Good evening, Mr. President, council members. Tonight I'm going to have the pleasure of introducing our three of those police officers. If Phillip and Chad and Isabella will please come up here. This was a long hiring process. We finally got them to where we needed them.
um tonight we've been given the honor by two phillips to present three outstanding candidates who have accepted the responsibility and challenge of serving time at the nba's police officers and professionally commands integrity courage discipline and sacrifice even visuals that demonstrate the character and commitment necessary to wear the badge and uphold the values of the nba police department jack richard brings more than two decades of law enforcement experience including his experience and proven ability to serve in complex investigation roles by providing media guidance to the department and the community. Phillip Boat brings a strong foundation of both military and law enforcement service as a United States Navy medic, currently a certified police officer. He has dedicated his career to protecting and caring for others under pressure in these difficult environments. His leadership, operational experience, Isabella Adamson represents the future and profession of continued growth in the lottery, a voice for criminal justice education, internship with Indiana State Police, discipline and perseverance required, and to compete in Division I Co-Education School. She reflects a strong work ethic, teamwork, resilience, and dedication to our studies. She brings enthusiasm, professionalism, and commitment to serve the public with integrity. Together, these candidates represent a strong balance of experienced leadership and future potential that have chosen a profession that requires sacrifice, accountability, and unwavering commitment to safety of others. Their willingness to step forward and serve speaks highly of their character and dedication to this community. So on behalf of Danville Town and this council, we thank each and every one of you

I need to take one question. We have a lot of events on our street closure. Are we getting any pushback from citizens on any of the street closures? I've been in favor of all of them. I like them all, but I'm just curious if there's been any negative feedback from them. There has not been any. Downtown Gable Partnership does a great job communicating with businesses and everything, letting them know about the events

bond issue, but one of the other things you want to do is move some of the, I may not be describing it correctly, but the lease on some HVAC or something that you wanted to move from operations into debt, does that need to be addressed but I didn't see this.
Sarah is my expert. Is it in the resolution? I'm Sarah Carell with Ice Miller Reservice Bond Council. You are correct that this is kind of a unique one and that we're moving to make the same debt over to debt service. The way that that shows up in the resolution is in the project description itself, but we do not need any separate language for that.

As you can see on the list, the street department has some old skid steer attachments that are no longer used. I don't think they ever used them. We bought them at an auction, with my understanding, asking some of the people that's there. and they look at another piece of equipment and they ask what we're going to do with them. We told them, you're going to do with them. And they offered us in-store credit, like $15,000 for all this stuff. We're like, oh, that's surplus. You can do that then. So nothing does, just cleaned up the lot. And the other three things I think that were included were the old street sweeper doesn't run. The motor's messed up on it. It's been sitting there for like three or four years in the lot. patcher that we don't use no more 2006 or something like that and they don't use it
cleaning up the lot a bit.
vehicles where we're at or we need to go here this year we've had quite a few problems with our vehicles and repairs to meet major repairs some of them because of that we used up a lot of our repair money already the original budget we asked for 40,000 for vehicle repairs 3d gave us 17,000 already 16,000 rep from them come up and talk to you a little bit kind of go with our plan what we want to do next kind of where we're going to go the big problem is vehicle repairs is really starting to catch up with us this is the older vehicles so he's going to talk to you tonight about getting rid of some of the older vehicles and picking up some newer vehicles and not costing any more money for the town because we're going to get a lot of money from the trade Sam, he's gonna answer all your questions about the vehicle and stuff. Sam's from Enterprise, he's our rep. Real quick too.
When we originally did this, the repairs would not be on us anymore. They'd be under warranty and Enterprise takes care of them.
No, we didn't do the section where the repairs go into the cost because of the cost.
as far as warranty we're certainly getting to where we're over that now so yeah we're eating the cost all right that's all i have yeah i have a couple questions on the data that you provided uh what's the what's the anticipated rotation cycle of the police vehicles in the lifetime usually it's usually it's five years hundred thousand miles somewhere in I thought it was shorter than five years, but I see on these that says five years and 15,000 miles. I would think these cars would get much more than 15,000 miles in a year.
Absolutely.

So what does that do to the lease?
Yeah, so that we can be flexible in how we underwrite the lease. There are some units that are going a little bit lower miles when we look at it. So when we look at a cost per mile, if we're going 15,000 to 20,000 miles a year, it makes more sense to do a five-year cycle than a four.
but if we're putting more than 15 000 a year on in five years here we're gonna get an additional payment at the end or something usually there's a penalty if you go to the mileage now this is a this is an equity lease so there's no um we're in chair there's no mileage penalty we actually cut a check to the town once they turn that vehicle in because of the amortizer so the excess mileage really reflects in the equity at the end all right i knew there had to be something somewhere
not just to answer your question as far i think we set that up originally when we first did the first lease we set it out that way too just because it ended up being a better deal for the town as far as the mileage just to see how it works out for us.
Yeah, and I'll say too that with boards, we can go a little bit longer than some of the RAM products.
We're agnostic, but we also are a data company, so we're constantly looking at different trends and things like that.
So we feel comfortable looking at that product a little bit longer than with certain other products.
we've done this now like four years we've been part of Centerprise have we saved money have we lost money do we have any idea no greedy was supposed to reach out to you I did but shouldn't it just be as easy for somebody to go back and look at what we used to pay on the bond payments good yeah so when we brought the town of Danville on as a partnership we did a conceptual 10-year model
and show you where the trends have been over the last couple of years. We always come in every year and validate that data to make sure that we're moving in the right direction. From what I can see, Danville is certainly moving in the right direction with how they're replacing vehicles practically.
We'll take a look at it and see. Say $20,000, am I doing this every year?
Yeah, we're happy to provide that data. We've got a lot of data, so we'll put that together and validate if we're doing it in the right direction.

So if we scroll down. we don't want to over maintenance these vehicles or over depreciate it so what we've come in and suggested is some of the vehicles that are coming to their effective life cycle we'll pull those five out that gives us seventy four thousand dollars in equity on those five vehicles now again we're a very conservative company um i would imagine would be much better than that um but we want to be conservative not over promise we take the lease payments same your budget stays consistent and predictable. So, yeah, happy to answer your questions there about that as well.

so your your suggestion is do the detail picking into it at the next meeting that would be my suggestion yes sir okay yeah that's fine with me i would like to maybe offer a college suggestion direct questions uh the 2026 column on each of those department schedules uh i would like to see that column just eliminated but if it's 2026 that means it's either done or funded uh so we don't need to have it on the schedule and if it isn't already done or funded it should be moved into a future year so and looking at the schedule i can't tell what's done what's not done there are one place in particular or one issue in particular this building where some pieces of repair in this building is on their schedule some are on very scheduled summer on chief health schedules i'd like to see all those maybe consolidated one i don't really care where it is but then all the thoughts on this building into under one of the schedules and maybe it's at the next meeting where we need to get into it but we're going to have to identify some priorities on dealing with things like the one that comes most to mind would be fairly big numbers the discussion of whether or not we're going to build a public safety building versus repairs here so we need to have that discussion and if the decision is we're going to go with public safety building then what are we going to do with the excess space here and if we have that excess space here do all the repairs need to be made in that space for that detailed discussion at the next meeting. So if that's all right with everyone. So if that's the case, then we need no further or anything tonight. All right, any other questions or comments on it?

So we know, like, hey, the money. uh you know are we gotta go after bonds or the grants out there you know i guess one of those opportunities and then maybe maybe a quick description on the benefit and or the need but the idea some of them again are a little more understandable than others i guess but outside of that i mean the lists look pretty inclusive and i think they're gonna good job putting them together that would be my only and i know that's a small but big ask so yeah i'll just have one quick question um kind of towards chief elton i thought about this um coming in today in 2027 we had the 12 000 for new radios for the department is that taken into account we know i've asked her name and she wasn't sure the 9-1-1 system
doing up those radios and clean that up, put the price lien on that.
and whatever they're thinking down there.
Okay. Well, I just knew that they were changing that Motorola, their whole system down there, because Motorola is great. They're going to be obsolete in 2030.
And I don't know the last time that they actually made some changes down there. I know she has some of her recent themes and pretty big dreams and a wish list of her own down there. So, yeah, I can get with her and see. But we just purchased some radios a few years ago. It was the most fun money. And we're going to do the best we can here.
for some of them would that would that be your thinking with a primary focus it'd be fair but i in fairness to me i'm looking to drive your questions so it depends on what questions you guys have so and i but i do think that should be probably one of our major topics is the funding of capital expenditures especially when it comes to buildings yeah i would like to see that the primary point of discussion next time with looking at
the most of these items that are tax funded uh so we can start prioritizing and looking at how we're going to pay for them and whether to take on debt and how much whether doing one big buyer with small bites with that said though at some point in time i think we need to really look at our utilities as well i'm one that personally would favor doing small bites already increases meet up meter needs rather than continue to defer for years and have it with 10 or 15 percent so i'd like to get that on agenda at some future time maybe not the next meeting but get that issue addressed as well anything else all right thank you sir appreciate it i will stay up here okay stay out of council comments mr morgan as you get prepared for the next meeting one of the things i would like you to think about we kind of
like to put maybe a bug in your ear to start thinking about if we want to parcel off the property out of Miles Farm. If we want to start having that, whether we have it subdivided, however we want to do it, but in preparation to sell some of those parcels that we may or may not need. We do have interest in the what we can what we need to keep to meet our goals and then what we could probably consider surplus property so the other thing reached out to endot i have filed an appeal on the uh And then next Wednesday, myself and staff will be going to Crawfordsville to meet with Endot for the start of the permitting process We'll be meeting with them Wednesday afternoon to start that process. If you weren't at the RDC meeting last week, the RDC did approve the expenditure of funds to start building the road on the Tharp property. It will become a public road. It will be our road. So it will be built to our standards. that are going in there this is something we actually required and so there was a discussion about taking TIF and splitting it like a 60-40 and we found that it was more economically conducive to our coffers for us to pay for this and then to get TIF the area and we get 100% of the TIF Barry will probably start getting some estimates. This is probably going to be a good project for our new BOT. So we're looking at it in that aspect. So we'll be a good candidate for that. So that's exciting. We've got a lot of interest in our community right now. It's really, I hate using this because I've been using it for seven years, but do believe we're about to see a domino fall and i've been waiting for that for seven years since i've taken this job so so i think i think we're about to see the domino fall and it's exciting any questions that any of you might have not a lot going on thank you sir thanks miss anderson says you're studying in that seat you might give any comments for us i did not thank you good sir
i sent you guys an email this afternoon and i've got a the indiana state treasurer is going to come next tuesday and wants to talk to us about sp1 and maybe grant opportunities

out of all those so i want to thank you and your office for doing what you did we had two ribbon cuttings today of two businesses in town um had a great time with those if you have not seen the inside of um what is that mark the forum on the corner that is a beautiful beautiful building they have put some some time and effort into that building it looks really good for the county it's excellent So just want to thank you about what you did today.
One word of caution to anyone that would be curious like I was to be interested in driving up usually staked out waterway north. I did that on Monday. I've had the privilege of putting two new tires on my truck on Tuesday. Cut the inside, something cut the inside of the sidewall on both tires on the driver's side. for the meeting is adjourned.
