There we go. Sorry, y'all. Uh All right. So the fleet analysis currently we have 140 vehicles in patrol, 32 in traffic. That includes u the motors. We have 17 motors. Um so 172 vehicles total. We have 130 officers with nine completing phases here shortly. They're going to need vehicles. The reason we have additional cars though is because we have an assigned fleet. But occasionally we well not occasionally quite frequently we have cars go down cars wrecked cars for um recalls from the dealership you know various different reasons. Uh the other reason also is the motor officers also have an assigned unit for inclement weather so that they're still on the street. This is just kind of a breakdown of you know years of service. Overall, our fleet's not in bad shape, but in order to maintain and keep keep what we've got, this is what I'm requesting. We're trying to slowly move the Chargers or excuse me, Taho out because we've had so many problems with them. I think we've had about 10 motors from Taho that were uh blown up or or you know, damaged or whatever. I literally talked to our shop supervisor this morning and we got another quote for $9,000 to replace a Tahoe motor. Uh we've had a lot of problems with the Chevys in general from um the fuel when when the car sits here and idles. It causes problems with the fuel system. So we've had all sorts of problems with that. Uh so what I'm requesting is the 1.4 million which will pay for 22 uh Durango and two new Harleys. And that way we can get rid of two of the trainer bikes that we use for the motors and then also outfit and roll down some of the other vehicles. This is kind of the age of them.

You know the car might not have a lot of mileage. you know, 100,000 plus miles, but it's the engine hours that, you know, because these cars are constantly running when officers at on duty responding to to calls and such. This will obviously replace cars like this that are damaged, old, torn up. If I go back, you'll see the 196,000 miles on that one. And the reason we want to keep better cars and services, a good example is we had a pursuit last week, you know, got up to 108 miles an hour chasing a felony suspect. These officers shouldn't be it's a it's a safety thing for the officers when they're driving a vehicle that has that kind of high miles. You know, the suspension's worn, things of that nature. So, you know, by purchasing newer vehicles, it allows us to keep the officers in something safe. It also reduces repair costs and such. But I'd be happy to answer any questions you guys have.

Good afternoon, council. Uh, thanks again for this opportunity to come before you. We've got a PowerPoint here and uh Shay has actually emailed each of y'all a copy of this. I can get it printed for you if you'd like one at a later date, but she's emailed mailed it to you so you can look over it uh later if you if you'd like to. We're looking at this today. Uh Tuscaloosa Fire and Rescue, I think some of our biggest things that we need to focus on staffing, equipment, training. I think we're doing a really good job right now of staffing and training, but we need that equipment. uh especially for those guys that are answering those calls and responding on you know you look at this list up here hazmat swift water uh the structural fires the extrications that they're going on. So these are the things that not only help them respond but also protect our our city employees when they're making that response. So that's that's kind of the key uh to this presentation and our capital projects ask today. Total project ask is 632,95 and that's broken down into some different areas here. There we go. All right. So, the first uh the first segment that this is broken down into is hazmat. This is replacement of um some of our our gear, some of our tools that we use to respond on specific hazmat incidences. Uh right now we have a hazmat team that's staffed with 30 personnel. That's one of the things that I've I've pushed. I think y'all have probably maybe at a point of hearing tired of hearing me talk about specialy teams, but those are the things that we're pushing in the department making sure that we're better at what we do if those things are called. Uh so 30 personnel are assigned to this. One of the first asks that these guys that that the need is there is chlorine kits. So you think about chlorine in the industrial setting, water treatment facilities, uh maybe even uh other industrial settings. These kits are to replace some that are that are 15 20

years old. And while they may still work, we don't need our guys in that environment hoping that a kit that's that old is working. Um, these kits have gaskets, they have seals on each one of them. Uh, and you can see that that first on the first slide right there on the left, you can see that smaller bottle how that kit fits on top. On the right side is that chlorine B kit. Those are for larger vessels, so transportation, um, and some of the bigger industrial settings. So, other thing that our hazmat team needs is some ammonia kits. And the reason these look, you may look at that other picture and say, "Hey, the color is different on this." But these are actually specific for the chemical that they're responding on. So, the gaskets, the seals are not going to break down based on those specific chemicals that they're used on. plugging and patching kits here. Um, go through my flip my slide here. These are called C1 kits. And if you look close enough, those are actually air inflated. So, inside of a pipeway u, or anything to basically stop a leak. That's the first thing that our hazmat team is trying to do is mitigate that to stop that leak. So, this is a way that we can keep that that product off the ground u doing it. So that's an internal patch right there of C1 kit. C2 is an external. And you see on the far right is a D kit. Those are for irregular. You think about a dump truck. You think about something that has saddle tanks on it that's carrying fuel. That's what we would patch those with. The next thing up is is uh suits for our hazmat team. These are level B and and level A suits. And depending on what chemical exposure we're asked to respond on, we always have to start out with the highest level. So you look at that suit on the right right there. Uh that's a $500 suit that we use. That's a one-time

use for a $500 suit. Um we always send two guys down at a time. So two guys are going to be in those level A suits. Two guys are going to be in the level B suits. And so you look at a call, a hazmat call, you've tied up a a significant bit uh of your cache of soups right there. Some tools that are going to help with uh with those patches that you saw, the chlorine kits, the ammonia kits are there. Um the second part of this is our swift water swift water res.

Yes sir. Different than other situations. I mean, like a tanker truck overturns with something bad in it versus maybe a PD issue, they probably got insurance. Do we are we part of the claim process? If a hazardous tanker dumps over, are we sending an invoice for our cleanup? All right. So, what we we don't do the cleanup, we do the mitigation. That's that's really all that we're doing. So, you've got the record services here in town that that they actually do the cleanup. But are we are we filing a claim for our call of service on that? We are not. We are not. If we have equipment damage, we have filed some claims for equipment damage in in the past.

But I mean, that suits 500 bucks a piece. We're sending two to four suits. We're not getting reimbursed for any of that. But I mean, if the tow company puts on a suit, they're charging 5,000 for it. Absolutely. I was just curious if we get reimbursed on that. We don't. We don't. uh there's certain situations that we have uh reimbursed on that. So whether that's something that's something we can explore if you'd like. Yeah. I just I mean especially when there's insurance on the table. I mean right they're mandated to have insurance. Everybody else that showed up out there is turning in a bill. And then I assume we've looked at grants and all this stuff too.

We do. from time to time. I think I think right maybe before you got elected, we came in here and we had some grants uh that we actually got a a deont tent from the hospital coalition. So, we've done some stuff to to upit those teams, right? And these are these are these are also suits that, you know, it's a onetime use. Um and so that's the bad thing about it is you have to protect your guys at the highest level because you don't know what they're getting into. And that's that's the balancing act there is making sure that we protect these guys and don't totally just use up everything. I should have asked this during the process, but just how long will those suits last if they last a year unused, two years unused?

Uh the shelf life of them is about a year because you think about the foss the the material there. Uh but they are they're meant to be a one-time use um once they are done. So, you know, you think about the stuff that once you purchase them, you have about a year before you. Yes. If not used, right? And how many are you purchasing?

Uh so on the hazmat, uh the total of that we've got 30 personnel. So that would be a suit for each one of those. So So and and I say 30 personnel, all 30 are not going to be going in at one time. And so that's where you have those those additional calls. So it may be two that are fitted up on that first initial call. And so that's the math to kind of get us where we where where we're at least a good spot on that PPE. Any other questions on that chief?

All right. So the uh Swiftwater section, Swiftwater uh total cost of this was 159,000. U y'all were good enough to let us go to Texas to respond. from Katy, Texas to help out with the floods that were there. Uh my guys learned a ton of stuff while they were out there, not only with equipment, ways that we do things, how to get better at our job, and and they've brought some of those back. Um we are in the state of Alabama, we are division C. So we have a 10 region uh 10 county region that we are responsible for. And so that's part of that. Alabama mutual aid system is what we're part of. And we have a swiftwater team. We also respond on hazmat on that and the state funds certain equipment at certain times based on needs. And so in order to get uh to that task force level, two boats uh and and also a swiftwater truck is in this uh capital projects right here. The part of the swiftwater truck would replace So we've got a truck and a trailer that we pull. You've also got to have another truck to pull boats. This would actually get us a truck like this right here that would do away with our trailer. So, you've got one truck responding with the equipment that could also pull the boats and so that cuts down. Right now, we've got um one truck that's that's dive, but on some days it's also swiftwater. So, response modelwise, it's not the best for us. We need those individual trucks to do those individual jobs. Uh, so those teams, you know, I've been at station two when we've had a swiftwater call and a collapse call at the same time.

I was there that night and you know, you don't think that those lightning's not going to strike strike twice, but it you do come into those situations where you need that equipment separated like that.

The other PPE that we see there, um, and y'all saw the title of this. This was a PPE upgrade for the guys. These are dry suits. Um these are dry suits and you can see them. This is a picture when they responded um in Texas. Those dry suits are meant for contaminated water. And you think about the calls that they're making for swift water for some of these things. They're always looking for bodies. There's always unknown uh contaminants that are in that water that they're in, sewage, all of those things. And so that's why these dry suits are so so important, not just to keep them warm. I know a lot of people, you know, go to that that, hey, we just want to keep them warm and dry, but this is really to protect them from those contaminants that they're that they're being exposed to. Um, those suits $1,300 a piece. Actually got a text message last night that uh and that's why this is on here. Uh, Swiftwater team was training yesterday. Out of the suits we had, over half of them were leaking.

And so that's not putting my guys in the best best position. We we need to get those replaced uh so that they are safe. They do have that PPE that's there uh that they can go home at night and not worry about the other things that they're taking home with them. Urban search and rescue. Um hydration packs. These are broke out here. Hydration packs, boots, radio straps. I mean, you think about the areas that we have around here. We have a wilderness team. We have that urban search and rescue team. You think about Hurricane Creek, So Park, some of the national forest, um there's consistently missing people, uh whether it's Hurricane Creek, whether it's some of these other areas that we get called to assist with, whether locally or abroad, and our guys need the gear, uh to do the job appropriately. Other upgrade we have here, these are called fin form panels. Um, these are for structural collapse or uh trench rescue. You can see the guys on the left hand side right there. This is for, you know, you think about a lot of plumbers. You think about a lot of people that are uh that are doing that that underground construction. If it's not shor up correctly, that's when we get called. Somebody there's been a collapse. Uh we get called for that. So that's what this right here is. These are these are lighter weight synthetic panels that we can use. We've the panels that we currently have are over 20 years old. They were here when I got here. uh they've been in all kinds of environments and this is the industry standard that that we're trying to catch up to. Any questions so far?

We're actually gonna put those to protect us when we're going in trying to dig him out. What are they made of?

Uh right now they're made out of uh plywood and 2x12s, but this is a synthetic uh plastic that's supported. It's kind of a web design inside inside that. So, it actually supports more weight than your than your plywood that's glued together. The last thing is our extrication equipment. Um, I think those that came out to our emerging leaders uh demonstration kind of saw the technical side of it. They saw the uh the effort that it takes to actually cut somebody out of a vehicle, the time, the equipment, all of the stuff that's getting moved. Um, and it's done with all of that gear on. See this picture right here? These guys are in structural firefighting gear. So that's three layers that doesn't not breathable really. You know, you think about that guy that's out there working. He's lifting those tools. He's doing those things, but he's doing it basically with with his winter jacket on. Um, and that's structural firefighting gear. He's been in carcinogens, house fires, all those things. And every time we put those on, that exposes our guys to more and more risk of cancer. This extrication gear would be used just for that. extrication training and it would it would help us to to negate some of the some of the cancer risk that come with our job. Any questions on

There's some things better that the TFR does like the swift water, but then you know the dive teams were combining the dive teams um and using where both of them will come together and train together. It's just some areas of specialty. It's better bomb TPD swift water TFR and then specialize in it. But we are having the discussions to bring some of those together and like I said we've already combined the the hazardous device unit and brought TFR onto that unit as well. And there's nothing in this presentation that is duplicated on the other side.

Discussed uh the east precinct updating that. We've got a plan right now that we had looked at some different avenues for my administrative offices. So, five personnel, deputy chiefs, myself, special projects, um would all move into that space. We've looked at some different avenues even moving into our logistics building, but that would take us eating up some of that logistics space. So, we're we would actually be that building was intended for different purposes that we would be reshaping that and those purposes are still needed. we would just be eating into their their their product. Uh East Precinct is one of those things that we don't have to do any structural work here, mostly cosmetic. And I think that's the return on investment that direction would still allow us to have our logistics, all the people there that we do without having to reshape uh any of the storage that we have there.

The uh so the city currently has uh two main locations where all of our servers and uh network infrastructure are kept to support city and public safety operations. One is here uh and the other is at our the 911 facility in Northport. when that facility was built. It has a data room that is for collocation of of public safety related equipment to support operations there. Uh and and at the time we also uh this before my time but put our backup or disaster recovery infrastructure in that facility as well because it was not in this building. Uh over time we have outgrown the space there that was really not designed for what we're using it for uh to support all of the city's operations. In addition to have a true in a true disaster that is really far from all of our other city facilities. And so, uh, looking to have a, uh, disaster recovery and backup data center on this side of the river and with more physical adjacency to, uh, city facilities and also give us some room to grow and expand because from both a power,

cooling, and physical standpoint, we've outgrown our ability to uh, have everything out of that facility as well. So, where are we? At the moment, the uh the old vault in the east precinct building that that you were just discussing, it used to be a bank has very thick poured walls and uh has the physical size demands. Most of the expenditures will be for the electrical, cooling, generator design and design work for that.

We do have several city applications which are cloud hosted and 20 years from now they may be completely with the way the arc is going but we have a significant amount of of still physical server infrastructure that would take quite a bit of work and and uh operating expenses in order to change that over.

I'll give you one good probably the the best single example is um uh our camera systems the storage that's required uh for their operation would be an immense cost on the the cloud side as well as bandwidth and things and that's one of those things that's very very well done to keep here but uh

All right. So, uh the TP or the my two are essentially the same. Uh two different facilities both built in the late N or sorry late 80s. The generators. So, for clarification, we're talking about TPD, the main headquarters, as well as this building, which is annex one of city hall. Both were built in the late 80s. The generators are original to the building. It's end of life for them. And so, we would like to have those replaced before we have an event where we could experience failure with them. Uh we're exper we're anticipating $400,000 to be able to replace the diesel uh generator over at TPD. There's an ingground tank associated with that one that we're also going to pull out and then go back with the natural gas one so we're not having to deal with a storage tank. The one here, uh, we're going to go back with natural gas as well. But we're also looking at removing the fire pump, which due to some of the water and sewer upgrades that we've experienced over the last few decades is no longer needed. But it's at the point too where it also needs to be replaced for potentially several hundred,000 as well. But we've already had both of these designed by uh Steagall or Lee Steagall and would like to move forward with replacing both of them.

Um, so I do think this is important and beneficial to our employees. We do currently have a fitness room at ESD. It is uh approximately 12 by 14 I'm sorry, 12 by 17. So y'all can imagine with the amount of guys we got, it gets a little tight in there. The uh current uh area we have now has a cable gym in it, a squat rack, a stairmaster, and some free weights. So eliminating a wall in between our current area uh and a room that was behind it that used to be a work room would almost double the size of our uh workout facility. Give them a little bit more room to work out. Um and that would allow us to add the equipment you see in that packet, which is a treadmill, uh exercise bike, a Smith machine, a dumbbell rack, and um some other free weights. Both of the items that I have here, I think we can cover them. So, the top handout is our citywide street lighting uh and this is u in the capital budget for $100,000. On the first page of the handout, you'll notice uh several clouded intersections. Uh this is upgrading the lighting on the existing poles to increase the the lumens uh through the use of our

So, what's highlighted are intersections on University Boulevard from Greensboro Alman and from University Boulevard South to 8th Street. Uh, and it will be upgrading the lights at all four of those corners of the intersection. It's about 26 lights. Um, we'll be replacing the head on it with a brighter lumen. Uh the next component of this project uh that we've got identified is at the uh intersection of Lurling Wallace North on University Boulevard and then back east to Greensboro. There is a low light condition there that was identified through some of our drone surveys. Um here we'll be working in conjunction with uh Alabama Power as well, but we'll be adding two new lights on that south side of that block to improve the lighting in that area. And the third component of this is some lighting um on the block of Gary Fitz um Gary Fitz Street between Lurlane Boulevard North and Greensboro Avenue predominantly on the north side. Um, this is coverage of the whole block, but a little more, you're familiar with the, uh, 550 Greensboro building that's under construction. So, it's in that general vicinity there.

This will be putting up our new our lights. This is our infrastructure. Um the ask is for $325,000 and that's approximately seven lights. Um when you start talking about a light and the conduit and the power supply and so on so forth goes with it. Historically we're in the neighborhood of4 to $50,000 a pole.

And then all of the elevate parks have uh security cameras and lights through all of them. Those all have a life cycle. And uh this fund is kind of the the overtime these cam these cameras are reaching the end of life. they must be they must be replaced as well as if director blankley uh or the mayor reaches out and asks for a camera to be added at a specific location or additional ones from municipal security. So this is not for any one specific project. This is just kind of for an overtime uh as and we've done these uh to think two times over the last five years just kind of replenish this pot for these uh sort of projects and the general life cycle of a camera which is between seven and 10 years.
