the major case squad and has been very instrumental in helping train younger detectives in how to conduct good proper thorough investigations. He was promoted to sergeant in 2018. He has two children, Andrew and Alexandria. He graduated from Fort Zumwald, but he also attended Truman State University and Faulner University. just graduated with his bachelor's degree in criminal
justice. Um he also is a graduate of the Northwestern School of Police Command and Staff. Uh was that in 2023? And I failed to mention that Jen just graduated. Was that last year? Uh from Northwestern as well. So that's another prestigious leadership and uh command school. So without further ado, Ryan Dick Herbert, a new captain. Um, we have Lieutenant Tom Klene here. Um, Tom's been with us since 2013, so he's been with us a little over 12 and a half years, I believe it is. Um, he was promoted to sergeant in 2023 and now lieutenant this this month. Uh, he's a graduate of the Eastern Missouri Police Academy in 2013. Um he was a awarded the top gun award um and presented outstanding firearms achievement in the academy. He is a great great firearms instructor. Um he is the department firearms instructor that uh works with officer Mutard I think with helping with getting all of our officers kept up to speed. He's been away to a number of schools. um just last year helped transition to our red dot sight system which is an enhanced sight system that the officers have on their weapons now. Um just really really good instructor. Um he's married. He's got uh his son and two daughters and they're here with us tonight. So welcome. And uh one of the things I just wanted to announce to the city as well is that Tom's been accepted into the FBI National Academy in Quantico, Virginia in April. He'll be leaving us and going up to that class. It's a 10-week program. Um so sorry to your family, but uh but it's it's great and it's really going to enhance his knowledge and and
skill sets with uh leadership and command. So Tom Klein, our new lieutenant So, at the end we have Jennifer Urban that's here. So, most of you know her. She's involved in a lot of stuff. She was hired in uh 2010. She's been here for 15 years with us. She started as a dispatcher uh moved into the records department in 2021 and she's been recognized consistently through the explore post program in the St. Louis region and within our department. She's been outstanding. Um she's I can tell you she's a master in multitasking. I've never seen somebody that can do like five or six things at one time like she can. Um, I can't speak enough about her and what she means to the department. So, uh, she's she's filled in. Um, I know when my administrative aids out, I don't even have to ask. She's at the door. What do you need today? How can I help you? That's the kind of worker she is. So, um, I know her dad and mom are here and her two boys,
two of the three boys are here. So, um, extremely proud of her. She is involved in the polar plunge with Special Olympics and has helped out in a lot of those charitable uh organizations and uh with the explorers trying to mold young people to get into this field. So um extremely proud of her and she does come from an extensive law enforcement family. So kudos to that. And without further ado, Jen Irvin. Thank you, mayor.

Thank you, mayor. Um, as you're all aware, the mayor and I received information that um, the city's longtime pension um, manager advisor with US Bank um, had resigned from that uh, institution and have moved to another institution and um, we've discussed it. I wanted to have a special pension commission meeting and have them make a recommendation to the council or the trustees of that pension. Uh we had that meeting last week. I think we had some really good thoughtful discussions with the pension commission and their recommendation to the city council is that we do a request for qualifications. um which which is something that we haven't done for quite a while and we thought I think that would be a good process. We could certainly include a list of some of the other investment firms that are here in St. Louis and um find out what's out there and um I'm certain that uh the investment team that have moved to another um firm will will certainly submit their qualifications. But I think it it gra gives us a great opportunity to to talk with some others and and uh provide you all that information. So I just wanted your um input and consensus from the council on the next step and the direction of doing a a request for qualifications. I'll certainly try to answer any questions that you may have.
Council member Luther. Thank you, Mayor. First, I think that's an excellent idea. Absolutely excellent. And could you reiterate the size of our pension pardon the the size of our pension is 42 million. It's about approximately 42 million. So significant and I do think that that is wise to to solicit RFQS and really make the best decision on behalf of of the city. So I'm very happy to see that and thanks for clarification about what that pension fund is for those listening. Absolutely. Council member Luke.
Thank you, Mayor. I had an opportunity to attend that meeting. Mayor, thank you for letting us know about it so that we would um be aware and I too agree that going out and asking for qualifications is the right move to make. Um I did ask a couple of questions following your meeting and um whenever you can get answers to those, I'd appreciate it. Thank you. Thank you, Council Member Ilwanu.
Thank you, Mayor. I am um in agreement as well is how we're moving forward for the request for qualifications. Is I just wondering is there a timeline that we're we're looking at? I think it's something we could do fairly quickly. I don't think it's going to take that long for these firms to submit their qualifications. So, I'm taking I'm thinking within a few weeks we should have that information back so we can turn it around pretty quickly. Okay. Thank you, Council Member Satil. Yes. Thank you, Mayor. Um, yeah, I'm agreement and going forward with what you're proposing right now as well. I have a quick question. How many employees do we currently have that are still on the old pre202 pension?
Uh, total employees and retirees, I think it's just shy of 250. Okay. Total both. Total. Okay. Yeah. Correct. That's good. Thanks, Council Member Luther again. Thank you. And I had forgotten to ask about the timetable. So, thank you, Council Member Ewanu for bringing that up. I believe Mr. Book Bookout and I are hopeful once he get puts together the RFQ and and gets it out uh to certain financial institutions that they should be able to respond within a couple weeks. So, hopefully by the end of uh or maybe the second meeting in in February, we should be able to bring it to council. Absolutely.

Thank you, Mayor. Um, don't really have too much. Thanks everybody for coming out. Uh thanks for everybody watching. Um and uh I guess uh shout out real quick to uh the parks and recck department. Uh my family and I decided to uh swing by the um indoor pool a couple days ago and as always it was a great time. Uh there was quite a few people up there and everybody seemed to be enjoying themselves. Everything looked clean. Front desk was nice. So thanks for uh all the hard work you all do and back to you mayor. Thank you, council member Satu.
Yes, thank you, mayor. A few things here. I know we all know there's a snow event coming up this weekend and hopefully our public works should be prepared and hopefully even our police department will be ready to maybe issue some warnings or potential violations parking in the no parking zones and our on our snow routes because it's been a problem on some of our previous snows. So, I did bring that up to one of our officers. So, that that that's something I want to look forward to this coming that weekend. Hopefully it's clear and no no problems. We just had a storm water commission meeting uh this evening and u we kind of moving forward with a a proposed draft that uh is for residential storm water basins that's going to go out to the uh all the property owners of probably the um the different associations you know homeowners associations. Uh, so I want to make sure that the all the rest of the council gets a copy of this and you too, mayor, and I think Lynen Broker, our attorney, probably if you say so, mayor, that he should overlook this as well. Uh, at your discretion. Uh, so maybe we can ask Brian if he wants to add a little bit more. He's the one that kind of helped present this to us tonight. Uh, and so uh, with that, I'll leave that with him if he wants to talk about it in his presentation a little bit this evening. But make sure everybody gets a copy. If it's not on email, at least make it's probably going to be in your basket. Also wanted to let Nikki Wilson, welcome to the Bridton family and we wish you all the best. And then um in case anyone wasn't aware, we are having our historical speaker series put on by the historical commission coming up Tuesday, January 27th at 6:30 p.m. at the recreational center. It's a free invite. No RSVP required and um it's at the rec center and it'll be Valerie and I forgive me if I do not pronounce her name correctly. The speaker is Valerie Battle Kinszel. Um she has written a book and the subject's going to cover the history of the footwear and garment industries in St. Lewis with uh highlights of Washington Avenue and um also going to feature historical stories and advertisements and images. So, it should be a fun event and hope to see you all there. Thank you.
Thank you, Council Member Patil. Thank you, Mayor. The only thing I have is Mayor, when it comes time for you to speak, can you just update on code enforcements? I touched base on that on the last meeting and I just want to know if there was like a priority list or how we're doing with that or just an update on trying to keep up with the ordinances enforcement of it that all I have. Thank you, Mayor. Uh congratulations to the new hire and the promotions. Well, that's that's such an honor and it feels pretty darn good, doesn't it? It feels good. So, congratulations to everyone. I'm sure you're going to do great. It's great to see the smiling face. I got a couple of pictures up here too. Some some of them you were laughing so I I think that's a good photo. The I I did want to mention, you know, there are a lot of new businesses coming in and if you look at the ends the front door back door of Bridgton, the Circle K that opened Dutch Bros. those things go up fast. It feels like we talk about them and there's nothing there and there's nothing there and then one day there's a building and then of course the signs that are I still call it the old Kmart which I think is technically Hilltop Plaza and it's very exciting and what I want to say about that is where I work I talk about Bridgemond of course and people are telling me they're coming to Bridgemond for different things. Arch pickle ball I have a a lot of colleagues that play pickle ball and they say oh I've already been there. Oh you're getting a this. Oh you're getting a that. So, it's really nice to be talking operation and and new businesses or knowing they're here for some of the new things that we're attracting. And on that note, I did a little fun project. I thought it was fun about a week ago kind of sitting and thinking about all the things, the recreation things we do here and put a list together of 28. And that's with the help of council member Satel, the mayor, council member Luke and Brendan and a few others that this generated a while ago just of things that we have going on in Bridgen that could be considered recreation. Bridgen your destination for recreation, your recreation destination. So if you'd like to see them because I think it's noteworthy. I don't know many cities that have a golf course which I left off the list. I don't know why. pretty big and a pickle ball, indoor outdoor pickle ball and archery and also indooroutdoor pool. All of those things that many of them are free to residents, walking trails that everybody likes. So, if
you'd like that list, I think I'll put it on my Facebook page or be sure to share I can email it to you. But, I thought this is this we should be proud of that. This is something that's so very attractive to families. This is something that's so very attractive to young people and we have it all here with more coming in. three coffee shops in a what three mile two mile area is. I like coffee is is great for me. So I look forward to the opening of Dutch Bros Coffee. And then finally uh co-consel of Ward 3 and I will be hosting our Ward 3 meeting next Wednesday, this next week, the same uh seven days from now on at 6:30. So we'll be here with an agenda to talk about some of the things we've talked about tonight and new things. That's all.

Also, congrats to the police department employees who have been promoted. Um, Major Levelvel, I don't know if Chief told you that the pension comm or the sorry, the police commission decided that with your promotions for the polar plunge, you either get to donate $500 or you get to plunge. You may know that last week, Governor Kho delivered the state of the state address on Tuesday the 13th. It was an hour long uh speech and it can be viewed at mo.govlive if you're interested. He talked about the budget and how the state is facing similar to what Bridton is that we're we're dipping into our reserves and he's trying to make some hard decisions. You know, change is never easy. Uh but he's kind of setting the tone for what Bridgen needs to be looking at when it comes budget time next year as well. So, uh if you're interested in in hearing what he has to say about all that, go to mo.govlive. Um, also the 103rd general assembly has started in the state of Missouri. That's the house and senate. Pre-filing in the house bills alone was over,00 they had over,00 bills pre-filed and of course you can go on their web pages to check all that out. I do have two update questions. One is for the staffing survey status and then the other is for the bridge or culvert replacement on natural bridge road. Um I was there at the uh pension the special pension meeting and there's going to be a recommendation to to move it uh from US Bank and the gentlemen that have been managing this since it was changed over in 2012 have done an excellent job and it's not being moved because there's something wrong. So, I just wanted to clear that up and make sure that there was no worries about the status of the pension. It's uh doing wonderful and I have uh all the faith in the world that it's going to continue to be managed uh very well for the employees. Thank you.

So, in regards to the storm water operation and maintenance manual for residential detention ponds, I can answer any questions you guys you guys want on that, but uh I don't want to go on and bore you for a long time about it. So, if you have any questions, please feel free to to let me know and I can uh give you anything you want on that. Um, next one, uh, Miss Luke's comment on the natural bridge road. Uh, we did meet with the designer today. Myself and Kevin met with those guys. It well it was a team's meeting and we talked about the uh bridge versus a box culvert. Right now there is a triple box culvert down there. We considered both of them. We ended up uh going with a bridge. We thought that was going to be more beneficial. For one thing, it's cheaper to build. It was going to be about $120,000 cheaper to build the bridge over to Box Culver. And also we talked about future expansion down natural bridge corridor. And right now the bridge is going to be designed for two foot. It's going to have some six-foot lanes on it, some barriers to protect the uh the pedestrians. And we talked about expanding it to four lanes um for future development. That would uh obviously increase the costs and uh alignment. We would have to do some more alignment uh on the bridge to do that. Uh utility conflicts were an issue and also when it came to the getting a grant that would affect our our our grant score. Um so it' be easier to do that when the time came whatever that could be 15 20 30 years. Uh, also
the bridge is easier to widen than the box culvert when the time comes. So, uh, so there's that. And, um, anything else to add on that, Kevin? I may have forgotten, but we decided to go with a a a bridge. And, um, yeah, you may have seen them have the road today with some, uh, some flaggers or some cones out there. They're doing some borings to see how how deep to do the peers. So, Mr. Peterson, there's a couple questions. Council member Luke.
Thank you, Mayor. I think I hit the right button that time. Um, is there a time frame? We're still in engineering phase. Is there a time frame to move to actual construction? That we're going to have to go after we get it designed. They'll have to go through the whole grant process and see how that goes. There's land acquisition um before we even start any construction. I'm going to hold you to this number. How long do you think it will take to build the bridge once it starts? I I I expect you know exactly. No ballpark. How long are we thinking normally for something like this? It's going to be 2 months, 3 days, and 24 hours. 24. So 2 months and 4 days. That's right. That's right. Cool. I'm glad to know that you No, I I Is it normally like a multi I'm assuming it's at least multi-month. So like are we talking like do you think like two or three months or do you think it's going to be much longer than that or? I don't even want to Okay. I just know it's a pretty major thorough. My question kind of follows up on that. Do they just do one side then the other side so we're not shut down totally on traffic or will they shut that whole national bridge? They'll shut it down and they'll divert around on the go around it. Okay. So, just so when that comes up we can kind of explain that to people during the future if we do any future widening they can still have traffic on that and and and do that and still have the whole thing will come out and it'll be shut down and start from scratch. Uh, the rec center will be turning 10 years old this weekend. Uh, you may have seen information on our Facebook page. Uh, we'll be doing free admission for residents. Anybody that's not already a member, uh, all weekend, Friday through Sunday. So, we hope that, um, people that may not already be members will take advantage of that and come check it out. Uh, we'll have cupcakes and some refreshments on Friday. um even if we can get one new member, it's worth it to to do something like that. So, uh come on up this weekend if you if you can. And then also just a reminder, the tax uh tax program that we do with the AARP, the senior department, uh schedules all the appointments, uh those appointments will begin uh February 4th and run through April, April 8th at the rec center. So, just want to mention that.

So, the only thing I wanted to mention, I know that the news is calling for the snow event this weekend. So, we'll continue to do what we've always done where prior to snowfall, we'll sweep those uh snow routes and the officers will put tags on the cars to try to make sure that we get them cleared out. So, uh we'll continue that practice so that uh people are on notice that we need them to move those cars. So, that's all I have. Thank you, council. Any questions for the chief? I see none. Thank you. Uh, Chief, um, just asking this for clarification. I know one thing that I hear from residents all the time is the frustration about cars being left on the street. Uh, and I hear and I know at the public works area, um, I'm sure that's much harder for the drivers of the snow plows. Uh, one thing that I truly like about the Bridton Police Department is how we enforce stuff or you all enforce stuff, but you're also lenient. You're really nice to a lot of the residents out there, giving them a chance. Um, for something like this, I mean, is there a reason that we can't be a little bit more strict with it? because not only is it something that we hear about from the residents complaining, but I know it's making your guys' job harder to do. Um, is that something that would really kind of mess up your guys's uh flow on things? I I'm coming from a position of ignorance, so please excuse that in my questioning.
So, traditionally, we just put the tags out prior to snowfall to try to get compliance to get the cars moved. Um, we work closely with the street department when they're actually in the plow plowing phase where they'll call us if it's something that definitely needs to be moved and then we'll work with them uh to get it moved. But one of the things to keep in mind is, you know, that's the busiest time for the police department, too, because we're responding to crashes and um all those events and making sure people aren't stranded and what have you. So, um, it's just trying to prioritize what we're what we're doing and it's sometimes it's difficult to do that during the event just because of the volume of calls.

that is also owned by Seavoi that's doing the former Kmart project. Um, I don't know where they are with their agreement with Culver's. I know they're in talks. Um, they've Culver's has submitted their plans. They've gotten initial comments from staff on those plans. Uh, it's in the early phases, so I don't want to give people's hopes up on that restaurant in there, but it it looks good, but um they've still got a ways to go on that on that outlot. And then um Council Member Patel. Um, so we got a list from Robert a couple months ago of uh current ordinance violations, not not police department, but as far as public works goes. Um, he has not updated that recently. He said that he should be able to do that pretty easily with the new llama program instead of putting together the Excel spreadsheet. He's out of town, so when he gets back next week, I'll get with him and see if he can update that. Uh, also I want to let you know that uh before court last week uh a day or two before court, I asked the uh prosecuting attorney's assistant uh Emily if she would give me a a list of current Bridton businesses that were in court. And uh she did. So I want to kind of keep up with that to see uh the length of time that things are taking and seeing what's being continued, seeing who's not showing up and see what the violations are. Um but um I'm going to follow up with her again and see what was settled last week and what wasn't. But um I'll update update you and council uh with that information. Um what else? Uh the apartment complexes Cypress Village, I think I stated at our last council meeting that that was sold. Um and um I gave him 3 months to uh get the violations uh cured and if they're not then summones will be issued. Chateau Deont uh we have a meeting next week with them. We have monthly meetings with these two apartment complexes uh just to make sure that they're they're staying on point and getting some of the violations uh taken care of and up to code. So mo most of them that we were focusing on are u life and safety issues. I know um um Captain U Love all
has been in on uh one of the meetings as is as uh well as the chief um with the Cypress Village uh situation going on. They have people that are going into the basement homeless people during the cold weather going into some of the basement. So uh that's not allowed. And uh so the police department um has given the property manager uh their direct cell phone so that uh she can contact them when there's a situation like that. So as far as I know there hasn't been any uh big problems going on there, but we're taking care of what we can. Um that's all I have. Uh I do want to uh say hello to uh retired Captain Wooten.
