All right, we're going to go ahead and get started. Um, good morning everybody. Welcome to the meeting of the Charles Town Sanitary Sewer Board. It's 9:01 a.m. on March 5th, 2026. We'll begin with the Pledge of Allegiance. Please allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all.

0:44 – 1:180

Thank you. Let the record show this meeting is being recorded and hopefully livereamed by the city of Charleston staff. Um, as far as determination of a quorum, board members, Mayor Hodes and April Grimes are present. Michael Grayson was unable to be with us. We also have our clerk treasurer, Donnie Kumer, and our attorney, Bozeller, with us today. We have an agenda that's been provided. Need a motion to approve. Mark motion. Motion by Nathan Grimes. I will second. I have no edits. If you don't, Nathan. All in favor say I. I.

1:16 – 2:010

I. That's unanimous. We have our standing business which includes the approval of our minutes from our meeting on the 19th of February, our current claims and our payroll allowance docket from February 15th to February 23rd. I'll make a motion to approve. I'll second that. Second by Nathan. Um any edits? All in favor say I. I. That unanimous. I don't think we have anyone signed up for public comment. No old business. We'll move straight into our new business. Uh Tim Crawford with his operator report. Good morning Tim. Good morning everyone. Good wet morning. Yeah. Um with the rain that we've had over the past day and a half, two days, we're getting our first test at the new plant. Yep. It's doing very well. Good.

1:59 – 2:410

Uh we've seen we've seen flows in excess of 4 MGD. It's a it's a breath of fresh air to not have to be worried so much. That's great. So we can I mean our focus will now literally turn to the collection system away from the plant which is where we need to be at this point. So but uh good news there. I know that you the drying beds have been Yes. removed so we're moving on with the Yeah, the drying beds have u are in the process or have been demolished. Uh the headworks will be next. That's the big one. We may have a party that I say I want to know when that one before that.

2:38 – 3:230

Um how are and then I guess they'll move to or have they already started moving to the process of like removing the airators from the biotech? They're gone. Oh, they're already gone. So has that already been converted over to? Not yet. They're in that is in the works. Uh they're draining it now. They have not reached the point to start uh removing the solids from the bottom of the next thing for that. Okay, great. But because that'll help even more with large amounts of rain. Absolutely. Absolutely. And knock on wood with what we've got right now. It's a very good point that we haven't needed it yet. That's a great sign. What's the capacity? Is it one and a half? What's the capacity of that on the uh for the wet weather? Wet weather 1.8. 1.8. Okay. Yeah.

3:220

So, well, it's it's good. I'm glad this is all

3:25 – 4:350

it is very good. So, uh, the guys the guys are continuing to gain more knowledge of the plant. There's a lot to learn and we're all learning every day. Uh, as a matter of fact, this morning we have a meeting set up shortly after I get done here with uh the SCADA system developer and there's a lot to learn there and that is going to be such a powerful tool for us that uh it's just we're really interested in that. So, but no, all all good on that front there. Um, with that being said, there was a couple of letters that were in your packet. Those letters are part of a a formal process that we u that the city has adopted to after the review of the sanitary sewer permits applications. Then I come through uh the mayor's office ask for approval to issue those after all approve approve approvals. Sorry. And I'll get that out in a minute. And I think what really needs to be done today, and I can assure you they are in order. They're ready to go. I think they just need a ratification or something from the board to do to approve those.

4:33 – 5:180

Okay. I'll make a motion to approve the Walnut Creek. Three or four sections for the Yeah, the Walnut Creek and then the uh Jennings Grove. It says Thompson Street. That is considered the Jennings Grove. Okay. Let me amend. Let me amend and say that we'll I'll make the motion to approve both the Walnut Creek and the Thompson Street east and west. Second that. Second by Nathan Grimes. Any questions on that for Tom? Can you give me copies of what these are? Yeah, I sure will. I sure will. One of these days hopefully before too long I'll get that through my head and just start sending those to you. I apologize. Yes, sir. Absolutely. That's all I have.

5:17 – 6:020

All in favor say I. I. I got two names. And so that was so on my original agenda I had there were like there was like a different line. There was like the War Creek Thompson Street. They were separate. So we just you're good. Okay. Gotcha. Um and then we had one SRF dispersement 29 L for PACE and that is in the amount of $447,153 and you confirm all accurate. That is correct. Great. So I've seen a motion to approve. Make a motion to approve as Nathan Grimes makes the motion. I second. All in favor say I. I.

5:59 – 6:380

I. That is unanimous. And I think that is all of our business unless anybody has any other updates that they need to make. Um we did we will have our executive session on personal issues following our super meeting next time since uh Michael wasn't able to be with us today. We amended that posted the notice um and that will happen immediately follow 9:30 uh following the the meeting. Okay. All right. I need a motion to return. I'll make a motion. Nathan makes a motion. I second. All in favor say I. I. I.
